westbound side of route 50. overnight, there was a car broken down on the shoulder right before route 424. and a tractor trailer is in a dark spot. tractor trailer did hit the car on the shoulder causing a serious accident here. it has been there for over a couple of hours and authorities there tell me it is going to take a little while to clear it up. in the meantime, you're being diverted westbound on route 50 at the south river crossover. that's about a mile after i-97 as you head in from per row to davidsonville. we'll take a live look at route 50. on the westbound side, be aware and plan early as you leave annapolis toward parole and davidsonville. this time, all the way to the west side of town. no problems to report on the dulles toll road or 66 coming in from leesburg and gainesville. tysons corner area looks fine as well. we'll take a live look over on 95 and springfield, northbound is fine. southbound, a tiny bit heavy. where there has been an accident. now on the shoulder.

a life look at the 14th street bridge looking good into downtown. we'll take another look at the area roads coming up at 5:10. back to you. thank you, monika. today, the american civil liberties union will be filing a lawsuit against metro police stemming from an incident last may. >> a man say police arrested him for asking about the treatment of another wheel bound chair man. delia gonsalves is live outside the u-street station where the initial incident happened. delia, good morning. >> reporter: good morning, mike. this is where that wheelchair- bound man was arrested and charged for public drinking and failing to move on when it appears the officers took it upon themselves to move him. take a look at some dramatic video showing two metro police officers body slam the man to the sidewalk at the time of the incident. metro said he fell out of his wheelchair. when his friend witnessed what happened, he questioned the

police. >> somebody says -- i said something. what are you doing to this man? he's bleeding, help him. i was so -- i was told to leave. if i don't leave, i will be arrested. i threw my hands up in this motion, threw my hands up and i turned my back and i walked away. at that point, i was arrested. >> mr. miller's innocent of any criminal activity and he was arrested falsely by police. we think it was because he spoke up. >> reporter: so, they're filing suit. announcing that a little later today because they say his rights were violated in this very spot. the charges against both men eventually were dropped. the two officers will return to full duty after a metro internal investigation. we're still hoping to hear from metro this morning but their policy is the agency normally doesn't comment on pending litigation. mike, andrea? >> thank you, delia. i want to know what happened to the guy who hit his face on the pavement. thanks, delia gonsalves live at the u street station this

morning. a 22-year-old man is due in court on charges he killed an 8-year-old boy. alexandria police have charged victor aldonna with dui, reckless driving and manslaughter. brian hernandez chavez was walking with his mother alongside duke street. police say aldanna's car struck the pair. brian died. his mother was hospitalized. she's recovering from her injuries. prince george's county police are looking for two men who robbed an armored car in bowie. it hatched yesterday morning outside a walmart in the 3300 block of crain highway. the man held up a guard who had the store's weekend receipt. the two robberies wearing ski masks fled the scene in a white passenger van with signs on the side. the van has since been recovered. >> no one was injured. the five remaining republican presidential candidates challenged each other on fox news channel last night. it is the first of two debates in south carolina ahead of saturday's primaries. two candidates defended their use of attack ads against the

front-runner, mitt romney. >> i think that's part of what a campaign is about is to raise questions and see whether or not your competitor can answer them effectively before you get to a general election. >> they should be abandoned if you're not telling the truth. if you're exposing a voting record, i think it is quite proper. >> mitt romney also answered questions about releasing his personal income taxes saying if he becomes the nominee, he would probably do so in the spring which is the way it has been done in past elections. next g.o.p. debate is set for thursday. it looks like more issues when it comes to the virginia primary ballot. the state board of elections is asking attorney general ken cuccinelli to look into some of the voter's signatures submitted by newt gingrich. last month, his campaign told state officials 1500 of the signatures were fraudulent. it blamed a mistake on the richmond firm it hired to collect them. however, in the case of rick perry's lawsuit, cuccinelli is urging federal appeals courts

