and they expect to have it out by sunday night. the remains were found yesterday in a well located behind a vacant house along old fort road. police say it's taking a will the of time and effort to sure up the well. >> this will be an extremely long, drawn out process. to give you an idea of how long it's going to take simply to get a piece of construction equipment we need at the scene. we need to go through a process to allow it to be on the road. so that gives you a sense of how long this is going to take. >> that well is 20 feet deep. authorities say without sufficient suring up, it could collapse on the recovery crews. d.c. police have now identified the man who was fatally stabbed last night in northwest. 19-year-old delondtre williams. williams was stabbed around 7:00 p.m. he somehow managed it a block to the kennedy rec center. that's where folks found him. williams was later pronounced dead at the hospital and police

are offering up to $25,000 in reward money for information that lead to his arrest. rain led to three arrests in montgomery county and tonight, those three people are facing prostitution and human traffic charges. >> i'm scott broom in rockville where this little office condominium project is at the epicenter of an alleged human trafficking and prostitution sting. >> you see the customers drive up. >> small business operator says it became obvious to him massage wasn't all that was going on downstairs. at one business called, best massage. >> indeed it was obvious. you could tell by the traffic that people coming and going. >> all up and down rockville pike, police raided similar businesses with names like pink spa, tropical spa, ya ya spa and wa wa spa. they charged four operators, including these three with human trafficking. >> the owners are targeting

certain type of women who perhaps don't have ties to community or need financial help. so these owners know what they're doing. they are very skilled in what type of women they hire. >> clients of legitimate businesses here are stunned at what's been going on under their noses. in rockville, scott broom, 9news now. we have word that zach johnson can no longer practice law in the state of maryland. the court of appeals disbarred the former prince georges county executive. he was sentenced last month to more than seven years in prison for extortion. he's expected to report to prison by next friday. his wife, lesli, also faces jail time in the corruption case. the former councilwoman will serve her one year and a day sentence in march. a bill that will require virginia voters to show an id or cast a provisional ballot. it's now headed to the house floor. under this proposed law, voters without an id card would sign

an affidavit that they are who they say they are before they can cast a provisional ballot. election officials would then review the ballot and decide if it should be counted. supporters say this is going to ensure the integrity of elections, but there's no evidence of voter fraud to show we need this and it would discourage minority in virginia. mitt romney and newt gingrich have three days left to court florida's voters before this key primary and their immigration battle that started in last night's debate. continued today at a conference. the front runner spent their time at the podium attacking the others plans. >> those people who come here illegally should be given a temporary status. a temp ware work permit, but they would return home. >> and this is where i had a deep disagreement with governor romney. grandmother is not going to be supported. the idea she is going to self- deport, this is a fantasy. >> more than a million hispanic voters live in florida

and securing their support may be critical to a win in tuesday's primary. you may have heard the saying, there's an app for that. there's an app for almost anything. in maryland, there could be a tax. it would charge a 6% sales tax on almost anything down loaded. we're talking music, ring tones, movies, e books, newspapers, even chat room subscriptions. maryland has lost millions of dollars each year in sales tax revenue from cd, dvd, and book sales because of online down loads that have taken their place. pack up by monday at noon or take the chance of getting arrested. that's what the u.s. park police are telling two camps of occupy d.c. protesters tonight. the park service handed out fliers today saying it will start enforcing camping restrictions at mcpherson square and freedom plaza on monday at noon. officers will remove temporary structures used for camping at

that point. current rules ban camping in both parks, but do allow 24 hour vigils. talk about an amazing afternoon today. sunny, temperatures in the 60s, in january. but don't put away the coat just yet. is it going to get chilly tonight or a correction, top? >> a little bit of a temperature correction. nothing crazy. i would put on a light jacket if you are headed out. no arctic air in sight. also severe thunderstorms this morning southwest of town out toward culpeper between 5:00 and 6:00. we had it all today. we have the winds. temperatures in the 40s. 47 downtown. 45 in gaither burg. 45 in frederick. it's still mild compared to our average high of 43, but a little chillier than our high of 62. you jump the divide and it's only 30. winds are still a factor. 22-mile per hour wind gusts. 29-mile per hour wind gusts in leesburg. for tonight, partly cloudy, breezy, and chilly. more clouds come back by dawn. and in fact, most folks stay above freezing. winds out of the northwest at

10 to 15. i swear i could hear the grass growing today. the temperature correction, take you through the weekend in just a bit. >> hear the grass growing. okay top. once again, metro finds itself apologizing to its passengers. this time for stranding them, system wide for an hour last night due to a power outage. the power failed in the control room that handles trains and buses and shut down communications thr. were metro workers on the tracks upgrading the rails. without radio communication, metro had to halt trains for safety sake. >> not being able to communicate that to customers leads to uncertainty, leads to confusion. leads to frustration and anger. all of those things are completely understandable. there's no question we need to do a better job in the future. >> and on that note, metro is rolling out a new alert system next month that should let riders know what's going on even if there's another power failure like that one. we also want to remind you about track work scheduled for

this weekend on metro so you don't get stranded, frustrated, angry. service will be affected on all five lines. on the red, metro will close starting at 10:00 p.m. tonight. they will stay closed through sunday night. metro will provide shuttle buses. on the blue and orange lines, trains will single track between mcpherson square and the myth smithsonian. trains will single track on the green line between branch avenue. that also affects yellow line service. also northbound trains on the yellow line will terminate at mt. vernon square. again, all of this in place until early monday morning. coming up, a wacy week of weather. snow over the weekend and sunny, spring-like days. how do you prepare for this roller coaster? we hit the streets to find out. >> but first, the soaring cost of college. president obama pitches his plan to keep tuition in check. details when we come back.

