a flurry. friday though is colder. mid-30s under partly sunny conditions. here's monika with your timesaver traffic. >> thanks, anny. thank you so much. if you're planning to head around town, you're going to find a couple of incidents in maryland and in virginia. i'm going to start off with 270 on the southbound side. an accident popped up just after route 80 in urbana. sitting on the shoulder. see all of the red there. it is slow traffic heading southbound right now. to that point. then beyond that, you're still ok into rockville. we'll take a live shot at route 121 here in clarksburg. things are moving fine down to the point where the lanes divide. virginia, the northbound side of i-395, another accident is sitting right before shirlington on the shoulder, in fact, let's go to a live picture here. you can see it through the trees with the flashing lights. again, it is on the shoulder. look at the heavy traffic in the main and hov lanes. we'll go further south to seminary road on the northbound side of 395. this is where delays begin trying to get into shirlington.

an update on area road conditions once again at 6:11. mike? >> thank you, monika. at the top of the hour, let's get to some of the stories happening today. more than 50 federal, state and local law enforcement agencies it will be at the white house. it is giving them a course in identifying homegrown terrorists. it is part of a study and report done by homeland security. >> udc breaks ground on its new student center this morning. the first in the nation achieve the status for being a green building. the $40 million facility will include a green roof and a rain garden. today, the smithsonian will preview its new exhibit on the evolution and art of video games. featured games like this one. super mario brothers 3. i remember that. opens march 16th. the american art museum and it will go through september 30th. then, the exhibit will be touring the nation. some big internet sites are going dark today. >> it is a protest against the stop online piracy act or sopa. supporters say the bill in

congress would protect intellectual property. >> it is a complicated but very important issue. delia gonsalves is live in our information center with what you need to know and basically, when i sign on, what's going to happen this morning? >> it is a complicated issue, andrea. we'll try to break it down for you. some of the supporters of this bill include the music and movie industry, even cbs news, all of these agencies and companies say essentially these foreign web sites that share illegally-downloaded material like movies and music cut into profits of u.s. companies and essentially kill jobs. but folks of these web sites, folks from these web sites say the bill could potentially kill the internet. so, those are both sides of the story. let's take a look at what you'll see when you log on today. wikipedia, for instance, one of the maker participants in this -- major participants in this online protest. if you click on the link, completely blacked out. they have shut down their web site today.

imagine a world without free knowledge. they even have a little link where you can contact your congressperson. they -- wikipedia, among hundreds reportedly thousands of web sites that have been involved in this online protest because they say the bill threatens to shut down the sites completely. here are a couple of bullet points describing what the bill. does the bill will essentially give the justice department power to go after these rogue foreign web sites. therefore, the government will force u.s. companies to cut off ties and essentially impose penalties if the web sites continue to link to these piracy sites. now, today, a little later this morning, congressman darrell issa, a republican from california, will introduce a competing bill that he says will make this whole process a little more transparent. instead of the justice department controlling the web site, he wants the international trade commission to control the web site. also, coming up in ten minutes,

we'll have a live interview. we'll sit down with a representative from net coalition. her group opposed to this bill, she's going to sit down with us with jessica doyle in just about ten minutes and explain why she's opposed to the bill. back to you. >> all right, delia gonsalves live in our information center this morning. thank you. >> the secret service wants to find whoever threw some kind of object emitting smoke over the fence of the white house last night. it happened during the occupy protests outside the presidential executive mansion. >> the secret service says more than 1,000 people were there at one point. the president and first lady were not home at the time. hours before that, occupy protestors crowded the west side of the capitol. several hundred people were there speaking out about what they call the influence of corporate money and politics. one person was arrested and charged with assaulting a

police officer. congress returned to session on tuesday after the winter holiday. a house subcommittee will hold a hearing next tuesday on the occupy encampment at mcpherson square. it wants the national park service to explain why protestors have been allowed to break the rules on camping in the park. the park service has deemed it a 24-hour vigil and cites first amendment rights. they want it closed due to a rat infestation. police found a home with more than 40 dead animals in it. the homeowners, no where to be found. the discovery was made in howard county on lambert place. police removed dead cats, birds, snakes from the home. they found some animals in the freezers there, others were in cages. neighbors say the renters of the home said they were animal rescuers. >> it tears my heart out. it really does. >> how can someone love animals and rescue them, leave those animals to die.

