>> reporter: as investigators work to get this man off the streets. delia gonsalvess, 9news now. delia adds security at westfield mall has increased since the last attack and police are asking anyone with information on this suspected kidnapper to give them a call. the 26-year-old police say is responsible for a string of robberies in northern virginia has struck again. this time, in maryland. police say stephanie schwab is wanted for an attempted carjacking in baltimore caught. they say she stopped a driver on thanksgiving day at a safeway parking lot. the female driver fought back and was stabbed in the hand during the scuffle. her attacker ran away. schwab is also wanted for two bank robberies in northern virginia. these are surveillance pictures from one of the crimes in fairfax county. schwab is also wanted for an armed car jacking that happened in the tysons corner two parking lot. a man accused of shooting at the white house is, indeed, competent to stand trial. that's the finding of dr. elizabeth teagarden of

alexanderry ya, the court- appointed psychiatrist who evaluated oscar ortega hernandez for about 50 minutes. she said he understands what's going on in the courtroom and can help his own defense. despite her findings though, prosecutors want a more thorough psychiatric workdown to be performed. gary giordano, the man accused of the disappearance of robyn gardner in aruba could be back home after being released by an aruban judge. he's the main suspect in the disappearance of robyn gardner. he's been in an aruban jail since august 5th. says gardner was swept out to sea while they were snorkeling. her body has not been found. giordano would have to be extradited back to aruba once he leaves. virginia is getting some federal money to help repair roads and bridges damaged by hurricane irene and tropical storm lee. the announcement was made yesterday by transportation secretary ray lahood. virginia will seymour than $2.1

million from the federal highway administration's emergency relief program. here is a look at other news making news now. pakistan is considering pulling out of next week's international conference on afghanistan. the move would be in response to a weekend nato air strike which killed 24 pakistani soldiers. the strike happened after a joint u.s. afghan special operations team came under attack by militants in afghanistan. they called in an air strike which was across the border and that turned out to be a military border post. a united nations investigation accusing syrian forces of crimes against humanity. investigators say the crimes include torture and murder of children as well as several sexual assaults and murders. the u.n. report says the crimes had taken place during the last eight months. the findings only add to international pressure for assad to step down.

andrea and mike? >> thank you, monika. time for the first "your money" report of the morning. >> it was sure fun to be on the roller coaster up yesterday. >> that's right. well, if you like online shopping then yesterday was certainly your day! that was the case for a lot of folks, more than 120 million americans took advantage of cyber monday, bargains, nearly 80% of retailers offered some sort of promotion and they used social media like facebook as well as the daily deals site. more people shopped using smart phones, mobile devices than last year. cyber monday showing a record breaking weekend of sales at the stores. with the holiday season off to a solid start, investors celebrated monday by sending wall street a lot higher. the broader market jumped about 3%. stocks are higher around the world today on hopes the european leaders are considering new radical proposals to fix the debt crisis. the dow stands this morning after climbing -- let's take a look there. i can't see the numbers.

11,523. thank you. my eyes are not so great. nasdaq was up by 85 points. s&p 500 was better by 33. in the meantime, the ratings agency, fitch, has cut its outlook for the aaa credit rating from stable to negative. that's after congressional committee failed last week to agree on $1.2 trillion in deficit reduction measures. in the meantime, montgomery county's top legal legal says a bill aimed at regulating large retailers like walmart and costco is unconstitutional. multiple news reports say that has led some of the lawmakers behind the measure to declare it dead. the bill would require retailers that are the primary occupants of buildings with a footprint of at least 75,000 square feet to make a good faith effort to enter into a community benefits agreement with at least three civic organizations before opening. the topics in the negotiations could have included hiring practices, operating hours, traffic control, environmental

rain, some areas in tennessee that have reported five inches of snow on the back side of this system and around here, we've got some showers. here is a look at live doppler 9000 hd, the leftier stuff from charlottesville over toward harrisonburg and new market. locally, we've seen showers in howard and montgomery counties. these things are quickly moving off toward the north racing at about 40 miles per hour or more. most of it is north of interstate 70 in howard and carroll counties and extending up toward may not airy. williamsport to, you have showers. probably into chambersburg, pennsylvania. then in the valley, west of woodstock, south on 81 as you go through newmarket and down toward harrisonburg and charlottesville. that's where we're picking up the heavier rains. we've got a few showers out there on our bus stop forecast. but it is a mild start for sure. temperatures are running

going to spend as much or more than last year. we're not out of the woods yet but that's a good sign of things to come. what's driving the sales is coupon usage up about 23% in the months leading into the holiday shopping season. so, it is all about savings this season. >> you know, we've heard incredible stories, people stealing newspapers in order to get the coupons but you're saying you've got a site you don't need to steal coupons. it is right there, main many that you want at retailme not. how does it work? you just need a computer or a smart phone. it is very easy. go online, you type in retailmenot.com and put in the merchant name. it can be anything from amazon to victoria's secret, walmart. look at the coupons that come up. if i'm looking for a particular item and i know three merchants sell the item, i'll look at the coupons offered for each merchant and see which deal is better for me. by using a coupon through retailmenot, you're guaranteed to save on average about $20

area. >> they're saving money using coupons. >> a new study says women need to stick to getting a mammogram every year after they turn 40. >> doctors in new york studied the data from over 1,000 patients and found that women in their 40s who had no family history of breast cancer were just as likely to develop invasive breast cancer as women with the family history. researchers say the findings indicate women in this age group would benefit from annual mammograms. a federal government task force sparked a huge controversy in 2009 when it advised against routine mammograms to women in their 40s in a recent study said the same thing. the controversy is there. the american academy of pediatrics is releasing a report on how to prevent and treat flat head syndrome in babies. pediatricians have seen an increase in the number of kids with flat heads since the app recommended infants sleep on their back in order to reduce the risk of sids. most flat head cases can be
