protesters to camp out in order to help keep the peace. >> if you want to change the rules, that's fine. just let me tell my constituents who want to visit d.c. this summer, that they can come to any camp they want to, and they can bring their tent as long as they are protesting. >> enforce the no camping law, but won't say when or how. >> we are not evicting mcpherson, the occupiers under any circumstances unless there's a health or emergency. you need to make a distinction here that camping is a violation on an individual persons case. >> d.c. officials testified today that at any given time, there are 25 to 50 people here at the mcpherson camp site and they are not all local. a lot of people are from other cities. no longer there because in those cities, they are getting arrested for camping out. >> we went to philadelphia, you know, so they told us to

leave. >> at camp and outside the hearing today, occupy protesters had mixed reaction to what the republicans are calling selective enforcement of the no camping law. >> i think that would be an unsafe thing to do. >> i don't sleep in the park. i hold a 24 hour vigil in the park. >> park service director testified that a few other demonstrations have been allowed to camp out on the mall. there was the farmer's protest back in 1979. drew some 6,000 people. that lasted seven weeks. then there was the people's campaign in 1968 after dr. martin luther king was killed. that camp site lasted a month. anita. >> bruce johnson, thanks. there has been another armed robbery in northwest washington. >> it is the latest in a recent crime wave that is sweeping one particular neighborhood. take a look at this map. since the first of the year, there have been nine armed robberies within three miles of the tenly town metro. kristin fisher joins us live where the chief is going to meet with concerned residents

later tonight. kristen. >> this has become such a big issue for residents in northwest washington. this is chief lanier's second community crime meeting in just two days. now, chief lanier in the past has said that they believe that the majority of these armed robberies are being conducted by the same group of men. two to three men. the latest on robbery took place just last night. >> 8:00 monday night, a man walking along this quiet section is held up at gunpoint. the suspect approached from behind, demanded money, then fled on foot along with two other men who are standing nearby. >> sorry to hear that. >> hugh fisher lives less than a block away. >> worried about your little girl? >> definitely. they don't go out on unescorted, that's for sure. >> two weeks ago, there were three armed robberies in 30 minutes. the victims were walking on

quiet residential streets less than 3 miles apart. >> i'm shocked. i work nearby. i walk to and from the metro every day. >> it surprised me it's in this area. normally the police coverage is fairly goods. i think economic times forces people to do desperate things. >> police say they are stealing the cell phones. they are doing it so you can't call 911 as they are getting away. d.c. police are rolling out a reward program for anyone with information about the sell and reselling of personal gadgets. especially smart phones. hip steers could get up to $10,000. but the best way to keep both you and your cell phone safe is to put it away and pay attention when walking down the street. >> i do that all the time. so now i will definitely not look at my phone and i'll pay attention to everything that is going on. >> tonight's meeting with chief lanier, we'll begin right

released his taxes today. the president almost certain, once again, tonight, could call on the rich to pay a greater share of the country's burdens. >> the president working with his chief speech writer on an address that will build on the themes he outlined in kansas last month. like teddy roosevelt and his square deal, the president frames this as a make or break moment for the american middle class. >> building an economy that works for everyone, not just the wealthy few. >> he is likely to outline new plans from housing, manufacturing, and educating american workers. >> what the president's belief is, we should have a country that invests in manufacturing. that invests in new energy. that invests in preparing our work force and has american values that are about fairness and equity. >> in congress with low approval ratings, congress that has been torn by partisan fights with the president.

the strongest flair we've seen since september of '05. this is it. this is a massive flair. now all the time, these flairs are going off. this was a huge one and it's hurling particles toward the earth at 14 million miles per hour. about 1400 miles per second. so when you get these flairs, they come toward the earth and they can affect communications, they can affect our satellite and planes running, doing any kind of flying by the poles. the good news for us, as these particles get into the atmosphere, our particles create the northern lights. a good effect might be the fact we could see the northern lights tonight and tomorrow night. the affect will be peek tonight and tomorrow night. it occurred on sunday, so the particles are here tonight and tomorrow night. if you're out walking the dog, look up. >> thank you topper. family, friends, and fans are saying good-bye to penn state

football coach, joe paterno. a public viewing is underway at a large spiritual center that was build by the fund raising efforts of paterno and his wife, sue. >> well anita, all day today, thousands of people have been lining up for a closed casket viewing of coach joe paterno. it's a chance for penn staters and many former players to stay good-bye. >> thousands lined up for a public viewing of joe paterno. earlier, there was a private viewing for the people who knew him best. bryant johnson, one of hundreds of former players who went to the nfl, told us joe paterno is the reason he succeeded in life. >> you know, he was a wonderful mentor. not only did he teach us the game of football, but he taught us -- most of us came in as boys and left the university as men. >> former assistant coach, mike mcquery, led to paterno's

firing by the university. mcquery said he did not want to talk today out of respect for the coach. but rich and buddy had a lot to say. >> seems like a lot of people are not interesting for standing up for him. >> penn state officials are working on plans for a lasting way to honor the former coach. some alumni want to rename football stadium, joe paterno field at beaver stadium. but some players feel otherwise. >> i don't know that joe would want the football field named after him. >> i don't think so either. >> he was more than that. >> on cbs this morning. paterno's son said the coach cared more about his family and teams. >> his legacy is going to be in his five children and 17 grandchildren and the hundreds of players he coached over the years. >> for the thousands that came out to pay their respects, paterno holds a place in penn state history that goes beyond

