see, although clear skies, a little bit of the wind speed closer to 20-mile-per-hour winds sustained. wind gusts are really what will be kicking for us later on this afternoon. at the current hour though, most of us are sitting in the 40s which is where we'll be, lower 40s until late afternoon. and by that, by this evening, an opportunity for the temperatures to go down into the 20s. it will mean another cold start tomorrow. the area of concern right now are these winds moving on through and because we have these wind gusts close to 18, 20 miles per hour, our air temperatures, although in the lower 40s right now are feeling more like the 30s so bundle up if you're stepping out this morning. it will be a very cool day today. only 42 degrees our projected high. there will be some areas that stay in the 30s throughout the day. by tomorrow, we still have a good deal of sunshine but we'll relax the winds and at least get our temperatures back into the middle 40s. improvement comes on friday. warmer temperatures closer to the middle 50s. monika? >> well, overall, not a bad

start to the wednesday morning rush hour. good morning, everybody. this is what it looks like on the beltway all around town. one story i've been telling you about since early this morning on the eastbound side of route 50 right here at route 2. tractor trailer accident and only the left side of the roadway is going to get you through there. on the westbound side of route 50, you're doing ok out of annapolis on route 50. let's take a look on the other side on 270 live here at father hurley boulevard. looking pretty much like this coming out of frederick all the way past father hurley down to the point where the lanes divide. nice and light. over to virginia northbound side of i-95, not a bad ride from the occoquan river on to 395 which is where we'll go now. on the northbound side of 395 still looking pretty good here at seminary road to the 14th street bridge. coming up in my next report, another look around the area at 5:09. >> montgomery county police are looking for a killer this morning after a local rapper was shot to death at a silver spring bus stop.

his family said he was on his way to work yesterday when he was gunned down. jessica doyle is live at the scene with what we know on the investigation so far this morning. jess, good morning. >> good morning to you, mike. the community here in this white oak apartment complex is badly shaken after that death of the 24-year-old man yesterday morning. franklin amobe. he was in the complex. he was at the bus stop here on stewart lane behind me when shots rang out. neighbors are saying that around 6:40 yesterday morning, as people were getting ready for work. they heard the shots. family and friends are in shock after the shooting. and his mother is devastated. >> between 6:39 and 6:48, we received two calls for shots fired and another call for a pedestrian struck. >> my wife heard a shot so she ran back in the house to tell me about it. >> reporter: investigators are currently looking for a suspect

in a motive in this case. they're looking for any kind of leads that they can find from the community. they used tracking dogs to scour the scene yesterday. and they focused a lot of their attention across the street from the bus stop looking for signs that could lead them to the killer. now, they say that the family of the victims said that his car was actually towed from this location yesterday. his girlfriend reportedly lived in this complex. and fans of the rapper who knew him as frank diggy have been posting on social media saying their good-byes to a man that they knew as frank diggy. franklin amobe was 24 years old. again, police continue to look for clues in this case. mike, back to you. thanks, jess. 2010 shooting in greenbelt, maryland is now a murder case. more than a year after the initial incident. damon washington was shot in the neck last december 22nd. he was admitted in february to

gladys feldman specialty care unit in laurel for treatment. washingtonwashing -- so far police have made no arrests in this shooting. a d.c. man is in jail for the january murder of 33-year- old william mitchell. officers arrested 23-year-old anthony yesterday afternoon. almost a year after the incident. police believe he shot and killed mitchell back on january 19th at the intersection of north capital street and florida avenue in northwest. he has been charged with first- degree murder while armed. marine flares may have been what sparked two garage fires in urbana. frederick county investigators found caps from flares at the arson scene yesterday. they say the fires were set monday night. two cars parked in one of the garages destroyed. the flames caused a total of about $130,000 in damage. >> they feel bad for what they did. i was really hoping they felt more remorse.

