like delays should dissipate shortly. back to the maps if you're going over to the northbound side of 295, you may find some heavy traffic because there was high standing water south capitol street at malcolm x boulevard. service roadway is going to get you around that. eastbound pennsylvania avenue on ramp to 29 r5 for an accident as well. and crews rust and headed out there. -- are just headed out there. north side of town no problems to report here as you travel on the outer loop toward university boulevard and 270. coming up in my next report, an update on area roadways at 6:15. jessica? the top of the hour let's check on some of the stories happening today. a funeral this morning for an army specialist from frederick county, maryland. ronald wildrick jr. died in afghanistan last month. people lined the streets in the town of woods borrow yesterday when his body came home. his funeral will be at 11:00 the morning. he'll be buried at arlington tomorrow. the neighborhood meeting tonight to discuss in northwest washington a string of

robberies. thieves have hit several homes in the a. u. park area. montgomery county executive ike leggett will hold a public meeting on the county's budget. he says the county is $100 million in the hole. now tonight's meeting begins at 7:00 at the silver springs civic building. you will be one of the people helping the balance metro's budget. >> today it takes up a plan to raise fares by 5%. it's a plan that has riders fuming. >> delia goncalves live outside the dupont circle station with reaction from riders and from metro. it's all about the escalators delia. >> reporter: that's right and you know in a good example of those escalators, let's just say those escalators because you know when you talk to residents and -- folks who have been walking off the broken escalators, they don't have very nice things to say about them. but look there's a broken one here at dupont circle. we're being asked to pay for the budget shortfall. video we shot a short time ago.

metro has a $116 million short tall the make up and -- the rest about $66 million will likely be coming out of our wallets. here's abreak down of the proposed hikes. the numbers, the biggest hit apparently will be felt by tourists and the infrequent riders of metro who use paper fare cards. $4, $6 during rush hour. the max a smart trip card holder will pay during rush hour goes up 75 cents to $5.75. bus fares go up a dime. parking goes up 25 cents. we talked to some riders and here's what they said. >> it's going to be a big hit on tourists and the -- infrequent users of the metro. >> i think this is still prime location for tourists to come and visit. i think if they spend a little extra they know it's going into the community. >> i wouldn't necessarily mind paying a little bit more if the

extra costs can be seen in you know like service improvements. >> they need it for upgrades of escalators and machines and vehicles, i'd rather pay than not pay. >> i can understand where they're coming from. it's hard i guess sometimes when they're in the rush of the evening or morning commute and you see escalators day after day that are broken. you see lack of staff and trains keep on breaking down. you're wondering what you're getting your money to work for. >> reporter: good question but not all bad news. the extra 20 cents folks have been paying for the peak of the peak fares that was implemented in 2010? that goes awanders this plan. so that's -- abay under this plan. that's a silver lining there. what does metro have to say about their plan? we'll have traffic coming up in -- that coming none a half hour -- up in a half hour. >> bringing it up-to-date right behind you. delia goncalves live at the metro station this morning. well, how do you think this compares the rates when it comes the metro and other major cities? let's check it out. the subway fare the base one,

efforts in afghanistan. the surprise move by maryland governor martin o'malley, just hours before they began its session, the state's top democrat floated this idea. >> operating budget is roughly -- you know roughly a half million. half billion excuse me. all of which can be addressed and for the greater part in the future by one penny sales tax that would then move us from 32nd lowest to whatever, 23rd, 25th somewhere in the middle. >> now that hike would be hike from -- 6% sales tax to 7%. republicans were pretty quick to react. they say it would kill jobs. >> the most important thing we need to do in this economy is create jobs. >> maryland's house speaker, a democrat calls the tax plan a nonstarter. still maryland expects to have a $1 billion budget deficit this year. it is now 6:06 and i am watching your money. you pay for a service, and the service you receive doesn't even come close to living up to

what you expected. and boy, can that make you mad. mad enough to complain to a consumer review site like angie's list. what types of companies garner the most complaints last career? you might think maybe banks or cell phone companies? but no. >> this year home warranty companies have topped the lysogen. they're a repeat -- list again. they're a repeat participant on the list. read and understand the actual document. i mean that's where a lot of times consumers miss as they don't really understand how their warranty works. >> home warranty companies topped the list for consumer complaints for the seventh year in a row. coming in second, internet service providers, that's followed by banks and credit unions, property management companies and auction services. on the flip side, the companies receiving the fewest complaints were -- >> these are just much smaller

