william county later on today. aroundel 8:30. via closed circuit. he was extradited to virginia after a connecticut judge agreed to this extradition on monday where he faces more charges and a longer prison sentence versus in connecticut. i want to show you his latest mugshot here from prince william county where he is accused of 17 rapes and attacks up and down the east coast from virginia to rhode island. the most recent known attack, a double rape of two 17-year-olds on halloween. they were trick or treating in woodbridge and it took 14 years to solve this case. and all of the cases, in fact. it wasn't until the fbi put up billboards up and down the east coast, an anonymous tip came in and they put surveillance on him. dna from a cigarette linked him to all of the cases. now he faces multiple life sentences versus just 50 years in connecticut. back to you, mike, andrea?

>> surae chinn in manassas this morning, thank you. d.c. police are now investigating how a man was seriously injured in northwest d.c. early this morning. sources at the scene tell us along connecticut avenue near m street, that a man was hailing a taxi, the driver stop and decided not to pick the man up and decided to drive off. they tell us that's when the victim tried to hold on to the cab door, was dragged and then hit a parked car. medics rushed the victim to the hospital and apparently the person is in critical condition now. at this point, police have not charged the cabdriver. later today, a federal judge will begin hearing arguments about whether john hinckley should ever get out of st. elizabeth hospital. the man who shot president ronald reagan and spent the last three decades at the mental facility. doctors at the hospital think hinckley should be allowed to leave if a series of visits to his mother's home in virginia goes well. >> today, prosecutors in aruba plan to appeal a judge's decision to release a maryland

businessman suspected in the disappearance of his travel companion. however, gary giordano of gaithersburg was set free late yesterday. he's been detained for nearly four months as a suspect in the presumed death of robyn gardner. he claims she was swept out to sea while they were snorkeling. police have yet to find her body. no word on when giordano will be back in our area. ethics reform has been the talk about the d.c. council a lot lately. now, the council will be hearing testimony on a comprehensive ethics reform proposal later today. the bill would establish an independent ethics panel with the power to punish council members for violation. it would also slash the amount of money council members can raise for their constituent service funds. there would be restrictions on how the money can be spent and it would require members to disclose sources of all outside income. the bill is in response to what some consider several ethical lapses by some of the council members. >> republican presidential candidate herman cain is trying

to stay on message after an atlanta businesswoman alleged that they had a 13-year extra mirritial affair. he spoke about defense spending instead during a visit to hillsdale college in michigan last night. cain flatly denied he had an affair with a woman, ginger white. however, he acknowledged they were friends and he did help her financially. yesterday, cain told campaign staffers he's reassessing his campaign and whether or not he's going to continue to run. two occupy encampments in philadelphia, protestors marched after police ordered them from their tents. however, no arrests have been reported. in los angeles, police have closed off streets surrounding the occupy los angeles encampment. it is believed authorities could begin removing occupiers later today. about 250 tents remained after a monday morning eviction deadline and the remaining protestors showed no sign of leaving. the los angeles encampment is one of the largest still remaining in the country. time for the latest "your

money" report of the morning. >> jessica is here with a look at the headlines. >> good morning to both of you. busy day ahead for wall street in terms of the economic front today. we're going to get readings on how hard americans are working, how hard the economy is working and how are home sales holding up. as for stocks, we got a mixed showing yesterday. the dow starts this morning at 11,555. it added 32 points in trading. the nasdaq was off by almost 12 and the s&p 500 was up by about two and a half points. a government watch dog says fannie mae and freddie mac cost the government billions of dollars. by not holding banks to strict underwriting requirements. this new report also says the federal housing finance agency didn't scrutinize more than $35 million in bonuses and compensation to fannie and freddie executives. the mortgage giants are based in the washington area. mobile apps and games on popular smart phones and tablets will soon carry age- based ratings.

good morning. welcome back to 9news now. it is wednesday. almost over the hump. 5:15. howard is here with the forecast first. >> things are changing. yesterday we were in the mid- 60s. low to mid-60s early. dropped into the 50s in the afternoon. this morning, 30s and 40s to greet you as you step out the door. you're going to feel the difference and that chill is going to be with us the rest of the week. next week, temps are the coldest air by tuesday, wednesday. here is a look at the bus stop forecast on this wednesday morning. it is chilly. the winds are up a little bit. a little bit of a wind chill. the temps running from the mid- 30s to mid-40s, sunrise a few minutes after 7:00. 7:06 this morning. we should see a decent amount of sunshine today with early temperatures in town in the low 40s here by 8:00, winds will be southwest to start. they'll turn westerly. we're talking about winds west at 13. these are the sustained winds

as opposed to the gusts could be toward the 20-mile-per-hour mark. 49 by 4:00 with highs in the low 50s. by 8:00 tonight, we're going to start dropping the low 40s with a northwest wind at 11. wind chills tonight will get down in the 30s, even tos by tomorrow morning. our temperatures are running 37 in winchester, culpepper, 39. 37 also at tappahannock. easton is 43. in washington, we've got 41 with a wind chill of 36. lots of wind chills in the 30s. in the mountains, if you're starting to think about strapping on the skis, their wind chill, 19 this morning. much different area as you get west of that continental divide. feeling like 36. dew points have dropped into the 30s as the air dries out. on the heels of southwesterly winds. normally that's a warm breeze but with the storm that hit us yesterday, the cold air came from the south where they have the snow. remember, they have the snow in parts of tennessee and mississippi. that moved in toward michigan

and northern indiana and parts of northwestern ohio overnight. in fact, this morning from detroit and points east, the snow is still flying there. the heavier rain in boston moving in toward areas in maine this morning. that's what we had yesterday midday. and behind it, well, we're starting to clear up. clouds are bake breaking up. partly cloudy skies this morning. the colder temperatures have moved in behind the system. will be here but this cold, this is normal cold for the end of november. early december. with mountain snow showers on the heels. west and northwesterly winds that will kick in later this afternoon and tonight. tonight, the winds though will be lighter. five to ten out of the northwest. chilly during the day on friday. see temperatures climb into the low to mid-50s. that will be about the same story on thursday. that will be about the same story on friday. as we break down the forecast here, the next three days. today, 52. it will be breezy. tonight, we're dropping to the upper 20s and upper 30s. there will be some cold spots. lighter winds. cool again tomorrow and friday.

