thank you for joining us this monday. i'm mike hydeck. j. c. hayward is off today. south korea's military is on high alert, and north korea fired a test missile today following the death of the north korean leader kim jong il. his pass asking creating uncertainty across asia and around the world.

tina cause has reaction. >> reporter: north koreans cried in the streets of the capital. some wailed, as they learned their leader kim jong il had died of a heart attack. he was building a thriving nation for our people, this man says. i will remain faithful to his son. he is the heir apparent to the family dynasty. but it is unclear how effective the 20-something will be at leading the isolated nation. >> he hasn't met with many world leaders. he is obviously inexperienced. the issue is going to be will the military leadership of north korea accept that transition? now that kim jong il is dead? >> reporter: the 69-year-old dear leader as supporters called him was known as a master manipulate tore with nuclear ambition. world leaders are hoping the change in power will mark a turning point for korea. we hope engagements with the international community offers the best prospect of improving the lives of the people.

south korea put its military on high alert as state media reported north korea fired one short range missile test monday. the united states has more than 28,000 troops stationed in south korea to keep stability in the peninsula. hundreds of those in south korea celebrated kim jong il's death on the streets of the cities. tina krause, cbs news. while many in north korea are saddened by kim jong il's death, fear is dominating many american families here. they have family members across the boredner south korea. surae chinn spoke with them to get their reaction. >> reporter: folks are reacting to the long time dictator's death and extremely concerned about the peninsula and the future of one of the most isolated areas in the world. >> this morning i called my

family. >> reporter: she immediately contacted her family who lives in south korea after hearing the news. she says men 19-40, including her 32-year-old brother, have been called up for duty in the military to defend their country against the north's armed forces just in case. >> right now it is very emergency situation. he looking forward to their uniform right now, korean americans worried about unrest, even war between south and south korea. mainly because of kim jong il sea son, who is said to be this control of the isolated north korea. >> i don't know what happened next. >> reporter: a very unsettled feeling heading back to korea today. it is what he and his friends and family are talking about over breakfast this morning. >> only time may ease the

uncertainty among these gentlemen, from the young, old and every generation in between, they are waiting and watching for what happens next. >> i wish peace. no attack. president obama called south korea's leaders to reaffirm the support from the united states. north korea's government has announced a ten day period of national morning mourning. the court martial of army private bradley manning has resumed today. manning is accused of leaking sensitive state and defense department documents to the whistle blowing website wikileaks. an army computer expert testified sunday the search of manning's computers in iraq revealed he downloaded those documents. if found guilty he could be sentenced to life in prison. a man charged with shooting at the white house could be spending the rest of his life

behind bars. a judge rejected a government request to have him undergo more mental states. he was charged with trying to kill president obama. the white house says republican leaders are risking serious danger to the u.s. economy by opposing a bill that extends the payroll tax cuts for two months. the legislation is expected to fail when the house takes up the bill later today, danielle nottingham has more. >> reporter: house lawmakers are on their way back to washington ready for a high stakes battle over a popular tax cut. republicans are expected to vote down the deal the senate approved in a rare saturday session. >> it is agreed to. >> reporter: the senate's deal extends the payroll tax cut through february, buying lawmakers extra time to broker a long-term agreement. but house republicans want a bigger deal done before the holidays. >> i have seen congress kick the

can down the road. it is time to stop the nonsense. >> the payroll tax credit put an extra thousand dollars in the paychecks of about 160 million americans this year. if lawmakers can't find common ground by new year's day the tax break goes away. >> reporter: over the weekend the president praised the short-term compromise but called on lawmakers to extend the credit for the full year after the holidays. >> it should be a formality and hopefully is done with as little drama as possible when they get back in january. but with the house poised to vote down the short-term plan, a showdown is almost certain this week. lawmakers can either request talks with senators about their differences or make changes to the senate plan and send it back. no matter which path the house picks, it is complicated. almost every senator has already left town for the holiday break. danielle nottingham at cbs news, washington. rockville police need your

