on the way. >> reporter: the shooting occurred in the 5700 block of foot street northeasterly sunday morning. the victim, 19-year-old david lee robinson, lived across town on sixth street northwest. himself and another person were the victims of a robbery. the other person escaped unharmed. mr. robinson's shoes were take submarine the identical shoe that he had on. >> reporter: this is what the shoes look like. nike foams that cost over $200. >> every time a sneaker come out, jordan or nikes for 200 some dollars, some young person was getting killed. some of lived lee robinson's friends agreed to talk with us about the senseless robbery. >> trying to get a job whatever, they want to take it and put it on they feet or sell it.

>> reporter: robinson leaves a girlfriend who is carrying his unborn child. >> just help us please. >> reporter: robinson and/or his associates were also armed out there on foot street. a lot of shots were exchanged, they say. tonight they are looking for a car with a lot of bullet holes in it. >> dc mayor vincent gray recently cited the shooting during a public address. >> come on, ladies and gentlemen, it is time for us to end this tragic violence in our society. >> reporter: now they are offering a $25,000 reward leslie for any information in this case. this isn't the first time. >> no. >> reporter: parents are helping their kids acquire these expensive shoes. they should be aware when you send them out the door, you may be putting a target on their chest. it is a troubling value statement, isn't it? when you buy these things and all of a sudden they are so in demand people are willing to take a life for it. >> it is a tragedy.

tonight a former soldier from maryland is accused of helping out a terrorist group. craig back tram tried to join the group in somalia. he is due back in court wednesday. federal agents in florida have arrested a man in an alleged plot to attack sites around tampa. investigators allege he gave an undercover federal agent a $500 down payment for an ak 47, homemade grenades and an explosives belt. >> when a person got an ak 47, which he believes is operable, and he believes he is going to utilize against americans, that makes it a crime. >> the justice department says he is a naturalalized u.s. sits

ten. it was september 2010 on the streets of silver spring were cordoned off for a terror attack. the man stormed the lobby of the discovery channel building threatening to detonate a bomb. in the end his three hostages were freed and that gunman was killed and today one montgomery county police officer who helped to take down the suspect was honored for his courage. officer edward peyton had just finished a swim. he was training for a triathlon. even though he had been stung by a jellyfish, he rushed in to help. to serve the community at large. my colleagues are blessed none of us got hurt. officer peyton was one of 19 officers around the country awarded the congressional badge of bravery and this is the first time it has been handed out since that medal was created back in the year 2008. new at 6:00 tonight. metro says it is finished inspecting the brakes on its 2, 3 and 4 through series rail cars.

those inspections came after a friction ring fell off at orange line near the armory station friday. tonight metro said it has replaced more than 290 of the rings on others where the brake assembly shows some signs of wear. but the transit agency says it was only done as a precaution. a new poll by cbs news shows rick santorum picking up steam, heading into new hampshire in a sample of voters nationwide. 19% say they would pick mitt romney as the republican candidate. newt gingrich is second with 15% and santorum comes in a close third at 14%. emily schmidt has a preview of the primary. >> reporter: polls show him in the same spot, he has held all along, first. >> i'm not trying to fix the republican party. i'm trying to fix america. >> reporter: even as a new daily tracking poll showed romney's

the most of their new hampshire showings. on the political front, a federal judge has temporarily blocked distribution of absentee ballots for the primary in march. the judge doesn't want the ballots made available until he rules this friday on a lawsuit concerning the primary. texas governor rick perry filed that lawsuit after he failed to qualify for the ballot. perry said the rules are too strict. newt gingrich, rick santorum and john huntsman have joined the lawsuit. >> a plan to make social studies causing major controversy. why parents are outraged over the word problems. that story coming your way on 9news now at 7:00. we'll see you then, but still to come in this half hour, lots of need but not a lot of money as our local legislatures prepare to meet for the first time this year. we are looking at some of the transportation issues on the agenda. and up next, metro wants

governor bob mcdonald today outlined his plans for new schools in virginia. he is going to push for the repeal of a state law that makes schools only after labor day. he wants to expand charter school programs, establish dual enrollment tracks for high school and community college, tighten teacher contract rules and invest more in science, technology, engineering and math. so would you be willing to pay $30 a year to help improve

local roads? that is what a nickel increase in the gas tax would add up to in virginia. peggy fox is live along richmond highway in alexandria with more on this proposal. peg? >> reporter: a little farther down the road, richmond highway narrows and congestion gets really bad during rush hour. and it is growing because of the influx of workers. the deal gat who represents this area says what is needed is a widening project here on richmond highway. like he is not hopeful there is any money for projects like that. >> in my area of the county, the transportation nightmare has become an economic development problem, because we can't attract new developments, new jobs, now houses. >> because of a $500 million maintenance shortfall every

year, money gets siphoned from construction just to upkeep the roads. democrats have argued for years that the gas tax needs to be raised. it's been 17 and a half cents for 26 years. 30% of the miles on our highways comes from out of state users. to the extent we don't tax that usage, we don't charge that when they buy gas in virginia, we are allowing them a free ride. >> if you are driving a car that gets 25 miles a gallon, a anything el gas tax would cost you 30 bucks a year. >> reporter: 17 and a half cents only has the purchasing power of 7 cents these days. democrats will be fighting governor bob mcdonald's proposals to carve the transportation budget from the general fund. delegate tom russ supports that idea. i consider transportation particularly in virginia, where basically we own, operate and maintain essentially, not totally, but essentially, the entire transportation structure infrastructure in virginia, so

i think it is a core service and i think money needs to come out of the general fund. if you ask republicans about a gas tax, most of them say dead on arrival, no chance at all. and the governor, in fact, has said he would not support a gas tax. however, there is talk in both parties about indexing the gas tax. to make it go along with inflation. so, which seems to be something like a gas tax. it would be some kind of an increase. we'll definitely keep our eyes on that when the legislation session kicks off this wednesday. the national weather service is investigating whether a tornado touched down near houston today. it would have been part of a strong line of storms that swept through town this morning, bringing heavy rain and hail. there were reports this morning about damage at reline stadium and minute maid park, but it looks like those reports were unfounded. again the national weather service looking at whether a

tornado hits houston. not severe weather here, but certainly an s-word, snow. we have had reports on our storm reports, thank you, that went on our website. wusa 9.com. two inches in northern calvert county most of the activity was south of town. an inch in springfield. live in bethesda, snow is just about tapering off. but it did accumulate a little bit on the streets and on the cars and i believe our own bruce shannon is still there hey maybe one or two snowflakes. if you take a look at the roads, they are wet. but no snowflakes down there. take a lookout here on the grass. actually, maybe an inch or snow on the grass actually accumulating. we wanted to know if this was good snowball snow. so we have recruited
