still around new mexico and west texas. got a lot of time to watch it but just keep in mind about what's going to happen sunday, at least the potential there. this morning we've got fog. that's the bigger problem immediately, especially south and east of town. temperatures, though, by noon will be in the upper 40s with breezy conditions. lots of sunshine expected this afternoon with highs between 50 and 55. looking at those visits, you'll see them from -- those visits, you'll see them from d.c. south. culpeper at zero visibility. east of 15, 29 into southern maryland, a lat of quarter mile advice -- a lot of quarter mile visibilities. the front will come through and clear things out but still a dense fog advisory d.c., anne arundel, south, prince william south until 8:00 this morning. that front coming through. there it is. leesburg up toward germantown. looking at a couple of sprinkles this morning. over to you. it's been a tough morning for maryland state police and commuters on the beltway north of town. we're going to show you some video of what happened on the inner loop of the beltway just

before connecticut avenue. it was a tractor-trailer and a car involved. a fiery crash resulting in one person dead as well. that's why the investigation and cleanup is taking so long. let me show you first on a map exactly where it is and what you should expect. you see all this red on the inner loop. that's the eastbound side of 495 heading for connecticut avenue. right now the left side of the roadway is open but again you're going to have to deal with that delay. in fact, we'll go to our mdot camera right now so you can see what it looks like live on the inner loop of the beltway. moving but very slowly through bethesda. keep that in mind eastbound on 495 near connecticut avenue. now to virginia. on the northbound side of 395 also an accident in the hov lanes. right here at washington boulevard it looks like they set up cones in the area as well with crews on the scene. the right side is blocked so the hov lanes are now slower than normal. you can see the main line remains open. coming up in my next report, another look at maryland and virginia at 6:12. back to you guys. at the top of the hour, we're following breaking news.

fire crews remain on the scene of a town house fire in prince george's county. >> three adults two children taken to the hospital after this fire. it started early this morning in district heights along hil- mar drive just off pennsylvania avenue. delia goncalves is live there with the latest. we have some scary details in the beginning of this story but things are improving we hope, delia. >> reporter: things are improving for that 2 and a half- year-old girl but the fire chief assures me it's still very touch and go. she's in critical condition. she was pulled from the house without a pulse. cpr was performed. her pulse has been restored but still a very tense situation for that little girl and her family. here to tell us more about what happened this morning and the effort by firefighters really who knocked down this fire and prevented it from spreading, the fire chief. tell me from the beginning the house was engulfed when firefighters arrived. >> they had a heavy quantity fire coming from the first floor windows when they pulled up. fortunately there was enough people on that first engine to

be able to split their crew, make a quick attack on the first floor so that the rescue cure could get upstairs. they made a quick location of the 2 yeardz. the truck arrived and -- 2-year- old. the truck arrived and they were able to brip the 2-year-old -- bring the 2-year-old down the ladder. >> reporter: you mentioned there were three adultds in the house. -- adults in the house. one adult in a wheelchair in the basement alerted the mother, heard the smoke alarm. they were able to pull one child out? >> the 9-year-old was pulled out by the residents. we're told the gentleman in the wheelchair made a cell phone call to someone else in the home to alert them that he could hear the alarm. he was able to get himself out through the basement entrance. somebody else was able to pull that 9-year-old out prior to the fire department's arrival but the 9-year-old was also transported for smoke inhalation. >> reporter: we know that one firefighter suffered some burns. that firefighter expected to be okay? >> it looks like it. he was transported to med star with second degree burns to the

ears. hopefully he'll be released today. >> reporter: this is an old town house built in 1978 so no sprinklers but there was a fire wall in the ceiling so that really helped out in this situation? >> right. in the walls between the units. this was an end unit. the firefighters were not only able to make a quick attack but because of those walls between them, the people are already back in the home next door. >> reporter: you mentioned it looks like it may have started in the kitchen? >> still under investigation. does look like it started in the kitchen. it's standard procedure in anything like this firefighters have to get in and dig and make sure but right now doesn't appear to be anything unusual. still under investigation. >> reporter: thank you so much. i appreciate it. fire crews are still here on the scene as the chief said digging through the home, trying to find an exact cause. however, they believe it may have started in the kitchen. back to you. >> thanks, delia, delia goncalves live on breaking news in district heights, maryland this morning. well, no school this

