6:00 am
too. this afternoon most of us will actually see some snow but temperatures should stay above freezing. right now we're 38 but manassas is below freezing. frederick, martinsburg in the upper 20s. annapolis is all the way at 40 right now with upper 30s. 38 at the pax river naval air station. we're watching the snow. it's coming out of ohio and kentucky. it's into western west virginia, parts of southwest pa. what you're seeing in western maryland not reaching the ground yet. the air is kind of dry. winter weather advisories later this morning through 8:00 tonight. d.c., prince george's county, fairfax not in it but north and west is. includes montgomery, howard, loudoun counties. i think really from montgomery, the up irpart of the county more so than the southern part of the county. we may see totals approach an inch toward frederickburg, the high peaks toward i-81. you may get 2 inches or more but this event will mainly be wet on the roads. perhaps a few slick spots after dark. let's go to monika samtani.
6:01 am
some big problems early this morning. the big story of the morning has definitely been here in northeast d.c. on the inbound side of new york avenue at florida avenue. serious early morning crash. you're looking at it live. a tractor-trailer and two vehicles involved. one went under the tractor- trailer. they're waiting to get that crane to pull that car out of there. the investigation is going to take a while as well. i subject go ahead and take bladensburg road or montana avenue to rhode island avenue as your alternate route. we're also going to take a live look from sky 9 here in the annandale area. it's a bit dark but this is braddock road. it is shut down inside the beltway between ravensworth road and backlick road with a power pole down. you can see the crews are on the scene there trying to fix that situation. in the meantime i suggest that you go ahead and use little river turnpike, route 236 as your alternate route. i'm going to take you live outside on the inbound side of i-66. it looks fine here in manassas. you're going to find it a little slow through centreville and fine as you head for the
6:02 am
beltway. all lanes are open on 66 and a last live look on the outer loop of the beltway north of town. this is also incident free. more on what's going on in northeast at 6:12. jessica, back to you. >> thank you, monika. new at 6:00 a.m. a look at the future of the largest school district in our region. fairfax county actually has the 11th biggest school system in the country and it's growing. here with a look into the future is superintendent dr. jack dale. thanks so much for coming in this morning. >> you're welcome. >> your proposed 2013 budget is pretty big, up 9% to $2.4 billion. why do you think the school system needs such a big cash injection? >> the last four years we continued to have an enrollment increase and during the tight budget times, we basically have been cutting probably almost close to 1500 different positions in the school system and we just can't sustain that kind of cut anymore and continue to offer the programs. so with the economy turning
6:03 am
around, although just slightly, we think we can recover the enrollment growth. >> we're having a little microphone issues. if you don't mind bringing your microphone just a touch so we can hear you. you're expecting to hire about 700 new teachers this year and other employees. do you expect that that will bring down the student to teacher ratio? >> no. that is just to maintain current class sizes which we have increased over the last couple of years. >> howard bernstein is stepping in to help us out here with a little microphone issue. >> just hold that. >> thanks, howard. >> you were saying the new hires will deal with just-- >> we're expecting almost 4,000 more students than we bucketed. we have an increasing birth rate, decreasing outmigration of people moving out. the net result is we have the largest kindergarten class, over 13,000 kids this year so we expect that to continue. >> that's huge. we've gone through a couple of rough years obviously in the washington region, hit fairfax county like everybody else. you had to pull back on teacher
6:04 am
salaries, some programs. you're looking to bring those back. >> well, yes, you're sliewptly right -- absolutely right. we froze salaries for a couple of years, increased class sizes and made other reductions. now we've stabilized andism erecommending we try to give salary increasees for our employees next year. we'll see if we actually get enough money. there are two huge variables. 70% of my funding comes from the local county government and the other piece is coming from richmond with the state legislature. so that has yet to be resolved as well. >> terms of funding in general, we're starting to see property values rise in fairfax county. that's good news because to a certain extent so goes the tax roll, so goes the budget for fairfax county schools. you've got to be optimistic about the future compared to the tough times we've been through. >> we went through some very, very tough times in making cuts and as i tell some people, had it not been for some infusion of the federal jobs money, we would have had to severely make some -- or make some severe
6:05 am
cuts in fairfax county. in fact, i told people had that not occurred, fairfax would not have been fairfax. people don't realize how close that came to wiping out music programs, art programs, increasing class size which many other school districts in the nation have had to endure already. we haven't had to but that's what draws people into this region and increases our enrollment. >> last question for you. you are retiring in a year and a half. any suggestion that you might stay on a little bit longer? >> no. no. it's time. i've been superintendent 17 years. really enjoyed the ride but it's time to kind of dial things down. i'll stay in the region and do some other things in education but we'll let somebody else work the longer hours. >> thank so you much for coming in this morning. we'll send it over to mike. >> thanks, guys. 6:05 now. that's the story making news this morning. we have another one. plastic bag tax. apparently it's spreading. it's on the way to prince george's county now. the county council endorse add 5 cent tax on each plastic bag.
