morning. flood watch in the metro until 3:00 a.m. 7:00 p.m. out west. we also have winter weather advisories which will go into effect tonight north and west of washington. i'll be back in a few minutes. we'll look at the specific snow totals. right now, let's go to monika samtani with traffic. >> it has been very, very tough for commuters right from the beginning of the rush hour. and it is no different now. good morning, everybody. if you're just now heading out the door, you'll want to know the roads are very slippery. it is definitely affecting traffic. we'll go to a live picture of the outer loop of the beltway after georgia avenue. accident happened here just before 5:00 this morning and the effects remain although the accident has been moved out of the road. you've got heavy traffic on the outer loop right through silver spring westbound 495. we'll go over to the maps again on the southbound side of i-95 as you head down past route 198, watch out for the accident. it is in the roadway. we'll go back out live to the northbound side of i-395 here in landmark, the accident has been here for awhile.

the car hit the jersey wall. equipment causing delays from at least springfield heading northbound on 95 on to 39 5, stay to the left to get around it. traffic is just squeezing by the scene. we'll take a look at 270. the accident at falls road was cleared to the shoulder. delays though remain through this area, trying to get down to the point where the lanes divide. >> it looks like all over town. i'll have more on what it looks like at 6:12. >> former prince george's county executive jack jon will spend seven years in prison for bribery and corruption. his wife, a former county councilor will be sentenced on friday. so, how does prince george's county move past this and clean up both its image and the system? we want to welcome back to the morning show, current county executive rush you rushern baker. as you've said, prince george's county has lots of opportunities for development and over the years, contractors have been more than willing to

step up to the plate. as we've watched the investigation move forward, we realize in many cases, it was a pay to play culture. how can you change that standard which seems to be having been going on for awhile. >> one of the things we did, we talked about it at the beginning of the administration, if you remember a year ago, that's when all of this unfolded with the former county executive. i said then that prince george's county was going to focus on the future and move ahead. if you look at the past year, yesterday we celebrated one year in office. this is what happened in the county. we signed an mou to build a brand new hospital facility in prince george's county. we have a deal to do the new carrollton metro site. national harbor is expanding. we kept our trane bond rating. we went to annapolis and passed legislation dealing with ethics reform so we could take that out of the reequation. we passed something, a $50 million economic investment fund just to show to businesses the culture in prince george's county has changed. we've moved ahead. clearly, what happened to mr.

johnson, unfortunate for him and his family but i said then that prince george's county would focus on the future and we've done that. >> oftentimes, we hear concerns about drafting ethics legislation that it sounds good on paper but often doesn't have teeth. it is more than just the county executive that could be subject to bribes. does this have teeth in your opinion? >> i think it has enough teeth to do what we want it to do. no legislation is going to stop people from doing wrong. what has to happen is we have to be vigilant. the price of liberty is eternal vigilance. from my stand point as county executive, i made it very clear to anybody in our administration that if you go astray, we'll make sure that you're fully prosecuted and you leave prince george's county. on the other instance, i have to make sure the businesses understand there is a new culture in prince george's county and i think they're getting it. >> it sounds like it with some of the things going on. >> there is something you're excited about coming up very soon. you'll have a special guest at this big event as well. >> we have the army/navy game

at fedex field and the president i understand will be there. this is a big deal for us. it highlights prince george's county. >> something moving in a positive direction which is a good thing after what you've had. county executive rushern baker, thank you so much for coming out. >> thank you. >> montgomery county police are investigating a stabbing at a high school. the suspect student from a rival school. surae chinn is live outside northwood high school where the stabbing took place. surae? >> andrea, you know this is unfortunately another example of how young people try to resolve their differences through violence. this all hand in the parking lot at northwood high school, the school right behind me on university boulevard west and gable street in silver spring. there was a basketball game going on at northwood high school. with the competing team which is four miles away at kennedy high school. but unfortunately, it is what was happening off the court

