part of the awareness that there are same-sex couples in every single neighborhood that they live in. so we'll have our banners. we're going to be handing out valentine's to people. this is a reverent demonstration. >> reporter: same-sex marriage is banned by the virginia constitution now. a "washington post" poll last summer showed 43% of virginians opposed to same-sex marriage. 47% in favor. >> the scales are tipping. we just don't want virginia to be the last of all the states to recognize marriage equality. the scales are really tipping all over the country. >> reporter: gary nurenberg, 9news now. >> virginia amended the constitution in 2006 to ban same-sex marriage. they won't get the license but they hope to draw some attention on valentine's day with their courthouse demonstrations. today the virginia house of delegates is scheduled to cast a final vote on two bills which have for-choice supporters upset. the first the controversial personhood bill which defines

human life as starting at conception. it provides all unborn children the same rights and privileges available to all others in virginia. the second would require all women seeking an abortion to first have an ultrasound of the fetus. the bill would not force women to see that image. house g.o.p. leaders say they are willing to extend the payroll tax cuts through the end of the year without budget cuts to offset them. house speaker john boehner said the vote could happen before the end of the week. democrats and republicans failed to reach an agreement during negotiations over the weekend. 160 million americans would see a payroll tax increase if lawmakers cannot strike a deal by the end this month. congress is reviewing president obama's 2013 budget proposal, the $3.8 trillion plan cuts 4 trillion in deficit reductions in ten years. >> it cuts domestic and military spending and includes tax hikes on the wealthy as well. the forecasted $901 billion

deficit falls short of the president's goal of cutting the deficit in half by the end of his first term. republicans are already saying the cuts in the president's proposal do not go far enough. metro transit could face some financial problems if the budget is approved. the president's budget calls for a $15 million reduction in federal funding for the transit agency. the government allocates about $150 million a year for metro. while the cut is not significant, it would affect how much local governments would be asked to contribute to metro. the new budget proposal would also create an $8 billion fund to help connect community college students with businesses looking to hire workers for high gross industries. the president says the fund could potentially train two million workers in sectors like health care, transportation, and advanced manufacturing. d.c. mayor vincent gray is applauding one --

[indiscernible] it would grant d.c. control greater control over its local budget. the district would be able to spend its own money without waiting for congressional approval as it does now. budget aton my would protect the district government in the event of a federal shutdown. today dozens of teachers in prince william county are expected to stage a sit-in during a board of supervisors waiting. yesterday a small group of teachers walked out in unison as soon as the school day was over wearing work-to-rule buttons on black clothes. most days teachers stay wait to help troubled students or club activities but many say they'll only work as long as their contracts designate until their demands are met. a dispute over an unpaid restaurant bill ends with the death of a maryland state police trooper. the man accused of pulling the trigger is on trial. prosecutors say the officer was

shot to exact revenge before brown threw him out of an applebee's in forestville. prosecutors say after being tossed out, the suspect drove to a friend's house, picked up a gun, drove back to the restaurant and shot and killed the officer. 4:33 now. we -- 4:34 now. we're learning more injuries 22- year-old yeardley love suffered the day she was killed. they were described as potentially leit a.m. the doctor -- lethal. the doctor went on to describe a series of bruises on love's body, face and neck. george huguely is accused of first-degree murder in her death. he confessed to grabbing and shaking her but says he never hit her. troops in syria continue to bomb the city. the uprising has been going on for nearly a year. >> the united nations says

syrian's government is engaging in an atrocity, but the international body has not been able to pass a resolution condemning that violence. the obama administration says it backs the arab league's plans to end the ongoing violence in syria but the white house says there are several obstacles when it comes to appointing an international peacekeeping force. this as the violence continues to spread and the death toll continues to rise in syria. the body of whitney houston is back in the singer's hometown this morning. >> cbs has more on the star's death and the fans who are remembering her. >> reporter: a hearse carried her body to the same funeral home where her father was remembered in 2003. her remains were flown from los angeles where police are still investigating the death of the grammy winning singer. >> we don't know the cause of death or the circumstances leading up to her death. >> reporter: beverly hills police say the 48-year-old

