clouds and sun mixing through midday. upper 60s at noon. this afternoon, we top out about 72, 73 with a 5:00 p.m. temperature of 71. very, very comfortable. more importantly, dry today. that will be the case tomorrow. you'll see the clouds starting to move in thickening up in west virginia. we've got should showers, ohio and points west. we're at 61 now. still 40s in the mountains. 55 in frederick. 61 at the patuxent river air station. la plata at 58 degrees. this afternoon, highs upper 60s to upper 70s, enjoy it. >> a live look from sky 9. there was an overnight accident about 2:50 involving a tractor trailer. right here in wheaton on the northbound side of veirs mill road. you can see that the cleanup and investigation continues. i know they had to lay some

absorbent down as well. let's take a live look at 395 on the northbound side where the earlier accident was just cleared out of the roadway. it was right here on the 14th street bridge span. you can see now some delays left. good news is the lanes have been opened. by the way, just in from the newsdesk, eastbound route 7 at market street in loudoun county, an accident blocks route 7 eastbound at market street. i'll keep you posted on that. let's take a live look at 270 on the southbound side. you've got your typical monday morning delays coming in from urbana down toward clarksburg. it looks good from 121 all the way down to the point where the lanes divide. over to the beltway, outer loop slowing down into silver spring. it looks good here in bethesda. and now, over to your travel times starting with 66 inbound. 7100 to the beltway. 11 minutes. the toll road from hunter mill to the beltway, 7 minutes right now. i'll keep you posted on the incidents around town at 6:12.

back to you. at the top of the hour, let's get a check on some of the stories happening today. a group of american muslims and christians returns to iran calling for the freedom to american. shane bauer and josh fattal are accused of spying in iran. they say they were hiking and  got lost. the american group says the pair should be released on humanitarian grounds. >> the kennedy center hosts a standing ovation for d.c. teachers. macintosh, john legend and alfray woodard. it all begins at 6:30. federal agencies and departments will start buying office supplies in bulk to cut down on cost. the white house hopes it will save $600 million over the next four years. also today, the president will lay out his ideas to reduce the deficit and pay for his massive job creation plan. >> most money will come from

the wealthiest americans and large corporations. white house sources tells us that the wars in iraq and afghanistan wind down. $250 will come from cuts in medicare spending. again, the idea to cut the deficit and pay for the $450 billion jobs bill the president wants congress to pass it now. >> on monday, i'll lay out my plan for how we'll do that. how i'll pay for this plan and pay down the debt by following basic principles. making sure we live within our means. >> right now, the president is expected to lay out his plan this morning. >> jessica separates fact from fiction on this plan. >> the heart of the president's plan is a call for a new minimum tax rate for individuals who make more than a million dollars a year. the thought to guarantee

they'll pay at least the same percentage of their income as middle class does. it is being dubbed the buffett rule. warren buffett is the billionaire investor who has frequently complained the richest americans often pay less, that he himself pays taxes at a lower rate than his own secretary. let's dig into this claim. the tax rate for the rich is 35%. most of us pay anywhere from 25% to 33% depending on how much we bring home in our take home. here's the run. rich people make a lot of their money -- put a lot of their money in investments and income from those investments is taxed at 15%. so, you combine salvi and income from investments and you can pay taxes that are a lot lower than that 35%. some of buffett's critics say the rich make more from their wages than from their investments and others say that a tax hike could potentially hurt the economy because it would potentially hurt

investments. >> the bottom line is how much money could this make? >> there is a lot of debate about this. the bottom line figure is $1.5 trillion. primarily on the wealthy. $800 billion from allowing the bush era tax cuts to expire. it would affect about 0.3% of taxpayers. this one would affect a lot more, particularly in the washington area. $700 billion would come from a combination of closing loopholes and limiting deductions and families making more than $450,000 a year. >> it seems like it would be easier to come up with a flat tax again and figure that out. >> there are a lot of folks putting that plan out there as well. >> so far, it hasn't gained any traction in the last 12 years. jess, thank you. mike? >> thanks, andrea. today, the boyy state university student accused of killing a fellow student heads

