tonight. after midnight rain will be lighter. this morning we're watching that rain pushing across the tennessee valley. nashville getting pounded with heavy rain. also areas in northern alabama up to kentucky. this whole storm system heads our way for the afternoon. this morning as you go out, frosty from -- to great falls. loudoun county, leesburg up to lovettsville in the 20s. manassas down to 25. 29 alexander. even from andrews air force base, 27 degrees. in columbia this morning 29. so lots of frosty areas to start the day. our high temperatures, thanks to the clouds and rain moving in, 41 in lurray to 45 in washington. monica samtani, happy wednesday. happy wednesday. it is a happy wednesday for commuters because the rains haven't come in yet. roads are relatively dry and things are looking great outside. good morning, everybody. the beltway is great. we're going to go all the way up to frederick where there are no problems to report if you're going from mount airy down the

line from 270 as you head for clarksburg and the point where the lanes divide. everything is fine. we'll go to a live look at the beltway at university boulevard. overnight construction has been cleared. we're looking good both loops of the beltway between 95 and 270. back over to the maps this time to the bw parkway and route 50 through sheverly, great. no problems out of baltimore on the bw parkway and 95. down south we'll take a live look at the beltway at route 4, pennsylvania avenue. if you're passing andrews air force base to oxon hill and the wilson bridge, all lanes are open and traffic is moving well. coming up in my next report, we'll go into virginia at 5:11. the new hampshire primary results which we're going to get to in a couple of minutes far if the only big political happening today. >> that's right. both virginia and maryland general assemblies open their 2012 sessions today. good morning. >> reporter: good morning. you can expect a very lively 90- day session in the maryland

general assembly with some very hot button issues and some delegates with their eyes on congress. let's talk about the top issues. job creation one of those. the governor has proposed a record $350 million education fund. that's the highest in the state. they're also taking a look at same-sex marriage. of course the governor supports that proposal. however, you can expect a lot of the delegates with their eyes on congress really shying away from that controversial issue. another controversial issue, the casinos. folks are looking at a six came -- sixth casino possibly in the national harbor area. of course that has been a controversial subject in maryland for several years at this point. another issue that has been coming up for debate year after year of course we're talking

about the death penalty. this year the naacp is moving in. >> people care deeply about this issue, this notion that in this country people are put to death not because they're guilty necessarily. sometimes they're innocent but virtually always because they're poor, they're a person of color, or the person that they killed was richer or a different color. >> i think it's time for maryland to abolish the death penalty. i think this is a good year to do it. the governor pushed hard last year. >> reporter: the governor's also considering raising gas tax to pay for infrastructure. the state's gas tax is 23.5 cents per gallon. that hasn't changed since 1992 when gas was $1.08. that sounds unbelievable, $108 for a gallon of gas. that was back in 1992 though. while it's not a popular idea,

another state is considering it. the georgia seen assembly are in session today. we'll take a look at what their plans are coming up in the next half hour. mike, back to you. >> a dollar a gallon for gas seems like the good old days. thanks so much. d.c. council chair kwame brawn expects a special election to replace harry thomas, jr. on may 18. the board has received a former resignation letter from the council member. on friday he pleaded guilty to embezzlement and filing false tax returns. he's already facing 100 years in prison but prosecutors are not done with jason scott yet. the 28-year-old former ups worker is also charged with murder. scott was convicted in federal court last year in connection with more than 50 burglaries and ten armed home invasions in prince george's county. prosecutors say scott used his ups database to pick his

targets and now he's awaiting trial for a march 2009 murder of a mother and daughter of largo. the time right now 5:05. i'm watching your money. investors are starting to feel a little more optimistic. that's translating into the highest closures for the dow and s&p 500 since july. we can thank upbeat comments about europe and a decent start to the earnings season. green arrows across the screen. the dow stands this morning at 12,462, added almost 70 points in trading yesterday. nasdaq up by 25. the s&p 500 up by 11. the metro line that leads to one of the district's poorest neighborhoods is enjoying the highest economic development in the region. that's the findings of a new report due out tomorrow. the capital river front business improvement district commissioned the study to track changes along the green line between the georgia avenue petworth stop and the navy yard

ballpark station. the prince william county board approved a controversial rezoning proposal late last night according to inside nova.com. after hours of public debate, the supervisors voted 5-3 in favor of the project. the approval will allow an office building to be built on an 18-acre site in occoquan. nearby residents say new development will make them more vulnerable to floods like the one after tropical storm lee. well, for once, the voters of new hampshire did not surprise the pollsters in the nation's first presidential primary. mitt romney one handedly with 39% of the vote. texas congressman ron paul was next with 23 force. former utah governor john huntsman was the only candidate in double digits with 17%. cbs correspondent susan mcginnness is live in manchester with more on what this means as the candidates head to south carolina.