>> if you can't take care of the animals, if you can't give them a good home, you shouldn't take on that responsibility. >> there were four animals that were pulled out alive. police have not made any arrests but they think they may know who did this. >> today, another guilty plea is expected in the scandal which brought down former d.c. councilman harry thomas jr. 55- year-old james garvin was formally accused tuesday of helping to funnel $300,000 in city funds to the ward five democrat. garvin is a golf pro at langston golf course. he's the third person charged in the alleged scheme. the special election to fill the ward five seat will be held may 15th. the district's board of elections met yesterday to certify the vacancy and set the date. it will be an open election with candidates of any party. the winner will serve out the remainder of thomas' term which goes to 2014. coming up, at 6:07, just about. a consumer alert for you. your water bill could be going

up soon. the wssc is proposing a 7.5% rate hike to water and sewer fees which would affect all of the utilities customers in montgomerys and prince george's county counties. if it is approved, it would mean another $5 a month for the average customer. some money will go forward improvement projects. other money will give a cost of living race to wssc workers. >> more of us are driving cars a decade old or older. i would be one of those people. the average age of the cars on the roads hit 11 years and one month. trucks are a few months younger. experts say concerns about job security and the economy are stopping us from buying new cars. cars tend to last longer these days. >> forget about the bookmobile or a wiener mobile. how about the boot mobile. the duck boot mobile. l.l. bean rolled out tuesday to celebrate its 100th anniversary. it will be in new york today. no word from the company but we're hoping it makes its way

highs in the upper -- lower 40s. here's monika with your traffic. >> we're going to take a live look on 395 northbound here. just before shirlington. this accident has been sitting on the shoulder as you can see, the flashing lights for about 20 minutes. it is solid from duke street. i'll have an update on this and other area roadways at 6:17. jessica, back to you. >> thank you, monika. we told you this morning several big web sites are going dark to protest sopa, the stop online piracy act. so, why are they against this law? to explain, we're joined this morning by mora, a spokeswoman by the net coalition, a group that represents internet companies here in the washington area. thank you for coming in. >> good morning. >> tell me a little bit about sopa. why would you be opposed for a web site, the bigs and the smalls to this regulation? >> first and foremost, it is a ridiculous name. we're grown people talking about sopa and pipa. there are laws currently on the

hill that would do damage to the internet. it is important to remember that nobody is for piracy. piracy is bad. piracy hurts everybody. why the internet is rising up today is that we don't think that the internet should be collateral damage in the effort to address piracy. >> this is sort of an unprecedented move by the littles and the bigs, the web community to come together. wikipedia is one of the big headlining names. everybody uses it all of the time. how does it that pirating movies in china affects the skip in the game? >> from the big guys like wikipedia and google to you and i because these bills give the attorney general and private companies and rights holders unprecedented power to take down web sites, to force search engines to make domains disappear. you know, it is trying to crush a bug with a sledgehammer. >> big brother kind of action. >> yeah. >> google is getting involved

with this. they haven't shut down today. the doodle on the front has the banner and a mem, tell congress, please don't censor the web. >> it is the first time, as far as i know google has done something like this. just to show how fundamental the issues are. begin, to stress nobody's arguing that piracy isn't a problem. it is. but if we're going to address it, there are far more meaningful ways and effective ways that don't throw the internet along out with it. >> a lot of the arguments against sopa, it breaks down this is a free speech issue. >> again, it goes back to the power, the unprecedented power it gives private companies and the government to take down things that are suspected of privacy infringement. there is a real lack of due process. so, that can be abused by pretty much anyone. >> well, we're going to obviously stay on top of this story because this issue is not going away any time soon. we thank you for coming in to lay it out and explain the issues for us. >> call your congresspeople

today. thank you. >> sure. mike? >> thank you, jess. 6:14. here are the other stories making news this wednesday morning. the search for survivors from saturday's cruise ship disaster in italy is over. that capsized boat has moved out into rough seas overnight. at 11:00 -- there are 11 people confirmed dead from the tragedy. more than a dozen others are still listed as missing. >> it could take months to decide if scott walker will face a recall vote. they submitted one million petition signatures yesterday. they're upset with his hike with unions. >> the weather is more like spring in kentucky. a tornado hit the louisville area tuesday. no one was seriously hurt. about 13,000 people were without power though. >> wacky doodle, the best way to describe the weather.

but getting into the low mid- 40s. winds gusting around 20 to 30 miles per hour. at this hour. it looks like we'll see some milder conditions, actually milder conditions for the weekend potentially. here is mike. >> sounds good, thanks, anny. capitals head knot of the border skating against the canadiens in montreal. >> a chance to quickly forget a bad game last night. the caps hosted the islanders. per entoe scored twice. the goal -- this goal was made in the second. it was 2-0. the capitals didn't get off many shots. none of them passed islanders goalie them coff. caps get shut out for the first time all season long. the final was 3-0. >> hockey can be tough. >> maryland terrapins probably want to stay at the comcast center. they've dropped two road games in january. both to acc rivals. they were taking on florida state last night. seminoles go on a 21-3 run.

