spots targeted as potential high crime areas. it is a reaction to last january's violent start in the county. >> we're about 200 days away from the start of the summer olympics in london. today, british embassy in d.c. will hold a kickoff party and they've invited two american athletes hoping to make team u.s.a. this year. a helicopter will replace this tower on the jetty in ocean city, maryland today. this is a picture of the old one. it was damaged by hurricane irene last summer. the chopper will pick up the new tower at the ocean city airport around 10:30 this morning. >> also today, harry thomas jr. heads to court to enter into a plea deal. he's now a former d.c. city councilman handing in his resignation amid allegations he stole money from a children's charity. 9news now was the first to bring you this story. delia gonsalves is live outside district court to tell us what's going on today. delia? >> good morning, andrea. though harry thomas jr. denied the accusation at first, later today, harry thomas jr. will step into the federal courthouse behind me, stand

before a judge and accept the charges against him of embezzlement and tax fraud. thomas is charged with taking more than $350,000 in city money. also, filing false tax returns. in 2007, 2008 and 2009, prosecutors say thomas used the money to go on lavish vacations and purchase an expensive suv and motorcycle. council chairman kwame brown visited the 9news studios hours after thomas' resignation. >> i was devastated. i was absolutely devastated. i have known harry for a long time. and what he did was wrong. it was absolutely wrong. something that should not have taken place. and he has admitted to being wrong. he has taken full responsibility. and at the end of the day, it is time to move the city forward. >> reporter: and harry thomas is trying to move forward, releasing a statement in part saying "i made some very

serious mistakes and exhibited inadequate and flawed judgment. i'm truly sorry. i want to apologize to those i have let down. i'm taking the first step toward making things right." apparently that first step may eventually lead him behind bars. if you take a look at the two federal charges against him, they both carry penalties up to 13 years behind bars. ultimately, the judge will have to decide the proper sentence. we'll have much more on this story. harry thomas jr. back in court at 11:15 this morning. mike, back to you. delia gonsalves live outside u.s. district court in northwest this morning. council chair kwame brown, his 2010 campaign has been accused of ethical -- he ordered a lincoln navigator for his use with a lease of $2,000 per month. bruce johnson asked him about that as well last night. >> i've done nothing wrong, bruce. >> other members of your

campaign, your father, your brother? >> i don't think so, bruce. absolutely. i think what we have is that we want to let the investigation run its course. i have all of the confidence and the justice department to carry out their mission. we look forward to having some closure. >> brown added transparency is the key to d.c.'s city leaders restoring the trust of the voters. >> an electrical short in some christmas lights are to blame for a house fire in prince george's county. the home could be a total loss. the fire began last night on ash fox road just off brandywine road. two people managed to escape when the sparks from the lights lit a dried out christmas tree on fire. flames quickly spread through the home. one of the two people who escaped suffered minor burns. we have a call in to montgomery county police to learn more about a pedestrian hit by a car. a woman was hit around 5:30 last night around orchard grove road in darnestown. the gaithersburg site said the woman was seriously hurt.

police said 9news the car that struck the woman stayed at the scene. if you spent 27 years of your life in prison wrongfully convicted, how much money do you think you would deserve as an apology? for one virginia man, that amount is $800,000. we told you about thomas haynesworth once before. he was released from prison last year after serving 27 years to crime he did not commit. his record has been wiped clean. as the proposed state senate bill in richmond would reimburse him nearly $800,000. >> it is not about the money. it is about being fair. you think that my life for 27 years, they took away from me. $800,000 is a fair shake? i don't think so. >> state senator who came up with the $800,000 amount says he believes haynesworth deserves more money. he was only following the state law. 6:06. jessica doyle is watching your money and your job. >> the latest unemployment report out today has gone down

a couple of times recently. what do we expect? >> the tough job market remains one of the biggest challenge on the minds of americans. we're likely to get a little bit of good news on the front today. we'll definitely take it. the december unemployment report is due out after some promising numbers yesterday. for fourth time in five weeks, unemployment applications dropped, putting the four-week average down to its lowest level since mid 2008. as for today's report, the unemployment rate is expected to tick up to 8.7%. when you look at the unemployment rate over the course of the last year, november's numbers were the lowest yet after peaking in june. employers are expected to have added 150,000 jobs last month. here is a local employer who is hiring. target plans to hire 200 new employees for a new store in crofton. there will be a job fair from january 9-12. it will take place at the comfort inn in bowie, maryland. who doesn't want to be their own boss? three sisters are making that

