make all the difference in the world. so it's time for the house to listen to the voices who are up here, the voices all across the country and reconsider. what's happening right now is exactly why people just get so frustrated with washington. >> reporter: and the top republican in the senate, senator mitch mcconnell may have had something to do with this breakthrough. he released a statement today where he urged his republican colleagues in the house to pass this two-month extension and then get together later on to work on a full-year deal that would extend the payroll tax cuts through 2012. right now house republicans are on a conference call. they're telling the rest of their party about this breakthrough, about these details, and they're hoping everyone will be on board so they can get this done. >> all right, danielle. few wanted the to believe the tax hike would actually happen. maybe now it will not.

now to a break-in and a heist in our area. of course, as things are, it was all caught on tape. >> at this hour, police are looking for the suspect in not one, but two burglaries that happened minutes apart on monday. >> andrea mccar ron live at the headquarters with the latest on the search for the suspect. andrea? >> not often we get to see what a home burglary in progress looks like, but wait until you see the surveillance video. hopefully one of our viewers will recognize the suspect and call police. >> watch closely as a green suv pulls in front of the silver spring home. the suspect gets out of the car and walks to the front door. he knocks, opens the screen door, looks around few times and puts on gloves. he steps back, look around some more, and with one swift action, kicks in the front door. we timed it. the suspect was only inside the home for 16 seconds before running out the front door to

his getaway car. >> i just felt terrible. i mean, the guy just put security cameras and -- >> reporter: neighbors say it is the second time this house has been hit in three weeks. after the last burglary, the homeowner installed bars on doors and windows, and slacks outside and inside. >> you've got to be careful, because they'll come and do anything anywhere. >> reporter: in late november, the thieves took quite a haul. >> computers bicycle, ipods, ps- 33. his lexus was stolen. also his big-screen tv, which he had just purchased. >> reporter: this time the thieves left empty-handed, but just 20 minutes earlier, the same pair is suspected in the burglary of this house. a neighbor who asked not to be identified watched it all unfold. >> they banged on the door about three or four times to make sure no one was there. i watched them walk to the side of the house, thought that was strange. right when i was about to yell.

i went and called the police. >> both homes had alarm systems, and although police arrived within minutes, it was already too late. now, if you're planning on being away over the holidays, be sure to have a neighbor check on your house. even if you've canceled your newspaper, had your mail held, you may still get those unsolicited papers as well as fliers simply piling up at your front door or in your driveway. we did see a lot of that today. coming up tonight at six, what police say you should do to keep your home safe over the holidays. reporting live from rockdeal andrea mccar ron, 9 news now. new information on the father of a two-year-old prince george county girl -- today a judge ordered anthony vincent's bond to be increased to $100,000. he faces charges. investigators say the toddler's mother has been in the hospital for several days. they say she became concerned,

and that's when police say they found the child malnourished and dehydrated inside the capital heights apartment. vincent is being charged under a new child neglect law; and under the law he could get five years in prison if convicted. well, if you are planning or -- leesburg police say they caught the burglar who targeted three businesses along king street. lake strowd is being held without bond. he is being charged with targeting the gallery, the rouge spa and king's street coffee on december 2nd. the crimes occurred in the early morning hours. windows on the doors of two of those businesses were smashed in. a cash register and computer tower were stolen from the gallery. final arguments presented today in the private broadly manning article 32 hearing. he is the young soldier accused of leaking national secrets to the web site wikileaks. annie hall joins us live with what both sides are saying about the court-martial case. annie? >> reporter: manning's defense

argued today that the army failed him, and now they're trying to pile on all the charges. the government, on the other hand, said manning defied the nation's trust. now, manning is accused of pulling more than 750,000 documents from a suppose delay secured network and handing over a range of secrets to wikileaks. prosecutors said the 24-year- old signed seven agreements to protect government secrets, but then made sure the secrets were published online for america's enemies to see. manning's defense claimed he was being strong-armed into pleading guilty. they also said he was nearly paralyzed by internal struggles over his belief that he was a woman trapped in a man's body. they argued his access to classified information should have been suspended after telling supervisors he had multiple personalities. his supporters today gathered outside to defend him. >> they provided this information simply to give people a better understanding

of what our tax dollars are doing, were doing in iraq, afghanistan, and the state department cables. obviously they were embarrassing to our government. >> today summations end a preliminary hearing to determine whether manning should be court-martialed on 22 charges, including aiding the enemy. he faces life in prison. now it could be weeks before a decision comes down if manning will be court- martialed. the presiding officer has until january 16th to recommend if manning should stand trial for those charges. anita, back to you. >> clearly a highly watched case. annie hong in the satellite center. paramedics and firefighters save lives every day, but you might be surprised how rare it is to get a heart felt thank you. today in prince george's county, a little girl and her family decided to make that right. and before scott broom reports, you might just want to grab a tissue. >> reporter: christina likes to sing and dance. >> prince george's county 911.