6:06 am
they say it will cut down on trash and bring in some money. now the county needs special approval from state lawmakers to enact that tax. a similar bag tax took effect in montgomery county recently and it's been in place in the district to years now already. maryland's top financial officer has some harsh words for plans to hike the state's gas tax. governor martin o'malley, a democrat, wants to raise the tax by 6 cents on the dollar. it's the equivalent to also charging a sales tax on gas. fellow democrat peter francoe says this isn't the route to economic recovery. he believes government should stay out of the way. >> here in maryland, the dominant discussion is now revolving around a gas tax that will deal a crushing blow to the hopes of maryland families and small businesses trying to dig themselves out. >> governor o'malley says he would like to phase in the gas tax hike incrementally over
6:07 am
three years. it's 6:07. the results are in from three presidential contests tuesday and there's just one winner. it's rick santorum. delia goncalves joins us now with a look at the results. kind of surprising, especially for one campaign. >> reporter: right. it shakes out in an interesting way. there are no delegates at stake here but certainly a significant win for santorum because this is a huge -- [ inaudible ] it may mean the former massachusetts governor is not the frunler that folks thought he -- front-runner that folks thought he was. let's get right to the numbers so you can see for yourself. in missouri where no delegates were at stake, santorum had 55% of the vote. romney 25% of the vote. and that was followed by ron paul in third place at 12%. let's head over to our next one with minnesota. you can see santorum 45% of the vote. paul at about 25% of the vote. romney had about 16%, 17% of the vote and gingrich came in fourth place at 10%. of course if we take a look at
6:08 am
colorado, santorum again ran away with that race. 40% of the vote. romney came in at 35 %. gingrich and paul kind of tied for the last two places 13% and 12%. let's hear what some of the candidates had to say last night. >> across the state of missouri and minnesota, they were heard loud and louder all across this country. particularly in a place that i suspect maybe in massachusetts they were heard particularly loud tonight. there's probably another person who may be -- maybe is listening to your cheers here tonight also. and that might be at 1600 pennsylvania avenue. you better start listening to the voice of the people. >> this was a good night for rick santorum. i want to congratulate senator santorum. wish him the very best. we'll keep campaigning down the road but i expect to become your nominee with your help. >> reporter: a little grace from mitt romney but he's still
6:09 am
confident he will eventually become the front-runner and the candidate that folks will have to vote for and rally behind. interestingly there was a low voter turnout last night so some pundits are saying that may indicate the republican party at this point really torn, frustrated and they don't know who they want at this point. so it's still really anyone's race. >> even though romney says he's going to be the nominee, he's spending a lot more money getting to that nomination than he anticipated. >> reporter: so far three wins under his belt. santorum has four. we'll see. >> thank you. we want to talk to you about -- let's go to mike right now. >> thank you, andrea. if we do get snow in the district today, you will not be facing a fine for not shoveling your sidewalks. city counselors tabled a bill tuesday which would fine businesses and homeowners for not clearing their sidewalk within eight hours of a storm. right now the only way someone can be penalized is if d.c.'s attorney general goes to get a
6:10 am
court ruling. people are mad about a speed camera in the district and they say they're not going to take it anymore. in fact, there's going to be a protest on branch avenue in southeast washington. neighbors there are mad about a red light camera just south of pennsylvania avenue near 33rd street. they call it a speed trap because it's on a big hill and they say you can't help but go fast in that area and they are mad that the city has ignored their complaints. the protest starts at 8:15 this morning. our time is 6:10. can you guess which food poses the biggest risk when it comes to high sodium? well, it's not potato chips or pizza. in four minutes, learn which food it is. >> not potato chips? pretty cool. wait till you see this. howard is talking show in the forecast, especially for upper montgomery county along with frederick and leesburg. he's going to break down the numbers when 9 news now returns. stay with us.
