temperatures, that's where it is coldest. it could be slick areas while we're at 44. let's go over to monika samtani to tell us about that morning commute here at 6:00 a.m. things have been relatively light and really no big problems to report all around town. we're going to start off with looking at the topside of town where the beltways, normal right now on the outer loop as you leave 95 heading toward bethesda, you will be ok. it is going to slow down right around georgia avenue. we'll take a live look at 270 on the mdot camera. this is our foggy spot in clarksburg from frederick. watch out for this. beyond that, as you can see, volumes are light all the way down to the point where the lanes divide and across the american legion bridge. back to our maps, southern maryland. no problems to report, route four, route five, route 301. there has been a bit of a problem in accokeek on accokeek road at bell hill road with utility pole down and crews are on the scene working on that. we'll take a live look at route 4, pennsylvania avenue passing

andrews air force base. no problems to report to the wilson bridge and beyond into alexandria. coming up, we'll go into virginia at 6:12. back to you, andrea. the occupy protestors have been camped out in mcpherson square for more than three months. the encampment violates the law. now a congressman wants to know why park police have allowed the protestors to stay. the hearing is happening today. delia gonsalves is live at mcpherson square with a preview. good morning, delia. >> good morning. the rules panning camping, the rules are posted throughout the park here. so, it is no secret that the park service does have this specific rule that bans camping however the national park service has told me several times, these folks are not camping. they're participating in an on- going 24-hour vigil. what's the difference? well, there's not much. the park service is telling me that they are protecting the protestors' first amendment rights. the hearing later this morning

comes after d.c.'s health inspector found a rat infestation here and other health code violations. a toddler, you may remember, was even found alone in a tent on a 40 degree day wearing only a onesie. that little girl is now in child protective custody. committee chairman darrell issa released a statement a short time ago saying "the city is trying its best to protect the health, welfare and safety of people in and around the camp site. in this situation, the national park service has so far been more interested in making excuses than protecting the public." congressman isa has demanded all communication from national park service, from the government, d.c. government and from d.c. police regarding the occupiers here. so, he's asking for a lot of paperwork. hopefully he'll get some of his answers today but i have spoken to many of the protestors here and they say they're not moving

mitch daniels. maryland's governor is laying out his agenda for this year. democrat martin o'malley delivered his plan to lawmakers and said it will directly create 30,000 jobs in the free statement. one of the common themes that you see throughout most of the initiatives is the importance of making the modern investments that a modern economy requires in order to create jobs. so, therefore, we are advancing wind energy. we are advancing improvements to our clean water infrastructure, to our transportation infrastructure. >> the governor added he will make another push to legalize same-sex marriage. and he will talk later about tax hikes to be used for transportation work. new this morning, federal workers owe the i.r.s. big time. "the washington post" reports 98,000 federal and postal workers owe more than $1 billion in unpaid taxes from 2010 alone! the good news is the number of people is down from 2009 but

the amount of money owed is up. the highest delinquency rate is among workers at the advisory council on historic preservation. 9% of workers there owe back taxes but that's just five people. for sheer numbers, the biggest group owing is retired military. 83,000 veterans owe over $1.5 billion. monika? we're still watching your money. women and men don't always see money issues the same way and there is a workshop beginning in arlington tomorrow focusing on women and their finances. joining me to talk about that and the financial lessons women need to learn is jennifer abel, a senior extension agent with the virginia cooperative extension and she's an accredited financial counselor. thank you, so much, jennifer for being with us. >> thank you. >> one of the biggest things that women do wrong when making financial decisions? >> i would say it is not planning enough. because one of the issues with

women is that we have a longer life expectancy than men and we still have lower average lifetime earnings than men partly do you the fact that we tend to lead the work force more often than men do to care for children or aging parents. we have to stretch less money over a longer period of time. and one of the things that i've noticed that women do a lot is we tend to take care of everyone else and we don't pay attention to taking care of ourselves. >> along those lines, does that mean we need, as women, specially tailored financial advice because of our special situations? >> well, not necessarily but i think it is really important for us to plan for our needs and to make sure that we are taking into account our needs in terms of retirement planning and long-term care insurance and that if women aren't working, and are staying -- for example, staying in the home taking care of children, they can still get a spousal i.r.a.,

an individual retirement account to allow them to fund their retirement and to plan for those future needs. >> do you think that there are differences between how women make their decisions, whether they're single or divorced or especially when they're married, do you think they tend to rely on their partner instead of focusing on their own financial literacy? >> traditionally, that's certainly what has happened and we're seeing that changing a lot. women are feeling more empowered to seek information and to educate themselves about finances. we offer free financial counseling in arlington and alexandria and i would say probably about 90% of the women who come to us for that counseling are women. a lot of times, what we see is we'll get people coming saying i just got divorced and he handled everything with the finances and now i don't know what to do. >> you said just really quickly, something about the classes you've given and how much money women have saved.

