northbound 95, pretty light despite the wet weather. pace is still good out of fredericksburg and points north heading up into dale city making your way into wood bring and springfield. lanes reported open. travel in on 66 likewise, no early incidents to describe coming into 50. light volume into the beltway and falls church. virginia beltway has checked in all right. maryland drivers, 495, westbound, outer loop of the beltway in toward silver spring. building volume but all lanes open as you pass new hampshire avenue. i-70, 270 south, good shape. bw parkway had two separate incidents. northbound crash, vehicle off the road into the trees on the wet pavement and southbound, just beyond the beltway, broken down vehicle. if you're traveling out of southern maryland, 210, route 4 corridors, all lanes reported open. mike, andrea, back to you. the debate over building an intercounty connector began before many of plus even born. well, today, the entire icc is open to drivers.

>> 18 miles east-west highway starting in gaithersburg going over to beltsville, the last section opened after midnight. surae chinn is driving and she joins us on the phone. smooth sailing i would imagine, surae. >> reporter: it is. i'm driving on the new icc. the entire extent of it, the 18.8 miles officially opens around 12:45 and i'm following our live truck here getting a close look of the new road from laurel to gaithersburg and looking pretty good in this light rain right now it has been in the works for so many years and decades and it officially opens. proponents say that you could shave about 30 minutes of your drive time going from laurel to gaithersburg and also it helps people who are trying to get to bwi airport. so, we're going to stick around here, take a good look, talk to

some folks here. driving the road and some of these officials who have their grand ribbon cutting yesterday. see what it is like. of course, it comes with a cost. driving the extent is about $4 during peak hours. it goes down nonpeak hours. so, yeah, if you want to take it round trip, it is about $8 during the high peak hours and so you can ride it for free, drive it for free for the next week and a half. happy driving right now. we're going to set up shop here. we just got to our location and so we're just trying to figure out exactly where to put our live truck. we'll see you in half an hour. >> before you go, surae, besides the media and officials, anybody really driving the long stretch of the icc this morning? >> we drove a few miles here and i do see some headlights so yeah, people are driving it. remember back in february when we had the first opening of the

seven-mile stretch of the icc, people were driving it. they say 30,000 drivers are taking the route. it is not really indicative until the entire stretch would be open. waiting to see and hopefully it will cut down on traffic elsewhere, other roads around the area. >> ok, surae chinn on the icc. we'll check in with you in about half an hour. an idaho man accused of firing shots at the white house made his first appearance in d.c. federal court on monday. police say one of the nine rounds oscar ortega fired on november 11th cracked a window in the first family's living quarters. a judge ordered the 21-year-old to be held without bond and to undergo a psychological evaluation. ortega's public defender argued however, there is no probable cause the government's two witnesses have not been able to identify its client and investigators have yet to prove the bullet fired at the white house came from ortega's rifle. >> montgomery county police are

releasing video of a flash mob robbery in hopes you can identify the suspects. investigators say about 50 people piled into the 7-eleven along tech road in silver spring late saturday and snatched stuff off the shelves. police stopped six young people but most got away. if you recognize anyone in the video, montgomery police, call them and you don't have to give your name. >> it is 5:05. time for the latest "your money" report. >> we're hoping for a bounce back rally today on wall street. we really need it. we're starting to see signs of a recovery this morning with europe trading higher. stocks yesterday plunged after talks to slash the deficit collapsed and investors continued to worry about europe's debt problems. checking the numbers, the dow stands at 11, 547. it is back in negative territory for the year after dropping 249 points. the nasdaq off by 49 points. the s&p 500 down by 22. now that the subcommittee has failed to cut the deficit, capitol hill turns to a topic that may force you to pay more

in taxes next year. at issue, whether to extend the payroll tax holiday or let it expire. now, workers normally pay 6.2% on the first $106,800 into social security. this year, they've only been paying 4.2%. unless it is extended, that tax break goes away amounting to a tax hike during a rough economic patch. the former ceo of the american international group is suing the u.s. government for $25 billion. hank greenburgh is claiming officials should have bailed out aig instead of taking it over. lawsuits accuse the treasury department and the new york fed of illegally grabbing control of the insurer and using it as a vehicle to funnel tens of billions to aig's trading partners. back in 2008, aig was going belly up by bad bets on subprime mortgages. the u.s. wound up committing $182.3 billion in taxpayer support to aig.

