looks like a mix of rain and snow, see that flee-mile -- three-mile visibility? that's camp david. everybody else ten miles. nobody is reporting anything. most of this not reaching the ground. temperatures up there low to mid-30s. 30 in frederick. got upper 30s to the south like in fredricksburg 37. it's 39 here in d.c. right now pax river, the warm spot at 40. look at your highs this afternoon. 40s north. low 50s in town. let's go to monika samtani at 5:01. any new incidents? absolutely not. we're starting off nice and clear. i'm keeping my fingers crossed that it stays that way. good morning, everybody. the beltway all green all around the washington metropolitan area. same story if you're coming in from the west on the dulles toll road all the way from leesburg through ashburn and as you head toward the beltway, you're going to be fine. no problems 066 from haymarket. you may hit a few brake lights in the centreville area but really that's it. we'll take a live look on the west side of town here at the

american legion bridge and again things are looking great between bethesda and tysons corner. no problems on the inner or outer loop of the beltway here. let's go back to the map and this time to the south side of town in virginia on northbound side of i-95 coming up from the occoquan river to springfield. we'll take a live look there where all lanes are open and volumes are still relatively light. we'll take a live look at 395 at the 14th street bridge looking good into downtown. more on maryland roadways next time around at 5:09. >> thanks, monika. there may be a different type of occupy protest. this one in northern virginia. >> that's where teachers are trying to get prince william county officials to change plans to keep their salaries frozen for another four years. as peggy fox reports, teachers also took some action on monday. >> reporter: teachers in at least three prince william county high schools, battlefield, patriot and forest park participated in a work to the rule job action today. they're angry over the prospect of no raises for the next four

years. when school lets out for the day, you can usually find teachers in their classrooms for the next hour or so. but today at forest park as high school students headed for home, a few dozen teachers did the same. they walked out in unison wearing buttons on black clothes. >> we've been taking a hit for three years. they informed us we're going to be taking another hit to our pay for another three years potentially five years. >> no raise. >> no raise, no step, nothing. >> reporter: english teacher nicholas watkins and art eacher mietta don't want people to think they don't care about students. >> it's difficult for me to leave. >> reporter: what would you normally be doing? >> i probably would be preparing for my lessons tomorrow, getting projects together. >> reporter: they say it's important teachers stand up for themselves, send a message to both the superintendent whose budget includes no raise until 2016 and the board of supervisors who control the purse strings and property tax rate. >> we have high test scores in prince william and yet our

teachers are paid the lowest of any school in the region. >> reporter: bonnie, the president of the prince william education association says today's work to the rule demonstration was not sanctioned by their members though she disagree they need raises. she's asking teachers to occupy board of supervisor meetings bringing their extra work there to show their commitment to students. teachers are planning to pack the board of supervisors meeting tomorrow night to get their message across. the supervisors make their decision on the property tax next month. i'm peggy fox in prince william county. back to you. the small town of gore, virginia northwest of winchester is mourning the loss after volunteer firefighter. 21-year-old zach whitacre died yesterday morning. he was on the gore fire and rescue truck which was rushing across the border into west virginia to fight a house fire. zach's father doug was driving the tanker truck to get more water when it overturned on route 50 possibly after hitting annual icy patch. not only does zach's father

volunteer with this fire company, so did his grandfather. the entire alexandria fire department will go out of service between 7:00 wednesday night and noon on friday. that's so first responders can attend the various services for joshua weisman. the paramedic died last week responding to a car fire along 395. a viewing is scheduled for wednesday night. the funeral on thursday. during that time other local fire departments will cover any 911 calls in alexandria. the mayor of d.c. is certainly applauding at least one item in president obama's that he included in his budget plan yesterday. the mayor points to the language that would grant the d.c. government greater control over his own local budget. if approved the district would be able to spend its own money without awaiting for approval. >> it's a huge step forward in advancing our cause. >> among other things, bucket