president barack obama back home tonight after a three-gay five-state swing to promote his new proposal. this afternoon, he spoke to students at the university of michigan about how to make college affordable. one of his plans would divert some federal dollars away from colleges and universities that aren't controlling their tuition hikes to those that are. >> it's not just enough paying for student aid.

you can imagine why. we can't just keep on subsidizing skyrocketing tuition. if tuition is going up faster than inflation, faster than even healthcare is going up. no matter how much we sub subsidize, sooner or later we're going to run out of money. that means that others have to do their part. colleges and universities need to do their part to keep costs down as well. >> the money the president is talking about is what is known as campus based aid. it's given to colleges to distribute in areas like perkins loans or work study programs. the dream act as soon as he can. attorneys from both sides made their argument about whether the issue should be put to a public vote come november. the dream act allows illegal immigrants to pay in state tuition as long as they meet certain requirements. opponents to the law held a petition drive last summer and

seems like snow isn't the only thing this winter is lacking. the cdc says the number of flu cases is down this year as well as complications. according to agencies data, no kids have died from the flu this year. last year, the number was 122. now doctors aren't exactly sure why influenza isn't spreading, but warmer temperatures this winter may play a role. >> in the sense that a milder winter might lead to people doing more activities outside, staying indoors less, being around sick people less. it may have something to do with that. >> but that doesn't mean you shouldn't get a shot. even though there are few cases, experts say it's not unusual to have a slow start to the flu season with a dramatic increase in late winter. as we have been saying, the weather this week all over the map. in the last seven days, we have seen snow, worries over

freezing rain and today 60s and sunny. we sent surae chin to talk to folks around town. how are they dressing and preparing for these ups and downs? >> it's crazy. i have flowers blooming. i see roses, i see daffodils. >> if you look outside your office building, you wouldn't have been able to tell what season it was. >> that's what we were saying, three seasons in one. >> a tail of one, two, three different types of weather. >> this is very unusual. very unusual. >> ominous dark clouds one moment and bright blue skies the next. >> this is beautiful. >> this couple from rochester, new york, plans for winter. >> we were staying with my sister and she let me borrow this jacket. >> besides that, you had a heavy coat? >> yeah, winter coat, hat, mittens. >> we had to ask what she was thinking when she put on these. >> my excuse for wearing flip- flops is because it's so warm and so unseasonally warm and i'm just getting out of an interview and i had to wear

we had pretty much everything today except winter. >> we haven't had much of that. >> someone thought it felt like summer this morning it was so warm. but no winter, we are searching winter. in fact, let's talk about the temperatures this week, because they have been anything but january-like. i mean, milder pretty much across the board. okay, monday we started out kind of cool. 44. average high is 42. we went to 54 on tuesday. we dipped on wednesday, back to 49. mid 50s yesterday and today, friday, we hit the low 60s. full 20 degrees above average. no record, but 20 degrees above average. all right, here's a live look at our weather cam brought to you by michael and son. temperatures down to 47. that's the low so far today. dew point 31. winds are still 15 miles per hour with higher gusts and the pressure continues to rise at 29.88 inches of mercury. winds are gusting to 22 at national. 32 in hagerstown and martinsburg and now to the

south, the further away from town you get, 16-mile per hour wind gust and they will die down overnight, in the 10 to 15 range after midnight. 45 bethesda. 46 in rockville. 45 in gaithersburg. looking 48 in college park and 47 in beltsville and 45 in laurel. we cooled off, but nothing dramatic. windy and breezy this weekend. breezy and chilly tonight. very nice tomorrow and breezy and cooler on sunday, but also still very nice. all right, let's take you through the future cast. 1:00 tonight, good news for the skiers. we have snow west of the divide. in fact, pretty good weekend to go skiing. a few clouds come in tomorrow morning. primarily north of town. and then you see the snow develop again west of the divide tomorrow and continue through pretty much the afternoon and into the evening hours. a good weekend. making snow and probably get 2 to 4 inches down toward snow

shoe. all right, partly cloudy, breezy, chilly. more clouds by dawn. and by morning, we'll call it returning partly sunny, a few clouds early. light jacket will do it. 30s and 40s and by afternoon, winds pick up again. kind of a warmer wind, back to the southwest now, 10 to 20. partly cloudy, breezy, pleasant. highs around 55. winds southwest 10 to 20 and gusty. next seven days, it gets cooler on sunday, but nothing crazy. mid to upper 40s on sunday. the real cold day, at least by this winter standards, low 40s on monday. then we pop right back into the os as we have so often. back in the mid 50s on tuesday and wednesday and maybe some showers late wednesday and wednesday night. better chance of light rain on thursday. around 50. and even in the wake of that little storm on friday, we are 49 or 50. >> mild right there. >> what's crazy is downtown, very few days under freezing. we haven't had any in the freezing. >> wow. up next, the emotional story of
