this week by comments they made which some perceive as racist. to talk about race in the g.o.p. race, we're joined by dr. michael font roy, a political science professor at george mason university. thank you for being here with us. we're talking about senator rick santorum and former speaker newt gingrich and some statements they've made talking about black people and poverty and they should be interested in getting off the dole and making their own living would. this be a story if this had been a democrat saying this or another black person saying this about black people? >> i think so. because it plays into the continuing narrative that some people have about african- americans. lazy, handouts, not really contribute being to society which is offensive to all of us, particularly those of us who have careers or working to raise families and get our kids educated and so on. so, these kinds of statements blow a dog whistle in the ears of some people who can be

excited by that kind of racial. >> we have crystal. she was talking about only an opposite land would it be offensive to suggest that people should demand work and opportunities rather than wic. she said she was on that and wanted to get off the dole as quickly as possible. why can't we talk about this without it being perceived as you're saying this just because i'm black? >> well, there is a certain hyperacceptstivity on some level but we have to remember the context in which the statements are said. they're often said in an attempt in this particular case to raise the attention of a particular candidate who is trying to become the conservative alternative to mitt romney. there are a number of people vying for that position. and so they're going to say whatever they can say. i mentioned earlier, dog whistles. this is a real issue in politics. all candidates do it. they know they can say certain

things that will reach certain kinds of voters and other folks will probably miss it. ronald reagan was really good at that, 30 plus years ago. >> he came up with the welfare queen. >> welfare queen. that kind of thing. resonates with certain people. in a tight primary when you're trying to establish yourself as a viable candidate, anything goes. >> so, they're not racist as marion barry said, newt gingrich, he knows him. they're just practical politicians. >> i'm not prepared to go that far. what i'm prepared to say is candidates will often do things that they need to do or they feel they need to do to get support in a particular race. to me, whether or not somebody says things that are racist is less important than what somebody does if they get elected. to me, that's the real story. you need to take a look at people's votes and people's policy positions in addition to the rhetoric. >> dr. michael font roy, thanks for being with us. mike? >> thanks, andrea. one of the heros from the

discovery building standoff is going to receive a national honor today. you may remember that standoff happened september 2010, a big event here in the washington area. the ceremony is the honor and it is happening today. delia gonsalves is live in sill sprer spring by discovery headquarters with more. >> reporter: good morning, mike, i was back here that day, september 2010 covering that story when it first broke. one thing i won't forget. i saw lines of babies in the portable cribs being rolled out on to the sidewalk. you see, there is a nursery on the bottom floor of the discovery building. those babies were all being evacuated from the building, separated from their parents who work in the building as well. so, even though the day started out much like this one, pretty routine, quiet, peaceful, later that afternoon, you can imagine there was a whole lot of chaos and fear on the streets here of silver spring. officer edward paden was off- duty that day and had just finished his triathlon training

when he heard a gunman had stormed the discovery building. he responded immediately and was among the first officers inside the building where he was able to provide support to the hostages. the 15-year vet also provided key information to s.w.a.t. team officers who eventually took down that gunman. the ordeal, of course, ended with no hostages hurt and families, thankfully, safely reunited. officer paden from montgomery county is the only maryland recipient of the congressional badge of bravery. we'll have more on the other recipients coming up in a half hour. mike? >> thank you, delia. live in silver spring by discovery channel headquarters this morning. four men are facing illegal hunting charges. they were caught after accidentally shooting one of their friends. police say the four were hunting in an area in fort washington this weekend and hunting is not allowed where they were. the man who was shot will survive though. plans to surf the web and

121. slow in rockville. no big deal to worry about as you travel south on i-270 this morning. more on maryland roadways coming up at 6:17. this morning, we're going the extra mile. we're talking about a plan to up the gas tax in maryland. maryland's legislative session does begin on wednesday and a proposed hike to the tax will be a big issue. joining me this morning is delegate hamar. he's the house majority leader. >> great to see you, monika. >> the deficit is over a billion dollars. you will be focusing for the next 90 days on cutting spending but also raising revenues. one of the ways you're proposing to do this is to raise the gas tax. how much are we talking about? >> we always balance our budget. we've had a aaa bond rating for 50 years. we're pretty well managed. there are many proposals running the gamut from 5 cents to 15 cents to simply indexing to the rate of inflation which is what i prefer. regardless of what we do though, we have to make sure the money only goes for

transportation, it can't be used for other things so there will be a proposal to amend the constitution of maryland to require that the money that is collected in sales tax or the titling fee for your car goes to transportation only. and i think that's a sound proposal. >> you're talking about the transportation trust fund because in the past, there has been concern that the money is supposed to be designated for mdot. and yet it then goes to -- >> both the democrat and republican governors have borrowed from it to balance the budget. the money has always been paid back from the general fund to the transportation trust fund. but there are a lot of us who feel we ought to put an end to that practice. the voters of maryland may have an opportunity at the ballot to vote to enact that in our constitution. >> that's good news to hear. i want to go back to the numbers for a minute. we'll put up a full screen just to give some perspective on what the gas tax looks like in our area. virginia and d.c. and maryland