autonomy would -- budget autonomy would protect the district in the event after government shutdown. jessica doyle is here with your money report. >> we're hoping for another rally like the one we had yesterday. that would be nice. but we're going to have to see if new economic data can live up to the hype. stocks rallied yesterday after greece voted for deep spending cuts to qualify for bailout and to avoid bankruptcy. asian stocks headed higher yet again this morning and checking the numbers from here at home, the dow stands this morning at 12,874, jumped about 73 points in trading yesterday. nasdaq was up by 27 and the s&p 500 was better by 9. there are some safety concerns with chevy suvs. federal safety teams are investigating reports of fires in the driver side doors of chevy trailblazers model years 2006 and 2007. the national highway traffic safety administration says more than 300,000 vehicles could be affected. the fires appear to have started in the driver's side

power window switch and parts related to it. g.m. says no one has been hurt. as the economy improves, more americans are getting plastic surgery. that's the finding of an annual report from the american society of plastic surgeons. for the second year in a row plastic surgery is on the rise. during the recession, numbers had dropped. about 1.6 million americans went under the knife for cosmetic reasons in 2011 but the numbers are far below the ones in 2005. there's another change. every year more americans are opting for nonsurgical tweaks. we're talking botox, facial fillers and of course laser hair removal. very popular. >> okay. we won't go any further. what do you have for us in the next half-hour? >> we have the full range of motion but we're also going to get you the biggest bang for your buck on dealer lots when you go to buy a new car.

whitney houston landed in her home state of new jersey last night. the singer's family is planning a funeral for later this week. the 48-yard died saturday in her -- 48-year-old died saturday in her los angeles hotel room. authorities are waiting for toxicology test results before they can determine how she died. the judge in the penn state sex abuse case has sided with jerry sandusky's defense on for motions. he will allow sandusky to see all of his grandchildren except the three who are currently involved in a custody dispute and the judge also denied the prosecution's request for an out of town jury to hear the case. same-sex couples could soon be allowed to marry in washington state. governor ris teen gregory -- christine gregory sign add bill to legalize gay marriage. opponents are trying to get a referendum on the ballot to have it overturned. the fight over same-sex marriage comes to northern virginia this valentine's day. we'll tell you how one fairfax couple plans to demand the right to marry. that's coming up at 5:39. at 5:23, maryland losing

forecast. >> a little bit. we have the clouds. temperatures are going to be above 50 in most areas. we're not going to see too much in the way of precipitation. there's a touch of snow this morning up around camp david, the maryland-pennsylvania border. the rest of us maybe a shower here or there. most of the time it's going to be a cloudy, dry day. here's a look at the bus stop forecast. temperatures in the 30s this morning to around 40 in a few spots. the stray shower or flurry up north. sunrise 7:01. it sets at 5:44 this afternoon. as we look at the doppler radar as well, we're looking like a lot is going on but actually a lot isn't going on. most of this is not reaching the ground. you get out toward kentucky and ohio, yeah, there's snow here around cincinnati, maybe picking up an inch of snow this morning but most of the moisture that falls is going to stay west of the mountains. here's live doppler 9000 hd. here we are into frederick county and caroll county. as you get well north up into

hagerstown, thurmont, emmits burning, you might be see owe on emmitsburg, you might be seeing a couple of snow flurries but otherwise visibility at ten miles. nine at camp david. that tells me that snow snow shower maybe now into northern caroll county. the rest not even reaching the ground. reston 32 along with great falls. 34 in columbia and toward bwi. down south mid-30s in alexandria, springfield and andrews at 36. out to the west haymarket and leesburg 32. and 34 in manassas. outside on our michael & son weather camera, good visibility around the capitol this morning. ten miles or so at reagan national with cloudy skies. calm winds. the dew points have come up from around 10 yesterday to 24 now. so a little bit more moisture in the air but not enough to reach the ground. still watching this storm system which came on shore in california yesterday and to the southwest. this is what's going to start to pull out and actually give us our rain chances for thursday. it's -- what's coming for today

is this storm system stretched down. then heavier rains well to the south from atlanta down into florida. you may get some bumpiness there but most of this as i said earlier not reaching the ground except for the snow up north. want to show you our future cast before we get to the forecast because this is where we've got the moisture which is going to be moving around us later today perhaps a couple of showers south by midday. we'll get into the afternoon, not much going o. then this evening some showers here and there before everything pulls out and leaves us in good shape for wednesday. i do want it tell you by sunday things could get interesting. 52 today. isolated shower. tonight we're back in the 30s with an evening shower possible. tomorrow 54 with partly to mostly sunny skies. some generally light rain on thursday but upper 40s to near 50. if we're drier we would be warmer. a possible coastal storm might bring us wintry weather on sunday. we'll watch that carefully. it's now 5:17. watching the traffic for you very carefully this morning.

