manassas and culpepper. 35 in hagerstown and leesburg this morning. frederick, you're 33 along with cambridge, andrews air force base, 38. la plata, 31. monika, we're quiet outside. what about the traffic? how is that looking? >> things are looking great outside. all overnight construction pretty much cleared up for the morning. especially on the west side of town between 66 and springfield. here's what it looks like inside the beltway going well above the speed limit both on 66 and 395. let's take a live look into springfield on the northbound side of 95 coming up from the occoquan river. you're pretty much like this right up the line to 395. we'll go there live to the 14th street bridge. all lanes are open. incident-free trying to get into downtown right now. over to 66 at nutley street, inbound where you've got all lanes open coming up from gainesville into vienna and the beltway. coming up, we'll go into maryland at 5:10. back to you guys. >> president obama has delivered his state of the union address and now he is taking his message on the road

to sell it to the american people. >> today, the president will attend events in cedar rapids, iowa and phoenix, arizona. both states expected to be swing states in the november election. delia gonsalves is live on capitol hill with more. good morning, delia. >> reporter: good morning, jessica, andrea. you can certainly say that the president's address here on the hill last night before congress was his unofficial kickoff to his re-election campaign. he highlighted many victories and he outlined his plan to address some of the nation's challenges that lie ahead. the president spoke about not repeating the mistake that led to the economic crisis and goals to create more jobs, tax companies that outsource and reward those companies who keep jobs here at home. mr. obama also announced a new investigation into risky mortgages and abusive lending practices that led to the housing crash. the president also highlighted victories, his withdrawal of american troops from iraq and the end of osama bin laden.

>> these achievements are a testament to the courage, selflessness and teamwork of america's armed forces. at a time when too many of our institutions have let us down, they exceed all expectations. imagine what we could accomplish if we follow their sample. [ applause ] think about the america within our reach. a country that leads the world in educating its people. an america that attracts a new generation of high tech manufacturing and high-paying jobs. we can do this. i know we can because we've done it before. at the end of world war ii, when another generation of heroes returned home from combat, they built the strongest economy and middle class the world has ever known.

>> reporter: now, coming up in my next report, in a half hour, i'll tell you more about the president's plan to boost the economy, including imposing what he calls the buffett rule. we'll have that report in a half hour. back to you, jessica. >> thank you, delia. arizona congresswoman gabrielle giffords received a standing ovation as she arrived for the president's address last night. giffords who was shot in the head more than a year ago is expected to officially submit her resignation letter today. earlier this week, she announced she would be stepping down from congress to focus on her recovery. thousands of people turned out at penn state last night to pay their final respects to former football head coach joe paterno. another public viewing is planned for today followed by a private funeral which will be attended by family and some former players. paterno died sunday of lung cancer. d.c. police chief cathy lanier offered comments on the recent string of armed robberies in northwest

washington. she spoke at a community meeting last night on what the department is doing to catch the crooks. since the first of the year, there have been nine armed robberies within three miles of the tinley town metro with the latest taking place just last night. police are now offering up to $10,000 for information leading to an arrest and conviction and chief lanier says that incentive will work. >> i can tell you there is no honor among thieves. what i -- when i offer the reward program, people will call. they will tell us. they will turn each other in if for nothing else to eliminate the competition. >> two weeks ago, three of the nine armed robberies happened on the same night within 30 minutes of each other. the victims were all walking on quiet residential streets less than three miles apart. police believe the majority if not all of the crimes are related. they also believe they're being committed by two or three men. it is 5:05. i'm watching your money. a strong profit report from apple after the bell is helping to push up stocks around the

world. profits up 118%. the company says it sold more than 37 million iphones from october to december. as for wall street yesterday, worries that greece is moving closer to defaulting on its debt caused the dow to snap a five-day winning streak. checking the numbers, not too much of a loss dropping to 33 points in trading yesterday. nasdaq meantime reversed the trend. it was up by two and a half and the s&p 500 was down by about a point. wall street is watching this today. the federal reserve is expected to leave interest rates near historic lows when it wraps up its two-day meeting this afternoon. for the first time, policy members will also offer their individual views on the economy and on interest rates. unemployment dropped in 37 states last month. analysts say it is another sign the job market is slowly improving. the labor department says alabama showed the biggest decrease. its unemployment rate fell to 8.1% from 8.7%. north dakota had the lowest

