for rory doyle. a disabled young man who functions at the level of a five to seven-year-old. >> i became concerned he was being abducted or kiddalled. >> rory attends programs for disabled adults and uses metro access to get there and back. on this day, metro access called a regency cab to cover the route. >> how far of out of the way did rory go? >> 30 miles. >> mysteriously, rory's tracking software showed a trip that went from gaithersburg all the way to andrew's air force base. only four hours later did the driver take rory home. >> i also considered dialing 911 and having police arrest the cab driver. >> for much of the trip, he was on the phone with metro access dispatchers and supervisors, begging for

answers and getting nowhere. >> i had to take him upstairs to the bathroom and make sure nothing criminal had happened. >> we launched an investigation. >> tonight, metro is looking into it and promising a thorough investigation. >> we are looking at phone records. we want to talk to the driver involved to get an understanding of exactly what was going on and how this happened. >> in the end, rory doyle's father does not believe his son was injured in any way. he wants to know why the four hour ride to nowhere happened. in downtown washington, scott broom, 9news now. and our other top stories, prosecutors say it might be the largest government bribery kick back case in american history and it is unfolding right in our backyard. plus, the search for an attacker who tried to rape a woman in her own kitchen in silver spring.

also, why a sixth grader has been banned from wearing her necklace to school. first, here is topper with a look at the ever improving forecast. >> after our weekend streak finally ended. let's talk about temperatures. we are looking at temperatures on the cool side, but a vast improvement. already down to 59 in gaithersburg and 61 in leesburg. 64 in fredericksburg. for tonight, clear to partly cloudy. it will be chilly. lows 46 to 54 downtown and winds northwest at about 10 to 15. we will come back. we will talk about how long we can keep this streak going and look ahead to the weekend forecast as well. >> thank you topper. tonight, police are looking for a would be rapist who attacked a woman in her silver spring home. this is a computer generated picture of the suspect. he is described as a latino man. about 185-pounds. the attempted rape happened on the 9400 block of shay brook avenue at around 6:30 sunday evening. >> she heard her side door opening. she was approached from behind who pushed her down on the kitchen floor and attempted to remove her clothing. >> it's still a safe neighborhood. you have to keep your doors locked and just be vigilant. >> the lady was able to fight

that suspect off. police say he only got in because they left a door unlocked. so, residents are being urged, please keep your doors locked at all times. now an update on the carmella de la rosa murder trial. today, psychologist michael hendricks testified that de la rosa suffers from a major depressive order. she is pleading not guilty by reason of insanity. closing arguments in the case begin tomorrow. a federal magistrate in d.c. ordered four men held without bond in what prosecutors say is one of the biggest prescribely schemes ever. may have scammed the army corps of engineers out of $20 million and had their eyes on another contract totaling nearly a billion dollars. bruce leshan reports, an army corps manager may have pocketed most of the cash.

>> care carey was picked up at his mansion. authorities say he pocketed $18 million himself. as a manager with the army corps of engineers who was able to both let contracts and certify the contract the work was completed. the indictment alleges the four men scammed a $45 million contract to supply information technology and security to the corps. more than doubling the real cost and siphoning off the surplus into shell corporations. >> one of the most brazen federal procurement fraud scandals in our nation's history. >> prosecutors allege the men used the money to buy expensive real estate, bmw's, rolex, high end liquor, luxury hotel rooms, and flat screen tv's. prosecutors say the spir tores were plotting a bigger payday.

all of this apparently made possible by the special rules congress. the contracts were steered through one based in dulles called iactec. >> special rules for alaska native corporations 40 years ago to help settle claims. no bid contracts up to $1.3 billion. and as this case suggests, when you are talking that kind of money, the possibilities of corruption are enormous. at u.s. district court, bruce leshan, 9news now. >> lawyers for those men say they had too little information to talk to reporters about the charges. amanda knox is expected to touch down in seattle. the cameras captured knox this morning. this morning knox released a letter to the world saying, those who wrote those who defended me, those who were

close, those who prayed for me, i love you, signed amanda. knox spent four years jail to the murder of her roommate, meredith kercher yesterday, a jury acquitted knox. >> a sixth grade student has been told her rosary necklace is a violation of the school dress code. 12-year-old elizabeth carey hopes her wardrobe makes a statement. a cross necklace, a cross t- shirt, even a cross bracelet. the administration at the fremont middle school says school is no place to make that statement. >> the principal said i can wear my necklace at all because gangsters were wearing it. >> also had information stated that the rosary was being used as a symbol of gang affiliation. >> i'm deciding to stand up for jesus and do whatever i can to stop us. >> now fact is, rosaries are a

in the mail bag tonight, massive reaction on our wusa9 facebook page. the hank williams statements regarding president obama and his golf game with the house speaker. linda says espn was right to pull his song from last night's monday night ball game. people turned on the dixi chicks when all she said she was ashamed that president bush was from texas. she and her family received death threats, radio stations refused to play their songs. comparing our president to hitler was so much worse. but payne says the politics is what infected everything.

are you kidding? the three stooges. >> wow. hank williams says despite those comments, he has the respect for the office of the presidency. he released a statement on his website and it's a video of a song recorded called, if the south would have won. local leaders are speaking out about williams comments today. montgomery county executive says williams comments are but the latest in a pattern ever since barack obama was elected president. >> there's a photo on the website that has him in a chimpanzee suit. it's over the line. we have seen too much of that, to look at this as an isolated incident. this is something that has been a part of our fabric. >> and we have two local political leaders to talk about this tonight. democratic activist, cheryl kagen, and the current minority leader of the maryland house delegate, tony o'donnell. you heard the argument. you heard the comments. say what you think. >> look. every time a celebrity in this country says something stupid,

nobody is hitler. not george bush, not president obama. >> let's move on to new congressional districts in the state of maryland. they are making a lot of changes and a panel released its brand-new congressional map. redrawing the lines all over the state. the biggest changes in western maryland and montgomery county. the 6 and 8 districts. the six held by rosco would lose baltimore, heart forth ford. hartford. you still with me on this? van hollen would gain the eastern part of montgomery in frederick county, part of carol county. the two of you have a distinct interest in this. called this worse sort, delegate o'donnell, do you agree? >> when i looked at this map last night, it was almost a grotesque and carving out where the lines go. they go all over the state and

it was, if you listen to the reasoning behind it, they wanted to make the sixth congressional district more competitive for a state senator. unfortunately, i suspect a lot of minorities in prince georges county and other jurisdictions aren't going to be real happy about this. >> well, look. mike miller moved out of for instance georges county years ago. they moved down my way to southern maryland and there's an effort in prince georges county and in other areas of the state to try to consolidate some minority representation. i have to suspect they aren't going to be happy. >> this isn't rosco bartlett. this is a gentleman who served in congress for twenty years. it's the people. the people deserve great representation and next year they are going to vote for the person that they think will do the best job for them on jobs, education, the environment. >> let's be real. this is what happens in politics. >> this is what you do when you are in control.

the democrats control maryland. they redraw the district. let's be real. it is much more favorable, isn't it? >> it is more favorable, but then again, the eastern shore district was seen as a really heavy duty republican seat and a very talented candidate was able to win that seat on the eastern shore. frank has won that seat. the voters get to pick who will do the best job. >> look what they protected for him. they brought him from three southern maryland counties and way up around college park. they want to protect and took donna edwards and shoved her district into anne arundel county. that's unfortunate. >> i ask the same question of you. democrat control the state, they get to do what they want? >> there's a measure of reality to that, but in my opinion, i would say this. that redistricting should be about levellizing the district and what is in the best interest of the citizens. >> and if you want that, you
