12:02 pm
opponents are trying to convince voters romney can't win back the white house. rick santorum, rick perry and newt gingrich are all working to get that message to south carolina conservative evangelical voters. >> i have to convince the people that might like to vote for santorum or for perry, that those would be wasted votes and the only think we can get a conservative nominee is to vote for me on saturday. >> reporter: he only has four days in south carolina. danielle nottingham, 9 news. >> and they can directly challenge the front runner before saturday's primary. a debate is being set for thursday night in charleston. the search continues this afternoon for the person who left a baby girl in the bitter cold to die. the child was discovered yesterday abandoned on a sidewalk on channing street northeast. the neighbors who found the

ship that ran aground off the coast of tuscany. and i'm going to go one-on- one with the montgomery county police chief in just a moment. stay with us. we'll be right back.
12:08 pm
all right, i'm one-on-one today with montgomery county chief manger. and we want to talk about the series of home invasions that
12:09 pm
occurred at residences and the neighborhood is terrified. of course there was a big arrest. but before we get to ray, let's talk about these home invasions that occurred. i've lived in the county for 40 years, i don't remember home invasions of this sort, of this level or significance. what made this so outstanding? >> we have home invasion robberies in the county, but not many. but the ones we do have, usually the victim is targeted for some reason. very often we have drug dealers targeted by other drug dealers and we also have many business owners who are known to bring large sums of cash home after they close up the business. those folks are sometimes targeted. but what made these different and what concerned the community was the random nature of these victims. this guy came over on the metro, we know that. and he was looking for -- in both cases -- finding a woman
12:10 pm
arriving home and then just took them from there, as they were going into the home. >> and sexually assaulted -- >> the case in bethesda, yes. and this guy actually has a history of this. he had been convicted of sexual assault before and was on the registry as a sexual offender. >> very dangerous? >> he was a dangerous guy. and because he did three home invasions, two in montgomery, one in prince george in the span of of four days. >> now you found him in north carolina? how did that come about? >> well we received information that he was down there with a female acquaintance. it turned out i think to be his girlfriend. and they were in a home down there that i think may have belonged to a family member of the girlfriend. and as luck would have it, but not luck -- we had planned for this sort of thing. our repeat offender unit which
12:11 pm
are experts in tracking people down are members of the united states capital area marshalls task force. so the fact that they had the authority on this marshall task force, it was montgomery county detectives that traveled to north carolina, we got in touch with the local authorities down there in the kitty hawk area and were able to get their assistance. we knew the house he was in. we watched him. he left the house and went to a wal-mart and we caught him coming out of the wal-mart and as he was coming out, he resit ed. he tried to get away from us down there and we were able to apprehend him. >> congratulations to drur staff-- to your staff. i know leggett is releasing an important budget today. you can speak about that? >> it is the capital improvement budget and this is what the county is going to spend money on in terms of the facilities. i can tell you from the police department perspective, our buildings, the police stations,
12:12 pm
are typically very old and in need of replacement. our station on wisconsin avenue in bethesda has been around since the 60s. we have mold growing in the basement that we can't get rid of. it is deteriorating, the physical plant, and we have other stations that are too small to house the number of personnel that we have, so we are going to see a new animal shelter, a new bethesda and silver spring station so that is all good for the police department. >> very good. and congratulations on the arrest and thank you for being here with me, montgomery county police chief tom manger. when we come back, anny will have the forecast. jc, showers coming to an end. but breezy and mild today. but get ready for the temperatures to drop once again. i have your full forecast, including the seven-day, coming up after the break.

i have copd. if you have it, you know how hard it can be to breathe and what that feels like. copd includes chronic bronchitis and emphysema. spiriva helps control my copd symptoms... by keeping my airways open a full 24 hours. plus, it reduces copd flare-ups. spiriva is the only once-daily inhaled copd maintenance treatment that does both. and it's steroid-free. spiriva does not replace fast-acting inhalers for sudden symptoms. tell your doctor if you have kidney problems, glaucoma, trouble urinating, or an enlarged prostate. these may worsen with spiriva. discuss all medicines you take, even eye drops. stop taking spiriva and seek immediate medical help if your breathing suddenly worsens, your throat or tongue swells, you get hives, vision changes or eye pain, or problems passing urine. other side effects include dry mouth and constipation. nothing can reverse copd. spiriva helps me breathe better. does breathing with copd weigh you down?
12:25 pm
ask your doctor if spiriva can help.