6:11 am
6:12 am
6:13 am
we're going to have a little bit of wintry weather later today. we start out with clouds. temperatures near 40 this morning. by midday some of that wintry precip develops from northwest to southeast. it will be rain southeast of town but for the ride home wet snow. temperatures in the 30s. roads will be mostly just wet. i'm monika here with time saver traffic. we're looking live at a serious accident inbound new york avenue at florida avenue northeast. all lanes are blocked. d.c. police say at least another hour to go before they open up some lanes. i'll have more details coming
6:14 am
up once again at 6:18. this morning a health alert and a new look at where we get our sodium. >> it's kind of surprising when you look at it. this is according to the cdc. they say bread is the most risk when it comes to sodium for americans. it's not because there's so much sodium in it. it's because we eat so much of it. >> as women we love comfort food and a good piece of bread is really good. look at the top five dangers in the report. number to, cold cuts. number three, we figured this would be on the list, pizza. number four is poultry and fifth on the list is soup. >> let's run it down by the numbers. checking the bread, a slice of bread has 6% of the sodium, 135 milligrams that you need in a day. a can of soup, the one thing you have to remember, the sodium content in this is 36% but that's because there's two servings in one can of soup. the sodium is 860 milligrams.
6:15 am
what you need in your whole diet is 1100. if you're looking to reduce your weight, here you go. special k. interesting comparison it special k and the potato chips. you think the cereal is healthier overall but whether it comes to sodium, a serving of special k has 10% of the sodium you need in a day while the bag of chips just 8%. >> would you never think that. >> never would think that. >> besides sugar, there are differs. special k hat 180 milligrams of sodium. a serving of frosted flakes, 290 milligrams which is 12%. >> now, here's the slice of frozen pizza. it will obviously have more calories than this frozen diet meal. but when it comes to sodium, a slice of pizza will have 31% of the entire sodium you'll need for the day. while the diet meal only has 19%. not that big of a difference but if you have to worry about it, watching blood pressure or have heart issues, if you have to choose between the two, at least the information is there. >> that's why sodium is such a
6:16 am
big danger because it really can change your blood pressure. >> it's one of those things you have to watch out for. but you can buy no added salt. >> also looking at low fat and whatever, look at the sodium content. it make as difference. sometimes you can get the regular thing rather than the low fat or the low sodium. pay attention to the labels. >> pay attention to the weather today because we've got some snow which will be moving in this afternoon. >> two cancellations. >> two cancellations talk year and allegheny counties for the pending weather. right now things are relatively quiet out there and the bus stop forecast this morning starts quiet. cloudy skies. temperatures down mainly in the 30s. a couple of spots have dipped into the upper 20s. we're going to try to recover a few degrees up to the 40-degree mark here in just a couple of hours. but then temperatures will be falling back into the mid and upper 30s with some snow afternoon here in the metro. south of town some snow-rain mixed. north and west the snow could be starting toward the noon
6:17 am
hour. here's our storm system this morning. i hate to call it a storm. the event, this little impulse that's going to be coming through. out toward interstate 79 we've got a wintry mix there. starting to get in toward western maryland. this is not reaching the ground. the air is kind of dry. we've got crowds and snow falling 10,000 feet. it's evaporating before it gets to the surface. it is 32 now hagerstown down toward luray. 38 in washington. 39 southern maryland. easton is 32 and fredricksburg 36. good visibility on more michael & son weather camera with a temperature of 38 degrees under cloudy skies. you see a 9-degree spread from the dew point and the temperature. that's one reason we're seeing the evaporation occur as the first impulse of snow moves in. we'll see the snow by noon up north toward i-70 out just west of 81 and overspread northern virginia and northern maryland here by 3:00 in the afternoon. might be a little farther south and east of here. you get to the south, better
6:18 am
chance it will mix with some rain. we'll do a lot of melting on the roads. by 5:45 it will be snowing for the evening commute but i think again mainly wet roads. some of the lesser traveled roads north and west of town out in the mountains a little colder, they could get some slick spots this evening and toward midnight things are going to be winding down. how much snow we going to see? i don't think we'll see much. mainly rain or wet snow south and east of town. trace to an inch in the gray area. southern montgomery, southern howard, fairfax county. upper montgomery and loudoun county, leesburg, out toward germantown, urbana maybe 1 to 2 and the blue areas, northern maryland and western maryland, two plus, maybe 2 to 4 in the mountains to the west. so not a big event but something to talk about in when has been a snowless winter for the most part. temperatures fall into the 30s for the afternoon. 48 tomorrow after being near freezing tonight. so we'll do a lot of melting. friday cool, around 50. more cold air for the weekend. perhaps some flurries on