tax returns today. not surprisingly, he is a wealthy man. romney's republican presidential rivals pressured him to reveal his financial history and as inez reports, the sharp criticism keeps on coming. >> mitt romney and newt gingrich are sparring over each other's business dealings. romney is calling out the former house speaker for doing consulting work with mortgage giant, freddie mac. gingrich says he's not the one tied to the government backed housing lender. >> very kind. thank you. >> under pressure from gingrich, the former massachusetts governor released his tax returns. he made more than $40 million over the past two years and paid $6.2 million in federal income taxes. most of his income is from investments, so his tax rate is about 15% for this year. that's much lower than the 25% most millionaires pay. romney would pay close to 0 taxes under gingrich's proposed tax plan, which would eliminate

capital gains taxes entirely. romney's returns also show he donated $7 million to charity in 2010 and 2011. much of that going to the mormon church. rick santorum is trying to take advantage of the war of words between romney and gingrich. america needs a candidate with a positive message. >> we don't need candidates that have serious problems and flaws. >> florida's primary is one week away, and polls have gingrich in the lead. cbs news. >> puts him in the top 1% of wealthest americans. he earned his money from investments he made at a boston private equity firm that he managed in the 80s and 90s. >> the crippled cruise ship off the coast of italy. divers found a 16th body. the victim, an elderly woman wearing a life vest. another 17 are missing.

the u.s. ambassador visited with families today awaiting word on the location of their loved ones. and crews began preparing getting the oil out of the giant liners, 17 fuel tanks. actual pumping of the oil isn't expected it start until saturday. some of metro's least reliable escalators are about to be shut down. the escalators at the south entrance to the station. that work is expected to take about 8 months and the entrance at 19th street is set to close on february 1. three escalators being replaced there. the cost, about $12 million. all eyes will be on the skies over washington on april 17. a flyover is planned for the space shuttle discovery. before it lands at its new home at the national air and space museum center. this is video from discovery's final flight. the shuttle will alive at dulles international airport on the back of a boeing 747 and arrival ceremony is planned for

it could be president obama's best chance to outline his vision. tens of millions are expected to watch tonight's state of the union address at the u.s. capitol. and the partly president is expected to draw a battle line over financial fairness. but house speaker, john boehner, is calling the themes a pathetic rehash of unhelpful policies. cbs evening news anchor, scott pele joins us live from capitol hill. we'll get to speaker boehner's remarks in a moment. first, this is an important speech for the president. what does he need to say tonight? >> well certainly is, lesli, you might think of this as the kickoff of the president's reelection campaign. he is going to be saying that

america is a strong country, stronger than ever. and better off than a lot of people believe. but he is also going to call for what he describes as economic fairness, which republicans here as a code word for tax increases for some americans. the president has been practicing his speech much of today. we understand it has gone through six revisions. the president has been working on the revisions himself and he was also seen at the white house today drinking tea with honey and lemon. apparently to make sure that his vocal cords were ready for tonight's speech. a big speech. the president knows it, and he wants to do well. >> you interviewed house speaker boehner earlier today about this issue of economic fairness. let's listen to this quick clip and then we'll talk about it. >> president might say i'm trying to work with you, but mr. speaker, you don't have control over your party, there are people that won't go along. >> every time the president and i have been able to come to an agreement, we have not had

any problems passing that agreement here in the house of representatives. but scott, i think it's important to note the president checked out last labor day. he spent the last four months doing nothing but campaigning. he hasn't been engaged in the process. if the president wants us to work together, it takes two to tango. >> and clearly the dance partners are not in step there, scott. when you listen to speaker boehner' response, it seems to illustrate all the problems in washington. neither side seem to be able to work together. >> well, it doesn't seem to bode well, does it, lesli? you can look for agreement in several weeks on extending the payroll tax deduction. that expires in february. i think you're going to see a yearlong extension there. and an extension of unemployment benefits. it won't be quick. it won't be pretty. but both sides agree they have to get that done.

statements and crack a joke at the next minute. >> now observers say because he couldn't write a memoir, these tapes serve as president kennedy's autobiography of his time in the white house. anita. >> lesli, imagine living so close to your child's school, you could see it from your backyard. tonight a neighborhood is suing the loudoun county school board over a redistricting plan that will move their kids to a different school miles away. right now these kids attend tolbert elementary, a few blocks away. now the new plan has them traveling a few miles and they reached out about this dispute. we sent our reporter, peggy fox, to leesburg to take a closer look. >> the children in this community can see their elementary school a few blocks away. some walk to school. but now with the new redistricting plan, they'll be bussed three miles away and the parents are so upset, they are taking it to court. >> children come home after a two minute bus ride from

tolvert elementary school. next year things may be different. >> tolbert is closer. >> the school board approved a redistricting plan and takes part of this community 52 children out of their neighborhood school. they'll be bussed three miles away to the new frederick douglas elementary school, which is under construction. >> we were flabbergasted. >> they said the decision will split up their community. >> this section sale gets to leapfrog us and go to the elementary school. >> the school board didn't consider proximity and community and ignored better options for student population and diversity. >> another board member said she voted for it because it made the most sense and no communities were split up. that was false. >> they want the new school board to reconsider the plan. >> i have never seen it done. >> wade says redistricting is a way of life in loudoun

county, which has built 24 schools in ten years. he says new boards usually respect the old boards decision. >> there were nonpublic hearings here. we put out notices in english and spanish well ahead of time. all the plans were posted on the website. this was a fair boundary process. >> this is the first lawsuit they've had over redistricting. the attorney representing this community may have a conflict of interest. he used to be a school board member and in fact, took part in the vote on this plan. he voted against it. he told me today that he expects the school board to ask that he remove himself from the case. i'm peg guy fox in leesburg, back to you. >> republican information officer says in order for the board to reconsider, it would have to redo the entire procedure. that means four months of public hearings. well, in this health alert, a rapid form of radiation for early stage breast cancer may be easy for the patient, but not a proven success.