jobs, essentially more personal services as well as even companies that are potentially you know run by the -- or the work is done by the owner more mom than pop-type organizations where i often find that communication is the key to a successful service relationship. >> now you have a lot of options to research those companies. angie's list and also a few free services like yelp and before you sign up for a service provider be sure to check them out on the better business bureau website to see if they have any major outstanding complaints against them. that glass of origin juice is about to cost you more a lot more because the fda has stopped all imports of orange juice. it says trace amounts of a fungicide called car bends seem was found in the oj. so the fda stopped the imports and said it will destroy any orange juice with the fungicide on it. one in every six glasses of orange juice we drink in the united states comes from bra

we are back at 6:11 and here's a check of what's making news this morning. a judge in mississippi has blocked 21 pardons issued by former governor haley barbour. it came at the request of the state's attorney general a

democrat who thinks the pardons may violate the state's constitution. barbour a republican made the pardons in his final days as governor. he says many were for medical reasons. the new poll out of south carolina shows the republican presidential race is getting snug. the insider advantage survey shows mitt romney 23%, newt gingrich 21%. rick santorum and ron paul not far behind the primary in south carolinian january 21st. president obama went home to chicago wednesday night. the total haul for the evening? about $2 million. the obama campaign just announced it raised $68 million over the last three months. that's a lot of money. >> that's a lot of dough. all right, weather time now. 6:12. howard, good morning my friend. >> and good morning and let me tell you you'll need a jacket. it's not 40s. >> right. >> some near 40-degree readings north and west but it's going to be a mild, very mild day for january. average highs 43. some of us south and east of

you'll see north and east aberdeen here, this is all pulling away from us and that's it. little president of drizzle here and -- bit of drizzle here and there but we are done with the rain. 54 easton. salisbury 57 but we have a colder air. we have 30s from luray, winchester and oakland right now at 34. locally 40 lovettsville with hay market at 41. to the east, it's 48 in crofton and 46 here in washington. looking outside on the michael & son weather camera, low clouds. up over the capitol this morning but decent visibility. cloudy skies now with a west wind at 12. so a little bit of a windchill out there. and the dew point in the 40s. excuse me. we've got some colder air moving in the middle of the country that's helping to kick off the snow here. that's arctic boundary that comes tonight. we're getting rid of the storm from today and in-between, not bad. but overnight tonight, rain showers may change to snow showers before ending and maybe a passing flurry tomorrow. today 59. tomorrow, windy, mid 30s.

atmosphere using the -- sphere using the target. >> students from river hill high school may look like they're playing a video game but they're writing a computer code that will control a satellite in outer space. >> to be able to work under real live satellite -- who gets to do that? you know. it's crazy. >> these butting programmers -- budding programmers placed fourth in the world in a contest called spheres. the goal? to get students excited about science. students write in the c programming language and then their work is beamed to the international space station. this is a previous competition. their program will control the jet propulsion of that blue sphere you see floating right there. the red sphere programmed by another school. >> we involve the physics that the kids have learned. we involve calculus that the kids have learned and computer science and they pulled it all together. >> and did they ever.

now they'll get to see if they can win the whole thing. taking a trip to m. i. t. later this month. they'll have a pretty good chance. their mentor? retired nasa astronaut john grunsfield. >> we will see in realtime via video cast with the students at m. i. t. their robot performing. >> the most valuable lesson for the students? learning systems engineering breaking down a complex task into small parts and having the teams come together to create one solution. >> very often engineers graduate from even college and never worked on a complex problem involving lots of different angles. but the students here have done it pretty successfully. >> pretty cool huh? students in howard county programming satellites in outer space. wow. >> it's still kind of a little shock to us. >> come on. is that cool or what? best of luck in the competition is coming up in a couple of

red? that's telling us we're going 18 miles an hour coming in from the prince william parkway and sudley road trying the get past the accident with now the lanes open into centrevillement once beyond that you're okay to fairfax and the beltway. first of all, northbound 395 aidlessup look at the accident just north of duke street. it's squeezing the right lane just enough that people have to go to the left to get and it. the delay is now continuous from newington and actually solid getting through springfield barely moving across the beltway and up to landmark. once you're beyond the accident it breaks free. this time around on 270 with delays 85 to 121 and just a bit slow here at shady grove road but looking fine actually down to the point where lanes divide. jessica and mike? people are talking about the brand new "cbs this