>> at this point no formal arrangements have been announced but a new jersey newspaper is reporting a public memorial will be held friday at an 18,000-seat arena in newark. lawyers for former penn state university assistant football coach jerry sandusky walked away with two small victories for their client. the judge granted sandusky's request to visit with all of his grandchildren except the three who are currently involved in a custody dispute. the judge also denied the prosecution's request for an out of town jury to hear the case a. jury from the state college area will be picked, just as sandusky's defense lawyer wanted. the assistant coach has been under house arrest since being charged with child sex abuse in december. time 4:37. coming up at 4:41, you will never believe what the average american is expected to spend on valentine's day this year. at 4:49, the sadness which comes with a broken heart can have severe, even life threatening consequences for your health. we're back with your weather first in two minutes.

falling out of the clouds but the air is dry at the surface so it's not reaching the ground. not a concern yet. temperatures are in the low 30s so good thing it's not reaching the ground. we could have some problems but right now it's not. mid-30s. manassas at 34. 36 in town. along the bay it's 40 degrees at the naval academy. 38 in fredricksburg. 33 in cambridge. we'll look outside on our michael & son weather camera and you see good visibility. 39 degrees under cloudy skies at reagan national with a light south wind at 5 miles an hour. if you remember yesterday morning, our dew points were down in the low teens, about 10, 11 degrees. they've come up to 29 degrees so the air a lot moist ter but still humid -- moister but the still humidity only 67% so not enough to give us the rain or snow showers this morning. heavy rains in alabama and georgia. this will rob a little bit of the moisture so that will keep the rain totals west of the mountains down. around here doesn't look like we'll see all that much precip

looking great. we'll start off with the north side of town and show what you it looks like coming out of frederick, mount airy on i-70. damascus past sugarloaf. no problems to report all the way down the line on 270. we'll show you what it looks like live on 270 at route 121 and again nice and light. all lanes are open here as you head down to the point where the lanes divide. we'll go back over to the maps and this time to the north side of the beltway and again lanes are open. no construction worries between college park and bethesda. let's take a live look a little further east near route 50. route 50 is great coming out of annapolis. there had been construction overnight on the outer loop between route 214 and 202 along the three left lanes and i think that should be clearing up within the next ten minutes as well. coming up in my next report, we'll go into virginia at 4:55 but first metro has released the date and time for the six public hearings about its plans to raise fares and fees. they'll start in to weeks and last through march 6. the format will feature an open forum at 6:00 p.m.

followed by a presentation and question session with metro officials at 7:00. each county will metro travels and the district will have their own public hearing. we have a list with the location of each hearing on wusa9.com. back to you, mike and andrea. 4:50 now. we all hear about people suffering from broken hearts but for some people the sadness and emotional pain after broken heart can actually lead to physical problems. >> they can often take a long time to heal. anita brikman has more. this mother was cheering for her son at a football game when she felt a sudden pain. she thought she was having a heart attack but tests showed no arteries were blocked. the 49-year-old had been under a lot of pressure and stress. >> stressful running around. my mother had a heart attack. >> reporter: doctors determined she was suffering from something nicknamed broken heart syndrome, a temporary heart condition that emotional stress can trigger.

>> it's still a form of heart attack. the difference here is the arteries are open and the pump of the heart is just really badly affected so typically almost the entire heart is affected. >> reporter: doctors at nyu are studying the condition and aren't sure where it happens to some and not others. >> many have sky high adrenaline levels so we think that that may be a way that the body is expressing its reaction to stress. >> reporter: the heart muscle was in fact damaged but has healed with time. she now takes medication as a precaution. >> it could happen any time in my life or couldn't but it's always in the back of my head. >> broken heart syndrome affects mostly women and in many cases comes on suddenly after an intense event like the death of a loved one or a divorce. have that chocolate cake for breakfast. you can do it. sweets for breakfast actually help you lose weight. >> i love it. >> a new study looked at two different groups of obese

adults. one group ate a low carbohydrate 300 calorie breakfast. others had a high calorie breakfast including one dessert. both groups lost weight in the beginning but the dessert group kept off the weight. the protein likely helped the first group feel full longer. having the dessert meant they were less likely to cheat on their diet later. chocolates is a popular gift passed out on valentine's day. if any of you feel guilty about eating too much chocolate, here are things that should make you feel better. >> studies suggest eating chocolate can reduce heart disease by 37%. it can reduce the risk of stroke by 29%. flavonols in chocolate can improve blood flow to the brain. it fills you up and leads you to eat fewer calories during the meals. >> it also increases the release of endorphins that can