morning. too many students and teachers at copyley school in westmoreland county. it's working with the virginia department of health to make sure the virus doesn't continue to spread. yesterday morning we told you about the norovirus outbreak at george washington university. student health officials held a free walk-in clinic yesterday for students at one residents hall. about 85 people living on and off campus got sick from that virus. what is the norovirus? it's basically a highly contagious stop back bug that -- stomach bug that went through our house. it causes noose ya, -- nausea action dee reya, vomiting. you -- nausea, diarrhea, vomiting. it's just awful. wash your hands and clean kitchen surfaces before and

after you cook. president obama is giving credit to the american people for pushing congress to reach a deal on extending the payroll tax cut. he says regular citizens pushed both parties to strike a deal and both sides did sign the agreement yesterday. it extends that tax cut through the end of the year. it means about an extra $80 a month in your pocket. a final vote is expected today on the hill. the president should sign the bill into law over the weekend. 6:06. jessica doyle has her mind on your money and your money on her mind. >> the key to saving is all up here which is dangerous because i don't have a lot of room. >> good morning. we're working on our financial fitness this morning. if you're falling short of your personal savings goals or stumbling at paying down europe debt, a new survey says the reason could be willpower and the good news is there are ways to improve it. >> reporter: a day at the mall, going to the grocery store, even sitting in front of your own computer can be an exercise in self-control.

a new survey from the american psychological association says more than half of americans started the new year with the goal of saving more money. nearly 40% with the goal of paying down debt. when asked about the biggest obstacle to achieving their goals, one in four said not enough willpower. the good news is there are ways to boost yourself control starting with not -- your self- control starting with not taking on too much. tackle one financial decision at a time so you don't get overwhelmed. track your spending. seeing is believing when all of those numbers start adding up. lean on a support system, whether it's your family, your friends or social network and avoid temptation in situations where you might spend. >> say okay, i'm going to the mall this weekend but i know out of my income for the week, i can only spend $20 or $25. that's all the money i'm going to take with me and i may take it in cash and leave the credit cards at home. >> reporter: the epa says just like a muscle, willpower can get stronger. the more you exercise it for your financial goals or any

howard bernstein weather first. we have a mixed bag of everything. fog today but nice. tomorrow nice and then snow and a warm-up? >> the one cold day will be sunday with the potential of snow around here. the morning's concern is the fog. i'm going to start with the snow because that's bigger talk. we've been talking about it for a couple of days. we'll explain what we're thinking for the weekend. coastal storm sunday. don't change your saturday night date plans. go out, enjoy. won't be a problem. by sunday looks like we'll get some precip moving in starting as rain d.c. south and east and late in the morning into the afternoon changing over. when exactly that happens where the best moisture sets up will determine how much moisture we eventually see. the critical times will be from 11:00 a.m. to 11:00 p.m. on sunday. temperatures mid-30s to mid- 40s. the densest fog is off to the south that will be around for a couple more hours. by noon, though, lots of sunshine, 49.

kind of breezy with winds 10 to 15 gusting to 20. by 4:00 52 with highs in the low to mid-50s. we're back in the 40s by 8:00 with some 30s tonight. the front is coming through, a weak one with a few sprinkles in northern and western montgomery county approaching germantown and dearnstown. this is going to sweep through. once it does the visibilities will improve. ahead of it visibilities a quarter mile in many areas. temperatures in the mid-30s from reston and fairfax to 43 in gaithersburg. with the fog we've got 40 at alexandria. outside our michael & son weather camera, yeah, that's the fog there downtown. 41 degrees. feels like 37, though, with a southwest wind at 6. and the cloudy skies with the fog. we're going to see that fog go. sunshine will be shining brightly. no problems this afternoon. tonight clear to partly cloudy late. tomorrow partly sunny day with increasing clouds late. then the moisture shows up by sunday morning. is it going to be here? is it going to be a little more north of here?