unemployment rate at 3.3%. natural gas prices are rebounding from 10-year lows as producers cut back and winter storms force homeowners to turn up the heat. the price of natural gas, 44% lower than this time last year. folks who heat their homes with natural gas are having a better year than the oil folks. >> officials in italy begin the long process of making sure a capsized cruise ship doesn't turn into an environmental disaster. >> first, your weather first. we're back in a little bit, over a minute. keep it right here.

the latest in a series of attacks against shiites. at least 170 people have died across iraq since the year began. the escalating violence threatens to break up iraq's fragile coalition government. officials in italy say preliminary operations are underway to begin removing half a million gallons of fuel from a cruise ship capsized off of italy's coast. officials are still trying to prevent a spill into the pristine seas off of tuscany. actual pumping isn't expected to start until saturday. this as divers continue to search for 17 people who have been missing since the ship capsized. no major trouble has been reported due to a solar storm hitting earth. a huge flare erupted recently on the surface of the sun. over the past few days, it sent streams of radiation bouncing across the earth's magnetic field. it is expected to peak sometime today. there have been concerns radiation would disrupt things like satellite communication. montgomery county officials doing an about face and deciding to go with buses for

the north wind at 9 miles per hour. our dew point at 30 degrees. we're watching a big storm down in texas. remember they had all of the drought conditions. they're going from famine to feast here with all of the rain, some of it heavy. also a tornado watch box, san antonio, austin, under the gun this morning. that may head toward houston. lots of heavy rain for them. the moisture wants to move toward the east and the northeast over the next couple of days. our rain chances will be going up. we're not going to get pounded with the rain like they will, we'll see an increase in rain chances. a look at this. we're staying sunny through the midday. partly cloudy this afternoon. clouds thicken up tonight. by midnight, even western maryland may see a few light sprinkles or wet flakes or sleet pellets. tomorrow morning, showers out to the west. northern shenandoah valley into the mountains. overspreading some of the region midday. during the afternoon, we'll get a wave of some showers to push through. then tomorrow night into friday morning, here comes the most

corridor as well. we'll go back over to our graphics, good news for those of who you use public transportation. metro, marc and vre, everything is running on time. in my next report, i'll cover more on maryland roadways but first, the montgomery county council has unanimously voted in favor of using bus, rapid transit on the transit way. that's a transit system on the i-270 corridor. council members outlined what they felt were the advantages of a bus system versus light rail. >> having a bus rapid transit mode will save hundreds of millions compared to a light rail mode. and it will likely happen much faster. >> the county's recommendation now goes to maryland governor martin o'malley. he will make his own recommendation before sending a proposal to the federal government for funding. yesterday, the montgomery county council held a public hearing on whether to install cameras on school buses.

5:22 on this wednesday morning. if you want to get outside, bundle up. you'll be able to do whatever you want. it will be colder than yesterday but it will be a dry day. this morning, we've got some frost out there with temperatures in the upper 20s and low 30s out to the west. we're in the mid-30s to upper 30s here in washington. we'll go through the 9:00 hour, still plenty of sunshine. notice all of the 30s across the board even on the eastern shore while cambridge will be at 39. mid-40s even in southern maryland toward the newshour with sunshine. the noon hour, i should say with sunshine and then this afternoon, a few more clouds showing up. highs holding in the mid-40s. jessica and andrea? >> thank you, howard. the washington wizards decide to go in a new direction. >> capitals player alexander ovechkin's adds to his three- game suspension. dave owns has this look at sports. >> the inevitable happened on

