forecast. >> i have knowledge of serving. but first tonight, a troubling rise in sex crimes at military academies. the kids who make the cut and attend the nation's military service academies are certainly the best and brightest of their generation. >> and a new report out today shows they are being sexually assaulted there at a much higher rate than only a year ago. gary nurenberg is here with the details. gary. >> reporter: anita, 65 cases in the 2010-2011 school year compared with 31 the year before. a big jump. but it's a good thing, because it indicates more victims are coming forward to report the abuse. even so, the pentagon says that the real number of rapes and sexual assaults is probably much higher because of a still existing stigma. >> the awareness is huge. the awareness is much better than it ever has been. >> reporter: the military academy's mirror increased reporting of sexual assaults and rapes in the military in general

up 11%. >> there is not less tolerance for sexual assaults. >> reporter: she watches the trends carefully. >> i reported sexual assaults 12 years ago, and there was no support. and when i got to the transient personnel unit, the sexual assault and violence counselor assaulted me again. >> reporter: the military is trying to increase awareness, sometimes clums lyly don't put drugs in people's drinks. when you see someone walking by themselves, leave them alone. five, if you are in an elevator and someone else gets in, don't assault them. 8, don't forget you can't have sex with someone unless they are awake. congress is considering legislation that would take reporting of sexual assaults out of the chain of command. >> commanding officers have a vested interest in suppressing sexual assault reporting just because it makes them look bad. >> reporter: the legislation

would take commanding officers out of the equation. and the just pass act forces officers to investigate within three days. a cadet who went through so much just to get into a military academy only to be assaulted there can take advantage of that new option only by giving up a dream. derek. >> gary nurenberg, thank you. new at 11:00, a new content dent in the race. perry did not gather enough signatures to get his name on the primary in march. now perry has filed a lawsuit in federal court calling some of the election laws unconstitutional. among them the rule that candidates have to gather 10,000 signatures only from folks who actually intend to vote on primary day. well, would you believe one week from tonight, we will be bringing you the first big vote

of campaign 2012. the iowa caucuses. and at this point, there is no clear front runner among the republicans vying for the top job. the candidates are crisscrossing the state hoping to solidify the support they already have while trying to attract the undecided, and it looks like there are plenty in that category. >> whoever convinces me that they're going to help unemployment, get people back to work and cut government spending. >> i think a lot of it is just really hard finding out what they actually truly stand for. there's so many negative ads out there. >> for the record, across iowa we counted at least 23 campaign appearances by gop candidates today alone stretching from 8:30 this morning until well into the night. well, montgomery county now just a few days away from a new tax that some residents say is unfair and unnecessary. matt jablow explains. >> reporter: montgomery county has long been considered one of the most expensive places in maryland to live. >> no more taxes.

>> reporter: which is why many residents say the $0.05 bag tax that goes into effect on january 1st is simply the final straw. >> it's just one more way to make money. >> reporter: there is no reasonable relationship to the cost of the item. it's like taxing a $100 tire $5. >> reporter: robin thicker is adamantly opposed to the bag tax. >> the government is using us as an atm nickel and diming us to death. >> reporter: county executive ike leggett dis . >> we're not interesting in revenue. >> reporter: saying the $0.05 per bag tax will not be much of a burden for most county residents. it can be avoided altogether. >> if you want to avoid it, bring a bag to the grocery store or wherever you shop. >> reporter: if the tax encourages more people to bring their own bags to the supermarket, it will go a long way towards protecting the environment. >> we're interested in conforming behavior to reduce waste in our system.

>> reporter: according to the county executive, over time the bag tax will only bring in about $250,000 a year. derek and anita. >> lots of strong opinions. thank you. well, tonight north koreans are paying their final respects to their late leader. a russian news agency reports the two-day funeral is now under way and streams of people, some wailing, poured into the memorial palace for his wake as did his son. kim jong died of a heart attack on december 17th. tonight police are asking for your help in tracking down a young man's killer. the victim, 24-year-old franklin amobi. also known as frank diggy. he was gunned down this morning. the victim's family says amobi was just on his way to work when he was attacked near his girlfriend's apartment. police are still out there looking for clues.

of 33-year-old william mitchell. officers arrested 23-year-old anthony spate this afternoon and police believe he shot and killed mitchell back on january 19th. spate has been charged with first degree murder while armed. new details tonight in an arson investigation in urbana. a corporal in the frederick county sheriff's office says they found caps from what they believe are marine flairs. those are discovered as officers and fire investigators look into the two garage fires that happened just within blocks of each other. both garages completely burned down and two cars parked in one of the garages were also destroyed. total damage estimated $130,000. the victims say they want the culprits to pay for that. >> they feel bad for what they did. i hope they feel remorse for what they did. >> it's not a drug. it's serious stuff. you could have killed people. >> investigators say signs in

in this age of ipad and smart phones, high tech is not always the way to go. but tonight derek reminds us the one thing steve jobs couldn't rewire is the human brain. what are you talking about? >> it's over the holiday and i got to see my almost grown nieces and nephews twist their phones to the point where i had to ask do these kids even need to know how to use pen and paper anymore? turns out the answer is a surprising yes. yes, they do. >> the personal intimacy of the handwritten note is what we all love, but the wall street journal reports it's way beyond that. writing something down by hand kind of lights up larger areas of your brain. larger areas than just typing or speaking. something to do with having to remember and write individual pen strokes activating the thinking and language centers. in other words, if you write it down, you're simply a lot more likely to remember it. studies show it seems to help

kids learn faster. and what's more, good penmanship still matters. one study showed good looking, easy to read handwriting can immediate a better grade even -- mean a better grade even for a test. back in elementary school, they will tell you derek mcginty's handwriting was terrible, and it's no better with age. but now i think i ought to thank good old mrs. wilburn for doing the best she could. two young girls alive tonight thanks to a man who risked his own life to save them. these girls were playing on an icy pond in kansas. the ice cracked and the six and 7-year-old fell into frigid waterway over their head. a man living nearby spotted them, called 911 and waded right into the water breaking his ice with his fist to get to the
