corridors northwest, northeast, southeast, southwest, everything looks fine. coming up, we'll go into maryland at 5:10. back to you, andrea and mike. >> some of the internet's biggest web sites are going dark to protest an antipiracy bill that critics say will end the internet as we know it. the protest is their response to the stop online piracy act or sopa. >> the legislation's goal is to crack down a copyright infringement by restricting access to sites that fuel the copyright infringement. if sopa passes, copyright holders would be able to complain to law enforcement and get web sites shut down. delia gonsalves joins us now with more. >> i looked at google. there is a fashion banner. >> that is their way of supporting the cause but not really going over the edge and shutting down their whole web site. we'll show you that in a second. we're inside though because literally, like you said, when you go on the web sites, you'll see very different things. we wanted to show you what you'll see when you log on to the web sites today.

wikipedia, for instance, this is the largest web site involved in this blackout online protest which has been happening for about five hours now. certainly not the only one but the biggest one. looks fairly normal here but if you click on the link, there you go. brings you out to their blackout page. imagine a world without free knowledge. it gives. >> little background about the bill and then it gives you a little info bar here where you can actually contact your local representative. a couple of other web sites, you mentioned google. let's go on to google. there you go. there is that fashion don't blackout sign you were mentioning. this is their way to support the cause. so, if you click on the blackout link here, it brings you right to another page where you can get a little background on the bill and of course, again, it tells you how you can contact your congressman. don't sensor the web. of course, there are some supporters to this bill. here's what the bill will do though. let's take a look at a graphic to give you an idea of the

bullet points here. it will give the justice department power to go after the rogue foreign web sites that are allegedly committing the online piracy. government will force the u.s.- based companies to cut off ties with the foreign web sites. here's what opponents are saying. >> this has never happened before in the history of american politics, this kind of direct -- inspired action. >> now, we'll head out to this wikipedia page one more time so you can see the blackout. this is what you're going to get on a number of web sites today. hundreds, reportedly thousands are involved in this online protest that will last 24 hours. so, you know, in a world where we often times go to google, go to wikipedia, go to other web sites to gain knowledge and just to get a little background information, you can imagine what this is going to do for a lot of folks. even though a lot of congressmen are calling this a scam, a gimmick, it apparently

seems to be working already. you know, there have been some tweaks already to these bills. the house bill and the partnering senate bill, they've already been tweaked a little bit and there were -- there was actually going to be a hearing today. they postponed that hearing instead. congressman darrell issa, a republican from california will introduce a competing legislation with the sopa and the pipa act that he says will be more transparent. we'll talk more about that coming up in a half hour. back to you. >> all right, delia, thank you. >> more fallout from the corruption scandal involving former councilman harry thomas jr. 55-year-old james garvin is expected to plead guilty later today in u.s. district court. he was formally accused yesterday of helping to funnel $300,000 in city funds to the ward five democrats. garvin, a golf pro at langston golf course is the third person charged in the alleged scheme. i confess, a quote from

kevin ray, the man accused of a series of violent home invasions and assaults. ray admitted to detectives he invaded homes in montgomery and prince george's county. in temple hills friday, police say ray bound six victims including a child and sexually assaulted one person. police say just days earlier, he also tied up a family in bethesda and sexually assaulted their cleaning lady. officers found and arrested ray in kitty hawk, north carolina, this weekend. a judge ordered him to be held without bond. an update now on the man accused of trying to assassinate president obama. a grand jury had formally charged oscar ramiro ortega hernandez with attempting to kill the president. police arrested him days after he allegedly fired up to a dozen shots at the white house on november 11th. during a december hearing, a judge order him held without bond. it is 5:06. time for the latest "your money" report. >> jessica doyle is here with

today's headlines. they're positive? >> yeah, things are good. positive. really busy day, actually for wall street. >> going on vacation soon? >> it is because the markets were up yesterday. got some interesting stuff coming out today. we've got new earnings reports. we've got new economic reports due out. companies like ebay, goldman sachs set to report today. we're going to get readings on inflation, the manufacturing sector and the housing market later this morning, why are we smiling? check the numbers, the dow stands at 12,482. so close to that six-month high, rose 60 points in trading yesterday. nasdaq was up by 17 and the s&p 500 was better by four and a half points. big news coming out of the tech world. yahoo! cofounder and long-time leader jerry lang is leaving the struggling company. the move comes two weeks after yahoo! hired former pay pal executive scott thomason as its ceo. yang had alienated shareholders

by turning down a takeover offer from microsoft all the way back in 2008. the deal was worth 33 cents a share. now, the stock for yahoo! hasn't traded above $20 a share in the past three years. pay cuts may be coming for the next ceos of fannie mae and freddie mac. they probably won't get the controversial multi-million dollars pay packages given to their predecessors. regulators say they expect to -- they expect big pay cuts for these incomening ceos. the current ceos have their 2011 pay targets set at about $6 million apiece. the companies have needed more than $100 billion in taxpayer bailout. >> they're taking a pay cut. >> yeah. >> well, we'll have to see how big the pay cut is. >> neighbor is $3 million. >> -- maybe it is $3 million. >> maybe it is only $1.5. and no new curtains. >> all right. take us into the next half hour. what do you have for us? >> this is fantastic news.

