low 60s at 5:00. then some cold air comes in tonight. that could be a problem up north of town where a freeze watch is in effect overnight up toward the pennsylvania border. look at the rains. as you go back into west virginia the yellows and oranges move right toward our neck of the woods. they'll be here over the next few hours. grab the rain gear before you head out. a quick look at live doppler 9000hd, breaks west of town from leesburg to warrenton to front royal. not far from cross junction this is tracking east. it will cross i-81 in 20 minutes or so. heavier showers starting to return. those temperatures are on the cool side but comfortable. we can handle this. upper 50s from hagerstown to 64 luray. it's also 64 fredricksburg. on the bay in annapolis 60. la plata 61 and here in town right now 59. going to about 65. monika samtani, it is almost friday. oh, yeah. i think commuters are going to be happy about that. right now the big issue on the beltway is actually a small issue. it's a disabled truck on the

outer loop right at the northwest branch but it's causing delays coming in from college park to that point. the bw parkway route 50 everything is fine inside the beltway into northeast. we'll take a live look first at the beltway north side. here's what it looks like -- or south side. here's what it looks like at the wilson bridge. no problems through oxon hill and alexandria to get here. we'll go back over to the maps this time looking into virginia where an ongoing accident activity continues northbound on backlick road at route 1 in fort belvoir. no problems to report on 95. we'll take a live look at 395. here's what it looks like at duke street. this is normal rush hour flow as you head through landmark to the 14th street bridge. you'll be just fine here. a quick look back at the map. if you're planning to take marc trains, penn 505 is running about 15 minutes late. in my next report we'll take a look at the beltway north side at 6:12. at the top of the hour let's get to some of the stories happening today. secretary of state hillary clinton heads to capitol hill to talk about her recent trip to afghanistan and pakistan.

in focus comments by afghan president karzai, he said his country would backpack stan any if it ever went to -- back pakistani if it ever went to war with the united states. stores and shops will add touches of pink and hand out information on preventing breast cancer. it's the second such event this month to honor the late former business owner eleanor homes white who died of bans near 2006 -- breast cancer in 2006. don't be alarmed if you hear sirens this morning in arlington. the county will test its outdoor warning system at 10:00 a.m. today. it's just a test. they were last tested in may. the attorneys for murder suspect brittany norwood admit their client killed jayna murray inside the lululemon store in leominster. >> but they say she didn't plan the crime and doesn't deserve to be convicted of second- degree murder. >> surae chinn is live outside the courthouse. you were there for opening

statements. >> reporter: i was. so was the family of jayna murray. they had to sit during a very difficult day of testimony listening to details of their daughter's murder and homicide. it was very difficult and today is expected to be just as hard. i remember talking with jayna murray's family when lululemon store was reopened and saying how difficult it was to walk back into that store after that homicide. just imagine having to be in the same room as their daughter's accused killer. they did just walk in yesterday together, banded together with pins and buttons of jayna murray's picture on them. some of those same family members turned away as graphic pictures were shown to the jury of when prosecutors say jayna was savagely killed. a picture was shown of jayna's skull and with multiple injuries to that skull. the state says there were 322 distinct wounds on her body. the hand where most of the 122

defensive wowngdz wounds were -- defensive wounds were, the likes of which the medical examiner never saw before. i also saw the norwood family in tears. the defense admitted to guilt, that brittany norwood killed jayna murray back in march but say it doesn't rise to the level of first-degree murder. here is what the defense attorney doug wood had to say. he says, quote, jayna was killed by brittany. it was not premeditated, not deliberate. there was no malice. so the judge will ultimately decide punishment but the jury has to decide if this was premeditated first-degree murder. the testimony begins again today at 9:30 day two ever the trial. back to -- two of the trial. back to you. police make another arrest in the string of crimes against metro riders who use the suitland station. this time 22-year-old michael macintosh is charged with a series of armed robberies at

