hello, i'm j.c. hayward. thanks for joining us. joe paterno's era at penn state is over. the legendary football coach and the school's president were fired over their handling of a child sexual abuse scandal. the news sparked widespread student protests. manuel gallegus has the latest now from pennsylvania. downtown state college is cleaned up and calm this morning after a night of

unrest. thousands of angry penn state students protested after learning joe paterno's 46-year run as football coach was over. students toppled streetlights, flipped a news van and threw rocks before police moved in with pepper spray. >> we want joe! >> the protest broke out after the school board trustees fired paterno and the university president. paterno had hoped to retire at the end of the season. >> they couldn't even let him finish his last game. i don't think that was right. >> something that had to be done. it is really sad to see what happened. >> reporter: paterno came underfire for not doing more after a student assistant told him he saw former assistant coach jerry sandusky sexually attacking a boy in a gym shower. the coach alerted school officials but did not go to police. the university is now trying to move forward, putting new leadership in place on the field and off. >> this is a difficult time for penn state university, its students, alumni and supporters, for the first time

in 60 years, coach paterno will not be coaching saturday's game. >> the team introduced defensive coordinator tom bradley as the interim head coach. >> gotta find a way to restore the confidence and start the healing process. >> in a statement, paterno said he was disappointed with the decision but had to accept it. manuel gallegus, cbs news, state college, pennsylvania. two school administrators are charged with trying to cover up the allegations. and former president graham spanier could also face charges. sandusky has been charged with molesting eight boys over a 15- year period. our scott broom is in pennsylvania. he'll have a series of reports coming up this evening on 9news now beginning at 5:00 p.m. we have just learned that investigators have found the vehicle used by armed men who kidnapped washington nationals catcher wilson ramos. police in venezuela say that four men took ramos away from

his home at gunpoint last night. the 24-year-old played his first full season in the big leagues this past year. he is considered one of the team's up-and-coming players. this is not the first time a major leaguer or one of their relatives has been kidnapped in venezuela. money is usually the motive. the remains of americans killed at war, treated like trash and dumped at a landfill. the appalling tactics were practiced at the u.s. air force base in dover, delaware. surae chinn has more information. >> reporter: asthma reasons celebrate its 236th birthday as we approach veterans day to honor our men and women, the air force is underfire for despicable acts, treating remains like trash. the office of special counsel says there was gross mishandling of body parts, some lost at the port mortuary at the dover air force base.

>> i got out of the air force. >> reporter: it was common practice to misplace, cremate and dump them at a king george county landfill between 2003 to 2008 until three mortuary workers blew the whistle. >> i went through the entire facility, every single rack, i couldn't find it. >> in one case, the arm of a marine was sawed-off in order for his body to fit into his uniform. >> there is a way to bury those honorably rather than to treat them as refuse. >> there were five instances where fetal remains of military families were shipped to dover inside plastic pails and put in cardboard boxes. >> we owe them so much respect and honor and it just kind of takes away all of that. >> the three whistle blowers eventually got their jobs back and they're making this promise. >> i can guarantee the families that their loved ones are being treated with honor, dignity and

respect. if we see they're not, we've all jeopardized our careers, our jobs to ensure that that happens. >> surae chinn, 9news now. now, unidentified remains are cremated and buried at sea. three supervisors were reassigned but no one has been fired. defense secretary leon panetta says more disciplinary action could take place. the number of people who applied for unemployment benefits last week fell to the lowest level since april. the labor department says application for unemployment benefits dropped to 390,000. that's the third decline in four weeks. the downward trend in unemployment behnam cases suggest that businesses are laying off fewer workers. the fate over which party will control the virginia state senate will be decided in a recount. that's because the race in the 17th district is too close to call. we just checked with the state board of elections web site and

republican challenger bryce reeves is in the lead with 226 more votes than the democratic incumbent ed houck. the recount will be held on november 28th at the earliest. no one is giving up yet. we just want to make sure that every vote is fairly and accurately counted. we're confident that senator houck will ultimately prevail. if the republicans win the 17th district, it will be a 20/20 split in the virginia senate. lieutenant-governor who is a republican would cast the breaking vote. texas governor and g.o.p. presidential hopeful rick perry is on a media blitz, putting his best spin on a big mistake that he made during last night's debate. perry's problem could be good news for at least one of his competitors. danielle nottingham has more now from the white house. >> how is everybody? >> reporter: g.o.p. presidential candidate rick

perry admits last night's debate wasn't his best performance. >> i stepped in it, man. yeah, it was embarrassing. of course, it was. >> reporter: during a discussion on government spending, the texas governor had a brain freeze. >> it is three agencies of government when i get there that are gone. commerce, education and the -- what's the third one there? let's see. commerce. let's see. i can't. the third one, i can't. sorry. oops. >> perry was trying to say the energy department. now, he's doing damage control. >> i've readily admit i may not be the best debater or the smoothest politician on the stage but i'm an individual of substance. >> michele bachmann said she felt bad for him but perry's mistake could take some of the heat off another competitor, herman cain. cain spent more than a week denying allegations of improper behavior and sexual harassment

dating back to the 1990s. last night, he got just one question about the accusations and brushed it aside. >> the american people deserve better than someone being tried in the court of public opinion based on unfounded accusations. today, i'm one on one with my county executive, ike leggett. it is always a pleasure and an honor to have him as a guest on the 12:00 noon newscast. >> thank you. >> let's talk about this memorandum you sent to the council president about the curfew. you seem just a little bit warm under the collar. tell me about that memo. >> well, just a little bit cold, i would think because

we've had action. we started this process in july. we're now into november and we have not had a vote out of the committee or the full council as a whole. this is an important issue whether you're for it or against it, the citizens of montgomery county deserve a response, they have a serious challenge before us. i want the council to take action. if you do not approve of it, say so. if you are, give those who want to vote an opportunity to. there have been a number of justifications for it but i don't accept those. this is a long process and you look at the history of the council, historically, i think think -- you would be hard- pressed to find a bill on such an important matter. >> we're talking about the curfew which means that young people would have to be in by a certain hour, at a certain age. >> that's right. >> we're not reinventing the wheel here. we have curfews in about 500 vorreds all over the country. -- jurisdictions all over the country.