searching the costa concordia. >> they were looking in the murky water in the interior of the ship for anyone who may still be alive. they only found five more bodies. the ship's captain, francesco skept even know is facing charges of causing the shipwreck. you can see the boat lying in the water. the captain, schettino is facing manslaughter and abandoning ship charges. a call to the coast guard, schettino said he's in a lifeboat during the evacuation. >> i spoke to schettino. he's already in the boat. >> you can hear a coast guard official telling him to get on board. that is an order. that's one of the things he said. you're not supposed to leave if you're the ship's captain. the captain replies it is dark and i can't see anything. later today, dutch engineers will try to figure out how they

literally have to go under and will not be able to afford it. mike, we talked just briefly in between the 5:00 and 5:30 hit, we talked about read it.com. it is involved in this blackout, the online protest. when you go on readit.com, it looks fairly normal. you go on, you have the links. however, if you go on sopastrike.com, there is an actual list of the participants and it has read it listed. so, i discovered the web site that is blocked out that is participating today is blog.readit.com. certain folks who may think they're participating may be going on the wrong address. wikipedia is one of them. there are hundreds of sites that are involved. wikipedia, the largest site that's involved it looks fairly normal. it brings you out to this blackout page. a lot of the congressmen who are supporting the bill calling wikipedia's blackout today a

stunt, a scam. let's take a look at a full screen and hear what the bill's sponsor has to say. he is representative lamar smith, a republican from texas. he says... however, on the flip side, here's how opponents describe the bill. >> it is like saying there are a few bad books in the library so we'll just lock the entire library. >> ok, so right now, the bill has been stalled a bit in congress. today, republican california congressman darrell issa will introduce a competing legislation. i talked about that at 5:00. it is called the open act. essentially, what it will do is

make this process more transparent. right now, as the bill is written, the justice department has complete control over whether or not u.s. web sites connect to these foreign piracy web sites. darrell issa wants to make the international trade commission the ultimate power authority so he says that whole process will be more transparent if he makes that move instead. back to you. andrea, mike? >> stay tuned. sounds interesting. >> shrinking budgets, taking their toll on public preschool programs. new study shows a quarter of the nation's 4-year-olds and more than half of the nation's 3-year-olds do not attend any form of preschool. the national institute for early education research at rutgers university says that on average, kids from low income families who start kindergarten without going to preschool start school about 18 months after their peers and when it comes to the content, they may never catch up. it is 5:35. time for another "your money" report. >> consumer news time, here's

jessica doyle. struggling homeowners. >> many, many families face this problem. they have a home loan that's too expensive. they would like to modify it because interest rates are around record lows but they can't refinance the mortgages because the loan is now bigger than the home is worth. depending on who you ask or what part of the country you're looking at, close to 30% of all homeowners have a so-called underwater mortgage. up until now, you didn't have a lot of options for refinancing at a new lower rate so lower the monthly mortgage payment but that just changed very quietly the latest version of the making homes affordable program or harp from the government was just released friday afternoon and the bank started the loan modification program yesterday. the old program limited how far underwater you could be to get help. in the past, you could own no more than 125% of the home's value. now, there is no limit. that is a huge change. these types of loans are eligible. if you finalize your closing by

june 2009 and if you are on time with your payments. with record low interest rates, this could be just the thing to help fuel the economy. let's say you have a $150,000 mortgage, 5.5% on a home that's only worth $120,000. that's the case for a lot of folks. under this program, you could get a rate around 4.4%. it would take your monthly mortgage payment from around $1,000 a month to $800 a month, that's a savings of up 20% every month. federal officials have also eliminated certain fees while taking out that barrier about the scope of the underwater mortgage. huge change for this program. >> the fees could help out a lot, too because a lot of the fees get rolled into the new mortgage then you end up paying a several hundred dollar fee. >> i went through this process with my stepmother yesterday. her closing costs will be about $3,000 that will roll back into the original mortgage. >> you say it was rolled out very quietly. so, do the people who need to