"boston globe" says huntsman is presidential and he's bold where mitt romney is cautious. the globe is the biggest newspaper in the state where mitt romney used to be the governor of massachusetts. the primary in new hampshire is next tuesday. a supporter for ron paul says the vote count in the iowa caucus is wrong.

says one county tallied more romney votes than he actually received. g.o.p. chairman says even if it is true, it would not change the outcome of the caucus. >> virginia governor bob mcdonnell says republican loyalty oath would scare away new voters. he's opposed to a state g.o.p. plan requiring voters to take an oath before getting a ballot in the primary. the governor says it is not legally enforceable. andrea? >> thank you, mike. a new report finds homes in prince george's county lost more value in 2011 than they did at any point in the last five years. the rate of decline is more than double the state average. last year, the average home in the county dropped 36.5%. statewide, the average is 17%. in montgomery county, the figure is only 12.7%. homes in maryland are assessed every three years so the homes valued in 2011 were last assessed in 2008. prince george's county is offering a great new program for first time homebuyers in

the county. to give us details, we're joined by eric brown with the county department of housing and community development. this will make a great new year for people in prince george's county. thank you for being with us. we talked about the home values and foreclosures hit prince george's county pretty hard. but this is not -- it is for first time homeowners. >> that's correct. when the county executive came in the office, one of the things he wanted to do was to stabilize neighborhoods and communities and this program is a way to be able to do that. and with this program, a first time homebuyer which is a person who -- or a family that has not owned a home in the past three years. and this program is able -- would enable them to be able to own a home, loan them money or assist with downpayments. if they stay in the house for at least ten years, the loan is forgiven. so, this is a great program. it helps stabilize communities and it deals in investments and

communities and in neighborhood. >> besides being a first time homebuyer or someone who hasn't owned a home for three years, what about income requirements? >> in terms of income for a person, a single person, you could make up to $60,000, around $60,000. that's one. for a family of four, up to about $85,000. with those kind of income ranges, we're reaching people who are teachers, who are policemen. people who are everiy workers. this is one of the groups we're trying to reach. besides that, the person must be able to carry a mortgage. they will have to contribute something toward the price of a house. 5% of the price of the house or they have assets of at least 1.75% or 50% of the liquid assets to contribute toward the house. >> you have $1.2 million to spend. you want to get the money out. is this an easy process for

south and west. inside to monika samtani. at 6:30 with your timesaver traffic. >> we have an accident up north. this is a live look from sky 9. it is i-195 at the bw parkway heading inbound toward the airport. that's what you're dealing with right now. you can see that the left side of the roadway is blocked and the right shoulder. there is quite a bit of a delay on the inbound side here as authorities right now have stopped traffic and they're trying to move things around as you can see. so, you'll need some space. give yourself the extra time especially if you're heading for the aeurbt this morning. i-195 at the bw parkway. let's take a look at a map so i can give you some perspective of where it is and in case again you're heading to the airport, you'll have to give yourself the extra time with the accident cleanup. all the way to the other side. here's what it looks like on 270 coming in from frederick, you'll find the normal slow traffic from 85 down toward route 109 and 121. then again, let's take a live look at 270 at montrose in

rockville. not too bad where the lanes divide. no delays as you head for the american legion bridge on the west side of town. before i go, i have a commuter alert affecting metro riders. a lot of single tracking starting tonight and going through the weekend. so, listen up. this is a long list! on the red line, two place for single tracking between dupont circle and friendship heights as well as between takoma park and forest glen. extra trains added through downtown during the day so that's tomorrow and sunday through the weekend. two spots on the green line as well. georgia avenue to fort totten and naylor road to branch avenue where the green and yellow lines run together, yellow line trains will be retimed to align better with the green line service. on the blue and orange lines downtown, there will be single tracking between smithsonian and eastern market and where the two lines run together, expect trains every 13 minutes. elsewhere, trains will come every 26 minutes. all of this work is part of

to happen today. >> it is a sad day for d.c. residents and the residents of ward five. harry thomas jr., in just a matter of hours will walk in here to federal court, stand before a judge and finally admit to stealing money that was meant for the people he pledged to serve. thomas is charged with embezzling more than $350,000 in city money meant for his youth baseball league. he's also charged with filing false tax reports for three years in a row. soon after his 2006 election to office. the fbi and i.r.s. raided his home last month where officials seized a motorcycle and an suv. council chairman kwame brown on what's next for the council. >> i see the council moving forward, working and earning the trust of the residents of the district of columbia. we passed a comprehensive ethics reform bill. we have a new code of conduct