that's getting all of the attention. there was some type of verbal argument that started inside the school then it ended up outside the parking lot of northwood high school where one of the girls was stabbed several times in this group. police seem to indicate all of the girls involved came from kennedy high school. the traveling team. but they won't say why they were fighting, what happened, what ended up causing the violence and who exactly was all involved. and their ages. that is something to work on later on this morning when they get to interview everybody. they're also indicating that these girls are not cooperating with police. no one is in custody, andrea. >> surae chinn with an update live at northwest high school in silver spring. we'll keep following this story. there will be no criminal charges filed in the death of patrick casey. we told you about the george washington grad student and army veteran when he died in september. at first, we were told he fell and injured his head trying to

stop a fight. he died a few days later. then police said casey may have started the fight. "the washington post" reports casey's death will be labeled a justifiable homicide by citizen and the case is closed. a big step forward in the hot lanes project along i-95 in virginia. governor bob mcdonnell announced tuesday an in- principal agreement to begin work by next year. a $490 million project that would create the high occupancy toll lanes from stafford county north to alexandria. the lanes would be built by floor transurban. >> 6:07. jessica is watching both your money and your privacy. >> and your phone apparently, too. having to do with smart phone apps giving away the privacy. >> apps are great. they really help make the holiday shopping more efficient. they can find you the best prices. they can even find you an open parking space at the mall. but there is one downside to keep in mind before you load up

on apps. >> apps are everywhere this holiday season. tools to help you shop and apps themselves are even being given as gifts but you may be giving away more than you know. >> of these free tools are usually free meaning you don't have to pay but not free in that they may rely on your data. >> the director of the future privacy forum sees big loopholes when it comes to consumer privacy and red hot apps. >> usually look for a privacy policy. we looked at all of the apps. only a quarter of them actually bother to put up a policy. >> part of the problem is the alberta business is in its infancy. >> top app for awhile on on apple was one put out by a 14- year-old. who's writing the privacy policy for a 14-year-old? his mother? >> apps can help you pick out presents like shoppycat from walmart. it accesses your friend's data on facebook and recommends gift

ideas. >> we probably trust walmart. they're not going to look to get in trouble but a lot of the ans are created -- apps are created by 10-year-olds, 15- year-olds, people all over the world. before you give them your data or your friend's data, you may want to wonder and think twice about whether it is worth the deal. >> despite his concerns, even this privacy watch dog is jumping into app gift giving this year. >> i'm going to give them my hand-me-down phone as i think a lot of parents may do and then they'll be loading it up with apps but under my supervision. >> driven in part by the holidays, flurry analytics estimates apple and android device owners will download five billion apps in december alone. that accounts for $2.5 billion in sales. >> oh, wow. that's amazing. it is 6:09. how our region rates when it comes to health problems. learn where we rank and if we're getting better or worse. howard has declared today a

welcome back. it is 6:12 here on this wednesday morning. howard bernstein with the severe weather alert day. flooding is a bigger concern than any wintry weather tonight. we'll have a little bit of that as well. the rains will be copious today. one, two, main three inches before the day is out. temperatures will be dropping in town into the lower 50s this afternoon. main even the upper 40s. we have temperatures north and west already starting to cool off. monika samtani, wet roads, not good. >> not good. especially along 95 and 395 right now, take a look at this shot at duke street. this has been here for over an hour. delays solid from at least newington trying to get into landmark. more coming up at 6:18. andrea, back to you. america's health ranking are out from the united health foundation. then comes to adults with diabetes who are obese and smoke, our region is right around the national averages. with a look at where we're getting better and where we're getting worse, we're joined this morning by dr. reed with the united health foundation.

doctor, thank you very much for being here with us. compared to the national rankings, the district maryland virginia, where do we rank? >> really, it is good to tell you you're in the upper half. you're doing well. >> good. >> we've got some issues but certainly something to build on. virginia leapfrogged over maryland from -- you started out at maryland was 21st in the country last year. virginia jumped over and now they are 20th. unfortunately, maryland dropped back one spot so they're 22nd. right now, virginia is the 20th healthiest state. maryland is the 22nd. >> what about the district of columbia? >> because of the nature of the district's population and because it is a state-based ranking, we're unable to fairly compare. the district is actually very interesting in that it is doing quite well compared to other states in its smoking rates, it is fairly low. it is also interestingly lower in obesity than most other