to court. surae chinn is live on the bowie state campus with some of the reaction to this crime. surae, good morning. >> reporter: good morning. students return to some sense of normalcy, back to class ever since this tragedy, minus two of their students, one who was killed and now the other sits in jail charged with murder. >> this horrible event happened at the corm story building at the christa ta mcauliffe residential community in the four bedroom suite. it has been a somber weekend here at bowie state university despite being homecoming weekend, classes were canceled friday. after police say 19-year-old alexis simpson of district heights stabbed her roommate to death, 18-year-old dominique fraser. according to court documents, they were arguing over music from an ipad. >> we're going to miss you, dominique, always and forever.

>> alexis simpson is expected to have a bond hearing this afternoon in upper marlboro around 1:00 this afternoon. classes had just begun, the start of the semester. already very emotional and a hard, tough, emotional lesson. many say it should never escalate into murder. a suspected serial bank robber will go before a judge for a bond review hearing later today. 44-year-old samuel lewis of beltsville, maryland is charged with robbing seven banks. authorities believe lewis robbed additional banks in montgomery county and northern virginia. montgomery county police say an anonymous tip led them to lewis. virginia home and business owners hardest hit by hurricane irene can soon get help from the federal government to rebuild. the stays is asking requested low interest loans for home and

business owners in kent county, virginia. they can get loans up to $200,000 to fix their homes. >> it won't be until february before schools in louisa county, virginia, get back to normal. it was hardest hit by the earthquakes. two county schools are closed for the rest of the year. until then, the rest of the school year. until then, students from different schools are sharing space in the same building. that means classes on weekends and holidays. while some may be skeptical but this morning, redskins fans are trying to look at the big picture. >> rex grossman nearly blew the game with two interceptions but then he led the team back to victory. >> this is what redskin fans are worried about. bad rex. you see this play. threw a pick in the first quarter. cardinals richard marshall returns it 33 yards. nat that would lead to an arizona touchdown.

>> a big round. applause. >> the crash happened saturday in martinsburg. the pilot was killed but no bystanders were hurt. sunday, the ntsb told reporters what it is looking for. >> looking at the flight control and engine to try to determine if there is any evidence of a mechanical preimpact failure or malfunction. >> the pilot has been identified as 54-year-old jack mangon, he was a fighter pilot with more than 4,000 hours of flying time. >> the ntsb is busy in nevada shifting through evidence to find out what caused the crash of an airplane there. >> investigators say they may have found critical evidence into what caused the air race crash in reno, nevada. the world war ii era plane was equipped with a camera and pieces of it have been located in the wreckage. the plane smashed into a v.i.p.

section where ed larson was standing 20 feet from the crash site. >> it veered over and now it has come right out. >> he took off running, flying debris knocked him out. he woke up in a military medevac helicopter that at moments before had been on display at the air-raid. >> evidently i was hit on the back of the head by something. >> rescue crews rushed more than 60 victims to local hospitals. doctors are still treating patients with critical injuries like head wounds and amputated limbs. mark greenwell was working security the day of the crash and went back saturday to help the national transportation safety board map the debris field. >> you could see everything, how it was scattered, most poignantly for me, there was a pile of belts, apparently a military person had collected belts from people for use as tourniquets. >> it could take months to

figure out what caused leeward to lose control of his plane. >> these could be critical for us to form analysis that would allow us to examine certain structural or medical issues. >> that information along with video of the crash from fans will be examined by experts in washington, d.c. sandra hughes, cbs news, reno, nevada. >> the pilot who died in the crash said he changed the plane to make it faster and more maneuverable including taking ten feet off the wings. in months before the crash, he said he wasn't exactly sure how that plane would be performing. so sad. our time is 6:16. howard is here with today's forecast. >> today's weather not bad at all. we'll have a mix of clouds and sunshine. decent day of the work week. after today, unfortunately, we've got some showers around tomorrow, wednesday, maybe even through friday on and off. not expecting like lee where we had 10, 15 inches of rain. an inch or two in spots.

