friday light? friday light. sounds like a good night for a fire and a movie right howard? things look good outside as well early friday morning. good morning everybody. all is clear on the west side of town on the beltway and coming in on the dulles toll road from leesburg to wolf trap, route 50 to chantilly and 66 through centreville, everything is looking good. nice and light. in fact a live look outside on the northbound side of i-95 and here's what it looks like -- actually on 66. no problems out of manassas as you head for centreville and the beltway. live to 95 right now and this is in springfield coming up from route 644. still very light in the morning heading to 395 and the 14th street bridge and over to the maps and southern maryland. we're looking good on route 5, route 4, route 301. all the major corridors heading for the beltway. after andrews air force base and heading for oxon hill and the wilson bridges all lanes are open. coming up in my next report, a look on the north side of town

at 5:10. back to you. most of the republican presidential candidates are in washington today for the conservative political action conference or cpac. >> delia goncalves joins us live from the marriott wardman park in northwest where the whole thing is taking place. good morning delia. >> reporter: good morning, you know all is quiet here at the hotel but in just a few hours this morning things will really heat up. the three day conference here at the hotel is a must attend for the presidential hopefuls. but interestingly enough, the only candidate not attending and not speaking is ron paul. in 2008, mitt romney attended cpac and this unfortunately is where his presidential bid came to an end. but he's hoping this year it will be different and this will secure his standing in the race. the conference comes at a very good time for rick santorum who is still riding on the momentum of his big wins this creek in minnesotaman -- week in minnesota, missouri and

colorado. what can folks expect? at least a couple of attacks against president obama. >> the president seems of the forten that he was elected to lead all americans and that he was elected to be president of the united states, not the "occupy wall street" fan club. >> it starts with us, the willingness to recognize we're part of a cause that's much greater than ourselves. it starts with willingness to serve others and serve with others who may not have the exact same outlook on every single tactic. >> reporter: among the criticism against president obama, his controversial birth control plan. that part of the story coming up in my next live report in a half hour. back to you. mike andrea? >> all right, delia goncalves thank you. the time for the latest your money report of the morning. >> indeed, maybe you heard about the big mortgage deal that was announced yesterday in jessica doyle here to tell you what it means for you and how you can move forward if you're a candidate for it. >> you know they are big numbers and not maybe as big as some people would like not going to solve all the problems. but these are the basic

guidelines, five major banks agreeing to put up $25 billion to help people who lost their homes because of deceptive lending practices. it will help homeowners but it will probably take months before homeowners can even get a sense if harem jill for this asis stance -- they're eligible for that assistance. homeowners who did lose their homes will get checks worth up to $2,000. but the majority of mortgages are owned by fannie and freddie mac and these loans are not covered by the deal to reduce principal. here's the timeline. in the next two months, government officials will choose an administrator and it will take another six to nine months to notify homeowners about whether or not they will any eligibility for the program. the washington region has $1.5 billion in the deal that's because maryland is facing the worst foreclosure problem in the region. it's going to get around $1

billion of that total aid package. maryland has the sixth largest cash injection in the nation coming because of its mortgage foreclosure problem. virginia will receive $480 million and the district is expecting about $45 million. meantime the house has passed its version of the stock act and it bans lawmakers from insider trading. the more than was approved thursday -- measure was approved thursday. the bill must now be reconciled with the senate version which passed last week. and as for wall street, it was watching two big deals, the mortgage deal and another bailout deal announced for greece. neither of which produced muchacha rally for the -- much of a rally for the stock market. checking the numbers -- >> so first question i have is one of the things we reported on the among mortgage crisis over -- mortgage crisis over the last several years, many people lost their homes while they were waiting for the