to reject perry's bid to be added to the state's g.o.p. presidential primary ballot. gingrich and rick santorum are supporting perry's lawsuit. time for the latest "your money" report of the morning. >> good morning to jessica doyle. >> good morning to both of you. big week on wall street. big week for earnings. we'll get results from the likes of goldman sachs, ibm, intel, microsoft just to name a few. u.s. investors will get a crack to reacting to the downgrade of europe's bailout fund by s&p. u.s. markets were closed for the holiday yesterday but we're back in action today. checking the numbers. this morning, the dow stands at 12,422. not too far from the six-month high by the way. it lost about 49 points in trading on friday. the nasdaq was off by 14 and the s&p 500 was down by about six and a half points. the eu bailout funds dropped a notch. on friday, s&p downgraded the credit rating for france and

eight other euro zone countries. s&p is saying it could upgrade if they offer more credit enhancements. french president nicolas sarkozy is shrugging off france's downgrade. to have such economic problems as the bad news coming out of china. the nation reports its economic growth slowed at the end of last year. china's gdp grew at an annual pace of 8.9%, slow down from 9.1%. to give you a sense of how fast this country is growing, while they were 9.1%, we were 1.8% in terms of growth in the third quarter. unbelievable what's going on in china. >> that's why people say more fair trade practices are very important because they're skyrocketing as far as growth is concerned. >> it is great to think about the u.s. as the turn of the last century to give us a sense of how far they can come in the next 10, 20, 30 years.

expected in a rockville courtroom. >> police arrested darnell ray. he was in kitty hawk, north carolina. he's accused three attacks in the last week. two in montgomery county. another one in prince george's county. and in two of the three instances, a woman was raped. investigators had earlier hinted that a second suspect was involved in this and it is possible now that person may be cooperating with police. today, comedian and civil rights activist dick gregory is headed to trial. gregory, the man in the middle with the beard was at yesterday's m.l.k. memorial reith-laying ceremony. he was arrested in september. gregory was demonstrating on behalf of people along the gulf coast who have not received payments from the bp fund established after the 2010 oil spill. we all saw this dramatic video last may of a metro police, two police officers slamming a wheelchair-bound man to the ground. when one man saw how officers reacted, he spoke up and he was

arrested. now, he's taking metro to court. 9news now reporter delia gonsalves is outside u street metro station with the details. that's where the wheelchair instance took place. >> absolutely. the man, his friend, lawrence miller is taking hem to court. he said his free speech rights were violated. he and the aclu are firing back at metro. miller witnessed his wheelchair bound friend being thrown from his chair and slammed to the ground by two metro police officers. at the time of the incident, metro said the man in the wheelchair was drunk, resisted arrest and fell out of his wheelchair. miller, his friend, says when he spoke up against the treatment, he was arrested for it. >> it just has to be re- emphasized over and over every year and every decade. >> i believe that everybody and everyone has the right to question the police about what they're doing. everyone has the right to ask

what are you doing? why are you doing this? >> reporter: since the 5:00 hour, we've learned a little more about the man in the wheelchair. his name is dwight harris, a newspaper vendor here on u street. a regular in the area. many folks know this man. he was treated at the time at a hospital for just minor injuries. his charges and those against his friend were all later dropped. the officers back on full duty after an internal investigation. we talked to metro a short time ago via e-mail. they still will not comment on pending litigation. back to you, mike. >> thank you, delia. thanks for finding out about the gentleman in the wheelchair. nice to hear he's ok. d.c. police are looking for a person who they believe left a baby girl outside in the bitter dold to die on the stoop of a home. the child was discovered early yesterday abandoned on someone's front sidewalk on channing street in northeast. neighbors who found the baby tried to warm her up, perform cpr but it was too late.