if you're planning to head from route 50 to 123, there were two separate accidents. everything is on the shoulder but delays i would say begin all the way back in centreville. now a live look at 3935 on the -- 395 on the northbound side. cones set up in the hov lanes to get around this accident. delays begin almost at edsall road. coming up in my next report, i'll update you on all of these situations once again at 6:43. back to you. >> thanks, monika. 6:31. we continue to follow breaking news out of prince george's county. a two and a half-year-old is in critical condition in an early morning fire. we've been telling you about this for about two hours. the fire started in a town home in district heights along along hil-mar drive. there's another child involved here, too. >> reporter: a 9-year-old who is expected to be in good condition, just smoke inhalation for the 9-year-old but still very touch and go for that 2-year-old who had no pulse when she was pulled out of the house. her pulse has been restored but

still touch and go in critical condition. take a look at the scene. you can see there is still lots of tape, fire crews on the scene four and a half hours after the fire broke just around 2:00 a.m. this morning. they are trying to determine the cause of the fire. let's take a closer look at the scene so you can see for yourself. this house was completely gutted. fire crews say the fire they believe may have started in the kitchen. at the time there were three adults, two children in the house. an adult male in the basement in a wheelchair heard the smoke alarm, called upstairs to the children's mother, alerted that mother. she came downstairs, saw flames shooting out of the kitchen, rushed to get everyone out of the house. they pulled the 9-year-old but unfortunately that 27-month-old little girl was trapped inside of her bedroom. when crews got her, they rescued the girl from the window of her bedroom and immediately performed cpr on that little girl. now, i should tell you her bedroom, the little girl's

bedroom actually sits right above the kitchen so you can imagine since they believe the kitchen was the source of the fire, you can imagine the kind of heat and smoke and even some flames that were creeping up into that little girl's bedroom. it's still very touch and go for that little girl and her family, but everyone else is safe. that little girl in critical condition at this hour at children's hospital. one firefighter i should tell you was injured, had some burns to the ear. let's listen to the fire chief that we spoke to a little time ago. >> family members pulled a 9- year-old boy out. we also transported that 9-year- old boy with smoke inhalation. there were three adults in the house at the time. all three of them were able to get out. and they -- no injuries to them. we did have one firefighter injury, second-degree burn to the ears. >> reporter: that firefighter is expected to be okay. that little girl as we said in

critical condition. her family members are okay. back to you. >> thank you, delia. delia goncalves live on our breaking news in district heights, maryland this morning. imagine alleges taste of vegas on the potomac. prince george's county executive rashern baker wants to bring a billion dollar casino to national harbor. he joins us live in studio now to explain his plan which mr. county executive seems to run counter to what we believe was prince george's county's opposition to gambling. >> yes. thank you, andrea. i just want to say for the family in district heights, of course the county's hearts go out to them and everything we can do to help them we're going to do. yes, this actually is -- i've been against -- i voted against gaming when i was in the house of delegates but what the difference is, bringing a billion dollar casino to prince george's county, high end retail, las vegas style shows will make the national harbor an entertainment district which is what it is now and attract

and bring tourists to prince george's county. that way generating revenues for the county. so that's the difference right now. >> generating revenue and you said jobs because the county took a big hit with the housing crisis more than any other jurisdiction in the state of maryland. >> that's absolutely correct. we think this will generate about 5,000 permanent jobs, 1300 construction jobs, and will bring in revenues that we can target toward housing, helping with housing and foreclosures so we think maybe about $11.6 million dealing with housing issues, about $6 million for nonprofits that are going to deal with some of the issues that we have in the county. this is a revenue generator us for. i think it sits in line with our ability to broaden our commercial tax base and i think it's going to be good for the county. >> legislation ending -- pending. while people are sympathetic, even members of the county council and representatives in the assembly, they're worried about this, delegate ivy says

