still lingering in west virginia. they're falling apart a little bit but light stuff coming right out of capon bridge in frederick county. might make it toward i-81 here in the next 20, 30 minutes if it can hold together. your temps this morning as you get ready, light jackets needed. we have low to mid-40s west. we're 48 in town. 50 in annapolis and also down in pax river we have 48. 46 in easton with highs later today potentially 67 degrees. our average highs 49. we'll be back to afternoon -- back to afternoon over the weekend-- >> back to average over the weekend. here's look it looks like from sky 9 on the southbound side of 270 at route 118 in germantown. yes, you've got a bit of slow traffic but no big deals as you head down to the point where the lanes divide along 270 coming down from frederick. we'll go to the maps now. no problems to report on the beltway. we'll zoom into the north side of town taking a look at the beltway between college park

and bethesda. all lanes are open. you may hit a few brake limits as you prepare silver spring but again all lanes are open, no big deals this morning on the north side. in fact, let's take a live look outside. if you're planning to head over to georgia avenue toward the mormon temple nice and light this morning. this time we'll head to the other side of town on 95 coming in from baltimore. bw parkway through cheverly no problems on route 50 through annapolis. another look live outside right now if you're planning to head over to the beltway near route 50 on the inner loop heading south toward oxon hill and the wilson bridge no delays at this time. coming up in my next report, we'll focus on virginia at 6:12. a jury says george huguely should spend 25 years in prison for murdering his former girlfriend yeardley love. >> it handed down that verdict just a few hours after deliberations. they also gave him a year for grand larceny. >> we'll have reaction to his guilty verdict. delia goncalves joins us live from the satellite center. good morning. what are people saying? >> reporter: good morning.

this really shocked the whole community in baltimore county, here in the washington area, and virginia uva. the whole nation was really gripped by this trial and of course the verdict that came down but the prosecution says even with the verdict, there of course are no winners here. the jury found 24-year-old george huguely killed lacrosse star yeardley love but did not intend to murder her. after the attack in her bedroom, he stole her computer. the case told the very sad story of an abusive and rocky relationship coupled with alcohol abuse. not only did huguely admit to having more than a dozen drinks before he kicked down love's apartment door that fateful night in may but yesterdayly love -- but yeardley love herself was drunk. her blood alcohol level twice the legal limit. >> what we do in court is a rough approximation of justice in any given case.

we hope that they feel some solace from the outcome. >> whenever i look at her pictures, it's really sad for me. and also at the same time i think looking at that good looking boy and growing up, good family, losing that child going to the jail, that's really, really sad for their family, too. >> obviously it was a crime of passion. i think justice was served. >> reporter: the family released a statement later to the media in part saying we will, quote, continue to keep our spirit alive by performing acts of kindness in her name. in fact, there's already a foundation in her name. that has already funded a $1 million athletic field at her prep school alma mater in baltimore county. andrea, back to you.

>> delia goncalves with a live update from our satellite center this morning. college students across the nation have been watching this case, especially since it involves drinking and dating violence. we caught up with a lacrosse player from bates college in maryland who was visiting yeardley love's hometown in baltimore county. >> it's unfortunate that nobody stood up and said anything before it got to this level and it had to come all the way down to this. that being said, i think people have been binged drinking in clenches forever. i -- colleges forever. it sounds like he was an angry kid and there were other incidents before this leaning toward it. >> our coverage continues at wusa9.com. get more reaction to the verdict and read the statements put out by yeardley love's family. this afternoon army private bradley manning will be arraigned in fort meade, maryland and have a chance to enter a plea of guilty or not guilty. he's facing a court marshal for leaking thousands of classified documents to the website

wikileaks. he'll be asked if he wants a jury trial or a military judge to decide his fate. the court marshal should begin in march or april. virginia governor bob mcdonnell and his party listened. hours after the republican governor said the state should not require an invasive procedure before an ultrasound, the house of delegates changed a bill that had already passed. in a written statement, the governor said no person should be directed to undergo an invasive procedure by the state without their consent as a precondition to another medical procedure. the governor's new position drew fierce opposition from some fellow republicans in virginia. >> some republicans want to back away from this instead of confronting the public with the truth, the whole truth and nothing but the truth, we the descendants who fought the