paperwork and whole process to go through. have we learned from that? are people going to be able to freeze the process? >> what's going to happen with the foreclosure process they believe is loans have to be foreclosed on on a case by case basis. they were foreclosing in batches and entire baskets of loans were being foreclosed on and the robo signing was going on without actually looking at the paperwork. that's got to change. one downside of this potentially is at a lot of people are cig this clears up the -- saying this clears up the foreclosure process which actually mike ramp up foreclosures in america because now banks have a clearer sense of how to do this. because of the problems foreclosures basically stopped in america for a long period of time. really slowed down now that could pick up again. >> the other thing you were talking want the length of time you have to -- months for in and six months until administrator is going ut. i also heard that your best

friend, don't count on your loan lendor, maybe your mortgage. maybe your state's attorney general? >> in maryland, he's already set up a hotline for folks to call for questions and you know we have that information on the website for people to take a look at if they want to call but yeah, that's definitely one resource for folks if you're having trouble modifying these loans and that goes for h. a. r. p. 2.0. something we talked about in addition to this type of mortgage relief. you can use your attorneys general for all sorts of purposes but yeah, that's a great idea. >> as we talked about in the last hit. the bulk of mortgages don't apply here by fannie and freddie. >> the rumors are right now there could be a settlement on top of this settlement but that would include nine other private banks. some fannie and freddie loans that were foreclosed on that could be potentially up for the $2,000 checks, those might be put in the basket but they're

for the first time since 1979, three mile island accident the nuclear regulatory commission approved a license for a new nuclear plant. the nrc approved the request for two reactors near augusta. georgia. the vote clears the way for officials to issue an operating license for the reactors and they could begin operating as soon as 2016 and 2017. syria's violent crackdown continues to escalate on anti- government protestors. protestors loyal to bashar al- assad have surrounded the city. for nearly a week the army has been trying to crush pockets of violent resistance there. human rights groups say more than 60 people were killed on thursday alone. some local parents got a brutal wakeup call when they found their daughter was close to death. >> coming up at 5:19. what they say nearly killed her and what they want other participants the learn from their ex-- parents to learn from their experience. achoo! the seasons change,

welcome back to 9news now. good morning, happy friday. we're happy to say that. and tell you put an extra log on the fire if you have a fireplace. it's going to be cold. >> yeah, we got some only the coldest air of the -- of the coldest air of the season coming in, but short-lived. we'll be back in the 40s again by monday. this morning though you'll need the jacket and no real weather problems other than the chill in the air. our bus stop forecast, readings are down in the upper 20s to upper 30s.

and skies will be generally partly to mostly sunny this morning but we've got clouds that will be increasing during the day. sunrise 7:07 and it sets about 5:38. 5 ken 372 evening. our day planner -- 5:37 this evening. our day planner, by noon mostly cloudy and 46 and then overcast for the drive home but dry. 48 degrees. we will see highs around 50. maybe a couple degrees cooler north and a couple of degrees warmer south. we'll call it 50ish. temperatures this morning are down in the upper 20s in gaithersburg and also in reston at 29. haymarket's 27. low to mid-30s as you get closer toward the river here in alexandria and andrews at 34. it's 33 baden. columbia and laurel are 30 this morning with 31 in bethesda. the michael & son weather camera looking outside, no problems. generally clear skies. just a couple of high clouds. 34 degrees with a windchill of 27. thanks to that wind at 8 miles an hour out of the north- northwest and the humidity only 61% but that is going to change as we've got cold and moisture

coming together. so that means a little bit of snow in spots. a lot of a bit of snow in the mountains over the next couple of days. there's the arctic air, you can see it just about to minneapolis right now. bismarck down to 1. off to the south where we have 40s and 50s and also have rain from texas into louisiana and arkansas and mississippi. in fact a lot of the gulf coast now dealing with the rain. this is going to probably crank a pretty good storm just east of us. we're going to miss this one but maybe a little bit of moisture down to southern maryland tomorrow. today though the clouds increasing and already look back to illinois. you can see the rain and snow developing. i hope the cold goes away sometime soon. it is been lingering forever. it's a timing game. in the mountains, they're going to get lifted. a lot of windblown snow over the next day and a half or so. places like snow shoe starting tonight and tomorrow. seven springs the ski areas are going to get it and they'll be