how are you? >> reporter: good morning, mike. doing okay. how about you? >> doing great. let's start with mitt romney. he was expected to win new hampshire. he was the governor of the neighboring state. he has a home in new hampshire and is very popular in that state. but what does it mean as he takes a commanding victory two in a row from iowa to here on to south carolina? it's a much more conservative state when he's -- where he's considered a centrist. >> reporter: definitely. he definitely has the momentum right now. he wins the first two races, he wants to lock this in early. he wants to win the nomination in the first four races so that includes south carolina and then florida. he is the front-runner in south carolina right now. he's running lots of ads as they all are. he is still is expected to be the winner but he face as tougher time in south carolina because of the religious base and some attack ads are about to come down on him from the pro-gingrich people and the others. he is expected to win but not as easily, not this comfortable lead that he had here.

>> the cult following of ron paul seems to be gaining steam. it's quite entertaining to watch. he ended up second in new hampshire. not too much of a surprise but even he him will says doesn't see -- even he himself says he doesn't see himself in the white house. >> reporter: ron paul, the oldest candidate has grabbed the younger vote. it seems here in new hampshire that really ron paul was the only candidate that really had this get out the vote effort that we saw around the state yesterday. we didn't -- [ inaudible ] yeah, it was a surprise to many that he ended up in second. like you said, i'm not talking to anybody who can picture him in the white house. >> what about mr. huntsman? he spent quite a bit of time in new hampshire with over 150 events. i would imagine he's maybe not -- maybe a little sad he didn't do better. >> reporter: yes. but, you know, cea in third.

he should be feeling pretty good about that. all that work he did here for weeks right here in new hampshire has paid off. so he comes in third. he again is going to face a much tougher time in south carolina. he's not expected to place very highly there. he's -- he lacks money. he lacks resources. he lacks the organization. he's a relatively unknown in south carolina as well as in florida so look for him the people i talked to say will drop from here. >> thank you for joining us. we appreciate it. a group of atomic experts has made a change to the doomsday clock. that story coming up. we'll show you some eye camping gadgets that are debuting this week at the consumer electronics show. and ahead in sports, the wizards were the last team in the nba but not anymore.

spectators? the national transportation safety board heard testimony yesterday from folks who run air shows. they're considering changes like limiting what type of planes can fly in shows and setting the crowds back further. "the los angeles times" reports the l.a. county sheriff's office has found no new evidence of foul play in the death of actress natalie wood. she died back in 1981 while she was boating off catalina island with her husband robert wagner and actor christopher walken. authorities reopened the investigation two months ago after they got some new information. the so-called doomsday clock is closer to pock limtion. the bulletin of the atomic scientists pushed the clock one minute forward to 11715, -- 11:15, five minutes before a symbolic global catastrophe. world leaders have failed to make progress in reducing nuke regard weapons are -- nuclear weapons or addressing climate change. >> that's kind of a bummer. we talked about today's

clouds will definitely win the day. 7:26 on the sunrise and 5:06 on the sunset. 39 degrees at 8:00. still some sun. but by noon a couple of showers starting to develop, especially south and west of town, 44. winds east to southeast 5 to 10 miles an hour. by 4:00 it should be raining fairly steadily. moderate rain in spots with east win at 9 miles an hour. still moderate to occasionally heavy rain through midnight i think with an 8:00 p.m. temperature of 46. it gets to about a high of 46, 47 to just about midnight tonight. winchester, culpeper, cumberland 39. fredricksburg 30 degrees. it's 29 in bowie and even 31 from prince frederick and 34, one of our warm spots at the pacs river naval air station. good visibility on our weather camera with 34 degrees at reagan national and east, northeast wind at 6 making it feel like it's only 29 out there and the dew point crept up just one more degree now.