right there. that's the federal, state and local combined. if you add 15 cents, i believe you're going to do that incrementally, right? >> as i said, that is a proposal but it is really not -- i don't know what we're going to have the votes for. i personally am not thrilled with a full 15 cent increase. but it really depends. i mean -- >> if it does go to 15 cents, it will go to 56.9 cents overall. really quickly, i want to talk about the $40 billion in unfunded transportation projects. as a member of the house, ways and means committee, when you have to then prioritize what the wish list will be. >> well, yeah, obviously, the governor actually, the secretary of transportation have lead role in doing that. we approve what their plans are. we always have to prioritize these things like all of the other 49 states, we have a very large backlog because there are a lot of road programs and rail programs that have to be enacted. i mean, afterall, these roads

with a wind chill at 21. dew point is 23. that 12 degree spread between the dew point and the temperature tells you the air is a little bit dry. anything that falls into it will help cool it a little bit more. but have a tough time reaching the ground as opposed to texas, look at all of the moisture here moving off toward the northeast. this will generally ride this way, just south of us for much of the day today. that's why the better rain chances will be along and south of i-40. some of this is going to creep up toward interstate 64. maybe i-66 but i really think you will be south of i-64 to see rain. some of that will sneak into southern maryland and the northern neck as we get into the afternoon and evening hours. 42 today. tonight, 40 to 35. back in the 50s for tuesday. rain develops by midday. it will be with us wednesday night into early thursday morning. clearing thursday afternoon. the cold returns, yes, going to feel like winter for a change with highs this weekend only in

sprinkles midday. a 41 degrees. in fact, later this morning, but not so much at 8:00, at 37 degrees as winds turn to the southeast and south with only pushing temperatures into the low 40s which that's where we should be. none of this upper 60s like we had over the weekend. we're back to the low 40s. 41 at 8:00 with still a threat for a shower or two. especially south and east of town. here is a look at the satellite and radar. you'll notice the moisture south. from charleston west, we have some rain showers. then in eastern west virginia, just trying to come in toward the parts of the shenandoah valley now, we've got a few flurries trying to reach the ground. you can see them here from around front royal, out 66 as you get toward strasburg down toward woodstock, mt. jackson. this is just some light snow flurries at worst the way things look now. with temperatures about 30 in winchester. 28 up in gaithersburg and baltimore. 35 in d.c. and mid-30s down in pax river naval air station. locally, we're 27 in reston and

great falls. up in columbia, bwi this morning, 28 degrees. 31 for rockville and for andrews air force base. baden, you guys are 33 along with alexandria and here in washington, we've got clear skies. temperature this morning, 35 degrees feeling like 31 with a northeast wind at 5 miles per hour. and plenty of moisture down from texas, streaming our way so that by noon, you'll notice some rain showers especially south and west of town but on the northern edge of this, cold enough and higher elevations and parts of the shenandoah valley, we'll see a little bit of mix. wet snowflakes and sleet at times. that could make it toward fredericksburg or southern maryland on the northern edge of this. north of town, even though the future cast is south of town, can't rule out we'll get some returns north of town as well. it looks light where it is going to be frozen either sleet or flurry. highs today low 40s. could see some evening showers. partial clearing overnight. down into the low 30s tonight. tomorrow, a recovery into the

low 50s. wednesday, still mild. turning wet by midday. could be moderate rain at times wednesday evening overnight. clearing early thursday morning. thursday looks ok. friday turning colder. that cold weather gets even deeper saturday and sunday with highs only in the mid-30s. could be some flurries by sunday. monika samtani at 6:46. how is that list of traffic incidents? >> actually, it is growing. if you're planning to head over to gainesville, the good news is that route 29 at linton hall road, the accident was moved to the shoulder but left slow traffic for you. now, we're getting word of an accident on the outer loop of the beltway, just north of the bw parkway. just be aware of that. just a report. i'll keep you posted on that. we'll take a live look at the beltway. a little further north. it is pretty much jammed on the outer loop from new hampshire avenue headed over to georgia avenue looking kind of like this heading westbound on the beltway but nothing stopped in the roadway that we know of, anyway. we'll take you back over to the maps. this time to 270 on the southbound side, you have got some slow traffic out of

who you are. >> reporter: it is a new layout with everything sorted by month and years to make it easier to relive your online life. with last month's roll-out, users are given an option to activate it right away or wait for the inevitable. >> it is a lot scarier off the bat. >> reporter: after an account makes the switch to time line, users get seven days before it goes public and friends can see it. giving a user time to sort out what appears, highlighting the good stuff, hiding the wild college party pictures and deleting posts that aren't so interesting. tech reporter says it is easier than some users might think. >> you don't have to go in and go month by month to make time line look interesting. facebook does most of the work for you. they take all of the posts and photos. >> reporter: the most prominent feature is the cover photo. it has been confined to a small corner of the page. time line stretches the profile photo across the entire page so
