housing market. it might turn out to be a drop in the market. it's a part of a government deal that will be forcing the biggest banks to offer help to struggling homeowners. a move to hold banks accountable for the abuses that fueled the collapse of the housing market. and five banks have agreed to pay at least $25 billion. >> this agreement reflects the commitment to justice and to recover the losses for victims of reckless and abusive mortgage practices. >> reporter: the deal stands from the investigation into the foreclosures that will be following the burst of the housing bubble. to speed up the evictions, workers signed documents that they did not read or fraudulently signed. a process known as robo signing. this is the broadest agreement plan so far to help borrowers who were under water on their loans. now, it will allow them to refinance at lower rates or reduce their debt. for people who have already lost their homes to foreclosure between september of 2008 and the end of last year?

about $1 billion will go to homeowners. that will cover 750,000 people who will receive checks who will receive $2,000 each. >> we're using this system to secure a better deal. bank of america, wells fargo, j.p. morgan chase, citi group and allied financial, handling almost all half of the outstanding mortgages. while they bring release to over 2 million homeowners, there are still millions of others at risk. here is a look at how some of the money will be breaking down. they are eligible for $40 million. the virginia attorney general says that residents there, who experienced the foreclosure abuses, they will get about $479.5 million if many relief. and another $409 million will go towards modifying the terms of the existing loans. and virginia, they will get almost about $70 million. maryland, they are set to get about $9670 million -- $960 in

their share of the money. that will help jump start the economy. >> the heartless soulless conduct lead directly to the foreclosure crisis in the united states and that contributed to the economic downturn that affected us all. and today, we are holding the banks accountable for that conduct. >> our scott broom took a closer look at all the numbers on 9news now at 5:00, you can see his report at wusa9.com. a teacher at the montgomery county high school is in some serious legal trouble tonight after police said that she had a lengthy sexual realsship with one of the -- relationships with one of the school's students. >> reporter: i'm here at the christian school where one of the teachers is accused of having a lengthy relationship with one of the students. the school on randolph road if many rockville is known to a -- in rockville is known to a lot of trouble. but today, the school is making

news, bad news. thanks to the alleged actions of one of their teachers. >> it happened on several occasions? >> yes. >> reporter: a kindergarten teacher at montrose christian has now been charged of having a sexual relationship of a montroes student who was 16 when the relationship began in the fall of 2010. >> the teacher did confess today relationship. >> reporter: cops say that campbell and the student had sex numerous times in the montgomery county park. >> this occurred in her vehicle. the school administrators notified them of the relationship after the school received an anonymous e-mail about it last friday. while the school's parents were notified earlier today. >> it's disgusting. >> reporter: did she seem like a nice person, a good teacher? >> yes, absolutely. she is a nice person. i mean, you know, i'm just shocked. >> reporter: in rockville, matt jablo, 9news now. >> the virginia state senate passed a bill allowing private agencies to discriminate against couples hoping to adopt.

under the bill, adoption agencies could reject couples if they disapprove of the religious or moral beliefs. the house of delegates have passed the bill. the governor is on record saying he will sign it into law. now, at the uva murder trial today, gruesome videos of george hughley choking yardly love accused of months before kill -- yeardley love, accused of killing her. >> yeah, i think some of the testimony that was most damaging today here to the defense came from another lacrosse player, a guy name mike burned who said he was at a par -- burns who said he heard a woman screaming, help me, help me. he burst into a room where he saw george hughley with his arms wrapped around yeardley love's neck in a choke hold cutting off her breathing. mike burns actually wrapped his

arm around the prosecutor's neck to try to show the jurors what he saw. and he says that yeardley love was struggling to free herself, but that he let go when burns burst into the room. he says that yeardley ran out crying hysterically, crying and screaming that she could not breathe. they insist that nothing he did to yeardley that night just before the uva graduation was violent enough to kill her. but the first officer who responded to a desperate 911 call from her roommate knew almost immediately that this was not an alcohol overdose. that her mouth was caked with dried blood, her right eye was bruised purple and swollen shut. >> how are you down, detective sergeant? >> i'm doing good. >> reporter: he told jurors that love was obviously the victim of some kind of violence. there was a large discolored area on the right side of her face that was an obvious abrasion on her neck and chin.

the lawyers asked one of them if the cpr might have bruised her body. the medics say, well, he thought it was possible for cpr to bruce someone, but he had never seen it and he did not see it on yeardley love. now, one of the defense theories here is that yeardley died not from blunt-forced trauma, but from a fatal combination of pills and alcohol. but yeardley love's doctor was concerned about that, gave her an ekg several times saying that there was nothing, nothing medically that would have caused yeardlec's heart to suddenly stop. anita? >> wow. a lot happening in the courtroom today. bruce leshan, thank you for bringing it -- bringing it to us. coming up new, a tennessee man is facing murder charges for allegedly killing a couple that unfriended his daughter.

