murdered in her germantown home. investigators found the woman's car. authorities have issued an amber alert for 11-year-old william mcquain. he was last seen at the family's home on september 30th. kristin fisher joins us now from germantown with more on the investigation. kristin? >> reporter: j.c., the victim is 51-year-old jane mcquain and the last time -- excuse me, right now, police are not trying to track down her killer, but they're also trying to find her missing 11-year-old boy. in the last -- the last time anybody saw him was 12 days ago. an amber alert has been issued for 11-year-old william mcquain. five foot teal, 85 pounds, the boy was last seen at his home on september 30th. montgomery county police are now trying to find someone who's seen him since then. >> we're hoping to advance that in the daylight hours, today, contact more sources, family

members, friends. >> the last time this neighbor saw the little boy and his mom was two weeks ago. >> we kind of waved and that was it. i don't remember seeing her since. >> reporter: the investigation started with a phone call to police yesterday afternoon. a friend of jane mcquain was worried, hadn't seen her in awhile. so, he filed a missing persons report. >> later in the evening, detectives came to her residence, receiving no response, they were able to climb into the balcony section, come in the sliding glass door. that's where they found her deceased in her bedroom. >> police don't know how she died or how long she's been dead but they did find signs of trauma to her body. >> it is kine of scary. >> quiet neighborhood. people are nice. haven't had any issues at all so this is all kind of shocking. >> reporter: seneca knolls is described by residents as being a secure complex. you can't get inside unless someone buzzes you in. >> it leads to think whoever did it, she may have known and might have let him in because there has been a scuffle in the

hall, or you know, or someone came in, somebody would have heard something. >> my hope is that they find the kid alive and well. >> reporter: now, back to the victim's missing car. police just located it about three hours ago. they won't say exactly where they found it. all we know is that nobody was inside but montgomery county police say they hope that they will be able to find some clues inside of that car that will lead to 11-year-old william mcquain. j.c.? >> kristin fisher reporting live. thank you very much. well, they will be counting the damage from the house fire that occurred this morning in beltsville, maryland. it happened just after 1:00 a.m. at the maryland farm condominiums along cherry hill road, just west of powder mill road. the fire began in the kitchen of one apartment and then it spread. fortunately, no one was injured. engineers have removed parts of a pinnacle at the top of the washington national

cathedral, damaged during the earthquake. officials built scaffolding around the spires of the top of the tower and sections of two other spires have already been removed. church officials say that this will make the pinnacles and the central tower more stable until stone work can be repaired. the cathedral will eventually get an inspection from the same engineers who inspected the washington monument. the white house is getting ready for a big state dinner. the guest of honor is south korean president and we're showing you video from a state dinner that occurred in january. china was honored then. this dinner will be a mix of business and fun. the business will talk about a big trade agreement between the united states and south korea. and the fun will be a dinner that will include a live twitter feed from the arrival ceremony. there are conflicting reports in libya about the fate of one of the sons of ousted

colonel moammar gadhafi. revolutionary troops are still in the key city where progadhafi fighters are making a last stand. libya's new rulers believe that the city will fall by the weekend, paving the way for democratic elections within several months. u.s. attorney general eric holder is facing a subpoena. a congressman wants to know what holder knew and when he knew it about a case that has been dubbed fast and furious. we're talking about a gun tracking operation which allowed the illegal sale of guns from the atf in hopes of tracking mexican drug cartels. republican congressman darrell issa of california wants to review the communication between the operation and the justice department and the white house. there has been no comment so far from the justice department. d.c. mayor vincent gray is asking the city council to review a law that lets police

arrest drivers for driving with an expired license plate. even if the plates are from outside the district of columbia. what we told you about this crackdown last week and several people from maryland, virginia and other states have been arrested. city council chair kwame brown says the council could take up changes by next week. nothing is worse than being away for a month and laying back in the city, you get in your car to go to work and you forget your tag is expired then the police stops you and locks you up. that's not what this was intended -- this bill was intended to do. >> the crackdown got a response from senator jim webb. the virginia democrat wrote an open letter to mayor gray suggesting that the city had better ways to spend its money. we're waiting for a police report after a man was struck by a car while crossing a street overnight. this happened on new york avenue at first street in

northeast. the man was rushed to the hospital. there is no word yet on his condition or if he was walking in a crosswalk. a custody battle over a child may have led to the deaths of eight people in a very quiet seaside town south of los angeles. police believe that the suspect walked into a crowded hair salon where his ex-wife worked and then opened fire. elizabeth sanchez is in seal beach, california with the latest. >> reporter: mourners have started a makeshift memorial outside the beauty salon in seal beach where eight people were gunned down. >> my heart breaks for everybody involved. >> residents are trying to come to grips with the town's worst mass murder. >> really quiet. everybody is really nice. everybody smiles. so, it is just kind of unnerving to think something like that could happen out of nowhere like that. >> 42-year-old scott decry is under arrest. witnesses say he walked into the busy salon yesterday afternoon where his ex-wife

worked and started shooting. this is a tiny seaside community and just about everybody in town is familiar with the salon. >> it is a small, tight-knit community. this is one of seal beach's greatest tragedies. >> police captured decry shortly after the shooting about a half-mile from the scene. witnesses say he was wearing body armor and did not resist arrest. while the exact motive is not known, those familiar with the decries say the divorced couple was fighting over their son. >> she's going to try to get custody. they'll give her custody because she's a mom. >> the suspect's neighbors say decry doted on his son and often played catch with him in the yard. elizabeth sanchez for cbs news, seal beach, california. a ninth shooting victim is listed in critical condition. arlington county police are working with the fbi to investigate a very weird discovery. some weapons parts and pipes