all right. welcome back. it is 5:13. glad you're with us this morning. weather first time this morning. olga is in for howard. the rain has moved out. what's coming down the pike? >> some dampness still around. we do have some areas of fog this morning. that could slow you down. what we're dealing with today though, already a breeze this morning. that's going to turn into windy

conditions later on this afternoon. so, don't be caught off-guard by that. right now though, we're looking pretty good. mainly clear skies. we do have -- are expecting a lot of sunshine after sunrise. but as we get in toward the afternoon, we'll crank up some winds so our daytime temperatures are not going to feel so warm. right now, we're expecting to stay in the 40s with that sunshine. through the 9:00 hour. as we get to midday and late afternoon, many areas could peak into the lower 40s. 42 degrees on average. with the winds, it will feel much, much cooler as we get into the later afternoon and evening hours. late tonight though after sunset, temperatures are going to go down very quickly. we're not expecting cloud cover into the early morning hours. yes, it will be in the 20s when you get up on thursday morning. here's how we look with your weather headlines. you leave the house today, it is definitely a cold one. you want to have a couple of layers as you step on out. sunglasses needed.

yes, we have plenty of sunshine. the winds will start to crank up about 15 to 25 miles sustained winds into the afternoon. some of the gusts could be 35, even 40-mile-per-hour wind gusts are possible later today. the good news is that the new year's forecast looks good both new year's eve and new year's day. i'll give you details on that in a couple of minutes. right now, you can see all of the moisture has moved on off. mainly clear skies for the overnight. a few morning clouds are starting to push on in toward the beltway. that moisture is not going to make it over the mountain. we'll stay dry for today. the wind gusts already at about 20 miles per hour through gaithersburg and 21-mile-per- hour wind gusts through portions of leesburg as well. andrews air force base. 23-mile-per-hour gusts. that will be the norm through most of the day today. the temperatures are in the 40s right now. the warmer spot right now is the downtown city sister at 44. this number will be dropping as we head in toward later morning hours. most of us should sit into the

low 40s. be prepared for the feels like temperature in the 30s as you step out. yes, we'll feel more like the freezing mark as we get through the remainder of the day. in although, it should be a fairly calm weather pattern over the next 24 to 48 hours. we constantly use our future cast forecast model. a bunch of supercomputers give us a suggestion of how things should turn out over the next few hours. they're keeping it calm and quiet. maybe a few clouds coming on through late in the day on wednesday. and into thursday morning. but in all, tomorrow is going to be a lot like today. the difference tomorrow, we'll relax our winds so our temperatures are going to feel a little bit better. highs today about 40 degrees for reagan national airport. 42 we should make it to. down toward the southern and eastern zones but a quiet weather pattern. 40s for thursday. 50s for friday. we will cool down a little bit toward the weekend. there is only a hint of some precipitation possible on friday night. that's a very, very slight chance. we look dry for new year's eve and new year's day.

monika? >> well, overall, if you're planning to head out the door right now, you will be ok. have been telling you about an accident in perole eastbound on route 50 over at route 2. tractor trailer accident and authorities have been there trying to deal with it i would say for a couple of hours now on the eastbound side of route 50. keep that in mind westbound out of annapolis, you should be just fine. we're zooming into the west side of town. here is the dulles toll road. no problems to report as you come in from leesburg, route 123 and route 7 are fine in tysons corner. let's take a live look at 66 at nutley street. you will be just fine as you can see. all lanes are open. very light volume coming in from gainesville, centreville and all the way to the beltway. we'll go back over to the map. this time, southern maryland coming in from route 4, route 5, route 301, brandywine area all the way up to the beltway. right through objection oxon hill. if you're traveling on the northbound side of 395, you will be ok. the beltway here at university

that will make about 45, 47 degrees. but that's about it. it is never going to feel quite that warm as those winds come out of the south and southwest. in although, the forecast today will be on the very windy side. we're talking about 15 to 25- mile-per-hour winds sustained winds and then when you add those wind gusts up to 35 and 40 miles per hour, a very windy afternoon indeed. for tomorrow though, a good deal of sunshine but it is going to feel a little bit better. we'll relax the winds. on friday, we hit the 50 degree mark and higher. the forecast stays dry until friday night, very slight chance of an isolated shower friday night. less than 20%. but by saturday, for new year's eve, we're looking pretty good. very chilly after sunset but a dry forecast for monday. for sunday on new year's day. monika? >> luckily, overall, the beltway is looking great. if you have to go to work early this morning and you're traveling in from frederick or fredericksburg or from