the station's parking garage. but macintosh wasn't the only suspect lurking around suitland station. police arrested and charged 30- year-old philip fleming of district heights with several sexual assaults at the station earlier this month. prosecutors in west virginia say they will go after as many people as they can. they're going after people responsible for the upper big branch mine explosion. that disaster last year killed 29 people. wednesday a jury convicted a former mine security chief on charges he lied to investigators trying to hide the security problems there. the charges against other people are in the works, according to authorities. in maryland you pay an annual fee to flush your toilet. that fee could be doubling, even tripling in the next few years. right now the flush fee is 30 buck as year. did you even know you had to pay that? the money goes toward a bay restoration fund. the state committee might hike that fee to 60 bucks by 2013 and 90 bucks by 2015. a final decision expected next

month. coming up on 6:06 we check news from the campaign trail and get ready for a primary battle in maryland. glenn ivey says he's returning for congress. he's the former state's attorney for prince george's county. he'll give a challenge in the democratic primary to incumbent congresswoman donna edwards. the state just redrew the fourth district taking out a sliver of montgomery county. it now includes part of anne arundel county to go along with most of prince george's county. republican presidential candidate mitt romney made a swing through fairfax county yesterday. two of his opponents have rolled out flat tax style plans. romney says his idea on taxes are more moderate than others in the g.o.p. field. >> my view is that the key to a tax policy is to reduce the tax burden on the people who have been hurt most by the obama economy. that's the middle class. >> romney appeared alongside virginia governor bob mcdonnell. mcdonnell has not announced his support for any candidate.

romney deflected questions about possibly selecting mcdonnell as a running mate for next year. the average public college graduate will get their diploma and about $22,000 in student loan debt. for private school students the average is $28,000. president obama wants to give them some help repaying those loans. he's going around to congress trying to get it done. >> reporter: president obama ended his three-day western swing in front of a cheering crowd of university of colorado students eager to hear his plan to help americans drowning in student loan debt. >> when a big chunk of every paycheck goes towards student loans instead of being spent on other things, that's not just tough for middle-class families. it's pay -- it's painful for the economy. >> reporter: the plan reduces loan payment to 10% of their income after monthly bills and helps them consolidate certain loans with lower interest rates. graduate student shakia is one

of more than 7 million americans who could benefit from the president's plan. >> i don't think it's enough but i think that him just recognizing that we do need help is a step forward. >> reporter: it's no coincidence the president is promoting programs targeting struggling graduates. young voters help put him in the white house and he needs their support in 2012. the president says the economy can't wait. the white house will go around congress once again and get this plan rolling through an executive order. grad student jason diaz is worried the student loan help could mean higher taxes down the road. >> it's great for me but at the same time it could hurt me because where are they getting that money from? >> reporter: student loans are now the number two source of debt in american homes just behind mortgages. daniel knottingham, cbs news, the white house. >> you will graduate with more than your average amount of student loan debt if you go to sarah lawrence college in new york. that is the most expensive

turkey, an amazing rescue four days after a deadly earthquake. >> the struggle for survival is one of the stories making news at 6:12 this morning. ten cities in eastern turkey are really filling up. it could be months before people have homes again. the death toll from sunday's earthquake is now up to 523. at least 185 people have been rescued, however. bp is getting the go ahead to drill a new deep water well in the gulf of mexico. you'll remember last spring a bp-owned rig exploded. it killed 11 people and spewed millions of gallons of oil into the gulf. federal regulators say bp has met every safety requirement. they're getting ready for hurricane rina this morning along the mexican coast. the storm has winds of 85 miles an hour and should bring heavy rain to areas like can ciewnl. police are step -- cancun. police are stepping up patrols to make sure there is no looting. trick or treat. it's time for your money report. between the costumes, the candy and the pumpkins, halloween costs can really add up.

