we'll take a live look at 270 on the southbound side. here's what it looks like in clarksburg as you head down from frederick to this point. your lanes are open. nothing to worry about down to the spur and the american legion bridge. we'll go back to the map and this time to the west side of town. dulles toll road incident free. as cow in from -- as you come in from leesburg, same story. we'll take a live look close to the american legion bridge. looking good on the entire west side of town between 270, tysons corner 66 and annandale. coming up in my next report, we'll go into virginia at 6:12. back to you. >> thanks, monika. it's been 18 hours since park police told occupy protesters to stop camping at mcpherson square. >> so far no evictions but a very tenuous piece. what's the latest now? the tents are still up. >> reporter: it's still up. there are several around here. but here to break down exactly what's happening is one of the leaders of the movement i can say. you've been here since the very

beginning. we worked together a lot of times. tell me what's been happening this morning and what happened overnight? >> about a dozen of us stayed up all night just to make sure everything was cool and safe here. it was an amazing night. a bunch of us were just sitting under the big tent. people were playing music, singing and playing scrabble and just having a good time. >> reporter: let's talk about the big tent, the tent of dreams. why is it there and is there any sleeping going on? >> the tent of dreams is kind of to show we are a big tent movement. we're the 99% -- we're with 99% of the people in this country for the people to have a real voice in government. and that we're in solidarity with the 99%. there are a bunch of tents inside the big tent. everyone is working together. >> reporter: someone had said if one gets arrested then we all get arrested. that's part of the solidarity? >> it's all part of solidarity. even if you're not with us, we're with you. >> reporter: any sleeping been

going on here? >> i really can't say what others are doing. i think that whole thing is really just a distraction from the fact that money and wealth has way too much influence in our government and everyone is starting to realize that fact. everyone is waking up to that fact. that waking up is more important than the sleeping that may be happening in this park. >> reporter: let's ask about the renewed energy since all this has happened. where do you see the movement going from here? and your message going from here? >> well, i know that occupy wall street they had a big march the other night that felt like occupy wall street in the beginning. today -- yesterday felt like occupy d.c. in the beginning just really positive energy and people focusing on the issues and i think we're starting to do new initiatives like preventing foreclosures. we're working on d.c. issues. we're getting more focused and at the same time we're

continuing to push the message that more and more people are understanding and that is there's would too much money in politics. it's drowning out the voice of the 99%. >> reporter: thank you so much. you did a great job in the couple minutes we had. i appreciate it. have you slept at all? >> not tonight i haven't. >> reporter: i'm just scour uses. you haven't -- curious you haven't slept and no toothpicks in your eyes. you're doing all right. we'll send it right back to you. >> thank you. delia has been reporting on this so much from mcpherson square, she shows people by name. police broke up another occupy encampment on monday in charlotte, north carolina. seven people were arrested. the city enacted a new law banning camping in city parks. they gave protesters till about 2:30 in the afternoon to move out of the city park. they didn't so police moved in and got them out. the protesters say they're going to return. maryland's governor will testify in favor of legalizing same-sex marriage. it's a story happening today.

democrat martin o'malley will go before the senate judicial proceedings committee in annapolis this afternoon. he's made same-sex marriage a key part of his agenda. last night oppossiblies of the plan rallied -- opponents of the plan rallied at the maryland statehouse. it was a coalition of religious and conservative leaders. governor o'mally wants to assure churches they do not have to recognize same-sex marriage if they don't want to. opponents say no deal. >> they have not been to our churches. they don't know our doctrines. and they don't know our god. >> right now maryland gives limited rights to same-sex partners and recognizes same- sex marriages performed in other states. same-sex marriages are performed in the district of columbia and six other states. another plan by the governor would hike the gas tax in the state by 6%. right now the gas tax is 23.5 cent as gallon. if governor o'malley's plan passed today, that would go up

6 cents next year. another 6 cents the following year and a third six-cent hike. each hike will bring in an extra $200 million for the state. the district is doing pretty well financially. it took in $240 million more than it projected last year. the mayor wants to keep that money and create a rainy day fund. >> remember, bruce this is one- time money. it isn't as if the surplus represents money that we will get every year going forward. >> the mayor says the money came from lower spending and a hiring freeze along with higher city fees and an increase in business taxes. some lawmakers want those taxes and fees reevaluated to see if they should be lowered. 6:06. jessica doyle is back and she's watching your money. >> she is. she says president obama is going to make a pitch to help small business. >> historically small businesses have led the country

