in the mid-50s for the afternoon. average highs are 47. winds northwest at 10 to 15 miles an hour. so a bit breezy, too. yesterday had a couple of showers, had a little sun, clouds. that system is here. the next system now crossing the mississippi into western kentucky. looks like it will be arriving tomorrow. the morning commute will be dry but i think the evening commute is going to be wet. this morning we have temps mid- 30s north. low 40s now in town. so you'll need a jacket and this afternoon looking pretty good with still holding maybe in the 40s in hagerstown. we'll be around 55 and 56 in manassas. let's go to monika. minor incidents so far. only minor incidents. i don't need my notes today. on the northbound side of route 29 i want to give you the heads up. we figured out what's going on near lockwood drive. as you head northbound toward white oak you want to watch out for the accident act of thivity -- accident activity. not causing any delays.

as you head toward or out of frederick, all lanes are open. we'll take a live look in silver spinning. if you're planning to head here route 29 at fenton, looks looking great as -- things looking great as well. we'll take you over to the maps again. this time to southern maryland. no problems to report out of brandywine, fort washington, oxon hill. looking good on all of those major corridors heading for the beltway. in fact, we'll take a look at the beltway near route 4 and andrews air force base. no problems there. this is the sousa bridge along pennsylvania avenue in southeast also looking great. no problems to report on any of the anacostia river crossings. coming up in my next report, we'll go into virginia at 6:11. >> thank you, monika. metro is willing to take some of the blame for the deadly crash on the red line in 2009. that collision left nine people dead. >> but taking blame is not a quick process. this story is new this morning. delia goncalves is live in northeast d.c. with the latest on this. good morning, delia. >> reporter: good morning,

mike. it's not a cheap process either. all morning long we've been showing you this memorial that the victim's family members have posted on this overpass here at new hampshire avenue overlooking the crash site. but i want to spend some time this morning right now showing you and telling you more about this particular woman anna fernandez. she had six children. i was at the memorial service that metro held last summer when each of her six children broke down in tears as they talked about the loss of their mother. at the time their only surviving parent. now these parentless children are each filing a wrongful and three equipment etro. manufacturers filed court documents to, quote, stipulate liability and in anna fernandez' case and other cases seven death suits have already been settled. no word on cash payouts but metro says its $5 million

insurance deductible will cover those costs. the national transportation safety board has always been on the record saying the crash could have been prevented. >> metro was on a collision course long before this accident. >> this accident is a classic example of an organizational accident. >> reporter: metro says we, the riders, won't be paying necessarily for these cash settlements to families like families of anna fernandez. however, we the riders are certainly paying through proposed rate hikes for improvements, safety improvements to this system that metro says has been neglected for several years under the prior administration. coming up in my next live report, i'll have more on what metro is doing now to make the train system safer. back to you, mike? >> thank you, delia. delia goncalves live in northeast washington this morning. there will be a viewing tonight for joshua weissman,

the alexandria paramedic who died in an accident last week. tonight the viewing starts at 5:00 at everily wheatley funeral -- everly wheatley funeral home in alexandria. he died when responding to a car fire on 395 in shirlington. he tried to jump over a gap between the two overpasses but he fell through instead tumbling 20 feet down. he hit his head on a rock on four-mile run. fire and ems departments will not be on call during his viewing and funeral. the calls will be covered by neighboring departments. it's been three years since anyone saw pamela butler and still no signs of the woman from the environmental protection agency. the 47-year-old vanished february 12, 2009 to days before she was supposed to have valentine's day din we are her mother but -- dinner for her mother but never showed. that prompted an agonizing search which continues today. >> horrible. i can't think sometimes. i just break down and cry.

>> d.c. police say they long believed butler was murdered by her ex-boyfriend but say there isn't enough evidence to charge him. he says he had nothing to do with butler's disappearance. singer whitney houston will be laid to rest in a private ceremony saturday in the new jersey church where she sang as a child. the invitation only service will take place at noon at newark's new hope baptist church. her family is asking mourners to send donations to the whitney houston academy of creative and performing arts instead of flowers. the 48-year-old singer died saturday in a los angeles hotel. republicans in richmond have what's called a super majority and they are using it to pass two of the strongest antiabortion bills virginia has seen in years. the first one is called the personhood bill. it would effectively outlaw all abortions because it says the rights of the person start at the moment the sperm and the egg unite. that passed yesterday 66 to 32 was the vote in the house of delegates. a similar bill was rejected in

