and left her out in the cold to die. the child was discovered on the front porch of a home on chapping street northeast, just blocks from the police station. delia has the story and the latest from the scene. >> reporter: the homeowner tells me that newborn baby girl was found on the concrete steps heading into his front yard. he said when she was discovered her body was cold and stiff. even a knock on the door and somebody could take care of it. it was freezing last night. >> reporter: the only knock on his father's door was a frantic bang from his neighbor who discovered the newborn as he was walking to the store i don't hair matted to the skull. >> reporter: the newborn looked just hours old. she was nude and barely wrapped in a towel. crews rushed her to children's hospital, where she was later pronounced dead. >> if it was my child, i would be mad right now. whoever left that you should be ashamed. >> reporter: as daylight broke police returned to the scene and scoured front and back yards,

searching for evidence of childbirth. as neighbors hold on to their own children tighter. wondering why here? and why not give this baby a chance at life? >> having had kids, you know, you think a child needs immediate care. it didn't get anything. >> reporter: makes you hold on to yours a little tighter. >> always. >> reporter: dc's safe haven law allows a parent to drop off an infant without penalty at a police station, fire station or hospital. investigators are trying to determine why that didn't happen, in this case. in northeast, 9news now. and police tell us the neighbor who found the baby was performing cpr when they arrived but the infant lost her life three hours later the temperature this morning was downright dangerous. it was well below freezing in most of the region. so if you are among those planning to head to the mlk memoriam, maybe a parade today,

bundle up with at least a few layers. annie hong has the forecast. >> reporter: we are talking cold conditions and breezy. the lows this morning were downright just really cold. and yes, dangerous in some instances. 25 in downtown but in gaithersburg, it bottomed out at 18. winchester 16. you factor in the wind chill in which places it did get down to single digit wind chill temperatures where it felt very, very cold. right now it feels like 27 in downtown at this noon hour. 20 in hagerstown, down to the south. not as bad. 30 in fredericksburg and temperatures having a hard time warming up. we'll see the sunshine will continue. but then late afternoon we'll see clouds moving in. temperatures expecting to top out in the lower 40s by 3:00. but we'll see winds out of the

south 10 to 15 miles per hour. cloudy conditions through this evening. we'll talk about the rain coming in and the wintry mix we could see coming up a little later. mike, back to you. the man suspected in a string of home invasion robberies and assaults is now back in maryland. police caught up with 33-year-old kevin ray in kitty hawk, he is suspected in two home invasions and his most recent attack is alleged to have happened on berkeley street in temple hills in prince georges county, maryland. we are joined live from rockville with more. bruce? >> reporter: yeah mike. actually we had a news conference just now with the police. they are painting a picture of kevin ray as a repeat offender, a guy who just keeps committing crimes over and over again. we are now learning that kevin ray was actually in prison for 18 years on a manslaughter charge. he also was on the maryland sex

offender registry, for a 2005 third degree sexual offense. now as you say, he is accused in these three different home invasions, and sexual assaults over the course of four different days last week. they wanted in wheaton, in bethesda, they happened in temple hills. he sexually assaulted a housekeeper. in temple hills he tied-up six people and sexually assaulted one of them. the motive, apparently partial motive here was to steal people's bank cards and use them at banks to withdraw money. police are being a little bit mysterious about how they tracked him to north carolina, but they were able to do that. they say they were i staking out his home. a residence there. he left the residence and went toward a wal-mart. it was at that point police surrounded him, there was a bit of a struggle.

he was hurt but police are happy to announce he is now off the streets. >> he has worked nonstop, tirelessly on this incident. no one has slept. we continuously worked this case because of that. and you look at all three cases both police departments understood the threat and the terror caused in the community and we worked around the clock to make sure we could put an end to this, and we have. now the other new fact that we have gotten here is that there was apparently a second suspect involved in the bethesda home invasion. police had gone back and forth, decided there was just one suspect and now they are saying there are two suspects. they are still looking for the second suspect. they won't provide us many details on it, but they do say he was not, not involved in the sexual assault. kevin ray scheduled for a court

hearing tomorrow morning here in rockville. we likely will get many more details at that point. mike, back to you. bruce kevin ray was caught on cameras at an atm. any chance the second suspect may have been spotted in a photograph? >> reporter: we aren't getting any details about that bwe do understand there was actually video of him captured at the bank of america. we are hoping to get access to that video and show it to you. but at this point, we are not hearing the second suspect was captured on that. we understand that most likely both of these guys took the metro out to bethese d.a. the one guy stayed outside for one period of time while kevin rhea tacked the family, tied them up and sexually assaulted this other woman and then at some point, during the commission of these crimes, the second suspect went in and they both escaped apparently in the housekeeper's ford expedition. thanks bruce. there are now just five republican candidates running

for president. jon huntsman has decided to drop out of the race and is already endorsing another candidate. danielle nottingham with more. >> reporter: jon huntsman told supporters in south carolina he is ending his run for the white house. today our campaign for the presidency ends, but our campaign to build a better and more trustworthy america continues. >> reporter: huntsman spent most of the gop presidential race at the back of the back. his third place finish in the new hampshire primary seemed to breathe new life into his campaign. >> third place is a ticket to ride, ladies and gentlemen. >> reporter: but the ride was short. huntsman never gained ground in south carolina, and was polling even lower than comedian steven colbert. the utah republican is now throwing his support behind fellow mormon mitt romney. for our nation to move forward together with new leadership