tuesday. flip saunders was relieved of his duties after general manager made the recommendation to owner that changes be made. so, grunfeld announced yesterday that saunders, that era, was done. a lot of people think that ernie grunfeld might be next. he drafted most of the players on the roster. randy whitman takes over but after four coaching changes in four years, how secure should ernie grunfeld be? >> we have to get consistency throughout the line-up. and everybody is responsible for this including the players. we all felt like maybe it was time for a different voice and to maybe try to do some different things to try to take advantage of the talent and the talent of the players on the team. >> alex ovechkin says he will not be skating in the all-star game. he's suspended for three games for this hit on sunday. wasn't penalized in the game. in his absence, the team has been talking about others

good morning. welcome back to 9news now. i'm andrea roane. it is only wednesday. >> it is already wednesday. >> or thursday eve. which is friday eve. and i'm jessica doyle. >> this is the hardest hump day to overcome for some reason. we've all been talking about that. >> mike is off today. thanks for joining us this morning. monika is going to have our traffic in a moment. we start with howard and your weather first. >> a quiet morning out there. we've got some frost on the windshield. you may be scraping it in you park outside. a cold start with 30s and some upper 20s. today will be a dry day, just not as mild as yesterday when we hit 56. we'll be about 10 short of that this afternoon. here is a look at our day planner. we start with temperatures as i said in the 30s here in town, 38. we'll dip a little bit more before we start to climb into

the mid-40s by midday. we'll probably stay there, partly sunny, maybe a few more clouds late this afternoon. high about 45, 46 or so. and winds not that bad out of the north to west at about 5 to 10 miles per hour. clear this morning, you'll notice some cloudiness down here. that will try to sneak in this afternoon and this evening and tonight, late, that's when we could get a few showers. we start with 20s in manassas and culpepper. 30s from leesburg up toward frederick and gaithersburg. it is 42 on the bay in annapolis. we've got 36 down at the patuxent river air station. 47 at pax river to 45 at frederick to maybe just 50 in culpepper. let's go to monika samtani here at 5:30. she has timesaver traffic. >> i don't have any big incidents or accidents to report if you're heading out the door as we speak. i think you're going to be ok and running on time to work. i'm going to zoom in first of all into downtown. all of your main corridors are

looking fine. no problems on the southeast southwest freeway. we'll take a look at the sousa bridge to get there on pennsylvania avenue first as you can see, nice and light and pennsylvania avenue looks great coming up right from the beltway to this point. same story on all of your southern maryland corridors. we'll take a live look as well if you're planning to head over the 14th street bridge looking good. coming up on 395 from the beltway to this point, no delays to speak of yet. we'll go back over to the maps. this time, head on to the gw parkway, the dulles toll road, 66, everything is fine here. we'll take a live look on the west side of town on american legion bridge. this is what the beltway looks like. the link between 270 and tysons corner. we'll go into maryland coming up next. back to you guys. >> president obama heads out on a campaign-style road trip today. he will begin pitching ideas from last night's state of the union address to voters. >> he's scheduled to visit iowa and arizona to talk about boosting american manufacturing. later this week, he's going to travel to nevada, colorado and

michigan. all five states are key to the president's re-election bid. delia gonsalves is live on capitol hill with more on last night's speech. good morning, delia. >> good morning, jessica. the president last night here on the hill told congress and the nation that his blueprint to improving the economy lies in manufacturing. so, in that vain, the president says he will tax companies that outsource and reward those companies that keep jobs here at home. president obama pledged to green light construction projects to create more jobs. while at the same time, praising his administration for adding more than three million jobs in just 22 months, he says. mr. obama also applauded the resurgence of the american car industry. in fact, the president says the defining issue of our time is to keep the american dream alive. the notion that if you work hard, you can succeed. >> these achievements are a testament to the courage,

famous, i should say. because she is paying more in taxes than her multibillionaire boss warren buffett. so, the president calls that the buffett rule. he says let's reform the tax code. if you make more than a million dollars, you'll pay no less than 30% in taxes. he says that includes himself and many members of congress. back to you. >> thank you, delia gonsalves reporting live from capitol hill. occupy d.c. demonstrators are no longer going to be allowed to camp out in mcpherson square. during a hearing on capitol hill tuesday, the national park service director jonathan jarvis admitted to allowing protestors to sleep in the park to help keep the peace. this contradicts a law which allows around-the-clock protests but prohibits camping in national parks. jarvis says park police officers will begin to enforce the no camping law here just like they do in national parks around the country. he has not said when or how that will take place.