dew points at 30. we've got mild air across the southeast. nashville and atlanta in the 50s. this is what's heading for us for tomorrow. look at all the 30s. even 20s. it's only 11 in great falls. there's cold air to the north and west. we're going to get into that as we get into friday, saturday and sunday. you see some of the snow showers ahead of the cold air into the northern plains. but the heavy rains going on this morning across the gulf into florida and also this area from tennessee way down through alabama now approaching western georgia. that's the rain we're going to be dealing with as we get into the afternoon hours and through tonight. probably around 3:00 p.m., 4:00 p.m. to midnight will be the heaviest rains we'll see but the rain is also going to be with us i think for much of the overnight period. by 11:00 a.m. rains approaching culpeper and winchester. by 2:45 everybody is wet. as we go through the evening, 6:45 p.m., boy, there's a lot of rain out there. you should get the idea. that commute is going to be a wet one. 11:45 still wet.

even tomorrow morning at 5:00 a.m. the rains to the north starting to shut down to the south and west. here's the forecast. today 45 with the rain. tonight we're not dropping much. upper 30s to low 40s. early shower thursday. then partly sunny, mild, 57. stay afternoon shower. friday windy and much colder. rain showers turn to snow showers. it will be only 36. look at that. saturday and sunday low to mid- 30s with flurries sunday. then another chance of rain on tuesday with the high by then 44. let's go to monika at 5:19 with your time saver traffic. good morning. things are looking great. make use of it because i think this afternoon is going to be a little bit different with the weather coming in. otherwise the beltway is looking great. we're going to go first live actually to the 14th street bridge. if you're headed north on 395 to the 14th street bridge to the freeway, it's very heavy and slow there because of an accident. it's been there for about 25 minutes in the left lane and crews are on the scene trying to work to get it out of the roadway. but the 14th street bridge

we start out with that. clouds are going to roll in here. then rain by noon out to the south and west of culpeper approaching manassas. it overspreads the region during the early afternoon by 3:00 p.m. we're wet and 44. looks like a rather wet ride home by 6:00. some of the rain could be on the moderate side. jessica and mike, over to you. >> thank you. we have a little good news for redskins fans this morning. >> we do? >> we do. >> the heisman trophy winner robert griffin iii has decided to forego his senior season and enter the draft. the baylor quarterback has not announced his decision but is said to be in the final stages of hiring an agent now. some draft experts expect rg3 as he's called will be available for the redskins who have the sixth overall pick and they might be able to use a quarterback. i don't know. good morning, everybody. you know, last night's wizards game started off just as bad as the rest we've seen this season. it looked like they could easily go 0-9 but late in the 2nd quarter something clicked.

about weather scrapers and umbrellas and raincoats. >> it's frosty out there this morning. clear skies. temps drop into the 20s. a cold start. clouds are going to roll in. we'll only get to the 40s today but we're going to see some rain and quite a bit of rain by the time the day is over as we get into tonight. we start dry. we finish wet. 41 degrees at 9:00. still sun peeking through. by noon a couple of showers south and west of town. we get wet this afternoon. that rain could be moderate, even heavy at times later on this afternoon through the first half of the night. by tomorrow morning we may pick up an inch or so in spots from this storm system. a pretty impressive one with all the rain coming into kentucky and tennessee and southern alabama right now. that's moving in our direction. temperatures this morning showing down to 25 in reston and manassas. 27 in great falls and prince george's county. 28 in college park. here in washington this morning 34. a quick look at highs before i go and only in the low to mid- 40s. perhaps a little bit milder as the rain will be later to move in places like easton and

cambridge. you may make the upper 40s. overall things have been great this morning all around the beltway. construction was picked up on time. you're looking good on the interstates with the exception of one spot where there's been a long-standing accident now on the 11th street bridge just past the bridge span in the left lane. ddot has been on the scene for a while. they called for a tow truck. the tow truck arrived and it broke down. that's why it's taking so long to clear up. in the left lane you'll find it blocked off and they're waiting for another tow truck to arrive on the scene. if you're planning to head over to the so you is a bridge,s that -- sousa bridge, that's doing fine. let's go back out to the map. this time we'll head over to the other side of town. south side of town in fact. no problems to report as you travel from brandywiern up into the beltway and through oxon hill. we'll take a live look at the beltway on the north side. no problems to report at connecticut avenue. both loops of the beltway doing well here.