mississippi last year. the second bill would require women to get an ultrasound before undergoing an abortion. that passed by a vote of 63-36. maryland's governor is giving more details about his plan to hike the gas tax. democrat martin o'malley wants to phase in a 6% sales tax on a gallon of gas over three years. at current prices, that would be 18 cents a gallon. o'malley says if gas prices spike, the phasing in could be delayed. the governor predicts the gas tax will bring in $85 million more a year for local road projects. at 6:06, jessica doyle is here with a special your money report. >> feeling a little queasy. she sat down and just informed us we're about to have a quiz on the economy. >> pop quiz time. the reason why we're doing this, there are a lot of facts flying around about the economy. during this political season people might vote because of this stuff so we're going to debunk some of the myths. the first question we're going with is true or false, most of

what americans spend their money on are of goods and services made in china? >> you know, of all the news reports, we would think it's true. >> the answer is false. the answer is false. here are the facts. just 2.7% of personal spending is on chinese made goods and sfs. 88 -- services. 88.5% of u.s. spending is made on american goods and sfs. the reason -- services. the reason the way it is, in 201034% of income was on housing. 13% on food. 11% on insurance and pensions. 7% on health care and 2% on education. so if you figure that, it's not little things you're buying at wal-mart. it's sort of the bigger life issues out there. that's the reason why. second question, true or false, china owns most of u.s.' debt. >> we've been reporting that.

i'll go with false. >> you're right, andrea. there's our buzzer. >> it's false. here are the stats for you. as of november, china owned 1.13 trillion of u.s. treasuries. that's 7.6%. so who owns the rest? primarily the federal government. we own our own treasuries. then state and local governments, private domestic investors. in terms of foreign investors we have china followed by japan followed by our old friends over in the u.k. so that's a little bit of truth for you on that one. here is our final question. this has to do with prices at the pump. oil, we get most of our oil from the middle east, true or false. >> i was going to say false. >> the answer is no, we get -- no, that's another buzzer. >> that was wrong. >> so just 9.8% of the oil that we use here in the u.s. comes from the middle east.

that's down from 14% just ten years ago so we're using less and less. 49% is produced domestically right here in the u.s. so daily finance reports that u.s. imports more than twice as much petroleum from canada and from mexico than we do from the middle east. so that's an interesting statistic for all of us to be aware of. >> cool. we got that one right. >> we've got one. thanks. >> very good. wondering why you didn't have a date on valentine's day? >> oh. >> maybe it's because you don't own a home. >> what? >> yeah. in a survey of a thousand single people, 18% of men say they would rather date a homeowner than a renter. more than 30% of women say the same thing. of course the study was done by a real estate company. >> come on. 6:10.

degree mark. it will be a bit breezy at times. highs in the mid-50s. looks like rain arrives for tomorrow and maybe something this weekend. if you're planning to take public transportation, i want to give you a heads up. metro foggy bottom station, the entrance escalators are out of service this morning. a shuttle bus service has been requested. by the way, also marc brunswick line 870 is running up to 15 minutes late. more on area roadways coming up in my next report at 6:18. president obama is weighing a big cut to our nuclear arsenal. the cut could be as big as 80%. >> that's one of the stories making news this morning at 6:13. the associated press reports no final decision has been made but it would be in line with the president's pledge from three years ago to try to eliminate nuclear weapons. right now the u.s. has just over 1500 nuclear weapons. chinese's vice president will head to capitol hill today. then he'll make a visit to iowa to meet ordinary americans. he met with president obama and defense secretary leon panetta

tuesday. he is slated to become china's new president next year. the usns comfort is sailing from baltimore to norfolk. the navy announced yesterday the ship will move to its new home next year. the comfort and its crew ahead national headlines when it was helping the people of haiti following the earthquake there. there is an agreement in place this morning to extend the payroll tax cut. it means more money in your pay check. >> the deal came after republicans gave into the request by democrats. we explain how the deal got done. >> reporter: republican congressman steve llatourette says it's a deal. it was set to expire this month. the break is worth about $83 a month for someone earning $50,000 a year.