emanuel dugger was walking back home from buying cigarettes when he saw the baby on the stoop in nothing but a towel. >> so cold. like icy cold. the eyes were not opening. >> this is so sad. police have not said whether or not the child died from hypothermia or from some other cause. d.c. has a safe haven law which allows an infant to be dropped off in a safe place like a firehouse or a hospital or police station with no ramifications to the parent. >> after a three-week holiday recess, congress gets back to work this week and their agenda looks familiar. the lawmakers will be debating whether folks tend the payroll tax cut through the end of this year. at issue, how to do that without adding to the deficit. among the republican proposals, cutting federal worker benefits. and the democratic ideas include raising fees for airline passengers and eliminating saturday mail

delivery. today, the occupy protest movement plans to make noise at the u.s. capitol. calling themselves occupy congress, demonstrators plan a day of events starting at 9:00 this morning. this afternoon, they plan to show up at the capitol in nearby buildings before returning to the freedom plaza encampment. time for another "your money" report now. >> jessica doyle is back. if you're in the market for a car, look for one that gets great fuel efficiency ratings. >> because gas prices are really, really high and they're going to get really, really bad this year. it is going to happen. gas prices have already hit a record for this time of year. averaging $3.39 a gallon. as of yesterday, aaa says that is 30 cents higher than this time last year. and look ahead to the critical summer driving season. gas buddy predicts some of us will be paying almost $5 a gallon by memorial day. particularly drivers in chicago and new york. problems like the standoff with iran as well as the u.s.

economic recovery appear to be driving up oil prices. if you or a loved one looking for a job right now, here are two job fairs to tell you about. today, the national career fairs is holding a job fair from 11:00 a.m. to 2:00 p.m. taking place at the holiday inn at ross lip at 1900 north fort myer drive. companies look being to hire, virginia tire and auto and the secret service and avis and taco bell. here is one for the veterans. tomorrow, the department of veterans affairs will host a job fair and private sector companies as well as federal agencies plan to hire on the spot. the job fair takes place on wednesday from 8:00 a.m. to 7:00 p.m. it is he is walter washington convention center at 801 mt. vernon place northwest in the district. it involves really trying to offer opportunities for a population that has a much higher unemployment rate in the rest of the country. the unemployment rate is 13.1%.

we'll take a live look a little closer into the beltway where things are still looking good at nutley street. you have the slow stretch from route 50 to 123. we'll take a live look at 395 over at duke street moving well all the way up to seminary road and the 14th street bridge. a bit of slow traffic from the prince william parkway to the occoquan river. now over to route 50 on the westbound side. we've had this accident at route 424 or just before that point davisonville. i've been on the phone with authorities there. still going to take awhile. in the meantime, you can see all of the red forming with the slow traffic trying to get into that area leaving parole. you'll have to follow police direction to get around it. coming up, another look around the area at 6:00. back to you, andrea. making news at 5:49, police in charlottesville, virginia, have taken a 5-year-old boy into custody. this happened yesterday as their suspect in a triple stabbing. the boy used an edged weapon to

stab two juveniles and one adult relative. the attack may have stemmed from an argument over a juice box. maryland state police say officers arrested six occupy baltimore protestors on monday for trespassing at a site of a proposed juvenile detection center. the group had announced plans to have a five-day campout at the site. the maryland department of public safety and correctional services owns the property. the president and first lady received a standing ovation last night when they arrived to the kennedy center concert hall. they attended let freedom ring, a tribute to dr. martin luther king jr. musician bobby mcferrin performed along with the let freedom ring celebration choir. >> there are five republican candidates left as we head into saturday's presidential primary in south carolina. since 1980, the winner of that primary has gone on to clinch the republican nomination every time. >> monday, the candidates took part in the first of two debates this week. this one on fox news. as terrell brown reports, much of the focus was on front-

between the year of 2009 and 2010, there were four times as many homeless children in washington, d.c. what that means is that programs such as hope house are vitally important to the city. 22-year-old dill is santos is a graduate of the program. when she came to hope house with her young daughter, she was given a brighter future. >> when i had my baby, i wasn't employed. when i came, they helped me look for a job because they help you looking for jobs and they help me, you know, be in school. not drop out like many other kids. >> santos is living on her own, attending udc and plans to be a doctor. >> my dream is to graduate from school and become a physician and also help many kids because there are many kids out there that need help. >> hope house opens its doors to all young adults who demonstrate that with guidance, they will be able to live
