upper montgomery county, up into frederick. a little bit of rain to the south of that. not a tremendous amount of moisture. most of the roads are dry, especially south of town. temperatures 36 in frederick. 37 in gaithersburg. 45 downtown. still 43 in manassas and 45 on into fredericksburg. for tonight, rain showers will turn to snow showers. i think even downtown by dawn tomorrow, it will all be snow showers. but turn much earlier up near frederick. the 1 to 2 inches frederick north and west. winds northwest at 10. we'll come back and give you a timetable of when we think the roads will be slick in the immediate metro area. >> thank you, top e. a rivetting video statement today in the uva lacrosse murder trial. prosecutors play george huguely's tearful conversation with the cops hours after he is accused of killing yeardley love. in the courtroom where everybody was shook up. in fact, a number of folks were sobbing. >> one of the mysteries of

murder investigations, how did the police get the suspect to talk? george huguely definitely talking in this case. admitting that he shook yeardley love, maybe banged her head against the wall, but insisting to kill her. >> after listening to huguely's video taped statement, their eyes were red from crying. detectives at first did not tell the former uva lacrosse player that his exgirlfriend was dead. but after noticing a cut on his arm and freshly bruised knuckles, the detective told jurors she knew this was someone she wanted to detain. huguely told police he went to yeardley's apartment just to talk. but he says she started screaming and hitting her head against the wall. she was like a fish out of water. i grabbed her and shook her, but i never struck her or hit

her or anything. we were wrestling. she may have had a bloody nose. i like tossed her on the bed. i may have grabbed her neck, but i never strangled her. then, the detectives told huguely that yeardley love was dead. did you hit her head into the wall? did you crack it? no, you guys said she had a black eye. and a bump on the head. huguely starts sobbing. she is not dead. i didn't. i did not. you're lying. i never did anything that could do that to her. nothing. i did last night could do that to her. >> we also got our first look today at yeardley love's bedroom door. the one that george huguely allegedly kicked in and left his dna behind. they unveiled it dramatically. we saw that big hole. that, a key part of this case. in charlottesville, bruce leshan, 9news now. >> 9news now uncovered new information in yesterday's deadly police shooting that

left a woman dead in culpeper. an eyewitness to that fatal shooting is contradicting what state police are saying about the investigation and why the officer fired. >> his hand on the door handle. one hand here. i remember distinctly, because hands are close together. >> he saw culpeper down police officer shoot 54-year-old patricia cook to death. cook was in her jeep wrangler. now the state police say that cook had rolled up her window catching the officer's arm inside and then dragging him, as she tried to drive away. but he says that's not what happened. >> he was right next to the vehicle. he had one hand on the door handle and one hand on his weapon and she was rolling the window up and they were exiting out of the parking lot. the window was half way up. he said stop or i'll shoot and really didn't think he was going to do it. but she got the window all the way up and that's when he shot and she took a left out of the

parking lot here and he stepped out in the street and fired five more times. >> the officer was not dragged. he says he couldn't have had his arm caught because he fired through the glass. meantime, religious institutions will not have to pay for free contraception for employees afterall. president obama announced a compromise today on part of the healthcare law that calls for the free birth control. female employees will still get the contraception, but their employers don't have to pay for it. >> if a woman's employer is a charity or hospital that has a religious objection to providing contraceptive services as part of their health plan, the insurance company, not the hospital, not the charity, will be required to reach out and offer the woman contraceptive carefree of charge. >> timothy says the change is a step in the right direction, but the church is reserving judgment until it has all the

details. so, emily has been covering the story for cq roll call. he's here to talk about it. emily, first of all, question one, is this enough to quell the controversy? >> we have heard from republicans and other religious groups all day today that this isn't enough for them. they oppose the rule and want obama to do more. >> there are several bills that are working their way through. does this slow those down or does this build to some sort of crescendo? >> senator is already trying to move one of those bills as an amendment to the highway bill in the senate right now. all the republicans say they are energized. they want it to go forward as quickly as possible. probably in the next few coming weeks. >> we get a sense of what the politics are, because it's an election year, but we do hear the church speaking in more measured tones. hey, wait a minute, this isn't a step in the right direction. it's a call, i like this, this is okay. wouldn't that take the steam out of a lot of this? >> they are giving them some

time and talks to make this work. obama wants to work with all the institutions and say, how can we make this work for you and he hopes this will be enough. >> what happens when you compromise. it makes everybody mad. democrats who wanted him to stand firm on this thing, are they upset he seems to be bending? >> we heard from some of the democrats waiverring before and they said is this good. we're glad he took an extra step and behind him all the way. others say we prefer it was the way it was before. they are good with it. >> we have a compromise. at least somewhat lowering of the heat on this thing. i guess we'll be watching it as it goes along to see if they can keep up the pressure. >> absolutely. we'll be covering it every day and it will be a big story. >> thank you so much for chatting with us. we appreciate it. >> a committee in the virginia house of delegates has backed a bill that says human life begins at conception. that bill goes before the full house. the bill sponsor says the measure would not affect legal

abortions, but it would establish a frame work for parents to sue somebody that causes the death of their unborn child. the bills are intended to lay the ground work. coming up, parallel parking is a skill any driver needs to have and one that has been dropped from the dc driving test. but how many in the district can actually do it? the results of our driving test are still ahead. but first, another setback for the memorial as a u.s. congressman wants the projects put off. he'll tell you why coming up next.