the deal would also include an extension of unemployment benefits and prevent cuts in payments to doctors who treat patients with medicare, something known as the doc fix. jay carney says all three components are important. he says it's vital that congress doesn't mess up the economic recovery. >> one way to muck it up would be to somehow fail to extend the payroll tax cut or somehow fail to extend unemployment insurance benefits or the doc fix. >> reporter: earlier president obama said the stakes are high. >> this is a make or break moment for the middle class in america and for folks who want to be in the middle class. the last thing we need is for washington to stand in the way of america's comeback. >> reporter: i'm greg black for 9news now. >> the house and senate joint committee could take up the compromise plan as soon as today and it could make it to the president's desk for him to sign by the weekend. the weekend is going to be a holiday weekend. congress is going to be going

out for a week and what do we have in store for the holiday? >> looks pretty good saturday and monday. sunday, we don't know about sunday exactly yet. a storm will form on the southeastern u.s. it could slide off to the south and not be a problem. if it comes up the coast, it will be a problem. i just -- it's just too early to tell you exactly which one of those scenarios is going to play out. let's just talk about the next couple of days. today your bus stop forecast, clouds out there early. they'll be breaking up. i'll call it partly sunny. a little chilly. winds will be up as well out of the northwest at 10 to 15. your sunrise 7:00 a.m. setting at 5:45. at 8:00 42. by noon 50. we're going to look good by noon, 50, north west winds at 15. plenty of sunshine. middle of the afternoon 53 or so at 4:00 p.m. with a high around 55. still a bit of a breeze and then this evening we're looking at lighter north winds and 45 degrees today. we start clear. clouds roll in after midnight and got some rain on the way for thursday but i think the morning rush hour is going to

be dry tomorrow. we're saying goodbye to the showers from yesterday afternoon. they're up in new england. a few clouds around now. that will be the case for a few more hours with your temperatures into the 30s in many areas to the low 40s. 41 for baltimore and winchester and easton. it's 39 in fredricksburg. charlie in catlet he was 36 along with culpeper. prince william county we've got readings there which are also down in the mid-30s around manassas. we've got a good look at the white house. just about 45 minutes before the sunrise with cloudy skies reported at reagan national. north, northeast wind at 8. our windchill in the upper 30s and the dew points, the air still dry at 32 degrees. but that dry air maybe another 24 to 30 hours before some of the moisture that we're watching in the middle of the country becomes thursday's rain maker. it's getting into western kentucky this morning. we'll see how quickly this can come in toward d.c. and moisten things up. looking at the future cast, yeah, we expect early clouds to be pulling away and then we're

welcome back. 6:23. howard with your weather first. a few clouds around but it's going to turn out to abpretty nice day -- to be a pretty nice day. by mid-morning we'll have temperatures in the mid and upper 40s. this afternoon under the sunshine and a northwest wind at 10 to 15, the highs will approach 55 with the drive home temp still in the low 50s. 6:23 up for. in sports the wizards four-game road trip off to a good start. they visited portland last night. >> the wiz simply man handled the blaze. nick young was on fire. he had a season high 35 points.

d.c. led by 12 at the half and they didn't let up in the second half. john wall added 29 points, 9 assists for the wiz. they win 124 to 109, their third straight road win. they visit the clippers tonight. 22nd ranked virginia struggling in the acc this season. the cavaliers were visiting clemson last night. cavs lose 60-48. they're just 6-5 in the acc. a big caa matchup last night in fairfax as george mason hosting bcu and this game came down to the last shot. >> pierson triggers. across half court. pulls up for the 3. >> it's a win. mason at the buzzer gets the win. >> they win 62-61. probably one of the best stories of sports now that the

quote, it's a well known fact that david cantania does not intend for abide by the council's code of conduct. barry added he believes the comments were racially motivated but catania denies the racial allegations but stands by his remarks. the bill to legalize same- sex marriage in maryland is moving forward now. it's now on to the full house of delegates two house committees advanced the bill yesterday. last year the bill to legalize same-sex marriage died in the house. governor martin o'malley who supports the bill admits he's still a few votes short. karen and barb applied for a marriage license yesterday in virginia but as expected they were rejected. they left the courthouse in fairfax and joined a same-sex rally. similar rallies were held in other parts of the commonwealth. right now the virginia constitution defines marriage as only between one man and one

