fence at the u.s. border. las vegas. >> could be interesting. we're going to have a complete recap of the gop debate tonight at 11:00. this is 9news now. >> tonight, police believe their search is over for a 11- year-old william mcquain. >> very, very sad. investigators did find a body off of route 121, a quarter mile off of route 355 in clarksburg. bruce leshan has been there all day. he joins us with more. the investigation goes on. bruce. >> reporter: yeah, derek, they just reopened the door, police did. they spent the whole day searching here for evidence. they found the body that they believe is william's right back in the woods over there. on clarksburg road, the memorial to william and his mom slowly grows. charles barnes was searching near here even before the police started. >> it is killing us.

killing our whole family. >> williams former football coach came as close as she could to the crime scene, carrying flowers, a cap, a football, and trying to figure out how to explain to her young sons what happened to their friend. >> william was the greatest, most beautiful, wonderful, cheerful child in the entire world. entire world. and there's no reason that this should have ever happened to him. ever. >> reporter: the dense woods where his killer dumped his body exerted a strange pull. >> this is my father right here. this is my little brother. >> marcus coleman walked, hitchhiked, and rode metro from southeast d.c. he says he is william's half brother, but he never had a chance to meet him. >> i just wish i could have touched him and held him one time. >> police have charged william's step dad, curtis lopez for beating and stabbing to death his mom. they tracked his movements with

tips and cell phone records. and from a nearby storage facility, they say they have recovered a surveillance tape showing lopez with his stepson on the day he and his mom disappeared. william was apparently unaware his life was in imminent danger. >> he appeared to will running around as you would expect a boy that age to do. >> who could do this to william? it's just a little kid. who could do this to a kid? >> reporter: police believe curtis lopez is exactly the person who could do this. they expect to transport him back here from north carolina within ten days and at that point they expect they'll have enough evidence to charge him with murdering william, too. derek. >> bruce leshan, thank you. as you can imagine, friends and neighbors waited with baited breath as they searched those woods. tonight they are reacting with sadness with news of that

discovery. peggy joins us. >> reporter: this is martin luther king, middle school, where the principal broke the news, there were a lot of tears and sadness. over in william's neighborhood, great sadness, but also a lot of anger. >> it just hurts me. >> these men often saw 11-year- old william mcquain in their neighborhood. >> seemed like a great kid. he was in school. he was getting good grades. sports. everything about this kid was great. >> they are angry over what apparently happened to him and they want justice. >> it's a kid, man. this kid didn't do anything wrong. what makes you want to hurt him? >> makes no sense. >> no sense at all. >> lives next door to the mcquain's apartment, where jane mcquain layed dead for days. mcquain's estranged husband, curtis lopez, when he was stealing mcquain's tv. ford thought he was a friend.

>> he stood and talked to me for 20 minutes. >> william was a sweet boy who would carry in her groceries. >> i'm so sad, my body is shaking. i am torn to pieces. you wouldn't want a better kid than he was. >> the news that his body was found hit hard at his school. some parents came to pick up their kids right after they heard. >> you know, he was a sweet kid and he didn't deserve this. >> that was shontel. she is the woman that organized the vigil the other night. she has a child at this school who knew william. she says that several of the parents are angry that the principal delivered the news to the children here. the school system says they had no choice, the way information travels these days, they knew the children would be hearing about it soon and so they decided to share the facts and then support the children.

they did bring in a number of grief counselors and i did talk to one child who went and spoke to a grief counselor. that helped a lot. there is another event going on at the kings view community center this evening with william's football team. i'm peggy fox reporting live, back to you, lesli. thank you peggy. we have much more on this story at wusa9.com. you'll also find a time line there of the events in this case and a photo gallery of young william mcquain. new information tonight in a story we first brought you last week. the d.c. council voted unanimously today to stop police from arresting people who are caught driving vehicles with expired tags. now the district may be the only city in the country that treated expired tags as a criminal offense rather than a civil offense. bruce johnson reports even with the new law, driving an unregistered vehicle will cost you plenty in d.c. >> and they said by the way,

we now have to arrest you. >> last week, you heard this woman describe for 9news now how she was arrested for expired tags after a vehicle had been hit by a bus. >> they cuffed me and put me in the back of the police van. today the d.c. council voted unanimously to stop police from arresting drivers, merely for expired tags. >> we wanted to change with the fact people being arrested. we do believe that's just silly. glurnd the emergency bill that becomes law as soon as the mayor signs it, an expired registration of 30 days or less carries a $100 fine. it goes up to $200 after 30 days. at that point, your vehicle could also be towed by police. >> we applaud the district for passing this emergency legislation and ending this practice. but to substitute it for towing vehicles for the infraction is also troublesome. >> john townsend says the towing continues to drive

d.c.'s response to x pyred tags over the top. the city of philadelphia has a similar law to those passed by the d.c. council and each year the city of philadelphia impounds some 10,000 vehicles because of expired tags. >> after a certain period of time, you have to get your car registered. that's going to be the law. if you don't do it, the consequences are, it's a fine. if you wait longer than a number of days, you have your car impounded while you're driving it. >> the police chief has assured them the new law will work, but the police union says lawmakers have over reacted to political pressure from virginia senator jim webb, wrote to mayor gray complaining about people getting arrested for expired tags. 9news now. >> aaa would prefer tickets and fines for drivers with expired registrations occurred under 6 months. new at 6:00, architect, frank gary, is discussing his design of a proposed memorial

