d-- deranged stranger. >> reporter: the suspect antoinette starks wd out of target behind me with a pack of unpaid knives. she proceeded out of the parking lot area in front of the target store where she found her servia 16-month prison sentence. in that attack, at least one woman was stabbed and dozens were terrorized by starks. according to court documents, she was found not criminally responsible and ordered into a mental institution. the attack left a 39-year-old woman with multiple stabs. she is expected to survive. >> these are the people you don't want back in society because they are to the point of being psycho pathic. >> reporter: pat brown says people who have a history like starks often times find themselves back on the streets and recommitting the same crimes. >> in an institute they'll learn

the tricks to say to be called okay and be roo he leased. >> reporter: this time -- released. >> reporter: this time they're hoping the charges will keep her off the streets for a long time. the stabbing suspects are facing lotsz of charges for attempted murder. >> it was an unprovoked attack in the early morning hours. >> reporter: as starks was released from a mental institution on august 11th, she was staying at a halfway house in bowie. >>. >> ken, thank you. well, only on 9 tonight, a rare look at how a family copes in the wake of the unthinkable. back in march, 30-year-old jayna murray was beaten to death inside the lululemon store in downtown bethesda. that vicious crime stunned the community but it devastated her close knit family. andrea mccarren recently traveled to houston for an in depth conversation with jayna's parents, and she joins us tonight. >> reporter: well, derek, so often we cover violent crimes but rarely bet the sense of what a -- get the sense of what a

family has truly lost. a man she knew since childhood. working on two master's degree and on the fast track of lululemon. >> even with tears running down your cheeks, you know what a blessing i had. >> reporter: in one brutal encounter, jay na was gone. the store jayna loved in life became a shrine to her in death. >> i cried. >> it was just so overwhelming. >> overwhelming, yes. >> i mean, you just -- again, my thought was jayna would never believe this. >> reporter: for the close knit murray family, returning to the area was heart-breaking. >> we all broke down in tears. it was like reality. we're arriving in dc. a city that every time i went i was ecstatic. and it was the first time that you land and you were so cold. >> reporter: police say jayna was killed

by a co-worker, brittany norwood. now jayna's family struggles with grief and anger. do you think jayna would somehow forgive brittany norwood? >> it's hard to answer. i feel right now yes, she would absolutely forgive her. if she were on earth and if she had been injured, i think she would be struggling for good for right. >> thank you very much. >> reporter: the family past the healing has already been filled with surprises. the portrait of jayna carved in wood and sent by a compassionate stranger from michigan. a heart sculpted by a lululemon colleague. >> every day we have a choice. and every day it is our goal to bring joy to our life. and in doing so, we know that that is exactly what jayna would

want us to do. >> reporter: brittany norwood's trial is expected to begin on october 24th. >> we are trying to prepare ourselves as a family for everything that we might hear. but we feel like we have to hear it. we have to know everything that happened to our daughter. >> we want the right decisions to be made for montgomery county and maryland. we want the right decisions to be made for the citizens of bethesda. it happened there. it happened to them. >> whatever maryland decides, we have to accept. and we're ready for that. because we have to get -- we have to heal. >> reporter: part of that healing process is focusing on the positive memories the murray's have of jayna's adventurous life. if you're afraid to do it, do it. face your fear. the murray family is trying to keep that legacy alive and have

created the jayna murray foundation to accomplish that. for more information, you can go to our website wusa9.com. >> all right. thank you. new at 11:00, workers at bethesda medical center had to be decontaminated after coming into contact with low level waste. they were bagging the waste for dispose al. it didn't touch anybody's skin but it did get on clothes. no one was hurt. the friend of a gaithersburg man who died mysteriously ten days ago say they want to make sure he wasn't the victim of foul play. we're talking about 37-year-old benoy chacko. his body was found on the tracks on 3:00 a.m. back on october 1st. metro investigators say everything points to it being an accident, but his friends say there is a bit too much about this case that doesn't quite add up. sux as why the body was -- such as why the body was found on the

tracks in rockville and how his cell phone turned up later in a rail car. meanwhile the metro station was filled to capacity and beyond when the train service was stopped tonight in both directions in clarn done during rush hour. what happened there, matt. >> reporter: anita, it was a perfect storm of mass transit trouble. an absolute nightmare here. >> it's a health risk. >> reporter: it all began just before 5:00 this afternoon at the metro station. that's where for some reason a man jumped on the track, was hit by the train and was trapped under the train's first car. >> there was a person stuck under the train. >> reporter: a rescue effort immediately began and as a result train traffic was stopped in both directions, meaning that all passengers heading westbound out of washington had to get out