72. partly sunny. sunday, a chance of a shower. >> we've been talking to authorities out in loudoun county where a pedestrian was struck on the eastbound side of route 7 and you'll be diverted on to route 9 out there in loudoun. that's market street, route 7. keep that in mind for your travel plans. overall though, things are a little slow on 395. we'll first zoom in on to route 50 and the bw parkway. you see the yellow car a little slow on the inside of the beltway. let's take a live look at route 50. looking ok once again over to new york avenue. a little slow at bladensburg road. again, let's head out to the maps. this time zoom into 395. it is a little slow here because of the earlier accident at the 14th street bridge. right now, you've got overall delays, beltway to seminary road and the pentagon to the 14th street bridge. let's take a live look here at 7th and 8th street right at the

bowie state campus with a preview. good morning. >> good morning to both of you. you know, it is expected to be an emotional day back to school here at bowie state university. we're on campus and this will be the first time returning to school after this horrible tragedy that happened in this building right behind me on the second floor of the christa mcauliffe residential community. it all happened thursday night. the 19-year-old accused of this, alexis simpson, is expected to appear in court this afternoon in upper marlboro. over the weekend, the small school of 5600 came together for a vigil and some homecoming events which served as a distraction from the horror that took the life of one of their own. police say 18-year-old dominique fraser was stabbed to death by her roommate. alexis simpson of district heights over music being played on an ipod. students are still grieving the loss of their friend. >> you would never see her upset with anybody. she was always so happy and

laughing and cracking jokes. when i heard it, i was like no, no. >> she was a sweet girl. always optimistic, always uplifting. cheerful. always cracking jokes about something. >> alexis simpson's bond hearing is set for 1:15 this afternoon. dominique fraser was expected to celebrate her 19th birthday yesterday but instead her classmates are mourning her loss. andrea? >> surae chinn reporting live at bowie state this morning. an early among drive-by shooting in cheverly has maryland state police searching for a suspect. it happened on route 15 near kenilworth avenue. three men told police they were heading east on 50 when a green 1990 chevy malibu pulled in front of them. the victims say they were attempting to pass when the shots rang out. a bullet blew out a tire. no one was hurt.

everybody knows the best place for a good time is mississippi. and that's only until they visited us in louisiana. which is a distant second to sunny florida. for beautiful vacation, nothing beats alabama. ok, we'll never agree on who's best. but we can all agree on one thing. the gulf's the worlds number one vacation spot. and we've gone all out to make this year the best ever. mississippi has wonderful people, great music, and the beautiful outdoors. louisiana's the best seafood you'll ever eat. shrimp gumbo, crab cakes, etouffee. florida means beautiful beaches and sugar white sands. actually experts agree that the best beaches are here in alabama. which can't compare to a good time on the gulf in mississippi. louisiana fresh catch. florida beaches. alabama beauty. mississippi outdoors. the gulf is the world's goodtime headquarters. and we are 100% open for business. i'm glad we got that settled.

welcome back. one more thing before we go. did you watch the emmys last night? there was an interesting omission you might not have heard about. >> if you saw the opening montage, it featured jane lynch, the host and leonard nimoy as the network executive. that was supposed to be alec baldwin but he said something about phone scamming and world news corp. that they didn't think that was good and the reason why, rupert murdoch, world news corp., the head of fox. >> fox is where the show was last night. >> it was left on the cutting room floor and leonard nimoy took the place of the network executive. that was one of the things. the other trend, lots of red gowns. i'm sure we'll be seeing the best and worst dressed coming up. >> decent day today. temperatures in the low 70s for highs. mix of clouds and sunshine. late tonight, few showers move in. the showers will be around tomorrow, wednesday, thursday, friday, on and off temperatures generally in the 70s for highs. the weekend looks drier.
