rise, ladies and gentlemen. >> i think the fact he's moving forward in south carolina is going to cause people to take another look at him. >> reporter: after disappointing finishes newt gingrich and rick santorum are counting on south carolina's conservative base to give them a boost. >> next couple of days make a list of every person you know in south carolina. >> we can win this race. >> reporter: wick merry who skipped new hampshire has been concentrating on drumming up support in south carolina. he says last night's results show a race for a romney alternative is still wide open. all of the candidates have events scheduled for today in south carolina. the state is also being bombarded with the multimillion dollar ad blitz. >> a lot of money being spent so far. romney was expected to win new hampshire. south carolina a much different story. much more conservative. what do prospects in south carolina say this morning?

>> reporter: he is expected to take south carolina. so far he's the front-runner there. deface a tougher time than he did in new hampshire. he needs to work pretty hard there and his rivals again with the ad blitz, they're going to be all over him. he's also spending $7 million on ads. he still at this point is expected to take that state too and he wants this nomination early in the first four states. >> taking a look at john huntsman, a surprise win coming in at third place there? >> reporter: somewhat. huntsman spent weeks here campaigning so to many it was not a surprise. all of that really hard work that he did here over the past three weeks has paid off. but again he also faces a really tough time in south carolina. he's pretty much an unknown there. also florida which follows south carolina. he also lacks money and organization. the people i'm talking to are not expecting a lot from huntsman going forward but he enjoyed a nice win here in new hampshire. >> struggling in new hampshire

was governor rick perry. dehave quite the war chest. he moved on to south carolina early. what do his prospects look like? >> reporter: he skipped out of here early hoping being in the south concentrating on south carolina will help him and it likely wall but again he had such a disastrous performance so far, that he's also going to have a tough time. right now he's pouring on the southern charm, trying to convince the people there he's one of them touting his southern roots hoping it will give him a boost and it probably will. >> susan mcginnness live in new hampshire. the aclu seems to be going to the aide to the presidential candidates not on the the ballot in virginia. they're trying to fight to get three candidates on the ballot in virginia who failed to get on the ballot. right now only rit mom any and ron paul are on the ballot.

in other news, montgomery county police need your help in finding a missing teenager. 19-year-old alana joy mayo was last seen saturday afternoon. she was leaving her home in the 7400 block of rosewood manor lane in gaiterburg. she planned to walk to the goshen plaza shopping center but hasn't been seen since. although she is 19, she functions at the level of an 11- year-old. if you believe you've seen this young woman, call montgomery county police. a man convicted of terrorizing prince george's county, a community there for two years will spend the rest of his life behind bars. >> he was a one-man crime wave. the judge referred to him as not just a crime wave but a tsunami of one. >> he was sentenced to 100 years in prison. he was responsible for 88% of the reported crimes in largo. police say he's responsible for nearly 60 home invasions, some of them violent, burglaries,

carjackings and sex assaults. investigators say the former ups worker used his job to help him find targets getting their addresses, stalking them and then carrying out the crimes. victims say they are still to this day living in fear. >> i don't walk my neighborhood anymore. i don't accept deliveries, especially ups deliveries but i don't accept floor deliveries. i don't go out at night if i can help it. >> investigators say scott carried a large arsenal of stolen assault weapons with him, including a so-called rape kit. prince george's county prosecutors say they're prepared to take a second crack at scott now. they've charged him with murders of delores and eboni dewitt found in their burned out car after a home invasion. three burglaries happened within the last ten days in stafford. flat screen tvs, computers and

cash were among the items stolen. thieves got away with a safe and thousands of dollars in gift cards. >> doors were open, drawers had contents spilled out on the floor. it was obvious someone had gone through the place. >> this is breaking and entering. this is vandalism. this is theft. they're facing some serious jail time if they're caught and convicted. >> those stolen gift cards have been canceled. they were supposed to help the church and people in need. the criminals could face multiple felony charges. the first detainees arrived at gitmo ten years ago today. the human rights group witness against torture is calling for an end to the torture and indefinite detention of terror suspects at gitmo. the group will form a -- form a human chain from the white house to the capital building to bring attention to the cause. the event starts today at 1:00 p.m. the must iltaker has

resumed -- military has resumed drone strikes. the u.s. temporarily stopped drone attacks after an air strike november 25 which killed two dozen pakistani soldiers at a base which was also along the boarder. the metro line leading to one of d.c.'s most underdeveloped neighborhoods is enjoying the highest economic development in the region. that's the finding in a new report due out tomorrow. the capital river front business improvement district commissioned the study to track changes along the green line between the georgia avenue petsworth stop and navy ballpark structure.