she's worried about the image of prince george's county as a gambling mecca. it would create more problems than it would solve. the governor is not interested in expanding gaming tables. how do you climb that hill? >> this is where i took my time looking at the issue. we wanted to look at all the fors and cons for prnl. when we m.i.a. -- prince george's county. when we weighed all the options, especially when putting in the national harbor which is already an entertainment district, we're already attracting folks there. it's right off the water, right off the infrastructure for the county. we looked at whether this would have an impact on the family atmosphere at the harbor. everything we've seen is it will not. >> one county activist says a realtor told him if they put gaming in at national harbor, sell your home right away because home values are going to go down. >> no, home values will go up.

what we'll see is attraction from the district, from northern virginia, from quite honestly the whole east coast. the type of facility we're talking about bringing will allow us to have shows that we now can't bring. las vegas style shows that we can have in prince george's county. but there's mo venue right now to -- no venue right now to do that. this will enhance our economic development value for the county. >> a lot of hurdles to cross. when would this come to fruition if it bridged all those hurdles? >> first thing is to get it out of the house of delegates and the senate and get it on the ballot. voters in prince george's county and the state of maryland will have to vote. this will go to referendum in november. once that happens then we'll go to built facility. >> thank you for being here with us. >> thank you. >> mike? >> thanks, andrea. there could be fireworks in annapolis today. lawmakers will once again debate whether or not to legalize same-sex marriage in the state. the house of delegates cut short of debate yesterday. delegate turner had to leave

because of a medical emergency. she supports legalizing same- sex marriage while her colleagues hope she's back in annapolis soon, opponents don't like the delays. >> people on a moral issue like this should vote their conscience. what we're seeing now is people are getting their arms twisted. that's backroom deals going on and this is not the way that you should pass something like this. >> lawmakers did approve an amendment yesterday which pushes back when same-sex marriages would start if the thing is approved. they would begin in january 2013 instead of october like in the original bill. jessica doyle is watching your money and your safety. >> and keeping us safe on the roads in fact. is detroit going to like this kind of plan? >> i don't know if you've taken a test drive recently but if you have, you may have noticed the dashboard on a lot of these new cars looks like something out of the starship enterprise. there's so much loaded on there. you have lights, images. text messages are flashing, phone calls, even the ability to surf the web.

the car makers are throwing all of that stuff into their new higher end models because guess what? consumers lover the latest gadgets, right? well, the government is not so in love with this trend. they're worried about distracted driving so the national highway traffic safety administration is proposing voluntary guidelines for manufacturers. they include a recommendation that would disable automatically devices unless the vehicle is stopped and in park. features impacted would include in dash text messages, internet browsing, phone dialing and computer screen messages of 30 characters or more unrelated to driving. dieters could soon get a new tool to help them lose weight. "the new york times" reports that next week fda advisors will recommend whether the agency should approve the first new prescription diet drug pill in 13 years. it was rejected on safety concerns in 2010. manufacturer of viva is presenting additional data. the times reports on one woman who lost 80 pounds in a year. others regained the weight

after stopping treatments. some suffered memory loss. a new policy at united airlines has some pet lovers kind of upset. the rules no longer allow pets in the cabin. instead they're going to have to travel as cargo and that could potentially cost their owners $250 or more for an overseas flight. march 3 united is merging with continental and will adopt continental's pet transport program. our partners at u.s. d.a. reports that million -- -- that military families are upset. they have launched online petitions to get the policies reversed. plus, people don't like their pets in cargo. >> too hot. >> i'm sure we'll hear more on this story. our time right now 6:40. traffic on the beltway in montgomery county has been a mess this morning. monika has the latest up next. the fog is getting a little better than it was 30 minutes ago. howard is also keeping an eye and he has all morning long on a potential winter storm headed

