we're talking about new government rules that help people refinance to help bring down the monthly mortgage payments. this is even if you owe more money than your home is actually worth. otherwise known as an underwater mortgage making a smaller monthly mortgage payment could keep more struggling homeowners in their homes. >> if your mortgage is underwater, new help is finally on the way. banks now have the guidelines for a government program and they're starting the refinance process. >> they're just -- i guess getting people's credit reports, taking applications. you can't start processing them until march 1st, until the real guidelines and rules are out. >> back in october, the government announced new rules for its home affordable refinance program or harp. the previous version was more restrictive. your morg mortgage couldn't be worth more than 120% of your home's value. the restriction was one of the reasons why some say the program failed to help the five million borrowers projected. instead, less than a million had received assistance through

october. now, there is no limit on how underwater a mortgage is. >> you could be 200% underwater and supposedly you could still refinance. >> reporter: but mortgage banker brad cohen says the program still isn't perfect. your loan must be a fannie mae or freddie mac loan. >> a lot of the loans taken out in '05, '06, '067, a lot of people did loans 80/20. no money down. no mortgage insurance but the problem is those loans were portfolio loans with like a countrywide or bank of america, they weren't sold to fannie mae and freddie mac. a lot of the bow roars don't even qualify. >> officials have recommended the rules of harp be reworked again. allowing in loans that are not backed by fannie or freddie. they say expanding the program in that fashion would help an additional one to two and a half million homeowners. >> there is already some rumor -- the rumor mill is already working that might happen. that they might already be

reworking the rules again to let the nonfannie and freddie mac loan in. >> there are people who can qualify right now. >> the qualifications you have to have a fannie or freddie loan. you can find that out by going to their web site, putting in your name and address and it will let you know. the other is that your loan must have closed by june of 2009. you have to be current on your mortgage payments. a lot of folks have gotten a bad, bad advice from their banks or even some sort of financial advisor to miss payments on their mortgages because it makes their situation look more dire so the government will reach out and help them but in fact, it is going to crater your credit report which will hurt you and it is going to disqualify you from a lot of the programs like harp -- >> because you're a bad risk. >> don't follow that advice. >> what a crazy thing to navigate if you're a homeowner. >> great story, jess. >> thank you. >> the great web blackout of 2012 is over. sites like wikipedia and read

it are back online after a 24- hour protest over sopa. the stop online piracy act before congress. some web providers say the effort to stop would end up infringing on first amendth rights. it seemed to have worked because six supporters of the measure on capitol hill withdrew their support yet. that includes senator ben cardin, a democrat from maryland. some tech analysts say they saw that coming. >> the pressure was already on the act before this happened. but this made it even more visible so even the few supporters that were left are probably running, screaming away from it at this moment so they don't get hit by the fallout. >> they're asking for the lawmakers to review the bills in order to address the first amendment concerns. well, it has been nearly five months since the earthquake rattled and damaged the washington monument. >> it will take a lot of money to fix it. now, the national park service is getting some much-needed help to futhe repairs. >> a big, fat check. delia gonsalves ive on the national mall with the story

that's new this morning. good morning, delia. >> a big fat check sounds good anyone, right? we're talking a check that many of us cannot even imagine writing ourselves. $7.5 million, the man of the hour, the man behind the big, fat check, david rubenstein, the cofounder of the carlyle group and a very local person. a native of baltimore now lives in bethesda. let's have a look at his picture. and talk a bit more about this $2.7 billion man. he's worth $2.7 billion. he cofounded that d.c.-based global asset management firm in the '80s and has made several top dollar donations to our nation's landmark. now, let's take a look at some surveillance video from inside the monument. as it shook violently during the august earthquake. the 555 foot structure suffered significant damage. cracks that eventually had to be carefully identified as

crews rappeled down the structure. now, we're told reportedly the repairs will take likely a full year to complete. we can say rubenstein is not footing the whole bill. he is splitting the $15 million tab with the government. coming up live in a half hour, we'll give you a bit more about the history of david rubenstein and his gracious donations for the nation's capital. mike? >> we have people in the newsroom asking if he has any sons. delia gonsalves live on the national mall this morning. well, later today, we'll get a tour of all of the repairs on the schools in louisa county, virginia. that is where august 2011 earthquake had its epicenter. the county school suffered millions of dollars in damage and the work has disrupted the school year. there is a new way to get emergency alerts in prince george's county. you can sign up to get them through e-mails and text messages. this is a voluntary system.

we are back at 6:11 with a check on the stories making news. the captain of the cruise ship which ran aground in italy now says he fell out of the ship and ended up in a lifeboat. he says he never meant to abandon the ship. recordings show the captain ignored orders from the coast guard to get back on the ship though many times, at least 11 people died in the tragedy and 21 others are missing. >> eastman kodak filing for bankruptcy, the legendary photography company hopes to stay in business despite the

that's where the accident sits here at route 29. that delay, i would say avoid it altogether. go ahead and get off at route 29 and get back on in centreville if you want to avoid that, use stone road. make your way around to route 28 and get back on to 66 beyond that delay. that delay is going to take awhile to dissipate because we're in the height of rush hour right now. we'll go over to the other side of virginia on the northbound side of i-95. you have slow traffic as you approach the occoquan river and then again from newington to springfield, here at duke street. it is that normal rush hour stuff as you head through landmark heading up toward seminary road then it seems to get better. we'll take a last live look on the outer loop of the beltway north of town slow from 95 to georgia avenue. and before i go, i have a commuter alert. taking dulles out of the dulles metro project. the airport's authority is building the silver line from east falls church through tysons corner and to dulles and ashburn. authority member robert brown suggested yesterday that getting rid of the station at