were found yesterday along patrick henry drive at interstate 66. police say parts of weapons were found inside pvc pipes but no explosives were found. the fbi says a gun, however, was found as well. at naval station norfolk, a somber memorial. the names of the 17 sailors killed in the bombing of the u.s.s. cole were read aloud on the 11th anniversary of that attack. some of the 40 sailors wounded were there and also relatives of those who did not survive. the man accused of carrying out the attack in yemen is finally set for arraignment next month at guantanamo. as many as 18 people were injured when two amtrak trains collided in california this morning. authorities say one train was parked at the station, dropping off passengers when it was hit from behind. federal investigators are looking into what caused this

hispanic students stayed home from school today in alabama and some mexican restaurants closed. this is in response to alabama's tough new immigration law. with me is dr. rob sabani, a former georgetown university professor and now ceo of a group. this has caused quite a controversy. let's just tell our viewers exactly what this strict immigration law says. >> basically, it is trying to bring some order as far as the lawmakers in alabama are concerned to the influx of immigrants into the state of alabama. i think the fundamental argue, j.c., is this... jobs. since 1990, according to the u.s. census bureau, we've added 59 million people to the population of the united states. some have found their way to alabama. and so naturally, there is a conflict over jobs. you know, before, there was one

person who could do a job. now, you have seven other people lined up to do the same job. i think what we need is a new rethinking of how we can accommodate the hispanic population that's coming to the state of alabama and places like montgomery county, maryland. and the indigenous white and black population of alabama. >> many people say that this law is really reverting alabama back to its racist days when you have laws like this against blacks. i mean they're talking about checking a student's immigration papers when he goes to school. if you stop someone in their car, asking them for the immigration papers. and the obama administration is appealing this law saying it is not constitutional. >> exactly. it may not be constitutional. here's what i think we can agree on. for example, if the students need to get educated, which they should, i think it is important that we support the dream act. but when we give it to students

from mexico or el salvador or ghana in engineering, the sciences, let's also ask them to go back to their country and try to build their country as well. in other words, it would be a win/win for everybody. they get to study in the united states, get a good degree but also have the option to go back and serve and build their country as well. >> all right, are you going to say that for all immigrants who come to the united states and get a college degree, you must go back to your homeland? >> no, absolutely not. what i'm arguing, what i'm saying is if we want to support in-state tuition for students in alabama, in maryland, in california, then i think is important that they be given the option that if they want to go back to their country and serve their country, build their country because here's the fundamental problem. it is not just for mexicans who

cruise. >> yeah. >> something nice and liberating knowing i didn't have to worry about e-mail or voice mail or any of that. >> i had to worry about my umbrella this morning. >> yeah. >> it is misty. and there was a lot of thunder overnight. >> it was loud this morning. right now, it is drizzly and dreary, quantico reporting a couple of breaks in the sunshine. down in petersburg south of richmond, sunny and 81 degrees. south of a warmer front. we're north of that front. we're still kind of stuck. it will be a battle this afternoon. some areas south will get some sun and warmth. north and west are likely to stay socked in all day. here is a look at the day planner with cloudy skies. temperatures getting into the low 70s. we had sunshine. we can make a run toward 75 and southeast winds and still a threat for a couple of showers or maybe even a rumble of thunder before the day is out into this evening and by 9:00, we're in the upper 60s. we'll stay in the 60s tonight and tomorrow. a threat for a few showers and storms. today, we've had some showers and storms streaming from south

to north. you can see wave after wave. it hasn't been a lot in one little instance but since yesterday, we've got areas out west like in sperryville, three and a half inches of rain. in parts of fauquier county, two and a half inches of rain from yesterday. we've had heavy downpours this noon hour, things are relatively quiet, a few sprinkles south of fredericksburg, also off to the east and the west and even in here in washington, it is drizzling, misting quite heavily in northwest. you're seeing the light green showing up. across parts of montgomery and howard counties, across carroll county, also some of those areas of mist and drizzle. as we look closer in, leesburg, if you've got drizzle now, it will pick up a little bit. this is all lifting to the north, moving up 15 from aldie coming up from 66. manassas, the heavier stuff is almost out of your area. so, we'll watch that again drift toward loudoun county. see some of the showers here inside the beltway by the american legion bridge. 66 coming out of arlington into

northern virginia, bethesda over toward silver spring. off to the east, still seeing light rawrns across anne arundel county. davisonville into northern prince george's county. all lifting up toward jessup. not that much going on. the temperatures also tell a story with the low 70s and a couple of breaks in the cloud cover down south. upper 50s still in frederick at 59. cumberland, 59. 60 in martinsburg. i don't think you guys will get to 65 this afternoon. 70, cloudy at national. drizzle in spots. winds are calm. dew points way up in the upper 60s. we've got the moisture around here today, look at all of this rain shower activity from wisconsin back through kentucky and tennessee. that's coming for tomorrow. there will be a front with that. that will sweep on through in the afternoon and evening hours. that will set us up for a good weekend but today, we still have a few showers, a rumble of thunder. i think it will be dry most of the time. not an all day rain. low 70s, mid-70s down south.