>> i don't understand why in this house and just today. so hopefully just a one -- one shot and not something that is likely to happen once again. >> police say that on tuesday, the same man broke into a woman's garage in wheaton, attacked her and took her vehicle and her bank card. your morning commute on metro is going to get more expensive if the transit agency has its way. it plans on hiking fares. delia goncalves is live outside dupont circle with who this is going to affect the most. here we go delia, good morning. >> reporter: good morning, i have a smile on my face but kind of bad news i guess for some folks. but in the long run there will be some improvements made to metro so they say. we have to pay for a better system. it appears that tourists and the occasional metro rider will have so pay some more. let's get right to the numbers so you can look for yourself this morning. under the plan paper fare cards get a $4 flat rate, $6 during

rush hour. smart trip cards and that accounts for 80% of riders on metro will get a 75-cent increase to the maximum. parking 25 cents and bus fares up a dime. on the positive side the extra 20-cent peak of peak rate fare implemented in 2010? that goes away. metro has a $116 million shortfall. a laundry list of repairs and even tell me they've increased the number of escalator replacements from 12 to 90. >> the goal was to simplify the fare structure. the rail system had a way to complicates. it's difficult for people to understand especially out of town visitors. better is not free. we have the make the investment now and sustain the investments. >> reporter: and dupont circle a little vanna white and show you what's behind the wall. this is a sign of what's to

for very long without getting a parking at this particular time. i can attest to that one. if you have one you should have paid it a while ago but if you didn't pay it soon. here's why 689 the amnesty program ends january 27th and you can pay your old tickets without any penalty. this affecting parking tickets as well as the red light and speed tickets, they need to be from before january 1st, 2010 to qualify though. virginia's governor wants lawmakers to focus on education this year. in his state of the commonwealth address last nile. republican bob mcdonnell issued this request -- >> last year i set a visionary blueprint for reform and reinvest 789 in our colleges and -- reinvestment in our colleges and universities. so i'm asking you this session to invest over $200 million in newfounding for our -- new funding for our colleges and universities. >> also asked for $438 million more for public schools and to

shore up the state pension system. a father will have to plain to a -- explain to a judge why he left his 13-month-old daughter alone in mcpherson square. other people called police after hearing the child crying yesterday morning. it was rainy and cold yesterday. police say the child was only dressed in a one see. u.s. park police arrested a man claiming to be the child's father when he returned. the little girl is now with d. c. child and family services. a maryland man is facing animal cruelty charges now. police say he threw a dog from a balcony. >> amazingly the dog survived. this all happened sunday along mill center drive in owens mills. mike shoe from wjz has the story. >> reporter: sunday night police are called here to the townhomes. >> a neighbor there reported that she saw a man launch an object from a balcony. >> reporter: it's the higher of

the two. >> she heard this object land -- land with a thud and when she went over to investigate what it was, she found that it was a small dog. >> reporter: the dog's name is louie, he's a 3-year-old yorkshire terrier, when police arrived gary walsh jr. said the dog fell but police said the dog was thrown. i'm standing on the roof of wjz and taking the pictures with a small hand held camera. when thrown -- it takes more than a second for it to reach the ground. >> yeah. he's definitely a lucky guy. >> reporter: louie lived. his eye is bruised and red, teeth are missing, he was in a lot of pain. but louie lived. >> i think if it was just a few feet more, he may have expired due to the head trauma and spinal trauma. >> reporter: lucky too he was found and taken to a pet emergency room. gary wallace,-arrested on the spot and has been charged with animal cruelty. nationally known animal abuse

like this very much. not got very good news for 66 drivers or even i-95 drivers. first of all, the accident we've been telling you about right here on the inbound side of 66 at route 29 in centreville? well, that's been on the shoulder for a while but check out this delay from sudley road nine miles an hour. continuous as you head over to the earlier accident at route 29. the lanes are open but the damage is done. we'll go back out to the maps, this time, the accident on the northbound side of 93. 395 here at duke street. that was cleared to the shoulder as well but look at the delay here. 14 miles an hour coming out of springfield in fact, let's take a live look in springfield on the northbound side of 95. it's going to look like this for you basically from lorton all the way up the line to duke street. again the accident there was moved to the right shoulder quite some time ago but it happened right in the middle of rush hour and that's what happens with accidents and we're going to take a look at the wilson bridge on the south side of town. no problems to report here, both loops are fine through