gainesville, all the far off points into the city, you will be just fine. even on route 50 where there has been a tractor trailer accident. let's take a look there live on the eastbound side of route 50, it has been there since overnight at route 2 in the annapolis area. it does involve the tractor trailer. i believe there was a fire as well. that's why it is taking so long for the cleanup. good news if there is any, it does not affect the westbound side of route 50 or inbound trying to get from annapolis to the beltway. i think you will be just fine. you might find a little bit of a slowdown as people try to take a look at what's going on. let's go back over to the map. this time, we'll go to the north side of town. here is the beltway in silver spring. by 5:30, you start to see some volume. things are actually looking fine. let's take a live look in college park. good news here as well is that traffic is moving at speed leaving route one all the way past 95. 95 looks good in from baltimore. silver spring and bethesda, no delays right now. more of the same at 5:38. mike? >> see you then, monika.

a report from the pentagon shows a dramatic rise in the number of sexual assaults reported at the nation's military academy. 65 attacks were reported in the 2010-2011 school year compared to 41 the year before. the dod acknowledges that just in the civilian world, there are probably more attacks that are not reported. jennifer mclendon of the military rape crisis center says awareness of these kinds of crimes is much improved now. >> i reported sexual assault 12 years ago and there was no support. i had absolutely no support and when i got to my next command, when i got to the transit personnel unit, the sexual assault and violence counselor assaulted me again. >> mclendon favors congressional legislation which would have troops go outside the chain of command to report their sexual assaults. she says commanders have a vested interest in suppressing the assault reports within their units. that's why. >> 24 hours ago, he was alive

and getting ready for work. then someone gunned down a local rapper near montgomery county bus stop. now, police are looking for the killer. 9news now reporter jessica doyle is live at the scene in the white oak neighborhood with the story. jess, good morning. >> reporter: good morning to you, mike. the community here badly shaken after that murder yesterday morning of 24-year-old franklin amobe. he was getting ready for work. he was waiting at this bus stop here behind me when shots rang out shortly after 6:30 yesterday morning. police on the scene found him laying half on the sidewalk and half on the street. they spent yesterday canvassing the scene. they had dogs here that were canvassing that parking lot across the street. they towed two vehicles, one of which is said to have been franklin's vehicle. his mom says that he was getting ready for work. right now, police are looking for any lead in this crime. >> right now, we can't rule out that it wasn't random but

investigators are working every angle of the investigation right now. they can't focus on one thing or another. they have to look at everything. >> this isn't safe. shooting in white oak. >> now, franklin amobe also went by the rapper name frank diggy. social media is filled with remembrances of frank. for example, this is his facebook page. i have six pages worth of r.i.p. notifications from friends, family and fans of his music. and this is just to give you an example of what fans are saying. such a sad day for another young life. also frank, i'm so sorry and sad about what has happened to you. no one deserves when you're doing something positive. obviously the community shaken. his fans shaken. police continuing to look for leads. so, if you have any information about this crime, you're urged to contact montgomery county police. mike, i'm going to send it back

to you in the studio. >> thanks, jess live in white oak this morning. well, you may see a ton of emergency vehicles rushing to an annandale campus of northern virginia community college later this morning. but it is only a drill. after months of planning, agencies from the school, fairfax county and the state of virginia will participate in what they're calling an active shooter exercise. in addition to emergency responders, volunteers will be taking part in the drill. to play the part as victims and as bystanders. the drill is scheduled to start this morning after 10:00 a.m. >> metro says it has wrapped up its initial inspection of its series 5,000 cars but engineers still don't know why part of a brake assembly fell off one of the newer train cars last week. as a precaution, metro pulled 16 cars out of service because they have the same brake equipment as the one that fell off. last week, trouble forced hundreds of passengers to evacuate the train and has shut down part of the blue and orange line for hours again when the brakes fell off.