6:19 am
saturday. it's now 6:18. let's go to monika samtani who also has been very busy this morning. how are things looking? is it new york avenue where we have the problem? it is. you're looking live inbound side of florida avenue. authorities have been on the scene of this serious accident involving this tractor-trailer and two separate vehicles since before 1:00 this morning. what they're trying to do is cut a part of a tractor-trailer off so that they can dislodge the car that went underneath the tractor-trailer early this morning. and that is why this cleanup and investigation is taking so long and that's why new york avenue remains blocked. i subject that you go ahead and use bladensburg road or montana avenue to rhode island avenue instead. our mark boss has been on the scene since early this morning giving us these live shots. if you're planning to head to the other side of town, this is the northboundside of i-95. traffic moving well in both the main and hov lanes t. is going to slow down a bit as you head up toward lorton and
6:20 am
springfield but all lanes are open on 95 and even 395 this morning. a last live look on 270. happy to say 270 is great. here's the beltway in silver spring. you've got your normal slow stuff from 95 to georgia avenue and then it looks pretty good as you head into bethesda and across the american legion bridge. more on what's going on in northeast of course coming up at 6:25. >> thanks, monika. 6:20. coming up next in sports, the capitals put on a dominating performance while maryland's men's basketball does something it hasn't all season. now a check on our question of the morning. super bowl weekend is the slowest weekend in america for which of these things? is it a, movie ticket sales, b, weddings or c, retail shopping. >> our facebook friend justin thinks it is b, weddings. weddings cost a lot more than either movie tickets or retail shopping unless you were in vegas and already betting on the super bowl you're watching. i don't see too many weddings occurring on super sunday or that weekend. >> keep the guesses coming. we'll reveal the answer later

welcome back. 6:29. howard bernstein on the terrace. chilly. we have the gloves on now. i want to tell but a couple of closings. allegheny county is closing for the day along with fauquier county schools closed today, wednesday, february 8. we have know on the way. winter weather advisories north and west. we'll start you off with the day planner. no problems for the next several hours. the morning commute will be dry. as we head toward the middle of the day, especially north and west of town, we could see snow developing. temperatures falling into the 30s. by 6:00 p.m. we're driving home with snow but with temperatures above freezing, roads should stay
6:30 am
wet. right now, though, it is down to 29 in martinsburg and frederick at 28. manassas 32. we've got some cold pockets. we'll be looking at temperatures today kind of maybe rising just agent bit before falling back once the precip starts. you see that snow and rain across parts of west virginia, southern ohio, kentucky, just into southwestern pennsylvania. the stuff near us, that's not reaching the ground but now it will later so a winter weather advisory north and west of town. start later this morning. go till about 8:00 p.m. doesn't include d.c. but montgomery, howard, loudoun and areas north of west. maybe just a trace to an inch in the immediate metro along the grassy areas. that -for-that inch you have to -- for that inch you have to get into loudoun county. maybe as much as four inches in the higher elevations out west. the five and a half hours -- about five and a half hours ago there was a tractor-trailer stalled on the inbound side of
6:31 am
new york avenue. a car sped up to it and ended up underneath t. that's why it's taking so long to clear out this accident on the inbound side of new york avenue at florida avenue. as you can see emergency crews are on the scene investigating and cleaning up. in the meantime, you want to go ahead and use bladensburg road or montana avenue as your alternate route. we've been live on the scene since early this morning giving you all the information. hopefully it has helped you out for your early morning commute. we'll take you to a live picture from sky 9. this is the northbound side of i-95 at fairfax county parkway. it's going to slow down from here off and on as you head for springfield. we'll go further north on 395 on the vdot camera. this is all normal along 95 and 395. luckily no big incidents to report on this major corridor heading into the district. a last live look if you're planning to head southbound on i-270. again just normal as you head down from urbana to clarksburg, through germantown and rock ville and down to the point where the lanes divide. another look in northeast.