making snow as well. by this evening pittsburgh seeing some snow and charleston still cloudy. by midnight, now we're talking a little bit of rain right along the i-95 corridor. but as you get up toward frederick, maybe out west of leesburg, i-81, i-70, we could be seeing some snow fall and even pick up in those areas maybe an inch in spots tonight. not going to be the end of the world but some accumulating snows. some snow north and northeast tomorrow morning. that's going to pull away but that's going to drop temperatures in the afternoon and i think we have an early day high about 40. rain south and snow north in the afternoon with some snow showers still possible tomorrow evening. around 9:00 looking at some snow showers down to the stout and then this will start to pull away except in the mountains where it will continue the snow flying. again some of the ski areas could pick up a foot from this. wouldn't be surprising to me. we look at the forecast then, today we've got temperatures

derek mcginty reports. >> it's probably the saddest moment of my whole life was when i found her, i'm not sure anything has ever come close to what that was like. >> reporter: emily and greg learned their teenage daughter was drinking when they found her intoxicated and barely conscious. >> it's just shocking to me how out in the open it really is. and how oblivious the parents are including us. >> reporter: they are oblivious no more. >> i think she's 15. alcohol overdose. >> i think people think that if their kids get good grades, they have friends, they seem relatively happy in school that that's a proxy for everything's okay. >> lie after lie after lie and we want to trust our children. that's a piece of what makes it so hard because these are good kids for the most part. >> reporter: what is especially shocking is how their daughter was introduced to alcohol. >> we have found out that her very first drink was taken on a

school sponsored field trip to another city and she said all four of the girls in her room actually drank to the point of passing out. vomiting all over the room. >> you're angry at your child, you're angry at the authorities. [ sirens ] >> this idea give your child privacy is crap because the privacy's killing them. >> reporter: in retrospect, the couple would have been tougher parents. >> i wish i'd taken away her phone more often when she was aleap and read all the text messages because these kids are text messaging each other constantly. >> reporter: it's all unfolding in one of the nation's wealthiest areas. >> there's a disease of affluence, to these kids a hard day is not going to be able to go to a party. >> do you have the ability to put into a g ps to get here and take custody of your daughter? >> they all feel entitled to have a good education and have to a phone and a car and they

out here later today but you know inside a lot of folks will be talking about that birth control plan which has really created a fire storm of continue verysy. a lot of folks see it as an attack against their religious freedoms. the attendees of the conservative conference are all taking a stand against the government mandate on january 20th. the administration announced it will require religiously afail yeted hospitals and universities to cover birth control in their insurance plan. now religious organizations that primarily employ and serve people with the same beliefs we're told are exempt but opponents say that's simply not good enough. >> before obama was elected, no one had ever heard of a united states' president saying to the world, that the united states a not a judeo christian nation. i'm here to say we are. >> his job is to unite the

wintry precip across southern missouri but look at the rains across arkansas and southern louisiana and spreading now into alabama and even georgia seeing some rain this morning. low pressure is going to come up the coast to our east. might throw moisture back to you us early saturday but i think the one is going to miss us for the most part. here come the clouds in the afternoon and here's snow by 6:00 p.m. in pittsburgh and back to charleston and much of ohio and eastern kentucky. tonight by midnight now we've got a rain/snow mix, rain i-95 and south and east. some snow showers north and west and we could in some spots pick up an inch or two by tomorrow morning. would not surprise me. here comes the storm up the coast saturday. and then by middle of the day, rain and snow showers and look, they're going to be on and off through the afternoon and evening hours. and we might even see locally another inch of snow picked up in the evening saturday but in the mountains, some of the ski cares could get a foot.

5:55. we're going to have good start to the friday but the clouds are on the way but tonight the rain and snow showers and even more snow showers saturday into saturday night and some minor accumulations. as usual the best chances will be north and west and in the mountains, places like snow shoe up to wisp could pick up a foot of windy snow but they're going to get plenty of it. by 8:45 this morning we're in the mid 30s and still mainly sunny. pax river 37, fredericksburg still about freeing, lunchtime though.