states. >> that's one of the issues we're still struggling with. we have a graphic to show you adult obesity and where we are in the district, maryland. this is smoking rather. how are we doing in smoking? >> in smoking, you can clearly see that the district is fairly low. maryland actually is very interesting for us because in maryland now, smoking, it dropped four places from sixth to tenth in the country. not great. but still you have to remember we have to build on the positive in maryland. you're still tenth in the country. much, much better than most people but we have to attend to it. there are 7,000 more smokers in maryland this year than last year. good news is in virginia which i'm happy about. that dropped from 32nd in smoking to 30th. there are 16,000 fewer smokers this year in virginia than last year. so, gotta keep the momentum going. >> we keep talking about diabetes and we have the graphic showing the rankings here and how does our region fair? >> the region fairs ok.

in fact, a little slippage in virginia, you went from 22nd in diabetes to 25th. and for maryland, you went from good news, 34th to 31st. so, that's good. but even with the good news of moving from 34 to 31st, there were still 4,000 more people with diabetes than last year. these are big issues and we really have to recognize it. all of these mean is that there will be more sick people with chronic illness downstream. we have to turn the spigot off. >> we have to change our habits. >> absolutely. >> dr. reed, thank you for being here with us. >> thank you. >> before we get to our severe weather alert day, quick hello to the fourth graders in purcellville. i was there. we had a nice chat about weather there. they were great school and a real pleasure to be out there with all 99 of the fourth graders. i felt like i was doing the

green screen. we've got serious weather issues today. flood watch for the metro and also out to the west. we'll have lots and lots of rain. that's a problem already this morning. we've had some very heavy rains in spots for the bus stop forecast, it is a wet one but it is mild. 50s and still low 60s out there. sunrise at 7:13. the rain continues with us all day long. heavy at times. these are d.c. temps into the upper 40s. these may be too warm. we're already seeing temperatures in places like cross junction north of winchester down to the 50 degree mark as the front is pushing through. here comes the rain which is coming on top of us right now in buckets and buckets of it at times. we'll go over to live doppler 9000 hd because we have buckets into charles county and prince george's county. you can see alexandria south on route 1, yellow areas. these are some moderate to heavy rain up toward forestville and out toward prince george's county and anne arundel counties. heavy rain out there as well.

that will be the case all day long. the front is now past d.c. winds have shifted to the north- northwest. still in the 50s to low 60s. we're dropping into the mid-50s in loudoun county and leesburg and lovettsville. the wind now north-northwest at 17 with the rain, humidity 100% this morning. and the moisture flowing from the gulf coast around mobile and pensacola coming in our direction. it continued to be with us all day long and then finally, this evening, we'll start to get a switch over from rain to snow. winter weather advisories, howard, montgomery, loudoun, northern fauquier, north and west. i do think we'll get a little accumulation here. not much. just north and west of town. central, southern montgomery. a trace to main an inch on the western edge of this. then you could get an inch or possibly two in frederick into leesburg and the highest elevations between win chester and leesburg, you may get two to as much as four. above 1500 feet or so. the mountains will see more than that. today, a wet day.

falling temperatures through the 50s. snow tonight. flood potential is up. that's why the severe weather alert day. mid-40s tomorrow. after starting in the 30s. friday, 47. the weekend looks good but chilly. saturday, 39. we recover to 46 on sunday. talking about recovery, we need one on the roads, monika. >> i tell you what, it is really tough on the northbound side of 95 and 395, good morning, everybody. i'm going to take you to a live picture on the northbound side of 395 on duke street. i've been telling you about the accident on the northbound side for over an hour and we've been on the phone with crews. they tell us it is -- there are no serious injuries. it is taking awhile to clear it up. take a look at the delay. in newington, it is solid northbound on i-95, here at the fairfax county parkway, it looks like this from at least here all the way up the line into landmark trying to get past the accident at duke street. two separate accidents again at seminary road. let's take you over to the

severe weather alert day for the flood potential. we have heavy rains, the yellows south of town and east of town. it is really coming down messing up your morning commute unfortunately. we'll be wet all day with falling temperatures in d.c. low 50s this afternoon. if not upper 40s. a little bit of snow tonight. more on that coming up. andrea? >> are you ready for some basketball? the wizards have released their schedule for the 66th game season. >> the regular season tips off the day after christmas. wizards will open at home monday, december 26th hosting the new jersey nets. boston celtics come to the verizon center new year's day. the wizards will visit dallas mavericks on march 13th. some people are happy it. >> i like the shortened schedule. >> george mason taking on uva for the first time in 14 years.

