los angeles encampment is one of the largest in the country. >> political showdown seems to be brewing between the senate and president obama. yesterday, lawmakers voted against the measure on how the president would like to see suspected terrorists treated. the president wants terror suspected captured inside the united states to be detained by local law enforcement and tried in federal court. the senate, on the other hand, wants terror suspects all to be immediately turned over to the military and only be tried in military court. some democratic senators say the provisions could be a threat to civil liberties. president obama has already promised to veto the measure if it remains unchanged. >> the house of representatives has approved a bill which gives military members special treatment at our port security checks. if approved in the senate, it would allow troops on official duty to go to the front of security lines and not remove boots, belts and jackets. the sponsor of the bill said those items made getting through the line much longer

for military members and it would reduce security wait times for all passengers. the international is call on the u.s. to stop sentencing underage criminals to life in prison. right now, more than 2500 people are serving life sentences in the u.s. for crimes committed when they were under the age of 18. bbc news says the u.s. and somalia are the only two countries which have not ratified the u.n. convention banning life sentences for anyone under 18. back in may 2010, the high court banned life sentences for minors not involved in murder cases. the mother of a 6-year-old boy who died in a house fire in chilham, maryland, earlier this week have both died from their injuries. >> macklin was in critical condition when she was pulled from the fire on griffin street. they died in a hospital yesterday. the little boy's grandmother is the only is your vierve. investigators say an overloaded

power strip is what started the flames and there were no working smoke detectors in the home. a man called the east coast rapist is back in virginia. aaron thomas is accused of raping women, 17 ranging from virginia to connecticut. he was arrested in connecticut in march. he faces a trial in prince william county for the assault of two girls in wood brim two years ago. scott turned himself into prince george's county police. a clerical error allowed him to get out on bond november 18th. scott is accused of killing a man in march. he's now being held on a $500,000 bond. should john hinckley ever should get out of st. elizabeth hospital? a federal judge is going to start reviewing the case today. the man who shot president ronald reagan has spent the last three decades at the mental hospital. doctors think hinckley should be allowed to leave the facility if a series of visits to his mother's home in virginia go well.

during a reception, every major local county in the washington, d.c. county saw an increase in the number of school age children who live at or below the poverty line. new information from the u.s. census. most significant increases were in montgomery county and in the district. in montgomery county, the rate doubled climbing to 9% which totals more than 15,000 children. in the district, the percentage rose to 30.5% or roughly 21,000 children. according to "the washington examiner," this means d.c. is now one of 73 jurisdictions nationwide to have more than 30% of its school age children living in poverty. school age children are considered to be 5 to 17 years of age. the current federal poverty line is an annual income of slightly more than $22,000 for a family of four. today, the d.c. council's committee on government operations will begin hearings on an ethics reform proposal. the bill calls for the

establishment of an independent panel with the power to punish council members for violations. it would also reduce the amount of money council members can raise for their services and it would restrict how the money could be spent. another part of the proposal would require the disclosure of all income not related to the city government. several council members have come under scrutiny this year for ethical violations. 4:35. here is a look at other stories making news now. british officials are in the process of withdrawing some staff and their dependents from the british embassy compound in iran. this comes a day after students stormed the compound in tehran, threw documents out the windows and the anti-british protest comes days after london increased sanctions against iran for its nuclear program. hundreds of protestors are said to have also raided an official residence in another part of the city. >> dr. conrad murray has received the maximum punishment for causing michael jackson's

at n street with police on the scene. more on what's going on around town coming up at 4:47. andrea and mike? >> thank you, monika. it is time for the first your money segment of the morning. the lovely jessica doyle is here with the headlines. >> investigators are dealing with more downgrades for wall street. standard & poors back in the pool after downgrading the u.s. debt. now the rating service is adjusting the rating on 37 of the world's largest financial institutions including downgrading the baseline here in the u.s. those getting hit include bank of america, citigroup, goldman sachs, jpmorgan chase, morgan stanley and wells fargo. a mixed showing. dow starts at 11,555, added 32 points in trading yesterday. the nasdaq was off by almost 12 and the s&p 500 was up by about two and a half points. a judge has rejected a $285 million settlement between citigroup and the s.e.c. over the sale of toxic

mortgages. instead, the federal court judge has ordered a trial. the s.e.c. sold citigroup a billion dollars worth of assets and bet their value would fall. investors lost an alleged amount of money. american airlines each day, the carrier's bankruptcy filing should have little noticeable impact. american was the only major u.s. airline that didn't file for bankruptcy protection after the 2001 terrorist attacks. its parent company is filing chapter 11 to reduce cost and debt to remain competitive. amr operates american eagle. the company is trying to assure passengers the bankruptcy filing will not affect its flight schedule or ticket sales or frequent flier programs. facebook is setting with the federal trade commission over charges it deceived consumers. the fcc says the social network told people they could keep information they share private

show. hundreds of people camped out for hours in northwest d.c. hoping for a chance to get in a new place to live. >> kristin fisher was there as the desperate scene unfolded at a subsidized apartment complex in columbia heights. [shouting] >> reporter: these people are exhausted. soaking wet and they've been fighting for their place in line all night and all morning long. >> it was cold. it was freezing. >> 20-year-old diamond whitaker had been waiting here since 6:00 monday night. >> i'm a single mom with a 3- year-old and just trying to make it day by day. >> reporter: 17 hours later at 11:00 tuesday morning, she's the first person in. >> it was like a 50/50 chance. >> reporter: her chance of getting subsidized housing is much worse than that. this isn't a line for available units. there are no vacancies. this is a line to get on the waiting list.

reports the airport's authority asks for private firm to help out. a private entity reached out about investing in the project. some of the airport authority board members told the examiner they support the idea and think it might help reduce costs and keep tolls low. one in five people with h.i.v. don't know they're infected according to a new government report. >> the centers for disease control says among patients who are aware they're infected only half receive on-going medical care and treatment. more than one million americans have h.i.v. experts say better testing and access to care are essential to slowing the epidemic. >> women with elevated blood sugar levels may have an increased risk of cancer. researchers in new york found 5,000 women for ten years and found patients with the highest glucose levels were nearly twice as likely to develop colorectal cancer. more studies are needed to figure out how the two
