be in need of medical assistance was armed with a revolver. that revolver was loaded and that revolver was recovered from the scene. >> prince georges county is facing difficult statistics. other jurisdictions in the region report far fewer from one in montgomery county to five in washington, d.c. davis questions why officers in his county are so often confronted with guns. >> i think we have encounters 15 folks so far this year who have engaged prince georges county police officers in a manner in which the involved police officer has made a decision to discharge his or her firearm. the staggering statistic to me is the fact that 12 of those 15 individuals have been armed with firearms. and that, again, leads to the other unprecedented statistic of three prince georges police

officers shot. not shot at, but shot in 2011 in prince georges county. >> now the victim in this case, edwards, has a long criminal history that does include drug and weapons charges. his family has no explanation for why he was lying in the grass. they say he may have been drinking. meanwhile, the officer's identity has been released. his name is michael owens jr. he's a two-year veteran. ironically, he was the victim when he was offduty last year of an attempted robbery where he was shot at and the bullet went through his sweatshirt without hitting him. so he has been on the other end of the gun at least twice now. he is on routine leave while the matter is investigated t. may go to a grand jury for a review. reporting live at prince georges county headquarter, 9news now. >> okay scott, thank you. virginia's governor is out with his brand-new budget and as you might imagine, some folks like it, some folks not

so happy about it. we'll see which brand of folks are in our local county. >> we talked to both sides and you might remember in order to balance the budget previously, the state decided to defer payments to the retirement plan. well, the governor is deciding to sure up that balance and he is deciding that local governments should pay this. and local governments are not happy. >> this budget accomplishes the goal. >> in the governor's two-year spending plan, he sures up the under funded pension fund with a $2.2 billion boost in employer contributions. more than a billion will come from local governments. fairfax county democratic supervisor says that's not fair. >> the administration was quite negative and upset over the federal bailouts when the federal government was bailing folks out. now basically they are asking local government to bail out the state and we're not capable of doing that. >> republican delegate says the plan makes sense.

>> fairfax county employees, so they are supposed to make the employer contributions to their employees retirement. just like happens in every other business. >> they are pleased to see the governor's budget designate money for transportation. democrats dislike where it's coming from. >> folks have gotten to the point where they want to be told, what is it going to cost to fix our roads? moving money from the general fund, all that does is hurt the kids in the classroom. hurts folks who need human services. >> the governor wants to eliminate money that helps northern virginia schools retain nonclassroom staff that competing school systems are trying to hire away. >> on the reduction side, the governor cut $300 million from medicaid funding. that will hurt a lot of people. the governor had to do it. >> medicaid, problem is it had gone up 300% in three years. >> the governor is trying to

boost money to hire education and overall public education. although localities here will be losing some of that money. jeff mccay, supervisor in springfield is worried that even though it's not in the governor's budget, he is hearing talk that the general assembly will shift road maintenance costs to the counties. watch out for that, you never know. >> money is tight everywhere. thank you, back to you in the studio. >> congress appears to be on a collision course over money and specifically the payroll tax cut. senate majority leader says he will not renegotiate a yearlong e tension of payroll tax cuts and jobless benefits unless the house first approves the two month extension the u.s. senate passed over the weekend. earlier today, john boehner told reporters he expects the house to reject that bill later tonight. >> americans are tired of washington's short-term fixes and gimmicks. which are creating uncertainty

for job creators and a time when millions of americans are out of work. >> if congress is not able to agree on how to pay for the payroll tax cut extension, middle class americans will see their taxes increase by an average of $1,000 starting january 1. the accused white house shooter will stay in jail until his trial. oscar ortega is accused of firing a dozen shots at the white house last month. today, a u.s. magistrate called the 21-year-old a particularly dangerous individual. ortega is charged with attempting to assassinate the president. the obama's were out of town at the time the shooting happened. bradley manning is in its fourth day. today military prosecutors and defense lawyers argued over evidence taken from the army intelligence analyst computers. the hearing will determine whether manning will be court marshaled for the leaks. manning has been linked the unauthorized release of hundreds and thousand of

documents that ended up on wikileaks. the leaked material did little or no damage to u.s. interests. the daughter of a u.s. soldier returning home from afghanistan got the surprise of her life. her father showed up in oxon hill. >> we are very happy to welcome home soldier. >> his father surprised her and her brother, kevin, at a prayer service a few hours ago at the catholic school on livingston road. after her dad was announced, an emotional tamara walked and gave him the biggest hug of his life. that service was held to pray for the troops. lesli. >> those stories get me, derek. right here. the national zoo received an early christmas gift today. a $4.5 million donation to the zoo's panda program and as

down to $3.24 a gallon. that's down more than 5 cents in the past two weeks. down 24 cents over the last six weeks. the decline is due to a drastic drop in the price of crude oil. >> if you haven't mailed your holiday packages just yet, you may be out of luck. especially if you plan on using the u.s. postal service. today was your last chance to get those packages delivered. today is the postal service's biggest shipping day. more than 800 million cards and letters are processed. the post office estimates it will handle and deliver about 16 1/2 billion letters, packages, and cards between christmas and new year's. the rush is on. >> actually, if you haven't mailed your packages, i'm out of luck. it's the people i'm mailing them to. >> even if they want it by christmas, you are both out of luck. >> it's always an unexpected