9news now is back at 6:30. our weather team has declared today a severe weather alert day. flood watches posted this morning. a live look at silver spring. plenty of rain on the roadways there is causing traffic issues as well. we'll get more on that. monika will have more on how slick the roads are and how it is affecting the commute. >> first we turn to meteorologist howard bernstein for our wednesday forecast. >> our wet wednesday forecast. it will end with a little bit

of snow. wet flakes here in town. not expecting issues in the immediate metro. tonight, this is where we could have a few slick spots. today, the problem is going to be the rain. it is going to come down in buckets at times. that's why we have the severe weather alert day. don't let the near 60 degree temperatures lull you into taking a light jacket. take something that will keep you dry and something that's going to keep you warm because by this afternoon, while national may barely be in the low 50s, many areas will be down in the mid to upper 40s, falling into the 30s tonight when we have the changeover from rain to snow and some of the rain, one, two, three inches before it is done. we've got 30s off to the west in garrett county, pittsburgh, ohio. 40s in cumberland. 50 in cross junction, virginia. we're still around 60 in washington. rains are coming in waves today. at times, raining lightly. other times it will be coming down. rockville, fairly light rain at the moment. the heavy stuff from alexandria down route one over to clinton

and upper marlboro headed up toward davidsonville up toward ridgeville and northern virginia. keep that in mind as you head out. temperatures, as we said, mild now. we have a flood watch in effect right for the metro up toward baltimore. tonight, the cold air moves in. the flood watches will be replaced with winter weather advisories for montgomery and howard counties, i'm thinking main a trace here. upwards of an inch in the far northern part of the county. main two in western loudoun. some of the higher elevations in the park, we get above 1500 feet, we could have two inches or more there. this will be a quick hitter. it goes into effect tonight. the high temperatures continue to fall. watch out for flooded roads. we've had spinouts on the highways making it worse. here's monika samtani with an update. >> police and crews have had to work, caught up with them this morning because as howard said, we've had spinouts, cars bumping into jersey walls all

over town. we'll first take you live over to the northbound side of 95 in springfield. this is what it looks like from at least newington trying to get up the line on to 395 toward duke street which is where we'll go right now. long-standing accident finally in the clearing stages on the northbound side of 95. here's what it looks like in land marc. everything has been moved to the shoulder. the arrow board is still set up giving you the warning to stay to the left to get around the activity. let's take you over back to the maps on the northbound side or in burke, an accident on back lick road at braddock road. that's burke lake road in burke for the accident there. 66, look at that. very heavy traffic trying to get to the beltway. the accident sitting on the shoulder. very slow and heavy getting by inbound toward the beltway. coming up, another look around the area and that will be at around 6:47. andrea and mike? >> thanks, monika. we'll see you in a little bit.

we're having technical difficulties this morning. we're about to bring you a preview of the big senate debate in virginia with george allen and tim kaine. again, we're having technical issues. one of our analysts that was supposed to join us is not able to. we'll continue to cover the debate and give you post- analysis on wusa9. >> they want to interrupt a fund-raiser being held by president obama. that follows a day of protests on capitol hill on tuesday. >> about 20 protestors rallied inside the senate russell building, camping out in and outside of minority leader mitch mcconnell's office. protestors are also expected to tie up traffic on k streets later this morning. >> classes begin in about an hour. in silver spring. last night, police were called there after a student got stabbed. surae chinn is live at the school to tell us what they know so far about how this