to try to sew more accident in iraq. the pentagon now says last month's nato attack that killed 24 soldiers in pakistan. . troops thought they were under attack at the time. u.s. forces acted in, quote, self-defense. the pentagon said there was no intentional effort to try to target pakistani soldiers. firefighters still on the

scene of a massive fire. this is at a san francisco apartment building. the flames started shooting up from a top-floor unit of the four story building on elm street shortly after noon today. it's still burning. the fire spread throughout the entire floor, burned through the roof, and the firefighters could only battle it from outside. no word on any injuries. pep toe now says it will not appeal a $1 million fine it got yesterday. maryland public service commission imposed the fine in the wake of the long outages and the barrage of complaints from customers and everybody else during the summer of 2010. now, the outages occurred after thunderstorms in july and august. the utility says it's now working to improve reliability by trimming trees and upgrading its technology. a beloved d.c. radio host has been given the boot. dcr tv reports that darian morgan was fired from his morning job. the firing comes on morgan's 39th birthday. dcr tv reports ratings could

here's the big thing that sticks out like a sore thumb. that's our next system. a very quick hitter. it will roll in before midnight, and it rolls out of here before dawn tomorrow. it does appear the heaviest access for rain will be on the west side of mountains. that said we're looking at a half inch of rain earlier in the week. more, maybe like an inch. but that's about a half an inch. clouds right now. the rainshowers are getting very, very close to richmond and to charlottesville. they will be in here the next couple of hours. temperatures -- you want to know how warm it is now? it's still 55 in bethesda, college park, 56 in bellsville. looking at mainly mid 50s. gaithersburg down to 52. b,r. 54 in leesburg. and 57 in bethesda. outside, cooler than chilly. both commutes tomorrow i think will be dry. it may be drying tomorrow morning, but the rain will be over. pleasant, but cooler on friday. we trade the 60s for the 50s. not bad. if you're sitting in the shade,

bundle up. look what happens by a quarter of 11, 10:30 tonight. here comes the rain. look at the yellow. that's moderate rain across the metro area. then watch, boom, it is gone by 6 a.m., completely gone, and we are looking at some snow showers to the west. that's good news for places like when i was and timber lion and other areas. they will make snow by tomorrow night. friday by 11:00 we have sunshine, in good shape. by 6:00, clear with partly cloudy skies. in good shape once the system goes through; and again, a very, very quick hitter. for tonight, then, cloudy and cool, rain developing but gone by dawn and lows around 45. next 7 days look like this. we're chilly on saturday, but still nice, mid 40s, and christmas we'll keep dry. the system will go to our south. some clouds late in the day, but perfect for shopping late. temperatures around 50, and then back to near on monday and then in the 50s on tuesday, wednesday and thursday.

wal-mart says the move comes out of an abundance of

caution. just days before christmas, best buy says it will not be able to fill some of its customers' online orders. the largest u.s. specialties electronic retailer says the overwhelming demand for products has led them to have problems redeeming some of the online orders made in november and this month. now, the company won't say exactly how many orders are affected or which products are out of stock, but the shortages a real black eye for best buy, which has beefed up its online offers as a way to offset the tough competition from other online retailers and discount stores. and if you're expecting a christmas present, today could be the day you get it. ups says it will deliver nearly 26 million packages worldwide today, making it their busiest day of the year; and over the course of this week, ups says it will hand out more than 120 million packages through christmas eve. well, it could be a rosy new year for hundreds of people in the richmond area.