here's monika samtani. thank you so much. if you're planning to head around town i think for the most part things are final. no problems to -- are fine. no problems to report on the beltway but there is one accident here in the heart of silver spring. georgia avenue at route 29 and there is -- at bonifant street. the left lane is blocked in each direction at georgia avenue. it's very light through that area and i don't think it's going to affect your ride but just be aware of it and a heads up. we'll take a live look nearby if you're planning to head into maryland. no problems to report here as you can see. we'll go back over to the maps and this time a little further south, the bw parkway and route 50. inside the beltway through cheverly you're fine. no problems to report on the beltway leaving route 50 as you head southbound toward route 4, route 5 and over into oxon hill and wilson bridge. we'll take a live look at route 50 right now coming off the bay bridge at sandy point. all the way to the beltway your lanes are open and volumes are very light this morning. coming up in my next report,

the terps football team losing more players. >> while the caps turn in a losing performance in front of the home crowd. kristen berset has highlights in your morning sports. >> good morning, everybody. the capitals need every point that they can muster at home to stay in the playoff hunt. but last night their performance elicited a thunderstorm of jeers from the fans. not very good. couldn't get much to stop. patrick gets it up and off the back and then tacks on another to go up 5-1 in the 3rd. caps do try for the late comeback. look at that. just skates by everybody. then jeff shultz get as nice bounce pass off the post but it was too little too late for the caps. they fall 5-3 to san jose. the terps announcing the release of quarterback daniel o'brien among two others. the rookie of the year was benched midway through the

an outside chance we'll get a shower or two. we get you going with the day planner. this morning we start in the 30s. it's kind of chilly out there. 39. we'll be 46 by noon and 49 at 5:00 p.m. with highs in the low, maybe even mid-50s well south of town, down toward fredricksburg and tappahannock. you might make 55 today. as far as the rain, there's not much to talk b. this -- talk about. this is the case where the bark is worst than the bite. a lot of this, almost all of this that you're seeing in maryland and virginia not reaching the ground but looking at the observations other than a stray snow shower up near camp david earlier, maybe north of westminster we have a little bit of snow shower here up in northern caroll county. that's it. the rest of it not reaching the ground. temperatures up north low to mid-30s. that's idea snow showers but lots of 30s out there this morning to near 40 in town and on the bay. going to the low 50s. it is now 5:29. over to monika with time saver traffic. i'm happy to say fingers crossed that everything is moving well this morning. there are no big incidents to

report. not yet anyway. if you're planning to come in from virginia on the northbound side of 95, you see all the green. that means traffic is still relatively light at 5:29 in the morning. we'll take a live look if you're planning to head into inning spring field. -- into spring field. this is what it looks like coming up from 644 whether exiting the beltway or continuing to 395. ed cal road on the northbound side -- edsall road on the northbound side all lanes open. no problems to report on 395 as you head for the 14th street bridge. main and hov lanes again are nice and light. back over to the map and this type the west side of town. looking good at the american legion bridge. we'll take a live look at 66 in manassas. you may find a few brake lights as you head for route 29 in are inville but all lanes -- in centreville but all lanes are open. the jury in the george huguely murder case will be listening to more difficult testimony today.

>> forensic pathologist testified monday. the doctor described a series of bruises on the body of 22- year-old yeardley lover and said there were -- love and said there were signs of smothering. huguely confessed to grabbing and shaking love but he says he never hit her. this morning montgomery county police are asking for help to find a missing 8-year- old girl from silver spring. her name is london marshal. she ran away from her family's apartment on blare mill road yesterday afternoon. she's described as 4 feet 8, weighs about 80 pounds. she was last seen wearing a gray button down sweater, faded blue jeans and gray swaid boots. today teachers in prince william county, virginia may borrow a tactic from the occupy protesters. they're being encouraged to sit in on a board of supervisors meeting to make a point about having their salaries frozen for quite a few years to come. monday teachers at three schools took part in a work to