for the council. we have new training manuals. nothing can take the place of just having good ethical standards. i think the commitment from all of my colleagues is to continue to move forward to earn that trust from the residents of the district of columbia. >> reporter: former colleague thomas released a statement last night saying in part to the young people with whom i have worked as well as their parents and caregivers, i offer my sincerest apologies. through athletics, i've tried to teach you to the importance of character and integrity. my conduct set a poor example." thomas went on to apologize to his family, a long legacy of serving the residents of d.c. his mom, a long had been time d.c. schools principal and his late father, harry thomas sr. held the same post that harry thomas jr. did. he was a ward five council member for three full terms before he passed in 1999. the charges against him carry

murder. the jury rejected the defense's claim that de la rosa was insane when she threw ogdoc from a walkway. a judge could sentence the grandmother to 35 years in prison. now, even though it is going to be close to 60 degrees later today, when it does eventually snow, remember this. you should get out and shovel as quickly as possible because it could cost you if you don't! in the district, you're supposed to clear your sidewalk in eight daylight hours after the snow stops falling. d.c. councilman mary shea has proposed a law allowing the city to hand out fines for people who don't shovel. it would be about $25. >> 6:37. jessica doyle is here with another "your money" report. >> when it comes to money, wall street traders are apparently back in the black. >> that's right. well, the 401(k) you try not to look at. you know that one that you remember from years ago. things are actually looking maybe a little bit better potential good news here. companies have been a little

bit more successful eking out profits. the earnings parade on wall street kicks off in earnest on monday when we get results from alcoa. the good news here for the entire s&p 500, analysts expect fourth quarter profits to increase 12%. according to research systems, we're looking at nine quarters in a row of double digit earnings growth. little bit of bad news here, too, though. the 12% is down from the original forecast of about 19%. they're worried about the impact of the europe even debt crisis and whether consumers will yet again slow spending this year. they're guiding their expectations lower. >> if you're a renter, expect to pay a little bit more for your pad this year. some estimates range from increase of 3% to 5.5%. with fewer people owning homes, more people are headed to rentals. that's pushing up prices. this could be the third year in a row that rental prices are headed higher. but, we're getting a break when it comes to some hot technology. tablets are getting cheaper.

at least some of them are. our partners at "usa today" report the price of the 64 gig blackberry playbook is dropping by $100 to $299. the 16 gig sony tablet s is down $100 to $399, $100 cheap than the similar ipad 2. verizon wireless cut $50 off the droid xyboard. they need to compete with the dominant player apple and other competitors like amazon and barnes & noble are selling kindle fire and the nook tablet actually at a loss. >> wow. >> they need to either compete on popularity which they're losing against the ipad or they need to compete on price which is tough, too, because their competitors are at a logs. tough to really face down that situation. >> they really range all over the place. >> thanks, jess. >> thank you, jess. well, a lot of russ using the pay by phone parking system in the district. you can text in your payment or use an app. it is really easy but "the washington examiner" reports

and health. he's going to show us some simple exercises you can keep up with regardless of having a gym membership or not. thanks for joining us. >> where do we start? >> we'll start with basic body weight exercises. i want you to take a step forward and a step backward. >> you're thinking about lunge patterns, working the body. >> stay with the same leg. do six repetitions to get the heart rate up. we'll switch legs and do six more on the other side. think about engaging the abdominals and nice, tall back. this will get our heart rate up. we're going to segue into doing some dumbbell works. >> get the dusty dumbbells out of the garage or basement. >> they still work. >> that's the fun thing about it. if we don't have dumbbells, we can use water bottles because we don't want pape in the shoulders. if you have any injuries, we also want to always consult a physician or certified professional trainer. >> got it. >> lateral lunge. you're going to come up with a

lateral raise. same side. let's do eight repetitions. >> what's that working, troy? >> my lateral shoulders, my abs to maintain the center and my gluts, inner thighs. i don't have the machine at the gym to be able to do my in and out. so, we'll go to the other side. what you'll notice is your heart rate will continue to accelerate with the weight movement. >> you're building muscle and burning fat at the same time. >> it is always about the proper movements. making sure the muscles are engaged the entire time. from there, you'll go into a squat and go into a curl. >> and again, if you don't have the dumbbells at home or you can't find them or you sold them in a garage sale, other heavy things like a book. >> we can hold on to our newborn baby. work on the squatting. instead of holding them on the hip. i don't think you have that. >> not at the desk anyway. >> we want to think about how can we enter our body working the hips, thighs, abs and