rick perry is suing the commonwealth of virginia because he's not on the ballot for the republican primary in march. the g.o.p. presidential candidate says some of virginia's laws, election laws, are unconstitutional. including the one that requires 10,000 signatures from people who actually intend to vote on primary day. it is 5:35. let's take a look at some of the other money headlines this morning. there are a few bargains left for shoppers at filene's basement. the discount store famous for the running of the brides is closing at the end of the week. everything must go! filene's on tuesday was just about empty. customers turned out in search of one last deal. >> i would never miss the presidents' day sale whether they have all of the designer stuff and literally, boxes of designer wear like this. it would not even hit the bin, people were grabbing at that time and going to the cash register because it was that

great. >> that's a sale. the company that owns filene's filed for bankruptcy citing sluggish sales during the weak economy. its remaining 46 stores will all close between 2600 people will be out of work. if the recession is over, it has come too late for a company that owns sears and kmarts. they announced plans to shut down 120 stores following lackluster sales during the holidays. no word yet on which stores are going to close, however. congress will have a full plate when it returns to work next month. the white house says it will ask lawmakers to raise the nation's debt limit by $1.2 trillion because the united states will be within $100 billion of its current borrowing limit by this friday. the increase is part of a deal both sides agree to this summer. congress can reject the request and president obama can veto it should it happen though, the increase will take effect automatically on january 14th. "the washington post" reports the wealth gap between

members of congress and voters is growing. researchers studied financial records between 1984 and 2009 and they found over that period the media net worth of a member of the u.s. house more than doubled from $280,000 to $725,000 in inflation-adjusted dollars. the median wealth of the american family over the same period decreased slightly. from $20,600 to $20,500. still ahead, tens of millions of people will watch the famous times square ball drop on television this saturday night. but that's not the only city getting ready for a big new year's celebration. we'll show you one a lot closer to home coming up.

it is here to stay, actually. all day today. we're not going to see too much of an improvement in the temperatures. however, that sunshine is going to make a lot of folks happy after the dark and dreary day we had yesterday. forecast today is going to be on the windy side. not just breezy. we're starting out breezy this morning. say about 5, 15-mile-per-hour winds. not so bad. later on this afternoon, we'll crank up the volume on some of that, especially the wind gusts which could be as high as 35 miles per hour by late afternoon. weather planner today is going to stay in the clear. sunshine prevails. you want a warm coat when you leave this morning. you also want the sunglasses because you will be using them throughout the day today. but the sustained winds through midday and late afternoon in the teens right now, we're going to crank that up to near 20 or above 20-mile-per-hour winds by later on this afternoon. that's going to hold our temperatures right around the lower 40s in town. we'll see some middle 40s down in portions of southern maryland and southern virginia. then by 6:00 tonight, once we get the sun set and the clear

skies, temperatures will drop very dramatically already down into the 30s by 6:00 and in the 20s during the early morning hours of thursday. so, here's what you need to know getting started today. very clear but cold this morning. we'll definitely see the sunshine and some winds being a factor later on this afternoon. but gusts we need to be careful of if you're out and about today. be prepared for that into the afternoon and evening hours. things should start to relax. we'll plummet our temperatures back down. the forecast for new year's is looking pretty good. we'll keep our forecast dry and even get our temperatures closer to that 50 degree mark once again. satellite and radar, not showing a whole lot going on. this is a quiet december weather pattern that we're going to stick with for the next couple of days. mainly the winds being our major concern for the afternoon and evening hours. already seeing some healthy gusts across andrews air force base and in toward the manassas reporting station. by late afternoon, things should start to improve slightly.

forecast for today, starting out very cold. mainly 40s in and around town. there some warmth coming up from the south. d.c. city center is at 44. we still have about 43 down toward andrews air force base. the future track is not going to show us too much. just a few clouds beginning to pass on through. early morning hours on thursday. then throughout the day tomorrow, it is mainly sunshine into the afternoon and to the evening. here is your forecast. today, highs in the lower 40s. middle 40s down toward the south will feel much colder. tonight, we're in the 20s and yes, a very, very chilly start to thursday morning. by tomorrow afternoon though, a mix of sun and clouds. at least we'll get back to the middle 40s for most. we'll push the 50 degree mark for some of the areas down degrees of across southern virginia. in all, the next three days are looking pretty good. forecast stays dry. very windy today. but we'll get it back to the 54 degrees by friday. only a slight chance for a little shower on friday night. most of us will stay dry. not only new year's eve