another call tonight to delay the memorial. dwight d. eisenhower. this time it's from a u.s. congress member. frank wolf. he sent a letter to the national capital planning commission and in it, wolf says he is worried that the approval process is being rushed and won't have public support. his request is in addition to the one from the eisenhower family, which last month asked for the delay because they are upset with the memorial's design. >> virginiaens have just a few days left to register if they want to vote in the state's presidential primary. the deadline is on monday. if you plan on registering in person, you must do so before

4:30. those mailing in their registration must have it postmarked with monday's date. the presidential primary is scheduled for march 6. the recent occupy protests have one maryland town with a ban. last month, protesters camped out for a week in the carol creek park. right now, sleeping overnight is banned in city parks, but there's no law specifically addressing camping. the city is now drafting an ordinance that would limit the length of campouts and set sanitary standards. >> the weekend brings yet another chance of snow for d.c. who has the best chance of actually seeing some of the white stuff this time around? topper has your full forecast. but first, the republican presidential candidates drop by d.c. to court the conservative wing of the party. what they told the crowds when we come back.

threat to their grip on the establishment because we plan to change washington, not accommodate it. >> as conservatives and tea party folks, we are not just wings of the republican party. we are the republican party. >> and the folks at that convention will choose a candidate in tomorrow's straw poll. ron paul won that last year, but he is not attending this year's conference. while the conservatives were gathering inside the hotel, hundreds of protesters gathered outside, representing labor organizations and of course the group occupyd.c. their demonstration demonstrated a giant corporate fat cat as well as a group wearing baseball jerseys that read, tax dollars. protesters say they represent the interest of incorporations, the wealthy, and the 1%. >> parents sign permission slips to go on school field trips, but to have a cookie? a west virginia delegate introduced a bill requiring

this is the arctic front way back in the midwest. an area of midwest developing. that will provide moisture tonight and tomorrow, and then as the front goes through tomorrow evening and tomorrow night, that will provide upper level support. arctic air rolls through, the less moisture it can hold. it has to go somewhere and come out in the form of snow showers. live doppler 9,000. snow north of 70. and then up toward baltimore. a little bit of rain shower activity toward 66. for the most part, a dry commute home, especially south of town. where is this arctic air? it's out in the west. it's 13 in minneapolis. 18 in chicago and 30 in detroit. now the front itself is still west of detroit and west of st. louis. you can see the teens and the 30s. big difference there, we're in the 40s on the other side of the mountains. 40 in rockville. 42 in bethesda. 37 in latensville. some flakes reported. 41 in reston and 41 in

sterling. so here's the deal. arctic air for the weekend. roads okay. roads slick tonight, frederick north and west. and i think 1 to 2 inches possible tomorrow night with that second batch of snow showers with the front itself. windchills tomorrow night 5 to 15. so, 7:15 tonight, right about now, we see the activity north of town. that's showing up clearly. we get into 11:30, some more rain, and some more snow toward frederick and winchester and hagerstown. everything turns to snow overnight and by tomorrow morning. except maybe for extreme southern maryland. get a little bit of a break and more snow showers develop tomorrow evening and this is what is going to cause some problems on the roadways tomorrow evening in the immediate metro area. so, we're concerned again tomorrow night downtown. how much snow could fall between now and 10:00, 11:00 tomorrow? maybe an inch downtown. maybe an inch and a half in gaithersburg and frederick. everyone gets a dusting with this arctic air. that's the deal. tonight, rain showers turn to

snow showers. 1 to 2 inches frederick north and west. lows in the 30s. tomorrow morning, early snow showers are possible. temperatures in the 30s to around 40. winds northwest at 10. and then by afternoon, temperatures start falling. snow showers return. roads will be slick. high temperatures around 40. look at the winds picking up northwest 15 to 25 and gusty. all right, next seven days. on sunday, we're looking at a bright day, but temperatures struggle to get above freezing. a little bit of snow possible tuesday. upper 40s on wednesday. 50 on thursday, maybe light snow on friday. but none of these are nor'easters or big storms. >> thank you top. let's get to our weird news file tonight, because some folks like to get cinkified on valentine's day. the website known as instructable, where somebody posted a website for creating beef jerky underwear.