out of bad economic times and into good ones. and today the white house will throw its support behind a measure that will make it easier for small business owners. president obama is expected to call on congress to enact or expand tax breaks for small businesses and to remove barriers to start-ups. the move would tap existing bipartisan proposals. the legislative package would be part of the president's 2013 budget proposal that's due out later this month. some airlines do not like new government rules on how they can advertise airfares and they're fighting back. maybe you've seen the new online and e-mail campaign from spirit airlines. it's right there on your screen. it claims the new rules actually force airlines to hide taxes and fees rather than break things out line by line. as part of the guidelines, airlines must include all taxes and fees in the advertised price. the rules also demand that airlines give customer as 24- hour window to change their booking without facing any new fees. baggage fees also must be

revealed upfront. hey, federal workers, how your paychecks stack up against the private sector. pretty well as it turns out. a new government study says that the average federal worker earn abouts 2% more than a similar private sector worker. factor in pension and health benefits and the average federal worker actually makes 16% more. there is an exception here. the congressional budget office says federal workers with advanced degrees earn more outside of government. house g.o.p. leaders have scheduled a vote to extend the current pay freeze on federal workers. so that's a good thing for folks in our town since we have so many federal workers. >> just a few. >> es the polls show -- the polls show mitt romney with a lead. will newt gingrich pull off another surprise? we'll go to the sunshine state for a preview. when you peek outside later today, it's going to feel like

side of i-270. overall your delays route 80 down to route 121 and clarksburg and looking good through rockville to the point where the lanes divide. more on area roadways coming up at 6:18. 6:12 now. there are questions this morning in illinois over what caused a power failure at a nuclear reactor. the plant had to vent some steam to cool it off. >> that scene from the generating station did not come from the reactor and does not pose a health threat. it's unclear why the plant suffer add failure in the first place. it's about 100 miles west of chicago. the new white house chief of staff is getting to work. and for once new york wants to be more like washington instead of the other way around. two state lawmakers are pushing a ban on eating on the new york city subway. it would be punishable by a fine of course. you know you're not allowed to

eat on metro. coming up at 6:13, weather just moments away. we're taking a live look at -- traffic starting to build. it's going to be an absolutely gorgeous day as we head out later this afternoon. howard says as we head toward the noon hour, we're probably going to get into the 60s between noon and 5:00 p.m. >> do we want to take another look at the big question of the day? oh, no. all right, here's howard. give us a hint about this beautiful day ahead. >> we have some southwesterly flow that's going to bring in the warmer air. we're looking at temperatures that will top out 60 to 65. lunch time temps 50s. mid-to upper 50s. going to feel real good. golfable, boatable, convertibles down. this is going to be one of those january days. not a record. record still up around 70 or so but still nice. here's your bus stop forecast for you on this tuesday

morning. temperatures are running -- still some 30s. you'll need a jacket and maybe some gloves early and the sunglasses as we're shooting for 50s and 60s before the day is out. our day planner, we start off partly to mostly sunny. a little patch of clouds will be passing over the next few hours but by 11:00 sunny and 50. by 1:00 57 degrees. southwest winds at 11:00. then this afternoon we're going into the low 60s. maybe even 65 south and southwest of d.c. but that southwesterly wind, 10, 11, 12 miles an hour, a bit breezy is how i'll describe it for you this afternoon. the 5:00 p.m. temperature still in the upper 50s. you take that lunch time walk or jog, you're going to be in great shape. so a light jacket this morning. more like early april, not late january as these temperatures are just incredible. in fact tomorrow still going to be warm, around 65 or so but by tomorrow, though, there will also be a threat for a couple

of showers. watching some moisture down in texas and louisiana that could head this way. we have 37 right now across the bay. baltimore one of the colder spots at 33. look at the difference on the board. you've got 24 new york, pennsylvania and not that far away cumberland is 52. on the other side of the mountains 47 in lauer ray this morning with wind -- lauer ray -- luray this morning with windchills in the 30s. just a bit of a bite out there this morning. looking at the capitol on our weather camera, clear skies. we've got 40 degrees. feeling like 34 and the dew point at 26 with a south, southwesterly wind at 8 miles an hour. we'll have a threat of showers returning late tonight, tomorrow, but still a pretty mild forecast. today 63. a couple of showers possible by tomorrow afternoon, 65. by thursday 50 degrees. still some leftover showers. looks like a better chance of showers will be south on thursday. we'll let you know thursday morning whether phil sees his

