us. montgomery county police just held a news conference updating the search for 11-year-old william mcquain. his mother was found murdered in their jermantown apartment last week. bruce johnson has been following this story and he joins us now from clarksburg with the very sad news. >> reporter: yeah, i tell you what j. c., a whole lot of really broken hearts up here right now. about 9:11 this morning just off of route 121 just off of i- 270, police dogs discovered the body of 11-year-old william mcquain. you can look down and see close to the crime scene here that fire truck has a boom that is going out. a ladder that's going out into the woods and that is where we understand william mcquain's body is. they're very carefully documenting the crime scene here. they want to make a criminal case against curtis lopez who

is william mcquain's stepfather. the police chief, thomas manger says that curtis lopez is the prime suspect in the death of 11-year-old william mcquain. he has already been charged with murdering his wife, his estranged wife, jane mcquain. she was found in her jermantown apartment but for days, for days, police have been searching, hoping beyond hope that perhaps little william had been dropped off at a friend's house. that he might turn up but nobody had heard from him and today after three days of searching woods, and parks all across this area, they discovered his body. not only that, police say they have in their possession a videotape from a storage unit down on wisteria drive. from october 1st and they say in that videotape, which they believe was taken the same day that william was killed. they say they have curtis lopez

and william mcquain together twice at that storage unit. here's what chief manger had to say about that videotape just a short time ago. >> the videotape from october 1st -- he and the suspect in this case, mr. lopez were seen twice on saturday morning going to the storage facility. going into the storage facility and then coming back out. >> reporter: from what you can tell it didn't look like he suspected that curtis lopez had any evil intent. >> it did not appear there was any distress between the two in the footage. >> reporter: you said he was -- >> he appeared to be running around as you would expect a boy that age to do. >> reporter: running around, playing. no idea that the person that he was with, his stepfather, might be out to kill him. and police say that william mcquain, his body, out here in the woods, is clothed exactly

in the same clothes that he was wearing in that videotape that they recovered from the storage unit. as for curtis lopez, he fled to north carolina. police have picked him up there. he is in custody. they expect to transport him back here to montgomery county within a day or so very, very soon. he has already charged with murdering -- he is already charged with murdering his wife. he has not yet been charged with murdering william mcquain but again police say he's the prime suspect in the death of this little boy. j. c.? >> bruce you know the question that lingers on everyone's mind is why? this is a senseless murder. there's no answer though. >> reporter: well, we don't have a definitive motive yet. but what we can tell you is that curtis lopez was found with another woman down in north carolina. the woman crashed jane mcquain's car so they were in

position of that car while jane mc-- possession of that car while jane mcquain was dead in her apartment. and inside the hotel room where lopez and the woman were found was a credit card belonging to jane mcquain. also we know that curtis lopez has a long history of crime. he actually did 13 years in pennsylvania for stabbing man and leaving him to die on a pennsylvania interstate. so. again, already charged in the murder of jane mccain, we expect him back here soon to face charges in the death of william mcquain. >> all right, bruce leshan of course we'll be continuing to follow up on the story and have the latest information on the website throughout the day. wusa9.com. and on 9news now at 5:00 p.m. bruce leshan reporting. the obama administration is reaching out to the new government in libya. secretary of state hillary clinton made an unannounced

visit to the country and she pledged millions of dollars in aid. danielle nottingham reports. >> reporter: hillary clinton's surprise visit to libya starts with a warm greeting from the country's new military leaders. the secretary of state then met with the interim leader and its new prime minister. >> we give you our very best wishes and promise our best efforts as you undertake this journey to a new democracy. >> reporter: clinton is the most senior u.s. official to travel to libya since fall of muammar gadhafi. she came pledging $11 million in aid. most of the money will be used to find thousands of missing weapons from gadhafi's regime. the u.s. will also pay to treat rebels wounded during the fighting. >> we plan to evacuate some of the most seriously injured to specialized medical facilities in the united states. >> reporter: the obama administration has spent about $135 million in libya since the