northwest 15 to 20 miles per hour but gusts higher than that. monika, here is a look at our traffic. >> good morning, everybody. not so great if you're just putting on your coat to head out the door on to 395. on the northbound side, this accident has been here about 45 minutes or so. sitting on the shoulder near king street. let's take a live look. you can see the flashing lights through the trees here. it has been on the shoulder this whole time, really not blocking any lanes but attracting enough attention that it is solid on the northbound side of 395 from the beltway, trying to get into shirlington. set the tone for a tough rush hour for you. let's take you over to another map. this time, we'll go to southern maryland. no problems to report out of brandywine on route 5, route 301, everything is fine up to the beltway from route 4 right near andrews air force base as you head south toward the wilson bridge, you will be ok. we'll take a live look at route 50 from i-97 from annapolis to this point and inside the beltway to cheverly.

restaurant? >> absolutely. where they go, people will try to follow. all right, gayle, you have a great day. we'll be watching. >> thanks. >> all right. >> so, you remember the controversy over the debt ceiling? yeah, it is coming back. today, house republicans will vote on a bill blocking uncle sam from raising his borrowing limit. under the law, passed during the standoff last summer, the ceiling is automatically raised 15 days after the president notifies congress the government is near the limit. even if the vote passes today, it will be blocked. either by the senate or president obama's veto power. if you go to google this morning, you're going to see a big black bar across its logo. the english page of the web site wikipedia is down completely. it is a one-day protest against a bill in congress aimed at stopping online piracy. >> delia gonsalves is live in the newsroom to explain this complicated but important issue. good morning, delia. >> good morning, andrea, mike. wikipedia is down. you may have to pull out the encyclopedia. when is the last time we used

encyclopedias for information. it is only 24 hours. the world will resume again tomorrow for all of those online fan at aches. now, supporters of the bill say this will protect jobs here in the u.s. opponents say this is just an easy way to censor the internet. let's take a look at exactly what you'll see when you log on to wiki peat ya, a black page. the site is completely shut down. when you log on to google, google pages still up and running, however, they're supporting the cause by posting this black bar over their doodle there. if you click on that, it brings you to an information page and another link here where you can talk to -- and contact your congressman about this bill. now, one of the foreign sites that folks are concerned about in the industry, piratebay.com. an international site. it allows folks to share illegally-downloaded music, games and movies.

>> the worst versions of the bill, wikipedia would be defined as a search engine and we would not be able to link to pirate bay even in our encyclopedic description of what pirate bay is. that raises really serious first amendment issues. >> here's what the sponsor of the bill had to say in response to that... now, the music and movie industry essentially say these piracy sites cut into their profits, eventually killing american jobs. another supporter of the bill, cbs news themselves support this bill. now, today congressman darrell issa, a republican from california will introduce a competing legislation that he

says kind of has the same goal in mind but it will make this whole process a little more transparent. a vote is scheduled in the senate next tuesday. back to you. >> delia gonsalves live in our information center this morning. thank you. maryland's governor unveils his new budget plan. it is a story happening today. governor martin o'malley will outline his new plan later today. the democrat met with lawmakers in annapolis yesterday. the biggest part of the budget would shift spending on teacher pensions from the state to the counties. maryland is one of just a few states that picks up the entire tab for teachers. the governor would also raise taxes on people making more than $100,000. he would do that by cutting some of the exemptions those people make. maryland is facing a $1 billion shortfall this year. drivers in northern montgomery county could soon find it a lot easier to get around in clarksburg. county executive ike leggett has proposed using county funds to finally complete three roads in clarksburg village and aurora hills. they were supposed to be built

years ago but a special homeowner's tax meant to pay for it was never implemented and later canceled. county executive leggett says letting the roads if they're unfinished it is not an option. >> we'll have an area that will be underdeveloped. we'll have frustrated citizens who are looking for amenities and roads and access and i don't think that that's going to count as long-term interest. >> leggett is proposed using $15 million in his capital spending plan to finish the roads. that plan is now awaiting approval from the county council. this morning, people who want to keep the swimming and diving teams at the university of maryland are taking their case to annapolis. parents and students say they have a plan to raise $11.5 million. they met with the athletic director last night. they already have a million and with pledges for a lot more. >> confident in our ability not only what we've already done in just ten short weeks in terms of raising a million dollars, 50 key prospects but putting