reduce fractures in older adults. now a new review of the latest research shows vitamin d combined with calcium does lower the risk of bone fractures. taking vitamin d alone is not effective. >> it's controversial. it's very hard to lean from the literature if vitamin d by itself can prevent fractures. >> vitamin d has been studied by reducing the risk of cancer. researchers need more evidence. high doses can cause other health problems, such as kidney stones. but when it comes to preventing bone fractures, doctors say vitamin d and calcium work together. >> vitamin d helps absorb calcium. calcium is critical to bone health. >> problem is, everyone absorbs vitamin d differently. it's important to check with your doctor about the right amount to take. dr. steven recommends older patients to take vitamin d supplement ifs s if their

d.c. taxi cabs, at least as we know them may soon be a thing of the past. >> today, the mayor introduced sweeping taxi cab reform bills that address everything from requiring credit card readers to standardizing the colors of the cab. >> and bruce johnson is out

there live in northwest washington to fill us in. hey bruce. >> reporter: hey ladies, we are outside the mayflower hotel on connecticut avenue northwest. there are some 8500 licensed cab drivers in d.c. and the mayor says they are not trying to reduce that number, but they are trying to change the cabs on the outside and the inside. your ride in a d.c. cab will change considerably in the next year. >> attempting to put into tax ky cabs the kind of amenities that are available in taxi cabs around the country. >> pay by credit or debit card and produce an ac raff receipt. a gps system will keep the driver from getting lost and enable you or the driver to notify police in case of emergency. >> oftentimes taxi cabs are the first person or entity that would greet a traveler coming to our city. >> passengers will pay more, at least a 50-cent surcharge for the new technology.

montgomery county executive and other local leaders celebrated the purchase of 13 new green ride on buses today. those new buses are american made, 18% of the fleet are hybrid. 27% are compressed natural gas buses and 19% are clean diesel. the state of maryland provided the $6.5 million needed to fund them. >> 200,000 americans every year killed by preventable medical mistakes. researchers estimate 1.5 million of us are injured by hospital errors. bruce leshan has a troubling case, the two-year-old daughter of an iraqi war vet hit with a massive overdose of chemotherapy at walter reid army hospital. >> i have leukemia. >> you have leukemia? >> yeah. >> ordinary reason a tube in her chest, now three-year-old shows little sign of all that she has been through. >> who did we go visit on your make a wish? >> tinkerbell.

>> a year ago, doctors diagnosed her with leukemia and recommended a three week course of the potent chemotherapy drug, doxorubison. in one short 15 minute dose, medical workers at walter reid allegedly pumped kendall with more than she was supposed to get over the entire three weeks. >> i was telling her one thing and my heart was saying something else. and i was praying to god that he let me have more time with her. >> it can severely damage your heart muscles even years later. and children particularly vulnerable. >> lobster red color. looked like she was burning from the inside out. >> kendall was back in the hospital repeatedly. >> she had no white blood cells. >> the pain so severe doctors

prescribed morphine for the toddler. >> screaming at the top of her lungs and she wouldn't let me touch her. >> my doctor made me do that. >> walter reid's pharmacy chief apologized, but kendall's mom says no one has ever explained to her how it could happen. how the hospital will keep it from happening again, or how the military medical system could once again fail the troops. >> he was in iraq for three tours and that is his daughter. so how you treat her is how you're treating him. >> they filed a claim through military channels, hoping if the worst happens there will at least be some money set aside to care for kendall. bruce leshan, 9news now. >> a spokesperson for walter reid national military medical center says this matter is under investigation. so she could not comment on it

specifically. here is good news. kendall's cancer is in remission right now. a new york city man has now surrendered after a horrifying crime over the weekend. a woman set on fire in an elevator in brooklyn and it was caught on tape. you see the man with the container of flammable liquid. what you can't see is his helpless victim. a beloved tenant who was burned alive. neighbor heard her screaming. >> i smell smoke. i go back outside. i see smoke pouring out of the elevator. go back in my apartment and call 911. myself and someone on the 6th floor was knocking on doors, telling people there's a fire, get out, get out. >> investigators say the 47- year-old suspect reeked of gasoline when he turned himself in. the 73-year-old victim hired him for odd jobs. she fired him after he allegedly stole from him. >> from one awful caught on tape story to another scary

caught on tape, millions of dollars just going up in flames. this is video of a yacht fire at a marina in florida. you can barely see it through all that smoke. the flames began in one yacht spread to three others and all four ended up burned to spinedders. two people were treated for minor burns. investigators are looking around to see what caused it. >> talk about destruction in indiana. being described as the town's worst nightmare. the flames broke out over the weekend in an antique store and spread to several other businesses in this historic town. city leaders have been worried about what would happen if there was a major fire on main street and it did. firefighters had to be called in from neighboring departments. nobody was hurt. >> and here are some really scary moments after a high school championship football game. this was at cowboys stadium. we have to tell you this video is a little graphic. so there's an unmanned run away

electric car right there plowing into several people during the post game celebration and it doesn't stop. stadium workers were picking up the orange sideline yard markers in one end of the end zone when the cart just took off. the winning coach was among those who were hit. seven people suffered some minor injuries and it's unclear what caused that car to what caused that car to take off on its own. >> the patriots, broncos game in denver. when is the last time you saw a monkey ride a dog like that? i know, never. that's what happened during halftime at yesterday's game. it was one of the few highlights for broncos fans who saw tim tebow lose . >> yeah. all right, it was hard to tell which team was a playoff contender and which team was playing for pride.