the airport -- he said it would save $70 million to scrap the station and build a separate way for people to get from the station at route 28 to the dulles terminal. brown says that that trip would take about two -- it would take two minutes on a people mover station. that's one and a half miles away. look, we're all for finding ways to reassess and cutting costs especially when you're talking about a big project but the while point of the project was to have the station at the airport so i think that's going to be a hard sell. >> wow. >> we'll have to see. >> we'll see. >> it is virginia. >> thanks, monika. >> metro is going to be watching you. "the washington examiner" reports the transit agency will spend $7 million to put surveillance cameras in some of the trains. just half a dozen cars or so according to a metro spokesperson. the hope is eventually there will be cams in every car. metrobuses already have cameras. they watch the drivers and the passengers. a local businessman is sharing his vast wealth to help

a d.c. landmark. >> the ability to write a $7.5 million check to pitch in for the earthquake repairs to the washington monument. >> reporter: the man of the morning, david rubenstein, cofounder of the carlyle group, he's cutting that $7.5 million check and it is just one of many gracious donations he's made to the nation's capital. rubenstein is worth $2.7 billion. and he has given much of that money away, donating recently $4.5 million to the national zoo. $13.5 million to the national archives and get this. this is really interesting. he purchased a copy of the emancipation proclamation in the white house. declaration of independence, that's in the state department. and a rare early map of the u.s., that is in the library of congress. just the panic of

national mall this morning. the south carolina presidential primary is this saturday and a new poll is out looking at possible matchups in november. according to the cbs news survey, it is a tie in a race between president obama and mitt romney. both draw 45% of the vote. now, when it comes up to a match-up between president obama and ron paul, the president enjoys just a 4-point margin, 46 to 42%. if newt gingrich won the republican nomination, the president would win a second term according to the poll. he tops newt gingrich, 50% to 39%. today, president obama will air the first television ad of his political campaign season. it will air in virginia along with ohio, michigan, north carolina and wisconsin. the ad will focus on the president's role in green energy and respond to criticisms of the white house's role in the solyndra scandal. coming up at 7:00 on "cbs this morning," an interview with new jersey governor chris christie. he turned down the chance to run for the republican

nomination so what does he think about the race? that's at 7:00 on the new "cbs this morning." the obama administration is taking some flak from republicans after rejecting that fast track plan to build an oil pipeline from canada to the texas coastline. the republican chairman of the house, energy and commerce committee is calling for hearings on the committee. secretary of state hillary clinton may be asked to testify in this. she's supposedly recommended that the president reject the plan as it is currently. the white house says the president will not be rushed to make a decision that could greatly impact the environment. >> gotta let the process unfold the way it is supposed to unfold without this kind of extraneous, political interference. and then a decision would be made on the merits. >> republicans say the construction of the keystone pipeline could create up to 20,000 jobs. however, the state department projects that project would create 6,000. the time right now is 6:36.

i'm jessica doyle. i'm watching your money. a big, hot button issue nowadays, the conflict about the risk. the occupy movement, the latest stuff over republican presidential candidate mitt romney and his taxes. how does the 1% feel about their responsibility to the nation? interesting new study out. joining us now with the results about how millionaires are thinking is steve from pnc wealth management. thank you for coming in this morning. >> thank you. >> interesting finding here. millionaires believe in warren buffett's call to arms for more taxes and giving to charity. i think a lot of people at home might find that surprising. >> we found that as far as social responsibility is concerned, millionaires really feel an obligation to give back to their communities and society in general. really, the majority feel they have this obligation to give back some of their wealth and make society -- make their communities a better place to be. >> we're seeing that this morning with news about the monument. >> absolutely. david rubenstein's gift to the

monument, $7.5 million. this is something that he's done consistently with the smithsonian and the kennedy center and other places. certainly welcome. >> what about paying more in taxes? >> there, they're more recently divided certainly. we found about 30% would say they don't want to see taxes increased. it may be an issue as far as they're concerned. but surprisingly, 20% said they wouldn't mind an increase in their taxes and feel they should pay their fair share. asked million avers if you were put in charge, what would you do to make things better. what were some of the suggestions? >> really, a reduction in the government would certainly be one of the top things on their list. i think as far as taxes are concerned, as i mentioned, most would want to see a reduction in their taxes that will also spur some of their philanthropy as well, they said. >> don't have a lot of time left. will your children do better than you. this is a big debate we have in the newsroom a lot. what was their response?

have hope until we came out with the idea, you know. follow my passion. and do this. you know. >> now, you started with a truck. it was so successful, the taco cart that it turned into a restaurant in arlington. >> that's right. >> now, it is so successful that you're moving into the district. tell us about your new store. >> our second location, we're going to be on f street. and the taco stand was -- it is very popular. we have so many regulars. and the store is the same. so many regulars. we serve about 500 people every day. >> we want to tell folks what you're doing. your brother eric is making a breakfast taco which a lot of people have never heard about. tell us about them. >> the good thing about mexican food is it is very simple, of course. of course, you have to have the taste for it.