together a legitimate business plan that we are fully confident we can execute over time. choosing the school i never, ever thought about this happening or obviously i think it would have helped change my decision. but it is so shocking to everyone. no one saw it coming. >> the deadline to come up with the $11.5 million is june 30th. the swimming and dive team was one of eight varsity sports on be the chopping block because of budget short falls. >> jessica is back with another "your money" report. >> if you have a budget short fall of your own, jessica is help you save money on groceries. >> it is hard to save on your mortgage or car payment once you're locked in but you can save in other places like at the grocery store. did you know the average american family spends $537 a month on food? $312 goes directly to your groceries according to the bureau of labor statistics. so, here are some thoughts for getting the expenses in line. it is hard to beat the rock

temperatures are around 40s still here in downtown. 44 but it feels like 37. we've got winds out of the northwest right now, 15. that's a sustained wind. we're seeing gusts higher than that around 20, 25 miles per hour. as kids are heading to the bus stop this morning, chilly one out there. northwesterly winds are bringing down the temperatures. partly cloudy and breezy. temperatures getting down into the 40s. now, for the rest of today, not warming up a whole lot. lower 40s by 8:00. this afternoon in the 40s. maybe getting into near mid- 40s. then by 4:00, 39. you see lots of sunshine. the winds will be breezy throughout much of the day today. so, breezy this morning. don't forget to definitely bundle up a little bit here but not too bad. grab the coat and the sunglasses. clouds return for thursday. then cold again on friday. our satellite radar picture showing us we have the cold front -- excuse me, that's my sneeze -- a satellite radar picture showing us the cold front came on through overnight. leaving behind the colder air.

i will get to that in a minute. that's your hot spot this minute. 270, overall, delays leaving route 85. it continues right into clarksburg at route 121 along the trip there in urbana. an accident has been cleared. that's why you have the delay. we'll go to the beltway live on the north side of town. first on the outer loop. it begins at 95. it continues to georgia avenue before the pace improves. this is at university boulevard. now to 395. on the northbound side, this accident through the trees here on the shoulder, it has been there for over an hour. never blocked a lane. but with the flashing lights there, everyone is stopping to take a look and you've got a pretty major back-up. i'm going to first start with newington on the northbound side of 95 kind of game what it looks like here on the northbound side, we'll take a look at the trop traffic land camera. it looks ok at the parkway. you can see the brake lights forming. live look into springfield which is where i'll say it

begins. this is continuous on to 395 right into shirlington with the accident sitting there on the shoulder. very tough for you this morning here. coming up in my next report, i'll update you on that situation at 6:58. back to you guys. thanks, monika. there is now a nationwide plan, just starting to take shape to tackle alzheimer's disease. the goal, find a cure and help the people who are giving care to alzheimer's patients figure out how they can move forward from day to day. joining me this morning is suzanne cutler finn, the president and ceo of the alzheimer's association, the national area chapter. first question, as we were sitting down, i said what's the difference between dementia and alzheimer's. is there a difference or are they one in the same? >> dementia is the umbrella term for different types of dementia. alzheimer's is 75% -- represents 75% of all of the dementias. so, we're here to focus on all of the dementias and give the sense of urgency to the federal government on the importance of taking action now. >> this is an important first

step you were saying. however, the disparity, what i've learned recently of funding to major causes in the united states compared to alzheimer's is staggering. tell me the figures you were talking about. >> it is. the research that has been dedicated to funding alzheimer's is $500 million compared to $6 million for cancer. -- $6 billion for cancer. when you look at the fact that 10,000 people a day are turning 65 in this country, with that pattern to sustain for 19 years, we have a serious and urgent problem in this country that we need to address. >> take a look at this traffic. alzheimer's ranked as the sixth cause of death in the united states and it is the only one in the top ten that cannot be prevented or slowed or cured. so, this is imperative to take another step forward. the coordination you mentioned is going to be important between so many people that are trying to help cure this disease. >> it is. that's what it is going to take

to find a cure as soon as possible. so, today, as well as yesterday, there's convening a napa council. the national alzheimer's project act of both federal and nonfederal council representatives including the alzheimer's association on that board to give a voice to caregivers, for caregivers, for those with the disease. and a voice at a national level to help take action now. >> we want to -- specifically wanted to make sure people knew the help line that you have available. it is an 800 number. we'll have this on our web site. 800-272-3900. that's the help line for the alzheimer's association. you said how many seconds a day somebody turns 65? >> every eight seconds, someone turns 65 and everybody nine seconds, someone is diagnosed