i think there's going to be a big hit on tourists and the infrequent users of the metro. >> i would pay more if the extra costs could be seen in service improvements. >> rate hikes not set in stone. metro has scheduled a series of public hearings in the coming weeks but if the metro board signs off the plan, we could see the hair hikes in place by july 1. here's some of the other stories making news now this morning. people sterilized against their will in north carolina decades ago may soon be getting a form of compensation. a task force recommended the victims of the state's iew eugenic program be paid $50,000 each. the sterilizations occurred for 45 years between 1929 and 1974. in one case a 14-year-old rape victim was sterilized under state order after she gave birth. the los angeles county

morning. grab the rain gear. you may have to scrape the windshield. frosty conditions. this afternoon we turn wet. rain could be heavy. temperatures in the middle 40s. i'll come come back and talk about a cold shot this weekend. there is already an accident, this time in the district on 295 right after the 11th street bridge but before you get to howard road. watch out for it. it's in the left lane and the district authorities are on the scene there. i'll keep you posted on that and other area roadways coming up in my next report at 4:47. i'm watching your money. let's have another one just like yesterday. green arrows across the board on wall street. we can thank upbeat comment abouts europe and a decent start to the earnings season. the dow and s&p both start at their highest level since july. the dow at 12,462 added almost 70 points in trading yesterday.

nasdaq up by 25. s&p 500 higher by about 11. eastman kodak is suing apple for patent infringement. kodak claims apple's iphones, ipads and ipods use kodak patents for transmitting digital images. analysts say the lawsuit is a last-ditch effort by kodak to avoid bankruptcy. general motors on track to reclaim the title of the world's top selling automaker. it lost that crown to toyota back in 2008 after more than seven decades. strong demand in the u.s. and china helped g.m. to sell around 9 million cars and trucks last year. at least 800,000 more than toyota. more people were rolling the dice in december. atlantic city's 11 casinos report a 4.2% jump in revenue last month. it's the first rise in new jersey gambling halls in three and a half years. in the meantime you may need to squeeze out a few more cents for your next glass of orange juice. 25% of florida's orange groves suffered more frost damage than

latest. rains moving in southwest to northeast. let's get going here with a look at the bus stop forecast. temperatures this morning in the 20s and 30s. a frosty start with increasing cloudiness. sunrise at 7:26. sets at 5:06. our day planner a little sunshine this morning. 40 degrees by 9:00. by noon 44. could see a shower by then here in town. likely seeing rain southwest of washington. then we turn wet this afternoon so the afternoon, evening commute is not going to be nearly as nice as this morning due to the rain around. and as i show you the satellite and radar, you see the clouds. they're starting to knock on the doorstep, the high thin ones. rain in southwestern virginia, southern west virginia. still clear skies on the eastern shore. you're doing all right for a few more hours. we're 30 in easton right now. it's 32 at the pacs naval air station. winchester 27 along with culpeper and gaithersburg this

morning 32 degrees. good visibility with clear skies right now. feeling like 29 at least at national with an east, northeast wind at 6 miles an hour under clear skies and a dew point as we said 29. we have a 5 degree spread. humidity 82%. there's a little bit of snow in the northern plains extending into the northern rockies but this is the rain maker. this is the one, same storm that brought the snow to west texas a couple of days ago. the flooding to houston also. now heavy rain to parts of the florida panhandle up through alabama, approaching georgia now and into tennessee and back even into missouri. st. louis just south and east of them, they're seeing the rains and into kentucky, this is all moving off towards the east. this is why we're going to turn wet later today and tonight. some of the rain totals will be an inch or so in spots. midday 11:00, notice the rains not quite here but getting toward culpeper, we'll bring you into the afternoon.