help. they are trying to identify a man who was struck and killed on veer's mill road over the weekend. investigators say he is hispanic, between 35 and 50 years old. they say he was hit by a car, and then an suv. now the driver of the car stopped, but the suv driver did not. if you have any information, please call police. the family of a man shot and killed in landover, maryland is disputing a police account of what happened. police spokesperson says the officer opened fire on 35-year-old rodney edwards saturday night when he pointed a gun at them. family members say edwards was unarmed. police are expected to reveal more details about the shooting during a news conference this afternoon and of course we'll bring you up to date on that as soon as we get more information. nearly a third of americans have a police record by the time they are 23, according to a new study in the latest issue of the journal of pediatrics. a little more than 30% of 23-year-olds say they have been arrested, which is an 11%

welcome back to the news at noon. saab automobiles filed for liquidation this morning. the swedish automaker threw in the towel after hopes of getting a life saving investment from china failed. general motors sold saab back in 2010, but the new owners were unable to obtain the financing it needed to modern eyes its -- modernize its fleet. christmas will be a lot brighter for some families, thank to the toys for tots program. a reminder though, there is still time to give because plenty of your neighbors are still in need. more than 5200 families are back. many of them are disappointed. >> last year we serviced 3500 families, about 10,000 kids.

time is running out to get holiday packages in the mailed. the postal service and federal express say today will be their busiest day. tuesday is the last day to mail priority mail packages. first class letters and cards, as well, to ensure arrival by christmas. you can mail domestic express mail and he had ex express up to december 22nd this thursday, to arrive by christmas. if you haven't already mailed christmas packages, time is running out. federal express and the u.s. postal service say today will be their busiest today and the

welcome back. when someone is a victim of domestic violence, oftentimes they don't know where it turn. there is a place for women and children in northern virginia to escape the violence. j. c. hayward salutes bethany house. >> reporter: every day in the united states, three women are killed by an intimate partner. every 12 days a child dies from abuse. every three hours a family enters a domestic violence shelter. >> i had stitches in my head,

stitches in my eye, my fingers were broken, my ankles had been sprained, my ribs were broken, i was internally, i had a lot of internal damage that i didn't know about. >> we'll call her jane. after repeated beatings, she came here, received support, and started rebuilding her life. >> i felt safe. i realized that there are people out there that there was nothing wrong with me and they actually understood why i stayed, they helped me understand why i stayed, they helped me find all the services that i was going to need to get my life back. >> reporter: bethany house, of northern virginia, provides emergency shelter and support services to victims of domestic violence. >> we very much want to work with our families to break the cycle of violence now. we don't want to be arrested and allow them to go back. we want to encourage them and work with them to meet their goals so they can break that

>> reporter: temperatures down in the 20s, low 20s in spots. >> we picked up what? how many degrees since we were near the freezing mark this morning. >> 5 to 10 to go, depending on where you live. by the water may be just a little less. it is tomorrow when showers are around and wednesday could be wet, but turning rather mild. temperatures in the upper 40s in some spots. low 50s with winds out of the south southwest between 10 and 15. although we'll have gusts at times over 20 miles per hour. the clouds thickening by later this afternoon and this evening. by 9:00 we'll be back down in the 40s. today lots of sunshine, company of clouds but lots of sunshine here, however west of interstate 81, a deck of clouds moving off to the east southeast. as they come out of the mountains, these clouds are

going to thicken up late toward pittsburgh and out west. 21 in frederick. 25 manassas. culpepper 2 and 24 in andrews. right now still in the upper 30s in frederick. fredericksburg has 50 degrees and the warmth is coming our way. we have winds out of the south and southwest now running somewhere 10, 15 miles per hour. feels like 36 though with the wind chill and the dew points creeping up ever so slightly here now at 30 degrees. temperatures cold out west. albuquerque snow and 30 degrees and mild in the east and the south. so there is a storm system right here frontal boundary. pretty impressive storm system we are talking about a blizzard raging across the texas and

oklahoma panhandle. watch the rain snow line as it moves southeast here. some areas a foot, foot and a half. locally two feet of wind-driven snow. the rains move northeast and south of east of that relatively mild for this time of year. our average high 45, 46. late this afternoon the clouds increased. here at 8:00 tonight showers move in by midnight, especially west. tomorrow the first half of the day we'll see showers from dc and points north, especially. by late in the afternoon, anything should be up in northeastern maryland. but by wednesday we'll start out all right. look at all the rain that is going to be coming in here wednesday in the afternoon and evening. a wet finish to the day wednesday and a very mild day. temperatures wednesday. well up in the 50s. a 60-degree mark on wednesday.
