an accused killer being led free. frederick scott hasn't been seen since he made his bail november 10 and simply walked out of the prince georges county jail. turns out, he got a bail that was meant for someone else. that according to state's attorney, angela alsobrooks. >> and the status hearing, there was no mention of his bond and what happened is there was an erroneous bond for $75,000 that was placed in mr. scott's file by the clerk's office. that paperwork belonged to another defendant and because the issue was not raised, the defendant was subsequently -- he made the bond through a bails bondsman and the jail released him using that bond information. >> now scott and another man face murder and handgun charges for the murder of phillip watson outside a nightclub back in march. now, a warrant has been issued for scott's arrest. last time he was on the run, police found him in vegas. >> an army intelligence

analyst suspected of illegally passing secrets to wikileaks. the hearing on december 16 is to determine whether bradley manning will have to stand trial. manning's attorney says the hearing will be open to the public. manning is accused of passing thousands of classified documents to wikileaks while he served in iraq. he was arrested in may of last year. he is now behind bars. oscar arkansas ortega made his first appearance in a d.c. federal court today. police say one of the nine rounds he fired cracked a window of the first family's living quarters back on november 11. a judge ordered the 21-year-old held without bond and had to undergo a psychological evaluation. ortega's public defender argued there was no probable cause in the case and have not shown the bullet belongs to ortega's

rifle. ortega heads to court next monday. bad news at the university of maryland because of a budget deficit. the school's president decided to cut eight sports teams. peggy fox joins us with news of a fund raising effort that could save some of those programs. tell us about it, peg. >> to save all eight teams, they have a plan where they need to raise $30 million and they need to do it in seven months. it's a daunting task, but the athletic director isn't the only one optimistic. >> it's very disappointing. we are staying positive and we are going to work very hard to raise all the money. we are going to prove them wrong and not giving up. >> jamie burke is one of four members on the acrobatics and tumbling team. she received scholarships, in and out maryland's president has decided it has to go along with swimming, women's water polo, men's track, and men's

tennis. >> i have a responsibility for insuring the financial responsibility of the institution and financial responsibility means that we cannot continue year after year having expenses within our revenues. living beyond our means. >> the president made his decision early. the sports are grouped with title nine gender based equity in mind to save mens and women's swimming. they need $11.6 million. $9.5 for men's track and acrobatic. >> we are paired with men's track. the two of us together have to work together and raise the money. but we are positive and we are crossing our fingers and hoping for the best. >> currently maryland operates 27 teams. now that makes it the third largest department in the acc. if these cuts were to go through, it would bring it down to 19 teams and that would make

it fourth smallest. but the president says that these teams would be more viable and better funded. we'll see what happens with this fund raising effort, however. i'm peggy fox. >> lots of enthusiasm from the students. virginia has started the restart process on the second nuclear reactor at the north anna power plant. right now, unit 2 is running at 7% power. both reactors at the plant shut down after august's earthquake near the plant in louisa county. federal regulators kept them offline until november 11. inspections could be completed. the first unit reached full power on friday. arrested a tsa employee for sexually assaulting a woman while in uniform. 52-year-old harold rodman charged with aggravated sexual battery. dressed in his uniform, they believe rodman performed some sort of patdown on one of the

mixup in drug testing. she gave birth to her baby boy in salisbury. two days later, the nurses started limiting her time. the baby's tests showed traces amounts of cocaine and pcp. but webber said that was impossible. >> i demanded that they test me and they tested me. i was negative. when they realized that i was negative and he was positive, when they realized there had to be a mistake. >> staff at the hospital sent the family an apology and explained this mixup happened during a computer outage. the baby never tested positive, but webber is furious and lost valuable bonding time with her newborn. up next, how would you rate your trust for your child's school system? one local school system gave the parents a chance and you'll hear how they came or how they ranked when we come back.