british empire are sounding the call for retreat. >> amended bill goes to the virginia senate where a vigorous debate is expected. if you have paid a few speed camera tickets, you're not going to like this next story. montgomery county police are getting smarter when it comes to those speed cameras. people have learned where they are and the fixed positions. they slow down as they pass by and take off afterwards. police chief tom manger says he has a new strategy. >> when we have a fixed pole camera where everybody slows down, we're going to put that mobile camera a quarter mile down the road. for those people who think okay i slowed down for the one camera and decide they want to speed back up, they may in fact get caught by the mobile camera. >> surprise. you'll see your picture in the mail. right now there are 60 speed cameras in fixed places in the county. there are also six mobile

vehicles. jessica doyle is off today but we're still watching your money. the latest round of news on home sales has a few experts thinking the housing market may finally be turning a corner. sales of existing homes in january rose 4.3% over december. it is the highest level in 20 months. four and a half million existing homes were bought and sold last month. that's up from 4.3 million in december. investors are fueling the sales. nearly a quarter of homes bought last month were then turned into rentals. virginia residents will start paying sales tax when they shop on amazon.com. the website and virginia lawmakers have reached a deal to start charging the 5% sales tax. that includes all those kindle purchases. you'll start paying the tax beginning september 1, 2013. the state estimates virginia could earn another $24 million a year through the move.

ikea is giving you more help to put together your new furniture. it's launched a youtube channel with nice music designed to show you how to assemble what you just bought. the first video has instructions on putting together a bed. ikea says it's listening to customer complaints of the brief illustrations that come with the furniture can be difficult to follow. hopefully the crews will fit into the holes better in the put together pieces. that's the biggest problem. >> i'll come over and help you the next time you get one. what could be the final smithsonian museum, work is under way. president obama was on hand for the groundbreaking. the museum already had 15,000 artifacts ready to go on display. >> this building will remind us that there are a few things as powerful as a people, as a nation steeped in its history. >> really another way for us to

tell the whole american story through an african-american lens. >> part of wednesday's ceremony included the donation of a can of coins from students at a montessori school in new york. they collected more than $600 after learning about black history last year and they presented the money to the museum. >> we've learned so much in our black history moments from the super soaker to the rollaway bed to the real mccoy which was coined after a black man. it's going to be all in that museum in one place. >> fantastic. our time is 6:09. what's on tap for cool schools today? >> they are getting praise from around the world these students are and even outer space. see what somehowward county students did in their computer class that really got nasa's attention. howard says some of us could enjoy a high of 70 degrees today but how long will that last? the forecast is next right here

his rights to preliminary hearings yesterday. undercover agents supplied amine el khalifi with a fake bomb and a fake gun. a second person was also arrested on weapons charges. forget everything you know about route 7100 in virginia. like the number 7100 the fairfax county parkway, prince william parkway and franconia springfield parkway will all get new route numbers. you'll see you in signs over the next three months. hopefully the signs will stay where they're placed. we want to go to monika for time saver traffic. thank you so much. if you're planning to head around town, you want to first tell you about an accident that just happened on the northbound side of 395 right here near seminary road. it's on the shoulder but take a look at what it's doing to traffic. very slow and heavy. we'll take a live look from vdot on the northbound side of 395 trying to get past the accident. you can see it here on the shoulder. attracting a lot of attention coming right through landmark on the northbound side of 395. the only good news here is that the lanes are open.

weather computer here. let's get back to the bus stop forecast. temperatures this morning, what is going on with the weather? temperatures are in the 40s and low 50s. i'm going to walk over there and reset it. not too bad on the winds. we have just a couple of sprinkles we're looking at here and there. here we go. now we'll get your bus stop forecast where we're looking at those 40s and 50s as i said under partly cloudy skies. near winchester we do have a couple of sprinkles out there. our sunrise 6:50. sunny today, mild, 60 by noon. mid-60s by 4:00. highs today will be in the mid- to upper 60s potentially. if we get enough sunshine, we might get near 70 south and west of town. these are the sprinkles coming out of west virginia. as they move east, southern virginia still has some hefty showers. locally near winchester and man continuesburg. this stuff is bare -- martinsburg. this stuff is barely showing

river hill high school accomplished something pretty darn impressive, a feat that they did since we did this story with them at first back in january. their computer programming skills not only got their work into outer space but the competition they got in back on earth got them even more attention. >> we never thought we'd actually be doing something like this. >> reporter: it started just as a contest. but soon it went beyond that. way beyond it. >> we're going to be moving the sphere using the position target. >> reporter: students from river hill high school may look like they're playing a video game but they're working on something much bigger. writing a computer code that can control a satellite in utter space-- >> in outer space. >> to be able to work on a real satellite, who gets to do that?