oscar ramiro ortega hernandez said he's not guilty of trying to assassinate president obama. police say ortega fired shots at the white house in november 2011. he was arrested in pennsylvania days later. prosecutors argue he harbored conspiracy theory ris and fantasies of killing the president. ortega is scheduled to return to court next month. a measure to legalize gay marriage in maryland has more clarity when it comes to protecting religious freedom according to o'malley. o'malley told a group of same- sex marriage supporters he's supporting the measure this year. a same-sex marriage bill passed the senate last year but stalled in the house of delegates. a committee in the virginia house passed a bill which would end the state's requirement that all girls get the hpv vaccine. the vaccine protects against the sexually transmitted human papilloma virus which can cause

cervical cancer. current virginia law requires all girls to get the vaccine before the sixth grade. supporters say the decision should be left up to families and their doctors. critics say the law already allows parents to opt out. the house passed a similar bill last year but it died in the senate. the time is 5:36. i'm watching your money. fairfax and loudoun counties are asking for how much the bill will be on the silver line. how much it will cost them to operate before they agree to build the rest of the metro line. "the washington examiner" reports the two counties are slated to help pay for the $2.8 billion construction costs for what's left of half of the 23 mile dulles rail line. but they're also on the hook for a major portion of the annual operating cost. investment bankers bank of america will reportedly take a 25% pay cut. the reduction includes salary and bonuses, bank of america reported a second consecutive loss at its investment bank last quarter. macy's is suing martha

stewart's company over a deal with rival retailer jcpenney. macy's claims the new deal violates its exclusive agreement to sell certain martha stewart living house ware products in its stores. no comment though from martha about this particular situation. >> she'll let her lawyers handle it. >> a drug often used to treat asthma in children could be doing more harm than good. >> a new study says chemicals found in every day products could impact the effectiveness of vaccines in some children. so i do qualify for that deduction. thanks, man! that's what i'm here for. it will start to fall as the storm system heads this way. pretty impressive area of low pressure down in texas. they need the rains. maybe they don't need this much this quickly but terrible drought conditions this past year. see the rain in this part of the world is a good thing but to see the red box, the severe thunderstorm and tornado warnings, potentially not a good thing. that's a threat this morning, places like san antonio and austin, not quite to dallas and houston but corpus christi also going to deal with some severe weather this morning. that whole mess is moving off toward the east. we're not going to see the rains like they're seeing in texas. some areas could get close to an inch of rain here over the next 48 hours starting late tonight through friday morning. here we go. looking at our future cast, it is nice and quiet this morning. clear skies and that will be the case through midday. that storm system into the mississippi valley by lunchtime. as we get into the afternoon hours, look how the clouds are really starting to increase by 6:00 p.m. out to the west especially of washington. east, you still may end up partly sunny. you might just get the sunset

high school seniors enter the search with original science projects. among the 300 semifinalists is a talented walt whitman high school student who's working on a treatment for breast cancer. 17-year-old kevin ciao is a senior at walt whitman high school in bethesda. even in a class of talented teens, he's a cut above the rest. kevin has been recognized for his inquiring mind and outstanding original research in this year's talent search. of the nearly 1900 students who entered the competition, kevin is one of 300 semifinalists. >> i'm studying a verrian of breast cancer. >> his innovative research could lead to a breakthrough in a treatment for breast cancer. >> the antibody i'm working with locates, targets and attaches to breast cancer cells. what's special about it is that it has been modified to then attract white blood cells to destroy the targeted cancer