important collection. it is the passion, it is the dream of the founder, will mena cole holiday. how are you going to be celebrating the 25th anniversary? >> well, it was important because up until the time that the museum was founded, really no women artists were in the major history books, the textbooks that were used in colleges and universities around the country. in addition, what we saw was there were very few women artists in museums. that's what the museum of women in the arts set about to redress. >> you have a very special exhibition part of the kickoff to the anniversary celebration. tell us about that. >> yes, it is called royalist to romantic. it will be works of art from the louvre and versailles and other french national collections. i call it vive liberty equality and sorority because that's the time when women artists really made their mark in france. >> some of these pictures and paintings have not been seen outside of the louvre so this is a really special time for

people in the washington, d.c. area. it is located at 12th and new york avenue and it is open to the public and we thank you both for coming in. big gala is february 3rd. that's just one part of the year-long celebration. howard, to you. >> thanks, andrea. we're looking at some fog this morning. that's where we start with the bus stop forecast. areas of fog, mostly cloudy skies. a little milder in most areas. 30s out there. especially north and west of town. up toward pennsylvania and some of the mountain areas in eastern west virginia. but some areas already 50 up to the south and east with the sunrise at 7:21. our day planner calling for a good deal of sunshine once we get rid of the early clouds and fog. upper 40s to near 50 by noon with sunny skies. sunny for the afternoon. highs near 55 with a 4:00 p.m. temperature of 53. we're back in the 40s this evening. overnight, we'll drop into the 20s and 30s. fog is a real problem.

quarter mile in gaithersburg. over to frederick. don't have any reports from howard county but i'm pretty confident that the fog is pretty thick there as well and in quant corr, we're down to a 16th of a mile visibility. dense fog advisory out to the northwest and this is until 8:00 this morning for the panhandle and northern maryland through frederick and carroll county. it is not including loudoun, howard and montgomery but there is dense fog there as well. gaithersburg is 41. winchester, 34. 50 at the patuxent river air station. as we look outside on our camera, cloudy skies. a little bit of fog. visibility is not too bad here in washington with our temperature right now, 44. feels like 41. a dew point at 42 degrees. while we're watching the storm leave us, it is the stuff here out west. this will be arriving tomorrow night into thursday with some lighter showers and then as we get into friday, the first part of friday could have some

day. what i saw this morning was the bravest thing that i have ever seen anybody do to put herself aside for the good of her constituents. it makes you cry. >> giffords also toured a family assistance center named in her honor. there will be a special election this spring to fill out the rest of her term. today is the first of several public ceremonies honoring former penn state football coach joe paterno. there will be a public viewing that begins at 1:00 this afternoon. the private funeral is tomorrow with a memorial service in the university's basketball arena on thursday. the 85-year-old paterno died sunday morning, less than three months after being diagnosed with lung cancer and being fired for not adequately reporting allegations of abuse against children. penn state is now working with paterno's family to honor his legacy. sports announcer fran fisher was a long-time friend.

>> and to the football letterman letterman. >> mourners have left dozens of candles and cards at a statue of paterno on campus. a leading republican congressman wants to know why the parks service has let occupy protestors camp out in mcpherson square even though that's against the law. they've been there for months. delia gonsalves is live at mcpherson square. what excuse is the park service using in this case, delia? >> the park service doesn't really have a good answer but they are saying they're protecting the protestors' first amendment rights to peacefully assemble and to protest so for many, that's a pretty good excuse but congressman darrell issa is not buying it. he chairs a d.c. government oversight committee and says the national park service today should finally admit to him when he asked them to testify before him in congress and just about three hours, that the occupiers are camping out

instead of what they're calling a 24-hour vigil. concerns of rats, trash and poor sanitary conditions are among reasons d.c. mayor also wants them to leave. chairman isa released a statement a short time ago saying "the refusal to provide documents about the park service's decision making leaves a lingering perception that long-standing prohibitions against encampments have been ignored to avoid a politically embarrassing situation for the administration." that hearing, as i said, happens in about three hours, 9:30. the national park service, d.c. police and d.c. mayor will testify and also some occupiers will testify on their behalf and they've released a statement saying in part citizens of a free country should not ask permission to occupy public spaces, they see all of this as a distraction keeping congress from "getting to work on the many challenges facing our country."

>> delia gonsalves reporting live from northwest washington this morning. our time is 6:37. jessica doyle is off today. but we're still watching your money. the government has reached a settlement deal with the five biggest mortgage lenders in the country. now, the $25 billion settlement deal heads to the state. the banks will agree to overhaul their policies after those deceptive foreclosure moves gave some homeowners the boot. now, they won't get their homes back but could get checks for about $1800. the deal involves bank of america, jpmorgan chase, wells fargo, citibank and ally financial. this is the single settlement since the tobacco deal. you'll have a better idea of how much you pay in taxes and fees. airlines have to advertise the exact price instead of showing off the amount before taxes. you'll be told if any baggage fees apply. when you travel with the family, pittsburgh should be be

the rasmussen poll of likely voters shows 41% support gingrich. 32% back mitt romney. 11% like santorum while 8% support ron paul. today, mitt romney will release his 2010 tax returns. an early copy obtained by the "wall street journal" shows he made $21 million. he donated $3 million to charity and paid $3 million in taxes, a 14% rate. as edward lawrence reports, his income was one of the hot topics. >> there were four candidates on stage at monday night's debate but it quickly became a two-man fight with gingrich and romney tearing into each other. >> i think it is about leadership and the speaker was given an opportunity to be the leader our party in 1949 and he had to resign in disgrace. >> he may have been a good financier, that's a terrible historian. romney said the contracts made him a lobbyist. >> if your entities are getting paid by health companies that