centreville. coming up in my next report, we'll go into maryland at 6:25. 6:17 now. at the top of the hour, the polls open in florida for the state's presidential primary. >> it's the biggest state by far to hold the contest in the republican nomination battle. we go live to florida for a preview. claire sims from our partners at first coast news joins us this morning if jacksonville. mitt romney has a commanding league. newt gingrich says he's going to close that gap. what are the polls saying this morning, claire? >> reporter: good morning, andrea and mike. we're live in between two polling places in jacksonville. we have quite a fight because it's such a large district. right now romney we know that he's going -- he's ahead. gingrich says he's going to close that gap but here in jacksonville that might be a question. that's because we went and pulled the numbers from 2008 and here in jacksonville, the year that mccain won the nomination, romney did

exceedingly well. he beat mccain almost 2-3 here in jacksonville. and that also, you know, we know ron paul is sort of out of it at this point but he only got 2,000 votes here in jacksonville in 2008. if those numbers from four years ago are any indication, it looks like romney may be able to pull away with the votes here in jacksonville. >> as we've heard, the spending on negative ads has been astronomical in the state of florida because there are ten media markets. are you noticing the tenure of the campaign getting pretty nasty in jacksonville? >> reporter: it really is. both romney and gingrich were here in jacksonville yesterday. i was at the gingrich event. he said that his big push at this point, he's really reaching out to those grass roots organizations. he had grass roots rallies all over the state yesterday, including here in jacksonville. and his big message was even though romney has the money and even though romney has been

outspending him and outat least in his opinion negative campaigning him, he has the grass roots campaign is really what's going to push him over the edge. at least that's what he's hoping at this point. >> one thing that's working against newt gingrich is even before the south carolina primary, florida had started early voting and they said it looked as if it was trending towards mitt romney. >> reporter: er voting is huge -- early voting is huge here. we just got some new numbers over the weekend. 26,000 people here, 13,000 early votes here in jacksonville, another 13,000 who voted by absentee by mail. so, yeah, a lot of people had their minds up. -- excuse me, had their minds made up. we did have the big debate in jacksonville last thursday. a lot of people said they had even made their minds up before that. it will be interesting to see if any of the last-minute campaigning does have an impact. >> claire sims from our partners at first coast news in jacksonville. thanks a lot for joining us this morning. have a great day.

derek rose showing why he is the reigning mvp. the wizards did mount a comeback. nick young, three-pointer cuts the bulls' lead to 8 with 6:50 left in the 4th quarter. that's as close as the wiz would get. d.c. falling to chicago 98-88. they visit the magic in orlando tomorrow. the west virginia men's basketball team won't be sad to leave the big east. the mountain years -- mountaineers are 10-3 outside their conference but just 5-5 in conference play. west virginia hosted pitt. mountaineers lose 72-66. kevin jones had a double-double in the loss. howard university men's basketball team snapped its eighth-game losing streak. it beat south carolina state last night 82-76. brandon ford led the bison with 14. howard is just 5-17 on the season. 6:25. coming up in ten minutes,

washington we cooled to 40 degrees. again 60 to 65. it looks pretty nice. monika samtani is inside with tame saver traffic. thank so you much. good more than, everybody. a live look first off on the inbound side of 66 from sky 9. if you're planning to head on the inbound side this is what it looks like at route 123. traffic still moving at a pretty good pace as you head for the beltway. all lanes are open. good news for drivers on 66. over to the maps, i just want to give you a quick heads up on the outer loop of the beltway, i just got world after disabled vehicle right after the 95 interchange but before university boulevard. so be aware of that in the roadway. i'll keep you posted on that vision as authorities arrive on the scene. if you're planning to head on the northbound side of 395, things are beginning to slow down through the landmark area. i'm going to show you a live look here near duke street where there's a traffic stop on the right shoulder. up ahead getting word of an accident on seminary road in the center of the roadway. once i get more information on that, i will certainly pass that along.

square needs to end. >> so far protesters aren't going anywhere and police haven't moved in to clear them. delia goncalves is there. >> reporter: we called park police in the last half-hour to find out what is the very latest, what is happening here because we know the no camping rule went into effect noon yesterday. however, there are still many closed tents here. so it is unclear exactly when police are going to move in but they did tell us some arrests will be made but they will not give us a timeline as to when those arrests will be made. now, i can tell you this big blue tarp that they've erected here in the center of the park, that in itself is a reason for immediate arrest. the reason why is since i've been covering this story back when it first started in october, i poured through the park rules and i've discovered that it is illegal to deface the statue of major general mcpherson. i just spoke to a protester