uprisings against gadhafi began. the pledging of new money comes as the rebels gain control over one of the last strongholds. fighters are celebrating in the town. they say they have liberated the area. they will also soon have control of sert, the former dictator's hometown. >> we reek 90s that the foot -- recognize that the fighting the bloody fighting continues. we know that gadhafi and those close to him are still at large. >> reporter: libya's new leaders believe they are close to declaring a full victory. once that happens they will start planning for new elections. danielle nottingham, cbs news, the white house. >> as part of the new aid package, the u.s. will relaunch several educational programs including scholarships and english language training. well, president obama is heading to emporia, virginia today to push his jobs plan. he made a stop in north

carolina yesterday. the president is hoping to win support for his proposal. and during the stop at a north carolina high school, the commander-in-chief pressed congress to pass the jobs plan piece by piece. >> we're going to chop it up into some bite sized pieces and give them another chance to look out for your jobs instead of looking out for their own jobs. [ cheering and applause ] >> the president contends any no votes would be votes against america. many republicans see the president's three day bus trip as a taxpayer-funded campaign trip. well, the president's job plan will be the focus for republicans on the campaign trail. they will square off tonight in their latest debate. the scene will be las vegas, nevada. seven of the eight gop candidates are going to be there. former utah governor jon huntsman is sitting out because nevada moved its caucus to an earlier date than planned.

sources tell 9news now that a key staffer in d. c. mayor vincent gray's office is going undercover. howard brooks is looking for information in a probe on gray's 2010 campaign. brooks was named by sulaimon brown as a person who gave him money in exchange for attacks on then-mayor adrian fenty. brown says he was promised a job. well, our bruce johnson caught up with d. c. mayor gray on monday. >> have you been sitting before the grand jury? has your attorney talked to prosecutors? >> i have not been called and i don't know the extent to which my attorney has discussed any of this with the u.s. attorney's office. >> have you drawn any conclusions in your mind as to possible irregularities? >> no, that's why we called for the investigation. >> lorraine green who was the chairwoman of gray's campaign,

has also denied any wrongdoing. at this hour, the d. c. city council is holding an emergency vote to repeal a law that some say is too harsh. triple a even calls it ridiculous. the law allows police in the district to arrest drivers who have expired tags. even those from other states. the passed, the legislation will be effect i immediately. immediately -- effective immediately. but it will still only be a temporary solution. still to come when 9news now continues, kayakers have a close encounter with a whale and it's all caught on tape. and after being held for nearly five years, an israeli soldier is back home with his family. we'll be right back.

an israeli soldier held prisoner for five years by hamas is free. and he's back on israeli soil while nearly 500 palestinians return to gaza. tina krause has details. >> reporter: freed soldier gilad schalit hugged his father for the first time in five years. he is thankful his hamas captors let him go in exchange for more than 1,000 palestinian

prisoners. the sergeant said his years in captivity were long but he always believed he would get out of gaza. schalit hopes the swap will promote peace with israel and the palestinians. in gaza. crowds cheered as buses unloaded hundreds of freed palestinian inmates. most were serving life sentences for deadly attacks on israelis. [ speaking foreign language ] israel's prime minister warned militants anyone who returns to terror will be held accountable. hamas hailed the thousand for one swap as a victory and called the freed palestinians heroes in a struggle for state hood. this man says "thank god, we want to tell the whole world that palestinians are a great nation." hamas' political rival, palestinian president mahmoud abbas rallied crowds in the west bank calling the prisoners freedom fighters. some israelis fought hard to stop the release of palestinian

two kayakers got a closeup view that view of us will -- few of us will ever experience. they were paddling in redon doe beach, california last week and they encountered a 50-foot whale. one of the world's largest mammals. one of them was brave enough to dive in with his camera. to get photos. however, this was risky because large mammals like this can easily kill a person with their flippers.