a new living social family survey shows more than half of families plan to cut back on halloween spending because of the economy. joining us right now is trend expert amy wilson living social. she has a look at the washington area. thanks so much for coming in. >> thanks so much for having me. >> we're feeling a little stingy in the candy department. tell me about that. >> about 15% of folks are saying they're cutting back on the amount of money they spend on candy which is kind of a shame because everybody loves to go trick or treating. but that's where you can actually get some deals and waiting until the last minute to buy your candy. >> what kind of other deals are potentially out there for folks? >> absolutely. there's a lot of ideas out there in saving money on costumes. you can recycle and reuse from last year. if mom went as a cat last year, maybe the kids are going to go as that this year. recycle that tail and cat nose. >> i like that idea. in terms of washington, d.c. being a haunted city, we're

gently light rain around us. as we look to the west, got a lot more rain coming in from west virginia and ohio. some of this occasionally moderate to heavy this morning. a live doppler 9000hd we've got the breaks west of town through loudoun county, much of prince william and fauquier now. heavier stuff north and east of baltimore pulling into northern delaware. but locally just some light to occasionally moderate showers up and down 95. quieter out toward warrenton right now and olney, winchester. out toward charles county as well light rain. that will be drifting toward calvert and even north st. mary's seeing a little bit of take rain at the moment. 64 for pacs river. -- pax river. cumberland at 63. gaithersburg, you're in the mid- 50s. here in washington we sit at an even 59 degrees. southwest at 3 and our dew points in the mid-50s. so it is humid out there but there's a lot of cold air. denver is 19 right now. that cold has gone down into the texas panhandle. we'll see a little bit of snow

>> thanks, howard. in sports they'll try again tonight to play game six of the world series. the texas rangers could clinch their first title with a victory. >> that's in their franchise history. rainy weather washed out the game last night. the call was made in the afternoon before the rain really starting coming down. both teams were able to get batting practice in. the last world series rainout was in 2006 and guess who won it? st. louis that championship year. the nationals can't make the announcement official yet but all signs are pointing toward davey johnson being back on the bench as the manager in 2012. the general manager mike rizzo says the team has picked its skipper. johnson has been meeting with the coaching staff. he can't make it official until after the world series. the nats were 40-43 after johnson took over the season. finally some progress when it comes to ending the nba lockout. owners and players spent 13 hours in talks yesterday. the associated press reports some progress was made on the issue of a salary cap. the league has already canceled

story that's new this morning, the pessimistic outlook on the economy is spreading. >> makes you take a deep breath. we have result of a new survey from cbs and "the new york times." jessica is here to break it down. i saw the numbers. >> they're not good. they are a very -- they are very gloomy. workers are growing increasingly discouraged with the economy and prospects of finding a job. 54% of unemployed workers say their household finances are bad. many don't see things getting any bernie time soon. 64% have cut back on day-to-day spending, including spending on necessities like food. take, for example, melanie of columbus, ohio. she's been unemployed for three years. she receives food assistance but says it's not enough for her two boys and herself and her mother, gloria, was laid off two years ago. >> i make sure that i eat in front of them and i skip other

meals and i take my multivitamin. >> i could survive living in my car. i've done it before. but they can't. they're growing boys. >> according to the poll, more than half of unemployed workers say they have experienced health or mental problems, like anxiety or depression because they don't have a job. more than a third of respondents have had more fights with friends and family. more than half don't have health insurance. one in eight has had to move in with relatives or friends and things could potentially get even worse for this group if lawmakers don't extend unemployment insurance which is set to expire yet again in january. >> the situation seems more dire than what we had in the 1930's. you just can't believe how much more depressed it can get. >> it certainly does. bob schieffer had a quote he was using, some statistics a couple weeks ago. we had 29 weeks, probably more so than that, months where our unemployment rate has been over