5:17. andrea, back to you. making news now at 5:10, pro democracy demonstrators in egypt have called today's protest national salvation. there have been reports of more violent clashes with police overnight in cairo's tahrir square. according to state television, the entire egyptian cabinet has now submitted its resignation. an investigation is underway into a police shooting near the occupy houston protest. witnesses say a young man was walking near a spot where protestors were set up and started firing a rifle into the air. an officer confronted the suspect and then ended up shooting him in the ankle. three astronauts returned safely to earth overnight including american michael. the soyuz spacecraft carrying three landed in kazakhstan before dawn. the three spent five and a half months on board the international space station. >> we're two days away from thanksgiving and with a little help from you, we can complete

agreement. president obama says he won't step in to prevent the reductions. >> the only way the spending cuts will not take place is if congress gets back to work and agrees on a balanced plan to reduce the deficit by at least $1.2 trillion. >> democrats were not willing to cut a dollar without raising taxes. >> now, while each side blames the other for failing to reach a deal, congress has more work to do on the budget. payroll tax cuts and unemployment benefits are scheduled to expire at the end of the year. that means your paycheck could be smaller if congress does not act to extend the cuts. it was first proposed in the late 1950s and today, the intercounty connector is finally a reality. the western end of the 18-mile highway opened in february. today, the eastern end is open. surae chinn is at that end of the icc with more. >> good morning, andrea. i want to welcome you to the brand new highway. we're on the eastern end of the icc where it meets 95.

people are already driving. we're seeing one car come through here. so, they're having the chance to drive on the brand new icc. it opened around 12:45 this morning. we have harold bartlett with the maryland transportation authority. hey, this is not bad compared to february, no ice, no snow. >> yes, it is great. we're very excited about the opening and it was very successful opening. >> talk about how people can shave about 30 minutes of their drive time. what is it going to mean for drivers? >> we think we're giving back time in your life. if you can save a half hour on your commute, that's an hour more that you have to do something more with your life. >> let's talk about the tolls. >> obviously it is an all electronic toll road, the first of its kind. so, let's talk about that and what people should expect. >> you're correct. you should have an ez pass to ride the highway. the toll rates have not gone up since we opened the first segment. the firm mileage rate has stayed the same. we'll have a test period for people to try the highway out

for free from now until december 5th. >> thank you so much harold bartlett with the maryland transportation authority. folks this morning have been beeping. they know they're on the brand new highway. they can test this highway without cost for the next week and a half through december 4th. during peak hours, it is $4 to drive the entire extent from one end to the other. nonpeak hours, it does go lower if you do not drive the entire extent, it goes lower even more. so, folks are having a good time this morning. back to you. >> definitely an incentive to try it out before december 4th. thanks, surae. >> a tsa employee is accused of sexually assaulting a woman in prince william county. harold rodman has been charged with aggravated sexual battery. prince william county police say rodman approached two women on winfield loop in manassas early sunday. the women claim rodman was wearing his tsa uniform when he flashed his badge and then sexually assaulted the victim before running away. police tracked down rodman a short time later.

alexandria police are looking for a man accused of assaulting a woman while she was jogging about 24 hours ago. this happened in the 200 block of east del rey avenue. police say the man grabbed the woman from behind, touched her inappropriately and then shoved her to the ground when she screamed. the victim believes he was wearing a black puffy coat, dark pants and a skullcap. >> dominion, virginia, is restarting the second nuclear reactor at the north anna power plant. unit two is running at 7% power, gradual process. both reactors of the plant shut down after august earthquake near the plant in louisa county. federal regulators kept them off-line until november 11th so inspections could be completed. north inez unit one reached full power on friday. we're helping you get hired. >> jessica is back with details on jobs at a company which offers daily bargains. >> a lot of people may know the company living social for the daily deals they sell. all of the offers for restaurants or massages or

virginia, parents had a chance to tell public school administrators just what they think about the school system. superintendent dr. jack dale says the school system conducted a huge survey in september. now, the results are in and they're pretty encouraging. >> we want to know if we're effective and efficient and then also meeting customer satisfaction. >> it appears customer satisfaction is high. according to the survey said four out of five are preparing. a similar number said it is a trustworthy institution and one that respects cultural diversity. >> after decades of debate this morning, the entire length of the intercounty connector is open. we'll have a live report coming up. >> plus, we're just a little short of our goal to feed 1400 military families this thanksgiving and we're hoping one family story will inspire you to help and get us over that goal. here's jessica.