rape is, sometimes he had a mask, sometimes he didn't, sometimes he had a weapon or a gun or sometimes he had a knife. he chose his women from 17 to 35 years old with different ethnic backgrounds. he had a caribbean accent that he seemed to be able to turn on and off. and he was all over the map. he was attacking people from virginia to rhode island and most of the cases happened here in virginia and maryland. and alexandria. fairfax, leesburg, woodbridge, including those two trick or treaters, 17-year-olds on trick or treat night, 2009 in woodbridge. and also in temple hills, maryland. i want to show you one more thing here. he also again will be facing multiple charges and multiple life sentences. but also, the feds believe there could be more victims. so, they've kept their web site open. it is the east coastrapist.com

state of panic. she has had ties to prince william prior. she knew the area. she just thought it would be remote, a place for her o to bury the child. >> police in prince george's county are still investigating whether or not the child was, in fact, stillborn. steele is now charged with concealment of a dead body. she's out on bond and is due back in court on december 8th. the search for a murder suspect who was accidentally released released from jail. frederick is back behind bars after he turned himself into police. a clerical error allowed him to get out on bond november 18th. he shot and killed 30-year-old phillip watson in march. in may, police arrested scott in las vegas and had him extradited back to maryland. he's now being held on $500,000 bond. metropolitan washington airport's authority may now consider private investors to help fund the dulles metro line. the silver line. "washington examiner" reports

that the authority plans to ask private firms to suggest ways they could help out. that decision came after private entity reached out to nwaa about investing in the project. some airport authority members told the examiner they supported the idea. they thought it might actually help reduce the costs and keep the tolls low. >> time for another "your money" report. >> jessica is here. >> well, if you have a cholesterol problem, there is a pretty good chance, you take a drug called lipitor to keep your numbers under control. your co-pays could be as high as $49 because lipitor didn't have any competition. that was until today. a generic is becoming available as the patent on pfizer's cholesterol drug expires today. the new generic for lipitor could cost as little as $10 co- pay. some prescription drug plans expect to move their patients immediately to the generic version. others will let them pay the generic price for 180 days.

it is best selling cholesterol drug generating sales of $11 billion. >> housing prices around the country are feeling like 2003. they continue to sink in the third quarter except for in two markets in the u.s., detroit and washington, d.c. the s&p day schiller dex fell 3.6% year over year during september. here though, prices increased 1% year-over-year. d.c. posted a month over month gain in home prices. even though some readings on the housing market are improving lately, a back log of foreclosures is expected to continue to weigh on home prices. we love our pets, we spend a lot of money on them, particularly at the vet. a new ap petside poll finds that pet visit costs per pet owner is averaging $105. that was as of last year. with those really sick pets though, we're spending more than $1,000 on average.

smallwood road, an accident in the right lane. be careful as you come up from white plains there. a quick look live at 395 at duke street. once again, things are fine as you head for the 14th street bridge on 395. we'll go back over to the map. want to give you a heads up. accident investigation continues northbound on connecticut avenue at m street at dupont circumstancele from overnight. another look around town at 5:53. back to you, andrea and mike. thank you. >> it is 5:50. >> the d.c. fire department is launching an internal investigation. >> bruce johnson has more on what happened. >> reporter: it was november 17th when d.c. fire and ambulance crews were dispatched from 14th and newton streets northwest to an elderly woman complaining of abdominal pains. it was what the intermediate paramedic did or did not do that is raising questions tonight and causing the fire chief to place him on administrative leave, pending the outcome of an internal investigation. >> there are some concerns

regarding this incident. that's why we placed the employee on administrative leave. >> part of what they're investigating, the intermediate paramedic determined the woman's abdominal pains were not all that serious. he decided not to go with her to the hospital. this is despite the ambulance crew asking him to remain with the paish. you the 87-year-old woman was transferred to howard university hospital. she later died of an apparent heart attack. a spokesman for the hospital says she did see a doctor and a cardiologist upon her arrival before passing. >> if he had remained on the scene? >> again, we have a protocol that dictates the employee's actions and that's why we're looking at this. we want to make sure protocol was followed. if protocol was followed, then the employee may not be on be ligated to remain on the scene. if not, it should have been followed. >> the case is bringing up comparisons to "new york times" journalist david rose rosenbaum. in 2006, he was beat and robbed

near his home. d.c. emergency responders misdiagnosed his injuries, rosenbaum died at howard university hospital. bruce johnson, 9news now. investigators will be heading back to the wreckage of a small plane crash in the chicago area. it was a deadly crash. three of the five people on board were killed. a twin-engine piper navajo was transporting a hospital patient at the time. the 80-year-old patient and his wife were among those killed. two others were hurt. investigators said the plane crashed late monday night just after the pilot had reported having a fuel problem. the aircraft nearly struck a home when it came down. 18 people died after a bridge collapsed in indonesia. about 40 other people were hurt in this and dozens remain missing. the bridge on borneo island collapsed during the weekend. dozens of cars ended up in the river. many people are still believed to be trapped in their vehicles. the brim was built to resemble san francisco's golden gate bridge. now, for the story that's trending on youtube and