6:32 am
once again at 6:43. a cbs news investigation focused on the law that lets members of congress take part in insider trading. but changing that law turns out it's not going to be so easy. >> that report caused a big buzz. gail king joins us live from new york. steve kroft actually confronted nancy pelosi during a news conference. it was an amazing report. good monk. >> i remember that -- good morning. >> i remember that that's why we're following up. we'll get the latest on the stock act, insider trading by members of congress. as you just mentioned 60 minutes exposed this issue back in november and because of that story, this is one of the few things that democrats and republicans on capitol hill seem to agree about. steve kroft of 60 minutes will be here. we'll ask him about the new pelosi provision that just got added by republicans. some call it a personal dig against the minority leader. we'll explore that at 7:00. we'll see you then.
6:33 am
>> we will be watching, gail. thank you. have a good day. cbs this morning will also be talking about the republican presidential race and tuesday, rick santorum was the big winner three for three. >> it was a big day for him. delia goncalves is tracking the results. good morning, delia. >> reporter: good morning. it's interesting mitt romney won minnesota back in 2008. this time around he came in a lowly third place. santorum ran away with that race. so romney is trying to downplay santorum's victory last night but the former massachusetts governor certainly took a hit as his position as front- runner. pundits say the results indicate that republicans are torn. they don't know who to really stand behind and they're not yet sold on romney despite the big win there were no delegates earned last night. still, santorum says this means he is the true conservative candidate. let's listen more to what he
6:34 am
had to say. >> tonight was a victory for the voices of our party, conservatives and tea party people who are out there every single day in the vineyards building the conservative movement in this country, building the base of the republican party, and building a voice for freedom in this land. >> i understand that we're going to do very well in nevada in getting delegates. >> i think the number one difference between me and the other candidates in this race is the scale of change. i want to methodically go through the process. i've had enough experience. i've seen washington enough. >> when this primary season is over, we're going to stand united as a party hins our nominee -- behind our nominee to defeat barack obama and to restore the values that have made america the greatest nation in the history of the earth. >> reporter: so next up, three contests in the coming weeks and would you believe that super tuesday, march 6, literally is right around the corner. and most candidates are focusing their energies on
6:35 am
super tuesday. the states -- newt gingrich believes he will do well in his hometown of georgia. we'll keep our eye on the race and see how everything shakes out at the end. back to you, andrea, mike. >> thank you, delia goncalves live in our satellite center this morning. breaking up won't be as hard to do as same-sex couples in the district, that is, if the mayor signs off on a bill approved by the city council. the bill would let same-sex couples who married in d.c. get divorced even if they've moved somewhere else. under the current law, one member of the divorcing couple has to live in washington for six months before starting divorce proceedings. a federal appeals court has overturned california's proposition 8. that's the statewide voter referendum which outlawed same-sex marriage after been allowed to four months in 2008. however, same-sex marriage will be on hold while this ruling is appealed. maryland's governor is weighing in on this. democrat martin o'malley says he hopes the ruling will influence maryland law headachers to pass the bill