what does fairfax county parents think about the job their public schools are doing? jack says the school district -- the results are back and they are encouraging. >> we want to know if we are effective and efficient and then also meeting customer satisfaction. >> it appears customer satisfaction is high in that district, according to the survey, four out of five parents said teachers are effectively preparing students for the future and four out of five said the county school system is a trustworthy institution and one that respects cultural diversity. >> a mother's fight to keep her daughters active in their church forces her to walk away from their local parish.

delia has more on the battle for women's equality in the catholic church. >> jesus said let the little children come on to me. all the little children, not just the little boys. >> jennifer says little girls are being excluded from exercising their faith at area catholic churches and 50 families protested that as they marched to the arlington diocese yesterday. >> i'm hoping that the bishop will hear us. >> one year after their new pastor came to corpus cristie church. an announcement that boys alone will be trained as alter servers. up until then, little girls could serve, wearing white robes like her daughter did. >> i had to leave mass. >> the family is just one of a dozen families who ended up leaving the church after the announcement. they still keep in touch with some parishers who say less people are involved. >> it has been heartbreaking in terms of our religion.

our faith is strong. >> look out. >> girls who were already serving are grandfathered in, but have seen their duties scaled back and now wear different robes than the boys. in 1994, the pope allowed girls to participate in alter service as a way to correct what he calls a quote, profound inequality, but the diocese left it up to priests to decide. it's been a tough lesson for this catholic and former alter girl to teach her own daughters. >> the people who are making these decisions aren't bad people. they are just making choices that we don't agree with and hurt our sense of community. >> delia, 9news now. >> the church says they are moving to alter boys only so they can use it as a spring board for the priesthood fighting the decreasing number of young men going into the seminary. who could forget this? a weekend of heavy storms flooding out georgetown's washington harbor. despite the mess, some of those

restaurants are now in it for the long haul. according to the georgetown patch, tony and joe's, and nick's river side grill signed new 15 year contracts to stay in washington harbor. the restaurant's owner says the spring flood is an opportunity to start a new. >> ten families in joplin, missouri, got quite a gift in time for the holidays. brand-new houses. all of them had lost their original homes in the deadly tornado back in may, but habitat for humanity helped them rebuild. and they got a turkey and gift cards. missouri southern state offered full scholarships to all the children in each of the ten families. what an incredible gift from that community. and we all remember those tornadoes. they were incredible. >> i mean, it will be years before that city is close to where it was. also hit in '47. >> all right, we are just kind of, you know, drizzle and light rain. heavier activity is getting

closer to us. we'll talk about that. let's first start with live doppler 9,000. light activity and pretty much drizzle everywhere. the roads are wet. you have leaves on the roads. light activity down 95 toward fredericksburg. also up 270 and inbetween baltimore and frederick on 70. but it's all green. all light activity. temperatures are getting cooler. nothing crazy cool. 52 in bethesda. 48 in gaithersburg. 48 in leesburg. still 54 down in fort belvoire and 52 over college park. so, the umbrella is still needed. nothing heavy overnight, but steadier and heavier rain will develop tomorrow afternoon. just in time for the evening rush hour unfortunately. morning rain and showers on wednesday. but a great thanksgiving and really a pretty quiet travel day on wednesday. we'll talk about that in a minute. late tonight, 11:00, just some light showers across, pretty much the metro area from frederick all the way down to manassas and through the

district. by 6:00 in the morning, the roads will be wet again. that's the bad news. good news, it will be light activity. still green, but look what happens. we get into the lunchtime hour, we get some yellows showing up now. it's good rain in frederick and leesburg. we'll put this back into motion and in the evening hours, still some light to moderate activity across the metro area. finally, we see some signs as we get into wednesday morning of it lifting off. just before tomorrow night and into early wednesday, we might see a thunderstorm especially south and east of d.c. and south and east of 95. so for tonight, clear and mild with showers, drizzle, and fog. a one blanket night. lows 45 to 50. tomorrow morning, there will be some rain and showers. grab your umbrella. temperatures in the 40s and 50s and winds easterly at 10. by afternoon, the rain becomes heavier and steadier. keep the umbrella nearby. high temperatures topping out around 55. all right, let's talk about the travel weather on wednesday.