i'll stop at 3:00 p.m. everybody now is seeing the rain. there may be some sleet or even wet flakes mixed in toward garrett county for a little while here this morning into the evening hours. by 6:45, the dark greens, the yellows, moderate. even spots of heavy rain occasionally. here we are at 11745. still -- 11:45. still dealing with heavier showers. the bulk of the rain is going to pull away from us. we're still left with a lingering shower by 5:00 a.m. tomorrow we'll see some sunshine and maybe a stray afternoon shower. a mild day on thursday with temperatures tomorrow well in the 50s. then the cold air flies in here thursday night into friday morning. friday we may see some snow showers. temperatures staying in the 30s for highs by friday. so today 45 with the rain. early shower. maybe even a stray shower in the afternoon but mild. a couple of flurries or snow showers friday, 36. a look at your weekend. skiing will do great once we get rid of this storm. 30s over the weekend and more

rain possible by tuesday. monica, over to you. >> . good morning. we will take what we've got this morning. it is a nice, easy commute. most of the construction on the beltway has been cleared. we're going to go first of all to an accident as you're coming off the eastbound freeway outside the 11th street bridge. watch out for the accident. it's in the left lane as you head toward howard road you'll be okay. be aware that ddot is on the scene on the outbound side of the 11th street bridge just past the bridge span. it's in the left lane. if you're planning to head here on the 14th street bridge, 395 is fine from the beltway to this point. it's on the eastbound freeway as you approach the bridge that you want to be aware of the accident. let's go to the maps to the west side of the town. no problems to report on the toll road out of leesburg. 66 is looking fine out of gainesville. close to nutley street live where it's nice and quiet headed to the beltway and inside the beltway to the roosevelt bridge as well. coming up in the next report,

we'll go into maryland at 4:55. federal authorities are now taking a closer look at the safety of air shows. the n.t.s.b. called several executives from those shows and safety officials to washington for a hearing. >> members are looking for new ways to make the popular past time safer. >> reporter: air show accidents like the one in reno, nevada have the national transportation safety board reevaluating safety rules. 11 people died last september when a world war ii era plane crashed. 70 more were hurt. mike houton sponsors the group that heads the show. >> times haven't been easy. we're looking forward to pulling all the elements that are necessary on so we can operate the event in 2010. >> reporter: he and other air show executives questioned at tuesday's hearing say safety is always the top priority. >> if i don't believe an act is going to be safe or i see they're not doing what they're

supposed to do, i knock them off. >> reporter: with 75 deadly air show accidents in 25 years, the n.t.s.b. is looking at ways to make public events safer. >> we want to make sure that the limitations of the human and the machine are respected and that when it comes to spectators and crowds, that they are protected. >> reporter: lieutenant colonel gary cook has flown in dozens of air shows and as been a safety official at others. he says the rules designed to keep pilots and spectators safe is always evolving. >> accidents happen. it's unfortunate but the benefit we can learn is what can we do differently at future air shows. >> reporter: more than ten million people attend air shows every year and the n.t.s.b. is paying attention to what goes wrong and learning from those mistakes. >> the n.t.s.b. is currently investigating a total of eight air show

accidents, including the recent deadly crash at the reno air race. a commercial development plan could bring some major changes to the small town of occoquan. the plan would put an office building on a 17.5 acre park just over the line in prince william county jurisdiction and upstream. yesterday prince william county board of supervisors voted on a zoning change to allow an office to be built on the site. a long-time resident there james phelps watched a wall of water blast through town during heavy rains last september and worries if this development is approved it will push more water and sediment right through the town. >> we're talking about a single building which will not make or break the economic health of prince william county but could make or break the health of occoquan. >> county board chair cory stewart is confident an office building will be built. he says it's needed to attract more business to the county. stewart says the plan includes a large conservation easement and water retention pond, it

may actually help to mitigate the storm water and runoff situation. a new high-tech device is helping stroke victims regain movement in their arms. most stroke survivors have some type of impairment in the upper body and arm paralysis is common. therapists at ohio state university pl center are using the so-called bionic arm to help. when the brace senses muscles firing, it takes over lifting and moving the affected arm amplifying the movement. >> the repetition seems to turn on the brain which is called neuromast advertisety, and actually restores the movement. >> doctors say early test results show those improvements may be permanent. so cool. 4:53. before we head to break, time for the quell of the morning. >> according to a recent survey, what is the most annoying electronic device? is it a, your alarm clock, b, a