rule action. that's when they did not stay past their scheduled off times to help students and after school -- help students after school. teachers say they haven't had raises for the last three years and the proposed budget would keep salaries frozen until at least 2016. virginia's house of delegates has approved legislation to make it easier to remove public school teach frers their job. the bill -- teachers from their job. the bill would gradually move teachers and principals from continuing contracts which are similar to tenure to three-year contracts which would not automatically be renewed. if it's passed the bill would apply only to new teacher hires. the virginia house of delegates has also given preliminary approval to a couple of bills that have upset abortion rights advocates. one would require all women seeking an abortion to first have an ultrasound of a fetus. however, the women would not be forced to look at that image. the other is the so-called personhood bill which defines human life starting at

conception. delegates are expected to cast a final vote on both of those issues today. president obama's plans to cut defense spending may end up helping virginia's biggest navy installation. that's because the budget the president released yesterday does not include money to improve the navy base in may port, florida. without that construction, the planned transfer of a carrier from norfolk will be stopped. however, some navy ships may eventually be sent elsewhere. >> there is this movement and i think it's well justified. some emphasis on the pacific. so this movement from really west to east, the strategic move there we have to understand that and make sure we always put the country first. >> the 2013 defense budget also calls for one carrier and one submarine to be built in the norfolk shipyard. it is just about 5:34. time for another your money report now. >> jessica is back getting the biggest bang for your buck on

card deal -- car dealer lots. >> doesn't matter if you're looking at ferraris or maybe a focus, the price point does make a big difference, a big deciding factor for a lot of folks but kelly blue book says the real cost of owning a car involves a lot more than the price you negotiate with the dealer. kelly blue book looked at the cost of owning several brand new 2012 models from both u.s. and foreign automakers. the biggest hit you're going to take depreciation. you have heard this before and it is true. cars do lose thousands of dollars in value when you drive it off the lot. it takes the vehicle from its retail value to its wholesale value and that depreciation can account for thousands upon thousands of bucks. the next biggest expense is your fuel. the car's fuel efficiency deck at a times about 25% -- dictates about 25% of the cost of owning the car and the rule of thumb here, the more fuel official, the cheaper the -- efficient, the cheaper the car will be over the long haul.

state taxes and fees are next and finally repairs. take all those factors into consideration and the 2012 total cost, the best brand is offered by kia. audi won best brand in the luxury category. kbb also breaks it down by car models and some of the u.s. automakers finished first in their categories. we had the jeep wrangler for mid-size suvs and chevy impala for the full size car which would make sense and why police officers drive chevy impalas. very cost firth over the long haul. >> the kia has one of those crazy warranties, ten-year and 100,000, something like that. >> that was something they did a couple of years ago to set it apart from the pack when it was trying to improve its image. >> unbelievable. thank you. there's an alarming

good morning. welcome back to 9news now. it is 5:45 on this valentine's day. howard's got a lot of different things happening in the weather to take us from cold to mild to cold again. >> sunday we may start to hear some rumblings about sunday. potential coastal storm. not saying definite but there's a little bit of agreement on a couple of models now that by sunday we could be talking maybe back to a little bit of wingtsry weather. that's -- wintry weather. that's just a possibility, not etched in snow. let's talk about today, though. it's going to be a decent day around here for your

valentine's day. we start with the bus stop forecast where we've got lots of clouds out there. just an isolated sprinkle or even a flurry well to the north. temperatures are running in the 30s to around 40 this morning. sunrise 7:01, setting at 5:44. no problems early. much of the day will be relatively quiet. we'll have the cloudy skies. 9:00 40. 44 at 11:00. this afternoon we're going to see highs in the low, maybe even mid-50s down to the south. winds generally southerly at 10 miles an hour. so just a slight breeze out there and still isolated shoir. our weather -- shower. our weather headline, the isolated shower or two today. i think if you leave the umbrella at home, you'll probably get away with that and just be fine. tomorrow looks like we get in the midz 50s in -- mid-50s in many areas but by thursday, light rain likely. temperatures in the upper 40s to near 50. then the possible coastal storm on sunday. this could slide to our south. it won't be a problem but if it starts to make that turn coming