woman. the prosecution could wrap up its presentation as early as today in the george huguely murder trial. the former virginia lacrosse player was charged with killing his girlfriend yeardley lover. authorities say she died from blunt force trauma. huguely's attorneys argue love's death was an accident. new this morning metro is going to take some responsibility for the deadliest crash in its history. it will accept blame for the 2009 collision on the red line where nine people died. delia goncalves is live in northeast next to a makeshift memorial to those victims. >> reporter: we're live on the new hampshire overpass overlooking the crash site. i was here last summer when the families all gathered here and posted these signs and banners and flowers. you can see they've been here since last summer so a lot have

been worn and beaten by the weather. still these pictures and flowers and t-shirts even remain as a reminder of the lives that were shattered here. this morning the washington examiner is reporting that seven of the nine death cases have been settled and the agency and three equipment manufacturers are expected to alsole settle the remaining four lawsuits. since that deadly crash, metro has indeed changed management and worked with the national transportation safety board to improve safety but it is a long process. 100 measures have been taken so far but those outdated and unsafe 1000 series cars, the ones involved in that crash, will not be completely replaced until next year. now, metro though we can tell you is running all trains on manual mode which allows the conductor to have more control over the trains, you may remember that the deadly crash that claimed the lives of many

of these folks, those trains were on automatic mode and when that conductor who was operating that second train tried braking the train herself, unfortunately that brake did not work. mike, back to you. >> delia goncalves is live in northeast washington this morning. prince george's county is going to move ahead with a controversial development plan. it will add a pharmacy and some retail space at riggs road and adelphi road in adelphi. it's a wooded area right now. the controversy is neighbors were hoping it would stay wooded and maybe turn into a forest preserve. groundbreaking for the 11,000 square foot project will happen by the end of this year. it's 6:36. jessica doyle watching your money and your wireless plan. >> apparently at&t is not playing fair. >> that's what a lot of its customers may be saying right now. if you're a long-time at&t customer with an unlimited data plan, it's probably not feeling so unlimited lately. maybe you've noticed web pages

or maps are not loading. it may feel like dialup when you try to use your phone for anything beyond making simple phone calls so what is going on here? at&t is doing something called throttling some of its customers' smartphones. the carrier is actually cutting their data speed as part of an attempt to manage usage its network. at&t has around 17 million customers with unlimited data plans that can be suggest to throttling. that's just under half of its smartphone users. it stopped signing up new customers for unlimited plans back in 2010 and warned last year it would start slowing speeds for people who use itself most data because they're costing the company money. once at&t has decided to throttle your phone, it will be slow for the rest of your billing cycle. what can you do if your phone is being throttled back? probably not a whole lot. customers say if they call the company to complain, at&t support representatives suggest they switch to a limited plan. that's probably going to wind up costing you more money.

another option? you can switch your carrier. sprint nextel is the only one of the big three or big four national wireless carriers that's still offering unlimited data plans without throttling. here's the problem with switching. at&t iphone, i'd go to sprint n. is not going to work with them. i have to buy a whole new phone before i start the process. >> i have to buy a phone. even though it'sen iphone, they -- it's an iphone, they can't reconfigure it. >> the technology is different inside the phone for all the different carriers unless you buy an unlocked phone which is going to cost you $500, $600. >> which is why it took so long for verizon to get in on it. >> they had to design a whole new interior. >> thank you. our time is 6:38. in nine minutes see which dog came away with best in show at westminster. it's a breed that hasn't won since 1990. good news. howard says it is going to abbeautiful february day today.

we've got mostly cloudy skies but good visibilities on our michael subpoena son weather camera. -- michael & son weather camera. our next weather maker, this moisture is coming in from texas, oklahoma heading toward areas in the mississippi valley. that's thursday's rain maker. out ahead of it, high pressure is in control. so today other than the northwesterly breeze really not too much to worry about as we'll have the mountain snow showers diminishing by noon. we get through the day fine. clouds roll in overnight tonight so we start cloudy on thursday. then the moisture moves closer to us by midday and during the afternoon looks like we're going to have some rain around for the evening commute. i don't think it's going to be anything terribly heavy but not as pretty a day as today. looking ahead today 55 degrees. breezy conditions with the sun. tonight mid- to upper 30s to around 40. the clouds roll in. tomorrow rain develops. should be dry for the morning commute around 50. pleasant on friday and saturday