at rosalind where buses were waiting. the station simply could not handle all of the additional passengers. >> when you get off, it was just a sea of people. >> reporter: first the platforms backed up. >> you were almost pressed up against the moving train as it was trying to leave. >> reporter: then the escalators automatically shut themselves down because of the excessive load. and then some passengers started getting overheated walking up the street. >> nobody knows what is going on. >> reporter: overall, it was a chain of extremely unfortunate events. >> i'm trying to get home. anybody going to south ford, that is where my vehicle is at. >> reporter: the man who jumped in front of the train, a 39-year-old man from mcclane is now hospitalized in serious condition with potentially life-threatening injuries. anita. >> what a mess today. okay. thank you. a bomb to be planted in a dc restaurant with the aim of killing saudia arabian's ambassador to the united states. a plot by the government of

iran. the justice department says that's exactly what they've uncovered and a man they have in custody has confessed and is naming names. >> this conspiracy was conceived, was sponsored and directed from iran and constitutes a fragrant violation of u.s. and international law. >> in custody a man arrested at new york airport. investigators say he hired a hit man he thought was working for a mexican drug cartel. that man was actually an informant for the dea and spilled the beans. tonight iran denies any involvement in the alleged assassination plot. well, tonight protestors who are anti-war and anti-wall street are all settling into dc for what they believe could be a pretty long campaign. in fact, they've worked out the details for their park service permits that would let them stay down there on free dam plaza through at least -- freedom plaza through at least december 30th. they're convinced the number

will keep growing until the nation changes for the better. tonight they tried to unfurl banners inside the office building. capitol police ordered them out of the atrium. those that didn't move got arrested. swarming one of senate office buildings had no effect on the lawmakers. tonight president obama's plan to create jobs got a key note in the senate. some democrats and republicans voted against it. >> why on earth would you support an approach that we already know will not work? >> those who voted against the bill bauked at the plan's tax hike and big government spending. the president says he's ready to try a new way by breaking the legislation up into individual parts. tonight the presidential hopefuls squared off in new hampshire in other debate. it was tightly scripted and focused on the economy. all of the candidates repeated

familiar remedies and criticism of the obama administration and its plan to create spending and create jobs. >> we have to get our spending house in order. >> if they want to really change things, the first person to file is geitner. >> they know someone that needs to create jobs, and i do. >> it can prove helpful in what people will consider an important race. the race between the gop candidates has flipped. a poll released just today shows romney and cane in a dead heat for the top spot. 21% of virginia republicans support each of those two men. now, rick perry was in the lead in the commonwealth last month. but this month it's fallen from 25% to just 11% in this latest

it has been five months since this home in kensington exploded after the homeowner tried to install a gas dryer. that is the worst case scenario when gas appliances are not installed the right way. >> it is also the fear of about 1100 montgomery county residents who just found out that their

appliances were never inspected. delia gongalves joins us to tell us who might be to blame for all of this. delia. >> reporter: well, when a contractor comes to your home to install, stay, a gas stove, for instance, in your kitchen, that contractor is required by law to get it inspected within five days. investigators found in 2010 that was not happening for 1100 customers. and investigators say it's not only dangerous, it borders on fraud. >> i might as well leave a loaded shotgun down here in the basement. >> reporter: that was frank sotus describing the dangerous installation of his water heater. they found numerous safety violations. it turns out the sears subcontractor who has since been fired never called for an inspection. eric freedman with montgomery county says they found contractors with home depot, lowe's and sears failed to follow the law even though

consumers paid $50 for a permit. >> this argument that these folks are independent contractors is just -- and don't have supervision is ab sushd. >> reporter: the retailers are cooperating with retailers but they are blaming limited inspection hours and customer's personal schedules. the store does not realize any final game on permits because they are purchased up front by the license holder and we reimburse the contractor. >> there is no way of tracking how many permits have been sold. >> no. >>. >> reporter: but no doubt, someone stands to gain. freedman says investigators discovered plumbers, like sears contractor american home services performed two jobs. how many more jobs were contractors paid for when they never bought a permit? >> that is a violation of wssc code and they constitute fraud. >> reporter: we can tell you this investigation is far from over and could involve a class