faces a tougher conservative crowd. >> he had a clearcut victory but we're nibbling at his heels. >> reporter: ron paul played off attacks from his critics. >> they are telling the truth because we are dangerous to the status quo. >> reporter: after spending weeks campaigning here in new hampshire, john huntsman came in third. like the rest of the candidates he's promising to take the fight to south carolina. >> third place is a ticket to rise, ladies and gentlemen. >> the fact he's moving forward in south carolina is going to cause a lot of people to take another look at him. >> reporter: newt gingrich and rick santorum are counting on south carolina's conservative base to give them a boost. >> the next couple days make a list of every person you know in south carolina. >> we can win this race. >> reporter: rick perry who skipped new hampshire has been concentrating on drumming up support in south carolina. he says last night's results show the race for a romney alternative is still wide open.

susan mcginnness, cbs news, manchester, new hampshire. >> the american civil liberties union is supporting four presidential candidates who are trying to force their way on to virginia's primary ballot. a friend of a court brief was filed yesterday in support of newt gingrich, john huntsman, rick perry and ron paul. the attorney general says the state could end up violating election laws because the judge has barred the mailing of that absentee ballot till after friday's hearing on this lawsuit. virginia republicans do have something to celebrate today. >> when the general assembly starts in a few hours, they will control both the statehouse and the state senate. delia goncalves is live with what they will try to accomplish, transportation among their concerns. good morning. >> reporter: good morning. absolutely. you can't think of northern virginia without thinking of the traffic nightmares and

those headaches that surround that area. so you can bet that those lawmakers will have it on their minds when they head to richmond today. you had mentioned that republicans control both house and senate. this is a very important year for republican governor bob mcdonnell and it could be one of the most important sessions of his political career. the state has an annual maintenance shortfall of $500 million which means money meant for construction projects always end up paying for road repairs. and there are two very different ideas as to how to make up that money coming of course from both sides of the aisle. democrats want to raise the gas tax which has been 17.5 cents for 26 years. republicans on the other hand, including the governor, support carving out the transportation budget from the general fund. >> in my area of the county, the transportation nightmare has become an economic development problem because we can't attract new development, new jobs, new houses.

>> i consider transportation particularly in virginia where basically we own, operate and maintain essentially, not totally, but essentially the entire transportation structure, infrastructure in virginia. so i think it is of course our service and i do think money needs to come out of the general fund. >> reporter: the session will also focus on job creation and education. mcdonnell will also push for the repeal of a 30-year state law that sets the first day of school after labor day. the good old days of starting school after labor day are over. >> there's work to do. tonight activists will ask for more answers at a meeting of the advisory board. they believe crews working -- [indiscernible] -- were not wearing protective gear. the workers noticed a smell while drilling in area b. then the drilling was stopped. the activists say the odor is coming if an area known to be contaminated with toxins and they question whether or not the workers were protected and

whether the -- [indiscernible] plans for a memorial on the national mall to honor president dwight eisenhower could be on hold. the family sent a letter objecting to the memorial's design. the family says the design overemphasizes ike's kansas roots and downplays his accomplishments during world war ii and his presidency. the architect has proposes the statue of a young eisenhower along with images from the president's boyhood home. the time is 5:37 and i'm watching your money. eastman kodak is suing apple for patent infringement. kodak claims apple's iphones, ipods uses kodak's patents. starbucks is launching a lighter brand of its roast coffee called blond roast. customers can get a chance to

light winds, not too bad this morning. we're in the 20s and 30s. if you parkout side, you may be scraping frost off the windshield. grab the rain geerp. we'll turn -- gear. we'll turn wet. increasing clouds this morning, rain especially for the afternoon and evening. the morning commute dry. the evening commute rather wet and slow with temperatures getting up into the mid-40s. right now 5:41. here's monika with a look at this morning's commute. i-95 in virginia you've now got the slow traffic coming across the occoquan river. here it's just the volume leaving route 644 to the beltway. no troubles on 395. coming up in my next report, just got word of an accident in seat pleasant at 5:49 but first drivers in woodbridge may need to alter their route to and from work. the creek bridge is closed indefinitely. inspectors immediately shut down the bridge after finding cracks during a routine inspection. the bridge is on blackburn road between rippon boulevard and wentwood lane. no word on when the bridge will
