ally local woman what did shares her story and the endless hours of wondering, what if. late breaking news out of montgomery county where firefighters are responding to a call and found a six-year-old child home alone. >> we just spoke to police about how this all went down. keny, tell us more. (s:reporter the mom's child is only identified as a 39-year- old woman but tonight police are saying she made one heck of a reckless decision by leaving her six-year-old alone inside this apartment hear along the 6400 block of rock force. officers say the little girl was trying to make toast when the toaster oven began to overheat. when asked where her mother was at, the six-year-old told police she had gone to the gym. when her mother came to pick

her up she was charged for leaving the child unattended. she said she was not at the gym but rather she had stepped out to bay groceries. >> luckily nothing bad happened tonight, but this is a prime example of leaving your child unattended only for a few minutes could be tragic. and, therefore, we highly -- it's slightly important that all parents understand the law. >> maryland law says no child under the age of eight can be left alone unless they're being supervised by someone who is at least 13 years of age. we understand that mom has been charged with you she has been reunited, police saying they don't have any evidence there is any sort of an bus or that this is even a common occurrence, but tonight they do want to let every single parent out there know this is a prime example of some of the dangers that can happen when you leave

your child unattended. it. new at 11:00, flames and smoke pouring out of a house in potomac. sky 9 over this three-story home on vantage court. firefighter say there was nobody in there when the fire started but the home was heavily damaged. no word on what caused the fire. screw just when you thought there could be no more major controversies involving the dulles metro project, along comes another one. a plan proposed today by an airport authority board member that calls for big changes. the question tonight, will that plan fly. matt jablow joins us now from dulles to explain what's going on. matt. >> reporter: lesli, to save or not to save that is the question being asked tonight bian airport authority board member who says he now has a plan to significantly cut the cost of the dulles metro project. after decades of discussions and negotiations, complications and compromises the

metropolitan washington airport authority finally approved a $3 billion plan last year to put a metro station at dulles airport. since then everything seemed to be going pretty smoothly. >> the project is still too expensive. >> reporter: until earlier today when airport authority board member robert brown suggested what he calls a much less expensive alternative to building a he metro stop actually at dulles. >> this gets the cost down. >> according to brown it would it save about $70 million to abandon plans to build a metro stop mere the airport's north garage about a quarter mile away from the terminal. but in stead, to have passengers who are going to dulles get off at the nearby route 28 metro stop and be taken by a people mover system the final two minutes or so directlily to the terminal. >> we would have a better project if we could get service right to the terminal. >> brown said even though it took a long time to arrive at a plan for the dulles metro station the airport's authority board should still consider proposals like his that would save a lot of money without

pushing back the project's completion. having said that, brown is well aware that he will be fighting an uphill battle. >> we continue to two, try to improve it, and that's what we're trying to do right now. >> reporter: so what do the other airport authority board members think of brown's plan? apparently not much. they declined to be interviewed and said instead that they're moving forward with the exact plan that was approved last year. >> thank you, matt. what would a -- why would a mother leave her child alone in the cold on the streets of washington, d.c.? >> that is the question tonight as police exhaust every lead to find her. a little girl was found wrapped in a towel in 28-degree cold weather outside of a home in northeast early monday morning. the baby later died. but tonight we spoke with another mom who faced the heartbreaking decision to give up her baby and before heading to our breaking news, ken mole less molestina spoke with her. >> reporter: 23-year-old holly

was forced to make what she calls the toughest decision of her life. she found out she was pregnant with her daughter in october 20 10. it was an unplanned pregnancy, one she wasn't prepared for. >> i had just graduated from college. i didn't have a job. i didn't know when i was going to be able to find one. and the father of the child knew i wasn't with him and he wasn't going to be in the picture at all. >> reporter: having an abortion, she says, was out of the question. >> so i decided to look into adoption. >> reporter: in the spring of last year when the baby was born she did just that. she had planned the adoption throughout the pregnancy and found a family several states away that was willing to adopt laney. >> i wrote her letters throughout my pregnancy that she will read some day, letters telling her how much i loved her and how i was never going to stop loving her. >> reporter: that family and the mother committed to an agreement known as an open adoption. >> i just can't imagine going