happened. surae, good morning. >> reporter: good morning, mike. this was supposed to be a fun night, watching a basketball game between two rival high schools. but instead, it ended up with a girl in the hospital with multiple stab wounds. she's recovering and she is expected to survive. but again, this all happened last night. unfortunately, between these two girls. it happened at northwood high school here at university boulevard and gable streets in silver spring. what we're told is that a verbal argument started inside the school and then it ended up outside, spilling into the parking lot. police indicate that everyone involved happened to be from the traveling high school. kennedy high school, just four miles from here. but they don't know exactly what led up to the argument, why it had to turn violent. police are trying to figure that out right now. and trying to interview the girls but apparently, they're being uncooperative with

police. they might have a hard timepiecing together everything but again, these girls are -- they're going to be in trouble but they just have to figure out who, what their names are and ages and that kind of thick but they'll have a hard time figuring it out. they'll probably have to rely on witnesses. no one is in custody this morning, mike. >> surae chinn is live at norwood high school. a lot to go on that investigation. >> plans for a youth curfew have been put on hold in dream county. lawmakers in rockville table the measure yesterday and that means they may consider it at a later date, however. it was sponsored by county executive ike leggett. he was pushing for the measures after the summer's flash mob robbery at a silver spring convenience store. >> a new report finds cameras in metro parking garages do not cut down on crime but the transit agency will keep using them anyway. the urban institute reviewed crime statistics from 15 metro

garages. the cameras did not make a difference. only about 1/3 are active at any given time. starting next week, you will see these gators in metro garages. the golf carts will be used by metro workers to patrol parking facilities. metro says the decision on where to use them will be based on crime trends. coming up, it is now 6:37. jessica doyle is here with another "your money" report. >> she's looking at yet another privacy issue when we go online. there are plenty of them. >> last half hour, we talked about facebook. privacy apps. so, on facebook, let's say you set up your privacy settings, presumably, you've set them o only the people you choose can see your photos. apparently there has been a type of instruction manual to circumvent the systems. the facebook account of ceo mark zuckerberg was actually hacked. 14 photos of him have been leaked including these.

that's zuckerberg holding a chicken. there are photos of him and his girlfriend and their dog and meeting the president. the hacking method was broke on tuesday. it was first reported on a body building forum last month. a federal trade commission into facebook's privacy practices ended last week when facebook agreed to internal inspections of its privacy system. it agreed to fines of $16,000 per day for new violations. this is a sad saga of tough economic times. santa at the mall says that children he meets are asking for less for themselves. instead, they're asking santa to bring things like a job for mom or dad, money for the heating bill, food or a place to live. santa is also asking for other ideas if the child asks for a really expensive present. still, santa says some kids are asking for the moon. a 9-year-old who pulled out a blackberry and showed santa photos of all of the things he wants. consider this. a gift to you.

of town still. sunrise at 7:13. it will be a wet day with rain all day. at times it will be on the heavy side. temperatures will be dropping into the low 50s. it is not even upper 40s especially north and west of town. just about into the low 50s now. by 8:00, d.c. down into the 40s with the rain. we'll likely see a little bit of snow mixing in the district. you see the rain, there is a lot of it going down toward pensacola. mixing into kentucky and west virginia, trying to get into a little bit colder air with the snow. locally, light to moderate rain although south of town, see the yellows and into pennsylvania on route 15, those are some heavier bands of rain we've been watching. the heavier stuff from quantico coming in toward southern prince george's county, annapolis, it all lifts to the northeast at about 40 miles per hour. 59 in town even though we're behind the front, the cold is lagging. low 50s in the shenandoah valley to mid-40s cumberland and 30s in cumberland.

59, there are your winds in the north-northwest. the moisture continues to stream up. upper level energy coming across tennessee with snow in and around memphis right now. that will catch up to the storm a little bit. we'll have a little window of opportunity tonight with the storm still around, the moisture and the cold still around that will switch to snow during the evening hours out west and a little bit here late tonight and during the early overnight before the storm pulls away. we've got winter weather advisories, i want to show you quickly the snow totals here before i run. thinking about a trace to main an inch as you get into the higher elevations in upper dream county and the highest areas in blue here between winchester and leesburg, two, three, main four but that really would be -- maybe four but that would be pushing it. today we're into the 60s dropping into the 50s and 40s. 45 tomorrow. 47 friday. saturday, the army navy game.