welcome back to 9news now. it's 6:44 and 41 degrees. it's been a tough commute, especially unusual for friday morning. if you're planning to first head on the inner loop of the beltway, this was an early morning deadly tractor-trailer accident. it ended up with a fiery crash as well. that's why it's been taking so long to clear it up. in fact, let's take a live look on the inner loop here from our mdot cameras. you still have the delay getting by although the left side of the road is open past the accident scene. you'll see maryland state police on the scene there as well. let's go over to the other side of town. first of all on the inbound side of i-66, delays begin here in centreville getting past two separate accidents at route 50 and 123. both of those are on the shoulder and the lanes are open. it's just heavy traffic getting by. now over to the live look at 395 here at washington boulevard. the accident is on the shoulder

over at washington boulevard in the hov lanes just past this camera shot. let's take a live look in springfield on the northbound side of 95. i'm going to say it's going to be heavy and steady in the main lanes coming up from springfield and in the hov lanes just past the beltway as you head for washington boulevard. coming up in my next report, another look at the big picture at 6:58 but first we're hearing about snow in the forecast, guys. >> exactly. over the next 74 hours, three different forecasts really. >> we're going to have to deal with some fog this morning. mild temperatures today and tomorrow and then winter will make a comeback or at least try to make a comeback on sunday. i want to start with that. talking about our d.c. snow checklist. what do we need to get a good snow around here? several things. i kind of put it together for you. it's low, medium and high range. we need cold air and moisture obviously and that storm track to be just right. i think the amount of cold air is in the medium range. eight going to be enough, especially by afternoon and evening enough for snow. the moips tur, there's plenty

of moisture coming at us from the gulf coast. then the storm track is slow to medium right now. this is really the big question mark we have because if this stuff stays far enough south, we won't get into the good moisture. we have very little precip. too far north it gets warmer and we get more rain than show. if it is just right, that's when we get our best snow. the jury is still out on that storm track right now. bus stop forecast, got areas of fog. southern maryland off to the east and our south. temperatures are in the 30s to 40s. 44 right now. sunrise 6:57. we are going to see a lot of sunshine once we burn off this fog the next hour or two. by noon 49. northwesterly winds 10 to 15 miles an hour. 3:00 sunny and 53. we get to maybe 55 today with a 6:00 p.m. temperature of 48 degrees. been waffing a weak -- been watching a weak cold front come through. tough to pick up as these sprifngles are dis-- sprinkles are disappearing. visibilities improved to ten miles in many areas.

half-mile visibility south of route 50. annapolis, manassas quarter mile visibility. southern, maryland, the lower eastern shore all dealing with the fog. temps running from 39 in culpeper to 43 in gaithersburg right now. much better visible and we can see the white house from our michael & son weather camera with a temperature of 41 under partly cloudy skies and southwesterly wind at 5 making it feel like 38. so today once we get rid of the fog lots of sunshine. our attention is going to turn off to the southwest as we get into saturday fight and sunday. as we watch the moisture here move toward us, you'll notice on this particular computer model, a lot of it stays south. it f is comes up toward the maryland-pennsylvania border like i think it will, then we'll get into some snow, maybe problematic snow sunday afternoon and evening. tomorrow mild, 54. there's your problem on sunday. rain to snow. we'll tell you how much we're going to get. maybe at noon or this evening we'll pinpoint something now. monday, president's day back to sunshine and in the 40s.

mike? february 17. it's friday. here's a check of the news before you go. two and a half-year-old child is in critical condition after an early morning house fire. this happened along hil-mar drive in district heights, maryland. a 9-year-old child and three adults were also hurt. there's no word at this point on a cause. testimony will resume today in the trial of george huguely. it was suspended yesterday because one of the attorneys was sick. hugely is accused of -- huguely is accused of killing his ex- girlfriend in 2010. the maryland senate will vote today on whether or not to censure senator curry. they failed to disclose a quarter of a million dollars paid by a grocery store chain. he was acquitted of bribery charges late last year. cbs morning focuses on the presentation campaign today. they'll be talking with republican candidate rick santorum at the top of the hour. >> before that one more check of traffic and weather. keep it right here on 9 news