action lawsuit. in the meantime, wssc we're told is working on ways to tidy up the system so this doesn't happen in the future. one way is to require the contractor to provide addresses for the permits that they pull within days after they purchase them. and they're also trying to work on new software to track those permits and the inspections. derek. >> timely warning, delia. thank you. well, maryland congresswoman donna evans not happy with plans to change the boundaries of her congressional district. she represents voters in montgomery and prince george's county. but under the redistricting plan, a large part of montgomery county would be moved into the western district now held by roscoe bartlett. that change could make bartlett be more competetive for a democrat. it would leave minorities. i understand and share the political interest that are at

stake both nationally and in our state. i cannot support the form spear to have been sacrificed for these political interest. governor o'malley will resubmit the plan for a special session next week. today first lady michelle obama jumped at the chance literally to promote kid's physical fitness. she led hundreds of kids in the area in a minute of jumping jacks on the south lawn of the white house and why not make an attempt at the guinness book of world records. this has to happen within a 24-hour period and the white house event was a kickoff. >> a lot of kids. . >> a lot of kids. >> it can happen anywhere. as long as they document it. >> within 24 hours? >> yes. >> let's go for it. >> we'll go to the white house and do jumping jackets. >> i don't think we have clearance for the white house. let's talk about the rain

heading our way. most of the showers and light rain setting up west of town. this is a little bit of a change. almost a wholesale change really since about 5:00. we saw heavier rain kind of up and down i95. well now we see the heaviest rain setting up west of i81. and, in fact, over towards the mountains. cumberland and hagerstown. there are a couple of showers in loudoun county and a couple showers north of 70. that is about it. nothing heavy. i'll widen out the radar and you'll begin to see what we're talking about. most of the heaviest rain and organized rain is really from charlottesville westward and it's moving essentially north. that looks like it's going to be the bulls eye. and we could see some flooding in the mountains tomorrow afternoon. we'll keep you posted. we're going to have a wet commute. just enough to cause problems in the morning. go ahead and leave a little early. by afternoon and evening, the showers will be on the way out. you're going to need the umbrella. keep that handy right through

the day. especially if you're walking to lunch. the showers will linger into thursday and, in fact, we might even have a thunderstorm on thursday and thursday night. all right. here is the deal. right now most of the showers south and west of us. we'll put this into motion and we'll see heavy activity run to the north of ufs. this is pretty heavy activity. you saw green colors go through, and that is light activity. and then we get a break as we go into thursday morning and then the clouds come back. showers return in the mountains. and i think by thursday afternoon, some showers will make its way back into the metro area. so overnight cloudy, breezy and cool. we still have some light rain and showers. 56-62. winds easterly at 10-15. now by afternoon, we're looking at mostly cloudy skies. cooler with rain and showers. 65-70. it's going to keep temps down a little bit. winds out of the southeast at about ten. so here is the deal. high temperatures because of the clouds and the showers pretty uniform. most of us in the 60s. maybe you make 70 in arlington

but 67 downtown. 67 in fairfax and 68 out towards reston. 56-64 to start with rain and showers. pretty much the same deal at noon with temps in the 60s and pretty much the same deal at 5:00 as well. next three days we're looking at milder air on thursday but showers and maybe even a thunderstorm. still mild on friday with showers and perhaps a thunderstorm. all right. next seven days, good news is we've not changed the weekend yet. very nice. cool over the weekend. at least saturday. nice on sunday for the redskins game. we have the dog walk in potomac. want to see everybody out there. monday with clouds and tuesday showers roll back in. >> all right. well, we'll be back in just a minute to talk about

redskins be heading into sunday? they're 3-1. outside of the giants game it's been a lot of sketchy offense. dallas gave them the game and the redskins wouldn't take it. just 16 points. and then against the cardinals they were 2-7 in the red zone. the rams game too strange is the word that comes to my mind. simple. >> we have to score. we have to eat up the clock. we have to score. in the past we've made mistakes on offense and we've given the offense a lot of chances to go out there and play. we can't do that this week. >> they can lose six games in a row and come out and still beat us. you can't sleep on a team like philly. >> no. >> you can't sleep on them. and here is why. the eagles for all their faults are loaded on offense. mccoy, jackson, do i need to say more? it goes on and on. their problem is turnovers. 15 in five games. no either team comes close that