saturday but into new year's day on sunday. monika? >> there is a bit of a tough situation right now in the glen echo, bethesda area. good morning. it is an accident on the clara barton parkway. it is shut down by macarthur boulevard. in the meantime, if that's where you were headed out the door right now, go ahead and use macarthur boulevard as your alternate route or river road. it is going to get heavy in that area. again, the clara barton parkway shut down here inside the beltway near the glen echo turnaround. keep that in mind for your travel plans. we'll take you outside live to the american legion bridge. this is fine if you're heading again to the gw parkway, you will be ok heading toward the district. no problems across the legion bridge here at the potomac river. back over to the map, this time, we'll go into virginia on the south side of town. northbound on i-95 beginning to see a little bit of volume at the occoquan river. no big deals here heading into springfield. we'll take a live look at 395

saluted his father. it has only been days since kim's death. kim jong-un is expected to be the next leader. washington is taking notes. some analysts believe the transition could mark a turning point to the communist country and its relationship with the rest of the world. >> it may very well be a moment of opportunity for north korea. on the other hand, they are a nuclear power. they have tested this nuclear power. >> reporter: for now, north korea's focus on grieving the loss of its late leader. today's funeral comes after a week of mourning. like much of kim's life, it had been shrouded in mystery. duarte geraldino, cbs news, washington. >> some of the other stories making news now at 5:50, a runway at sacramento airport stayed closed much of the night after an emergency during a takeoff. a southwest jet bound for seattle blew out two tires on the runway. the pilot aborted the takeoff. emergency crews hosed down the 737 as a precaution.

no one was injured. passengers were booked on other flights. in a new book, jimmy hoffa's personal driver says the former union boss for labor is buried in detroit under the headquarters of general motors. marvin says learned where hoffa was buried during a teamster's conference back in 1985. hoffa disappeared ten years earlier, supposedly while he was on his way to meet mobsters. it is time to move on. that's what nebraska senator says. he's not going to run for re- election next year. a two-term democrat who is 70 years old announced his decision on tuesday. it could hurt his party's ability to keep control of the senate. republicans need four seats to pick up a majority. time now to take a look at the question of the day once again. according to "usa today" poll, half of women lead one. -- leave one of these places feeling really frustrated is. it a, the dressing room. b, a restaurant or c, the hair salon. one of our facebook friends says c, they try a new

will feel like the 30s throughout. mike? >> thanks, olga. in entertainment, a fixture from the tarzan movies in the 1930s has died. cheetah, the chimpanzee appeared in the movies which starred johnny wise muller from 1932 to 1934. he was only a year old when he became a star. after wisemuller died, a florida animal sanctuary cared for cheetah. they got him from the actor's estate. cheetah was 80 years old. >> the box office will go down as a bust for 2011. with only a few days left until the new year, "the new york times" reports movie ticket revenue in the united states is $10 billion for last year. that's $500 million behind the previous year. experts blame a drop in the economy and too many films with not enough star power is what they say. van halen's original lead singer david lee roth returned to the band for a tour next year. you may remember he first left the band in 1985 then briefly came back in 1996 and another

bitter feud and he was gone again but now with the band's 40th anniversary approaching, he is back. tickets go on sale january 10th. the concert date and the venues haven't been released yet. that, of course, will be soon. playing a team sport can be incredibly intimidating for children with autism and other sensory disorders. unless it is a team only for kids with special needs. four such teams got together tuesday for the first ever special hockey holiday classic. kristin fisher has the story from garden's icehouse in laurel, maryland. >> how many goals are you going to score today? >> about 20. >> that's a lot. >> reporter: she's lacing up her 7-year-old niko in the locker room of the montgomery cheetah's. >> go, cheetahs, go. >> her 14-year-old duke, also on the team has been diagnosed with high-functioning autism. and niko has learning disabilities. everything becomes a teachability moment. >> which foot is this?

>> right or left? >> left. >> i feel like i need to skate for six hours. >> today is a special day for all of the local special need hockey teams. we have a holiday classic, the first of hopefully many we'll have in the future. >> david lucia is head coach for the montgomery cheetahs. he also has a special needs son on the team. >> go, cheetahs! >> i want my son to have the same opportunities i had. all of the lessons that come with playing the game of hockey. >> i enjoy -- see how proud they feel when they score? >> together, we learn how to best teach their kids not only on the ice but off the ice. >> passing is a simple thing in a hockey team but for special needs child, passing is sharing. and sometimes that is very hard thing to learn. >> the only thing really different about this hockey game is the fact that the score is always tied. these kids are still learning how to win and how to lose and still be good sports about it. >> everyone has a bad day. but that's ok.