new at 6:00 tonight, the pentagon is changing the rules when it comes to women in the military. >> as a result of the changes, more than 14,000 additional positions, they will now be open to them across the forest. >> opening up the positions will be implementing lessons from more than a decade at war and to remove that they are exceptionally true to them for the accomplishments. >> reporter: the jobs have been

previously too close to combat the women to them. and today, their goal is to make sure that their mission is met with the most qualified personnel, regardless of the gender. and soldier, eat your vegetables. now, that's an order. tonight, first lady michelle obama and the pentagon brats have announced a new effort to approve the military basis. they will start dishing up more fruits, vegetables, and low-fat entrees that is. would you believe the pentagon spends more than $1 billion every year on medical care related to obesity and excess weight. but the first lady is trying to get kids if many shape shape -- is trying to get kids in shape as well. >> yes, there you go. >> reporter: again, they were looking at some of the folks here at the mess hall. obviously in different parts of the country and overseas. and again today, we heard from the first lady, she was talking about this issue. not just focusing on the soldiers, but on kids as well. getting everyone in military families moving with her let's move campaign.

the white house, their policy on contraception is all the talk here in d.c. this week. and now as danielle noddingham reports, they say it's a violation of the first amendment rights. >> reporter: conservatives gathered in washington for their annual convention, rallying against the new white house policy on birth control. >> and one thing is for certain that this attack on the religious freedom, they cannot and they will not stand. >> reporter: under the president's health care reform law. the church affiliated schools, hospitals, and charities, that provide insurance to their employees, they must cover the cost of contraceptive. gop leaders call it the violation of first amendment rights. and they say that they will try to repeal it. >> the top white house officials, they appear to be looking for a way out of the controversy. now, they say that the parking light, they are exploring how to ease the concerns of the religious groups. now, he's getting support from his fellow democrats on capitol

hill. >> we'll commend their decision and we'll find hard to make sure that the women of america in the 21st century can get the insurance coverage they need for family planning and birth control. >> reporter: danielle noddingham, cbs news, the white house. >> the house has passed a bill to ban members of congress and the executive branch from insider trading. the vote will likely send that bill to a house senate conference to reconcile the differences with a version passed by the senate. and that senate version includes a requirement that people who collect financial information from congress and sell it to investment firms should register like lobbyists and publicly disclose their activities. the district leaders spent about $4,000 to a trip to new hampshire last month to push the idea of making the city a state. but not as it appears that the money, you know, now it appears, rather, that the money was wasted. the blog reports new hampshire's house of representatives, they voted down the measure o to about $249. the latest eruption in

chilly. now, i'll show you the national temperature map. we've got the colder air coming in this way. impacting bismarck with the temperatures now. 19 degrees. minneapolis until the upper 30s. and we're going to see temperatures, they are really dropping this weekend. the dew points, they are also dropping, had means that we'll see some drier air on out there. and then the winds will pick up. for the windchill factors, they will really impact us this weekend. a little milder tomorrow. cold again tonight and milder for your friday. late night wintery weather possible. i'll show you that in the future cast. then the weekend is turning out to be much colder. all right, so here is a future cast view for you. overnight generally, it'll be mostly clear skies. maybe a few high-level clouds for you. tomorrow morning though, lots of sunshine to start out your friday. bring the sunglasses for that day. then increasing ladiness, a chance for the snow showers. a little bit of rain as well through saturday morning. not a whole lot is expected, but we have a quick shot at the wintery weather for you, especially come on friday night and overnight.

now tonight though, clear anded cold and -- clear and cold and lows in the mid-20s around in the suburbs to the low 30s around downtown. 30 for rockville. 32 in bowie. and it looks like tomorrow morning, we'll see lots of sunshine and dress in layers as you'll start out in the 20s and the 30s, but temperatures are getting into the lower 50s as it will be a little milder with the increasing cloudiness. all right, here is a look at your next seven days. now, we do see the temperatures dropping by saturday, only upper 30s. again, friday night and saturday morning, chance for some rain and snow showers, maybe a mix for you. the winds will pick up too on saturday and sunday as that cold front from canada, they will come on through. and now on sunday, temperatures, they are only in the mid-30s. so when you factor in the windchill, low dew points, cold temperatures. i think especially in the morning hours that will come this weekend. they will feel like, well, single digits at times and in the teens. so you know, they will really feel like winter this weekend. >> okay, we've been warned.

duty in alexandria. kristin fisher is live at fire house 206 off seminary road with more. kristin? >> reporter: well, anita, we are waiting for the fire chief right now. he's been with the family throughout the night. he was with them around 4:00 this afternoon when the 33-year-old joshua wiseman was pronounced dead, after 23 hours after the tragic accident took place. you're looking right now at his colleagues who followed paramedics and firefighters here at the fire house 6. and just a devastating day here. in a few minutes, we are expected to hear from the fire chief and he is, of course, going to express his condolences. both to this fire house and to the family. now, one thing that we are not probably going to hear much more on is this actual investigation, which is currently being conducted by virginia state police. now as you heard earlier in our newscast, joshua wiseman is responding to a car fire on the