is that amazing or what? >> pretty cool though. 50-foot blue whale. that would scare me to death. >> i'm scared just looking at the pictures, my goodness. >> i was just snorkeling. weather-wise, a real nice afternoon but it may be one of the nicer days we see for a while because we're going to turn wetter tomorrow and then cooler after that. enjoy the warmth because it will be fleeting. the day planner for the afternoon. temperatures will be climbing and you know we're already 70 degrees. so likely to be in the 72, 73- degree range somewhere in that category by mid-afternoon. with temperatures by this evening starting to drop off back into the 60s as the clouds start to thicken up and tonight, we're only going to be down around 60. maybe upper 50s for lows. as we've got some cloudiness moving in and some rain. so a nice afternoon. i hope you can get out and enjoy it. but we've got the clouds moving in and showers overnight tonight will be developing. tomorrow morning's commute and tomorrow evening's commute are probably going to be wet with

some showers around and maybe some periods of rain. breezy too. winds will be kicking up out of the east or the southeast. winds will be even stronger at the coast or delmarva and then thursday the wind will turn to the west but it will bring in much cooler air for the second half of the week. it looks worse than it is but these are the high clouds and they're allowing a lot of sunshine to come through. showers up areas in ohio and pennsylvania and with the sunshine, 70 degrees is at reagan national. winchester also 7 #. we've got -- 70. we've got upper 70s at the airport and cambridge, 69 at pax river. a real fine afternoon going on right now and the 70 degrees reporting cloudy conditions but there's a lot of sunshine and a light north northeast wind and the dew point 50. the humidity only 49%. look at the chill out to the west here. 40s and 30s in the mountains, that's going to come in behind this storm system which is

going to do two things for us. besides turn us colder it's going to bring up some of the moisture out of the gulf of mexico and it's really increased here in western florida in the last 10 hours and that's all going to sort of gang up on areas in the mid- atlantic, the northeast over the next couple of days. looking at the futurecast, a front hanging out here. here comes if moisture by 3:00 tonight. these tours will be around storm -- showers will be around tomorrow heavier around the delmarva. on and off showers, rain, then by thursday, there's the big westerly winds and we could turn over mountain snow showers by thursday. today 73 nice. then friday, saturday and sunday, temps in the upper 50s and nighttime lows 40s in town with 30s north and west. we'll be back with more 9news now at noon in just a moment.

that has been working for years trying to empower women and girls and specifically working against sexual and domestic abuse. i'm delighted to have the ceo caroline washington as my special guest today. thank you for being here. i know that this story about this little 11-year-old boy who was found dead has touched you personally because of what your organization does. >> very much so. very much so. in fact, j. c., 1.3 million every year are assaulted and a victim of domestic violence. and three women in the united states every day on average are murdered by a partner. >> and what's happening i think across the country is that programs that address this issue are being cut. >> absolutely. absolutely. that's a huge issue. because we're not just noticing it in the adults but also our young girls. 40% of our young girls ages 14

through 17 know someone or themselves have been abused. and with their young boyfriends. so it's growing. >> and it has an effect on our young girls. it does. it affects them greatly and gives them the wrong message on how they should be treated by the young man and it gives the young men the authority to do anything they want to do because they get away with it. >> that's so true. >> your organization is important trying to empower young girls and women by the giving them the -- by giving them the right kind of information and help. tools that if they are in a relationship that is violent, they can get out of it. there are answers. >> definitely. there are. we have a campaign called "i am love" and that's for your young girls and their destiny. it teaches them how to have a healthy self-esteem so they can make better relationship choices. very important. >> now you have a very important breakfast. i've been a part of your luncheon for many years but you

have a breakfast that is going to be saturday, october 29th. and you have a partnership with some men's groups. >> absolutely. we're very, very pleased to announce for our second year we're working with the alliance of concerned men an organization based out of washington, d.c. but also has a suburban touch as well as young men enlighten young men. because it's men and women. connected to make change in our community. >> and you will have women who are there unfortunately who have been a subject of domestic violence and they will share their stories and hopefully touch someone in the audience who's going through the same thing they've been through. >> that's absolutely the goal. what we're going to have is a andsment lighting service, it's a point in the program with victims light a candle and also the loved ones that are left. the murder victims are able to light the candle and say the