and unity. the republican party must first unite. huntsman says he believes romney has the best chance to defeat president obama in the general election. but first, romney has to win the republican race. romney has a comfortable lead in the south carolina poll. and a win in this saturday's primary could lock in his nomination. but his four remaining challengers are trying to convince the state's social conservative evangelical voters to change their minds. >> all of us need to be engaged in the public arena speaking about the values that are important to us. >> the candidates will get a chance to take on romney directly tonight when the republicans debait in south carolina. danielle nottingham. cbs news, the white house. south carolina is almost always a make or break state. the republican who wins south carolina often goes on, almost are his, to the republican nomination. still to come, news continues. tears of joy as the school

costa concordia. officials had suspended efforts because it started to shift in rough seas. divers are searching parts of the ship that are underwater. the ceo says an investigation is underway to find out why the ship ran aground. >> we believe it has been a human error here. the captain did not follow the authorized route. >> reporter: the captain denies he took the ship too close to shore and says maps did not show he was steering into rocks. the captain could face charges of manslaughter, and aband donning ship. crews have recovered the black box. it should help investigators figure out the exact location of the costa concordia and reveal how the captain responded to the emergency. passengers say that after impact, the crew failed to tell them how serious the situation was. >> the staff had been reporting everything was under control.

but we were concerned with the tipping of the ship. so we decided to head out and try to find where we needed to be. >> reporter: survivors say there was chaos on board as panicked passengers rushed to life boats. cruise line officials say the staff acted appropriately during the evacuation. cbs news, it had. we started out today in the teens and 20s, it is warming up, but not a lot. >> reporter: we are talking about sunny conditions right now. the breezes are picking up. we have clouds moving in, showers, and a wintry mix possibility. your forecast, after the break.

welcome back. it is frightening to be homeless. and when you are a young adult or a single parent with a child. there are many additional pressures. the hope house in northwest dc offered some much needed help however. j. c. hayward recently visited the house to personally see their success. >> if you are ever in an argument with someone, i promise if you take time to listen to what they are saying. >> reporter: on thursdays the hope house offers life skills training with participants. the nonprofits goal is to provide a transitional living program for people 18 to 24 years old. they have the chance to come into hope house into transitional housing to have a safe place to live with their children and to be able to learn parenting skills and life

skills and sort of obtain employment and sort of get to the place where they can live safely and independently on their own. according to the national center on family homelessness, between the year of 2009 and 2010, there were four times as many homeless children in washington, d.c. what that means is that program such as hope house are vitally personality to the city. 2-year-old delia santos is a graduate of the program. when she came to hope house with her young daughter, she was given a brighter future i don't when i had my baby i wasn't employed. they helped me look if a job. they helped me, you know, be in school, not drop out of school like many other kids. >> reporter: santos is now living on her own, attending u dc, and plans to be a doctor. >> my dream is to graduate school and become a physician.

20s. feeling like single digits early in the day. we have the sun shining outside. here's a look at our michael and son weather camera where we have a beautiful shot. temperatures in the upper 30s at this hour. feels like 27. cloudy skies out there. clouds are moving in. the dew point at 16 and the winds have been picking up south southwest at around 17 miles per hour. for the rest of today, around lower 40s by 3:00. we'll see the clouds thickening throughout the afternoon. we won't be seeing any wet weather until this evening, and we'll see the breezy conditions continue. the winds will be out of the south, helping bump up those temperatures a little bit. high pressure will be moving off to the coast and look what's out to the west of us. we have showers arriving. i think there is a possibility the showers will mix in with wintry weather this evening. right now temperatures in downtown 37. culpepper 37. hagerstown 32.

you factor in the wind chill, this is what it feels like 27 in downtown, 20 in hagerers town. the lower 30s. definitely a day you want to bundle up. a bit milder for this day compared to the weekend. that is the good news. rain and wintry weather potentially for tonight. maybe just a mix though. we are not expecting snow to be sticking. mild and wet for your tuesday. dry and cold for the middle of the week. here's a look at the national picture, where we are seeing showers and area of low pressure impacting nashville into parts of atlanta, georgia. we'll start to see the wet weather this evening. generally later tonight and definitely by the overnight hours it will be impacting many of our commutes for tomorrow morning as the kids are going book school and you are heading back to work. you see that pink there that is the wintry mix, maybe sleet this evening. most of it will be a rain maker and temperatures will be milder overnight. and also definitely through

tomorrow. tomorrow morning will be wet through the early afternoon then the rain pulls on out and we'll see just cloudy conditions. lower 40s in downtown. upper 30s in gaithersburg, culpepper in the lower 40s. temperatures in the mid-50s for tuesday with rain mainly in the morning. then wednesday and thursday back to cold weather after the cold front passes through and temperatures in the 30s. the weekend is going to be milder. we'll be right back.

restaurants. we ask that every year and every year they have responded previously they chose a restaurant opened by a local person. this was the first year they chose a chain and a big chain. it is season 52. owned by the daredden restaurant group it just opened on rockville pike in north bethesda. >> i saw a picture of the appetizer. it looks fantastic. >> i grudgingly admit it is very good. i believe they guarantee every entree is less than 6 50 calories, and yet really the food is very good. >> no kidding. when i go to those restaurants i tend to overeat. >> i wish i could find the picture. oh here it is. just real quickly, this is the picture of the new restaurant here. >> the tomato flat bread.