live in the last half-hour. he says they are keenly aware of that prohibition and that is why they did it. so they say in solidarity if police arrest one of us, they arrest us all. >> i hope no one gets abused in this process, even though, you know, we're all kind of reacting to systemic abuse in being here. >> i think there's always going to be an energy here and it's also expanding beyond the park, the occupation is more than just what happens in tents. >> reporter: what is happening in those tents i asked the last protester who was live with us specifically is anyone sleeping here. he couldn't speak on behalf of the other protesters but he himself has been a leader of the occupy movement for some time. he says he hasn't slept all night long. he's been here to make sure things stay peaceful overnight. we of course will keep an eye on this standoff and we'll be watching what happens here as

camera captured someone using his bank card at an a.t.m. but despite that footage and a $38,000 reward, police do not have any suspects in his murder. five months after the big earthquake, another tremor shook mineral, virginia last night. this one had a magnitude of 3.2. this afternoon louisa county school leaders will announce a return to a normal five-day week as the schedules for middle and high schools get started tomorrow. students have been alternating days at the county's middle school since the quake damaged the high school. now crews are finished installing the mobile classrooms at the high school campus so they can get back to the regular five-day schedule. the teen that won the solar decathlon has found a buyer for his green home. pepco displayed the home called watershed on the national mall last fall. it includes water saving as well as energy saving technology in it. the university says pepco will install that home at one of its montgomery county facilities to

on the northbound side of i-95 in virginia, watch out for the accident. it was just reported at itself prince william parkway -- at the prince william parkway. here's a live look. you can see it in the roadway. the top side of your screen is going to be the northbound side. that puts the accident along the right side of the roadway northbound on 95 through woodbridge. watch out for the delays and the accident there. we'll go over back to our maps on the northbound side of 95 again it's going to be before you get to the okay qown river. -- occoquan river. then very slow at 34 miles an hour leaving lorton into springfield with the lanes open there. further north on 395, if you're planning to head over to the northbound side of 395, this is the prince william parkway on 95. let's go to our vdot camera on 395 where you've got the traffic stop here at duke street. then an accident in the roadway just north of this point at seminary road. we'll go over to the north side of town on the outer loop of the beltway. slow traffic right around from college park past 95 because of a disabled vehicle before university boulevard. that's also in the roadway.

low 50s at noon. looking at high 60 to maybe 65 south and southwest of town this afternoon with a 5:00 p.m. temperature still up there at 59. winds at about 10, 11 miles an hour so just a bit of a breeze. you see some of those cold readings like gaithersburg at 34. leesburg was down to 32. cumberland is already 52. culpeper 34. but fredricksburg and also pacs river at 45 right now. there's a very mild morning in spots. in spots but we still have like 33 in baltimore. there's your 32 coming in from restton right now and 31 haymarket. here at reagan national 40 degrees. our weather camera, the beautiful red glow of the predawn sky behind the capitol. a gorgeous morning out there. 40 degrees. partly cloudy. feeling like 34 with that south, southwesterly wind at 8 miles an hour. and our dew points are in the 20s. warmer air is coming up in the middle of the country. this is all being drawn northward ahead after clipper system in the upper midwest. it doesn't have a lot of moisture with it but increases

there's only one red but that's not the case. >> there's not. there's a trick for finding the right shade of red for your skin type and choosing your personal preference. >> women are afraid to wear red. >> it's a power color. you're going to make a statement when you walk in the room and it's also a presidential color. it's out there in the news and in style. >> you have various kind also of reds. you don't have to wear all over red to make that statement. >> you don't. a nice pop of red is great, especially if you're not someone who needs to wear red all the time. you don't work for the red cross. you don't need to have a red statement item all of the time. these are a couple of fun pop pieces. first up is going to be shoes. great way to add a pop. so whether you're doing a nice flat, this is a great torrey birch or a peep toe moving into spring with a little red on the bottom or a red sole. >> you have some other pictures too even with clothing. it doesn't have to be all over. we have a blazer. >> a blazer from reece.

this is fantastic because you can do this over all brown, all charcoal or gray and pop this red blazer and that's fantastic. if you want to look into doing some red on the bottom. maybe pants or a skirt. that's also a great look. a nice red slack very in this resort season. pair that with one of these totes. so doing something like this, whether it's to carry your computer or to go to the beach, it's a nice way-- >> this nice sleeve here, very nice. >> very fun. >> the skirt is a great accessory. then little things that may not even cost as much. you have red nails. your red nails are more orange. two different shades so you can come up with your own. >> you really want to look at the undertones of your skin. if you're a little more fair, you can sort of skew a little more orange. if you're a little more olive, then you can go for the blue reds. >> again you have all kinds of little accents, the bracelets but i love the gloves. >> aren't these fun?