given the participation of citizens, public hearings, work sessions, we've had all of those things. we're not reinventing the wheel. this is fairly standard. we deserve a vote by this time. >> you're looking for a response by the president. i'm sure you'll get one very soon. you have praised the fact that traffic congestion is going to be eased in the county. $90 million from the government. >> that's the second phase of a four-stage process. i'm very thankful for senator cardin but most importantly, van holland who helped work with the defense department to give us the resources to help us with the brack realignment at the bethesda hospital here in montgomery county. we have a serious problem along wisconsin avenue because of the inclusion of the large number of cars, approximately 2500 new employees and over a million visits per year in an area that's already congested. we need traffic relief. this amount of money will help

us to go a long ways toward resolving the problem. >> ok. >> very quickly. what is the bill that's going to be considered about panhandling on the streets of montgomery county? >> we've had a challenge in montgomery county for a number of years. a number of panhandlers out on our streets. there is a law that says you cannot get outside of the median in order to do so. i'm interested in having a permit process whereby you can look at the organizations out doing it so we can educate people about the traffic concerns. there are some other approaches to this, basically outlawed altogether. i'm not quite that far. i would want to at least provide a permit system in order for you to go out and panhandle in montgomery county. there are serious traffic concerns. i think one of the bills here can fully address this concern. >> all right. county executive ike leggett, always a pleasure. thank you very much. >> thank you for having me. >> we'll have a break. when we come back, howard has the forecast. stay with us. >> the umbrella is closed but i have to grab a jacket. we'll break. we'll look at live doppler 9000 hd.

well, the washington monument is getting some patchwork done for the winter.

engineers found cracks during that earthquake back in august and so they went back to work this morning. they're planning to fill in the cracks with temporary sealant and the actual patchwork is scheduled to take place on monday. ♪ over there ♪ over there ♪ >> this week, we're focusing on our nation's veterans! and today, a memorial to the men who died in world war i reopened. it is the district of columbia war memorial. it is on the south side of the mall, just across independence avenue from the new martin luther king jr. memorial. it has been closed for a year for restoration. this memorial was the first one built on the mall, honoring veterans. please go by and see it. >> they are perhaps the most feared and envied fighting force in the world! today, the u.s. marine corps marks its 236th birthday!

be collecting food saturday morning. the scouts will meet you there and if you would like to get more information, go to our web site at wusa9.com. >> all right. hey, it is getting colder outside, j.c. hope you brought a jacket this morning. >> did i. >> we were in the upper 50s at 11:00. 40s north and west as the front is sliding through. with the front, not just the colder air but a few showers. nothing too heavy. if you're going to be outside, will you get a little wet. day planner, the threat for showers with us for the afternoon, in fact, as we head toward the 5:00 hour, western areas will be clearing out east of town, still a few lingering showers. notice temperatures dropping into the upper 40s and these temperatures may be a couple of degrees too warm as that colder air is moving in. by 7:00, we're in the mid-40s. we're all going to be in the 30s by tomorrow morning with the wind staying up. wind chills down in the 20s. here is a look at the satellite and radar. had dense fog earlier south and east. partly to mostly cloudy. then now we're looking at the

showers here. they're picking up here down in southwestern virginia headed toward central virginia. headed toward culpepper and then eventually toward the metro over the next couple of hours. i'll switch it over to live doppler 9000 hd. east of 95, you guys have no problem yet but this whole area is going to slide east. right now, this stuff is pretty light but it is getting chilly out there. coming through montgomery county, we had a few showers. now into howard county out toward lisbon headed toward southern areas of carroll county. south and west of town, this is where we're seeing the other batch of showers which are now headed toward manassas. this is all moving northeast at about 30 miles per hour. then as you go down 29 through madison, culpepper and down toward unionville around orange, we're seeing the showers scattered about. the showers move southeast. the whole line moves southeast. behind the line, it is getting colder. down in the mid-40s at frederick. look at oakland, 36. garrett county is going to see

snow later tonight and tomorrow. probably not too much. but that upslope in the cold air will produce the snow showers. meanwhile, south of the boundary, got 59 in tappahannock. 58 at annapolis. 54, cloudy. winds are kicking up out of the north-northwest. our temperatures are now on the way down and the dew point sits at 43. there is a lot of cold air up across the northern part of the country. look at the 30s from bismarck and minneapolis in chicago. we'll drive some of that toward us for tonight and tomorrow. behind the system that produced some of the snow in wisconsin yesterday and you see the cold air coming down. well, that is headed our way. it is going to be chilly tonight and tomorrow. tomorrow, we'll be lucky to get to 50. once we get this out of here and the cold air comes in, it is a one-day event. tomorrow, we're still going to get to 50 but the weekend looks better. here is your forecast. today, we've got mid-50s and dropping with a few showers here and there. 30s tonight. 50 tomorrow. blustery. we could have winds tomorrow gusting again 15, 20 miles per hour. but a milder, calmer saturday.