that is because amazon.com is opening two new distribution centers, and that means 1,300 new jobs. one of those centers will be around the chesterfield area. the other around dunwoody. virginia's governor approved grants totaling $3 and a half million to assist the counties with the projects. the cost of parking in downtown silver spring is going up. the plan is to raise rates for long-term parking by 10 cents an hour. the increase is part of a series of parking fees hikes approved by the montgomery county council. bethesda's fees went up back the august. coming up why this family feels an airline discriminated against them for having too many young children in tow. this school was destroyed by fire exactly one year ago. but today it's ready for students. i'm lindsey mathis at the education campus. the story is coming up. along i-90 in deal city, three state troopers were hit -- almost hit this year by a

i was standing here and saw the vehicle coming across the interstate at the police car. a split second had to make a decision and jumped over the guardrail and landed over here in the dirt area. the broken glass in the back window of the police car. >> her car was totaled, her knee injured. she was lucky to be alive. >> if i had been in the process of getting in my car, i would have been killed. >> trooper parker one of six state troopers who was hit or

sneak peek. >> reporter: crews are finishing up, sweeping the halls and painting. they completed a renovation in record time. it's been exactly one year since the school caught fire. nancy smith was there. >> the build was destroyed. i mean, the flames were just pouring of the windows. it just seemed like a disaster, and what it turned into is such a blessing. >> reporter: classrooms are being furnished with new desks and computers. for little ones there's playsets. >> before this school, you know, it was a classy building. this room used to be the principal's office. people who remember it say it was very dark. now they transformed it into the cafeteria. there were plenty of windows, bright and the kids love it. >> we have a brand-new library with gorgeous book shelves and a cyber cafe. >> reporter: kia says they still need the community's help. >> instead of making donations

of new and gently used books -- >> reporter: the school is ready. not it's the students' turn. >> we just have to make sure that everything that is happening on the inside of the building is as spectacular as everything that is happening around it. we have breaking news from capitol hill. let's go to john boehner speaking about progress, hopefully being made on that payroll tax-cut deal. >> sure that a new complex reporting burden is not unintentionally imposed on small businesses. now, this solution will at a minimum prevent small businesses very new administrative burdens and ensure that american workers will see their tax relief as soon as possible. now. the senate will gin the house in immediately appointing conferenceees with instructions to reach an agreement in the weeks ahead on a full one-year payroll tax deduction, along

with unemployment reforms and extension of unemployment and so-called dock fix for two years. we expect that there will -- these members will work expeditiously to complete the one-year extension that all of us want. we will ask the house and. approve the unanimous consent before christmas. the middle-class families and small businesses are struggling, and they're dismaying sacrifices, and i think this agreement will help our economy. one important provision in this measure that i want to highlight is the keystone pipeline. as you know this pipeline will create tens of thousands of jobs in our country. this jobs project has bipartisan support in the house and senate, and it's backed by a broad-based coalition, and i hope the president will approve this pipeline to put those americans to work.

i want to thank our members, particularly our conferrees who remained here in capital with the holidays approaching for their efforts to enact a full- year extension of the payroll tax cut for working families. and under this agreement, we're going to do that just as quickly as possible. i don't think it's any time for celebration. we have a lot of work ahead of us in the coming year, but i want to wish the american people and my colleagues a very merry christmas and a happy new year [ indiscernible ] i don't know that. but that's our goal, is to do -- >> there are a lot of folks who say that you caved on this. did you cave, and considering the fallout, is this the [ indiscernible ] you know, sometimes it's hard to do the right thing, and

sometimes it's politically difficult to do the right thing. but, you know, when everybody called for a one-year extension of the payroll tax deduction, when everybody wanted a full year of extended unemployment benefits, we were here fighting for the right things. it may not have been politically the smartest thing in the world, but i'm going to tell you. what i think our members waged a good fight. we were able to come to an agreement. all year, you heard me talk about short-term extensions, short-term gimmicks, and the consequences they have for our economy. and, you know, when you look at look at this, it's another short -term extension. this creates uncertainty for job creators. i used to run a small business. i know how this works and

kicking the can down the road for months does cause problems. when you look at what came out of this bill because it was hastily put together, it was a big burden for businesses of all sizes. >> and we've been listening to house speaker john boehner talking to house republicans saying they will accept the two- month extension, clearly less than enthusiastic about it. they would like to seeening loer deal; but looks like the payroll tax cut will go through for 160 million workers as we head into 2012. >> no, worries about the $40 that the president and others had been talking about coming out of your paycheck each week. we're always on at wusa9.com. stay with us. we'll be right back,

a family headed to grandma's house for the holidays has a change of plans. they say they were removed from a flight -- the six say they were told children under the age of 2 do not require tickets and can sit on laps; but once they boarded the plane with the three-year-old 20 month old twins and 8 month old son, a flight attendant said there was a problem. the attendant kept moving seats and they let another passenger hold one of their kids. >> we tried to comply. we held up the plane. we didn't know why because we kept on doing what they asked us to do. >> eventually the six were asked to debord, but they were never told exactly why.