through life not having contact with my daughter. she's now the one person on the face of this earth who i love the most. >> reporter: she says her daughter's family allows her to visit laney. they even send her pictures and messages, letting her know how the baby is doing. the 23-year-old says she was shocked to hear what happened to the baby left abandoned in northeast d.c. >> it makes me think about how i would have been in this really desperate place, and this person who left their baby, they must have been in a really desperate place. >> reporter: she's offering these words to whomever is responsible for leaving the baby to die. >> i think the right thing to die would be to step forward and apologize for what she's done. >> reporter: i'm ken molestina, 9news now. >> the district has a safe harbor law. that's where you can drop a child off at any hospital, no questions asked. police are urging anyone with information about the baby found dead on monday to please

come forward. derek. ly well, we've got a different sort of police story in montgomery county tonight where the department is investigating claims nights department roughed up a news photographer, arrested him, then lied about it. gary. >> reporter: it is the story of a local photographer who survived covering some of the most dangerous war zones in the world, only to be injured a mile from home by police, he says, after he took pictures of them making arrests in the wheaton area of silver spring. you may have seen some of manny garcia's photography. he took this famous picture of president obama. and when president bush flay over the devastation of hurricane katrina, he captured this photo. he won an award for this startling image. >> i've inthin dangerous places. >> reporter: afghanistan. >> early eyewitness news trained with marines. >> reporter: surprisingly --

>> notably one of the most troubling situations that i've had recently is here in montgomery county. >> reporter: he had just left this restaurant and was returning to his car in june. it was parked where this silver suv is now. that's where our camera is right now. he looked up and saw montgomery county police officers arresting two men in an underage drinking case. >> they had no lights on, there were no emergency lights flashing. and it seemed odd to me. >> reporter: he took some pictures from there and then moved across the street to where those news boxes are. he took pictures by those newsstands and then began walking up the street toward georgia avenue where he again took picture freas that perspective. an officer approached garcia what says he identified himself as a journalist. >> the officer lunged at me, grabbed me by the neck and said, that's it, you're under arrest. >> reporter: slammed interest a cruiser, feat knocked out from beneath him. >> i was ruffed up pretty good.

>> reporter: under a doctor's care for two months, but the police report says -- >> i deliberately hurt myself by throwing myself on the ground and by throwing myself against the cruiser. >> reporter: charges of disturbing the peace were dropped, and he failed a complaint. >> what happens when you see a montgomery county police cruiser in your rearview mirror now? >> i don't have to see them in my rearview mirror. they park out there in front of the house. >> reporter: that is, he says, an effort to intimidate him. what happened to the pictures he took that nature when police returned his camera its memory card was gone and he hasn't seen it since. we obviously asked police for their version of the story but we're told because there is an internal investigation there could be no comment. we should point out that is their policy and does it bind their hands when it comes to responding to us. we should also tell that you interview with mr. garcia includes other claims, including profane threats against his wife. give us a couple of minutes to push the right buttons and we'll have the whole interview

on-line at wusa9.com. tonight police are looking for two women accused of using children as pawns to carry out their crimes. targeting and robbing the elderly. their latest victim, an 84-year- old woman who thought she was helping a mother in need. now, this all went down in a store parking lot on new hampshire avenue in takoma park last week. a woman with children approached the victim saying she needed help to cash a check. after the victim agreed to help a second woman led the children away while the other two drove to the victim's bank. that's when things started getting ugly. the victim says the woman threatened to shoot her if she didn't withdraw several thousand dollars from her life savings. >> you try to help someone, then they turn around and mistreat you. i don't think that's fair to us old folks. we're not stupid, we're not dumb, we just try to help people. but we have to be more cautious. i'm still scared. i keep looking around, thinking

services. the film and media companies support the legislation. another one down in the embezzlement scheme involving former councilman harry thomas junior. prosecutors say james jimmy garvin helped thomas embezzle more than $300,000. today he pleaded guilty to those charges and faces up to three years in prison. no sentencing date has been scheduled but he is currently free on his own recognizance. garvin is the general manager at a golf course in northeast d.c. in florida an undercover police sting called operation red cheeks has led to the arrest of 40 men all accused of seeking sex with children solicited over the internet. among the suspects a teacher, a swim coach, and an army reserve soldiers. deputies with the sheriff's office posed as children in internet chat rooms and agreed to meet at an undercover house