today marks 39 years since the clean water act took effect. in this month, the house and senate are considering bills that would help water providers and other utilities keep up with the times. maryland senator is sponsoring the senate measure that would establish a set of federal grants that would allow water system operators to upgrade their facilities to cope with climate change. >> there are concerns about keeping the water clean off the coast of new zealand. bad weather is moving into the area, hindering the crews trying to get the oil off a stranded containership there. that ship hit a wreath almost two weeks ago. crews are worried the approaching storm system will break the ship apart, spilling more oil into the sea. one concern from the spill,

the wildlife living near the shore. that's why this team of knitters is taking action. they are busy making pajamas for 91 penguins already covered by the oil. the outfits prevent the penguins from grooming themselves and ingesting any oil from their feathers. still to come, a commuter alert from a major route in and out of the city.

the white house. the president still seemed to have time to take aim at his opponents in this debate. >> absolutely. he is trying to make a point here. the president once again said he is not backing down from his demand for congress to pass his jobs bill and now he is asking voters in two battleground states to join in. >> president obama is asking supporters in the key states of north carolina and virginia to help him help them. >> i need you to give congress a piece of your money. >> he says congress must reconsider the jobs package it shot down last week. >> we don't need a republican job, a democrat job, we need a jobs act. we need to put people back to work right now. >> he also needs voters in these two states to help put him back in the white house in 2012. at times, his jobs pitch sounded like his old campaign slogan. >> now is the time to act. now is the time to say yes, we

can. >> the president promised out of work teachers the piece of the bill the senate is getting ready to take up first will mean jobs for them. the $35 million measure would prevent teacher and first responder layoffs across the country. >> northbound and virginia are two states where the polls show the president is losing the support of independent voters. and like the rest of the country, unemployment is a major concern. >> republicans say the president's proposals won't fix that. >> the only thing we seem to end up with at end of the day is more debt, more government, and fewer jobs. >> republicans point to a loss of $1.5 million jobs since the president took office. the president told voters in north carolina, republicans created the problem long before he came to washington. >> and senate democrats say they plan to take up that first part of the president's proposals sometime this week.

live at the white house, danielle nottingham, now back to you, lesli. >> thanks danielle. >> we is breaking news coming out of gaithersburg. montgomery county police announced an arrest. she was an 11-year-old girl who was found dead in the basement of her home back in may. investigators have just informed us they have arrested her stepfather. david rich. chief thomas along with montgomery county will hold a press conference tomorrow morning to provide more details in this high profile murder arrest. we have a news crew working the story right now and we'll bring you more information tonight on 9news now at 11:00. >> our chief meteorologist, topper shutt, is already pulling out the squad alert for tomorrow. tell us more. >> we have warm air, we have tropical air, and it will provide thunderstorms. warm air is here. 70 in leesburg. 66 in gaithersburg. most focus around 70 or in the

upper 70s. now there's two storms we're watching. one storm is moving into the southeast. a lot of rain and thunderstorms through florida and georgia. this is going to move up the coast. that's going to be one storm we'll have to worry about. we have another storm back to the west. originally i thought this wouldn't give us much moisture. this could bring us some good rain fall even west of town. so between the two, we're going to look at the possibility of flash flooding. high clouds moved through earlier. the clouds will be back on the increase as we get into the nighttime hours. so here's the deal. yes, we are squatting for wednesday. a severe weather alert day. potential exists for flash flooding, big thunderstorms, and going to affect both commutes. the morning commute and your return home tomorrow night. by evening, just some clouds. showers maybe getting into southern maryland. for the most part, we have to wait until the predawn hours to get showers in here. i think the heavier rain is going to be pushed westward as we go through the next 12

hours. so at the very least, everybody is looking at a wet commute tomorrow morning. at the very worst, the heaviest rain fall will be eastward, especially into southern maryland. we'll stop at around lunchtime. some thunderstorms possible again. right around the district over to prince georges county, up into ohio ward county and baltimore. even just to the north of frederick. we'll stop again now about 24 hours from now. still some showers. if this holds true, most of it will be in the light form and push it all the way through to early morning hours on thursday. finally we see clearing skies. showers may linger thursday morning. for tonight, becoming mostly cloudy, breezy, mild. showers and thunderstorms by dawn. some could be heavy. especially south and east of town. and then by morning, grab the umbrella. mostly cloudy, windy and mild. that's the good news, mild. rain and showers possible. temperatures in the 50s and 60s. winds easterly. by afternoon, mostly cloudy and

their division rivals, florida panthers. a big game tonight for them. as you can see, fans piling in. rocking the red and why wouldn't they? a win tonight would put the caps at 5-0 for the first time in franchise history. and a lot of that is thanks to this guy, their new goalie, thomas, who played for the florida panthers. he is facing his former team. he has gotten to start the last three games and he stopped 33 shots. his play is the reason the caps wanted him so bad. >> everybody knows he is a great goal tender and he has proven that. that's the reason why we went out and got him. we knew how he can play and he is doing what he does. >> he has been great, steady, solid, he made some big saves when he needed to and that's all we need from him. >> the caps will also see former teammate, jose, and matt bradley on the panthers squad. remember before the season when bradley criticized the lack of