9%. we've never had that in america before. >> wow. >> thank you. while you slept a much quieter night in oakland, california. police and occupy protesters clashed tuesday night. last night a small group tried to bring down a chain link fence set up in part of a downtown square but they were stopped by other protesters. the mayor wanted the square cleared saying it's become a health hazard. occupy protesters marched to the wilson building last night. it was a show of solidarity for the protesters in oakland. protest leaders here in the d.c. area say they have a peaceful relationship with local police. testimony should begin once again today in the murder trial of brittany norwood. her lawyers admit she called jayna a murray at the upscale bethesda shop but they say it was not premeditated. surae chinn has the latest. good morning. >> reporter: good morning to you, mike. this case may really come down to how much time does brittany

norwood spend in jail because this trial is not about if brittany norwood called jayna murray. the defense has already admitted to that as you were saying, but it comes down to premeditation. the jury has to decide in essence if brittany norwood should spend the reps of her life in jail on -- rest of her life in jail or be convicted on a lesser charge, such as murder 3 which casy 13 years. the evidence is stacked against brittany norwood. the prosecute saying she concocted a web of lies to cover up the murder inside the lululemon store in bethesda. he says jayna murray was savagely killed by six to eight weapons found in the store including a hammer, wrench, box cutters, a rope around her neck, and finally a knife. the state says she suffered and fought until the last injury which was the knife through her brain. we talked with legal expert jim shallock. >> the government has to prove

comes from virginia attorney general ken cuccinelli. the major issue is whether the federal requirement to buy insurance or pay a penalty is constitutional. justices will discuss federal appeals court rules from atlanta, cincinnati and richmond in a private conference on november 10. here's a live look now at 8th street and maryland avenue in northeast. it's the eastern end of the 8th street neighborhood. city leaders are considering a liquor license cap in that area. it would prevent more bars and restaurants from opening. residents say nights are rowdy since there are so many bars there already and they say it's scaring away family oriented businesses. the city will consider the cap next month. 6:37. showers today. highs in the mid-60s but a cooldown a big one is coming up. details on that next. here's a live look at 395 at king street. you can see things there are backing up. it's not so bad really right now but things will slow down as the morning progresses,

that's all the slow traffic. we're going to start off first of all with a look at 395. there's a new accident northbound between 395 at duke street. let's go there live. although it's on the shoulder. you've got delays. here's the accident right here. you've got delays beginning at the beltway trying to get past landmark. then there was an accident at king street which was cleared. 95 slow off and on right now from dale city into springfield. let's go back to the map. this time to the north side of town. there are no problems on 270. just a bit of slow traffic. we're going to take a live look at falls road. off and on delays beginning at father hurley boulevard down to the point where the lanes divide. the outer loop slowing basically from 95 into college park. the earlier incident at the northwest branch earlier this morning has been cleared. i do have a commuter alert. it's an early heads up to everyone who rides the met toe's green line. beginning -- metro's green line. beginning tomorrow night no service from lafante plaza and

southern avenue. the work begins tomorrow night at 10:00 and then goes through sunday night. but that's going to impact people not only for the marine corps marathon or out for some early halloween celebration. green line trains will run between branch avenue and southern avenue and from greenbelt to huntington. there will also be single tracking red and orange lines so expect delays. with the marine corps marathon, there's 30,000 participants. i know there's free parking at the metro but you're definitely going to want to plan early for all of that. >> you're also talking approximately a hundred thousand spectators too. >> again free parking at the metro and shuttle buses for the marine corps marathon from crystal city to the pentagon beginning at 5:30 in the morning as well. >> very good. heads up. vintage military muscle will grace the landscape of prince william county. the museum will tell the story of americans in combat from world war i to the present. organizers say they're

welcome back. one more thing before we go. my home state of connecticut is seriously considering changing halloween to the last saturday in october. not on october 31 like it always falls. a lot of parents are saying that's a great idea. hand out candy on saturday. other parents are saying be a patient. just take your kid out early. >> one person said it's october 31, let it be on october 31. but how many monday holidays are not on the days that it is.