it's crazy. >> reporter: these budding programmers placed fourth in the world in a contest called spheres. nasa and m.i.t. sponsored it. the goal? get students excited about science. students write in the c programming language and then their work gets beamed to the international space station. this is a previous competition. the program will control the jet propulsion of the blue sphere you see there. the red sphere controlled by another school. >> we involve calculous and computer science and they pulled it all together. >> reporter: did they ever. now they'll get to see if they can win the whole thing taking a trip to m.i.t. later this month. they'll have a pretty good chance. their mentor retired astronaut dr. guns felt. he know he -- dr. grunsfeld. he knows a little. he repaired the hubble

telescope. he says the most valuable lessons for these students? learning systems engineering which is breaking down a complex task into small parts and having the teams come together to create one solution. >> very often engineers graduate from even college and have never worked on a complex problem involving lots of different angles but the students here have already done that and have done it very successfully. >> reporter: pretty cool, huh? students in howard county programming satellites in outer space. wow. >> it's -- [ inaudible ] >> as we said, we did this story last month. they went to m.i.t. and they won the whole thing. there they are with the nasa astronauts. you can see them after they got their first place prize. pretty darn cool. here's a closer shot of the award. you can see that. team rocket they're called and zero robotics is the competition. congratulations to them. always looking for cool schools.

day. maybe a few clouds increasing this afternoon. by lunch time we're going to be up toward 60. if you can get buy without the jacket, you won't need it. mid up toker 60s. -- mid- to upper 60s. in sports it's pretty much a miracle the capitals are even within reach of a playoff spot. >> there are two -- they are two points behind winnipeg and florida. >> the caps have now lost six of their last seven. they were visiting ottawa senators last night in the battle of national capitals ottawa had two goals. matthew bergoge got his tenth goal of the season. the wizards go into the nba all-star break with a record of 7-26. it makes you feel a little better -- if it makes you feel a little better, they were 15- 41 at this point last year because the season was a bit longer. d.c. led sacramento by 7 in the first half but couldn't hold

minutes. maybe a fleece, sweat shirt is all you're going to need today. it's going to be a great afternoon. you'll want to get outside, have lunch, maybe kill a few more mosquitoes. it will be a really good day for that. here's a look at the day planner with temperatures right now in the upper 40s here in town. we still have some 50-degree readings. sunrise at 6:50. by noon 60 degrees. by 5:00 p.m. 63. highs today 65 to possibly 70 south and west. we're watching these showers in west virginia and they're really falling apart as they get toward winchester with 50 degrees right now. harrisonburg, the cold spot about 35. 43 man fan sas. 45 -- manassas. 45 la plata. we're 48 now. look at the highs today. get outside if you can and enjoy t. colder weather on the way. it's now 6:30. monika santami is standing by with time saver traffic. i don't have very good news on the southbound side of 270 here before i-370. the good news is that the accident was moved to the

shoulder. you can see that in the center of your screen just under that live sign there. but delays are for two to three miles heading southbound on i- 270. this was a three-vehicle accident. one of the vehicles was a motorcycle so it had blocked the two left lanes for a while. let me show you where it is on a map so you can get perspective on the southbound side of 270 at i-370 and again as you saw the lanes have now been reopened but the damage is done unfortunately. let's go live to 395 on the northbound side. same story here. this accident has been sitting here on the shoulder for a while. looks like just police are left on the scene but take a look at the delay down at edsall road. it's pretty solid. we'll go to the traffic camera on the northbound side of 395. this all begins down at the beltway if not up north on springfield -- 95 heading up on to 395 toward duke street. the lanes are open but very heavy traffic through to landmark on 395 this morning. coming up in my next report, i'll update you on both of those situations at 6:42. we're five days away from

the next contest in the republican presidential nomination fight. cbs this morning is going to be talking about last night's debate and charlie rose joins us live from new york to give us a preview. good morning. >> good morning, mike. that's why we have bob schieffer here at 7:00. we'll talk about the moment from last night's debate that could have the most impact on the campaign. also look at the president's reelection bid as we talk with robert gibbs. we'll & how the president plans to deal with rising gas prices and the surge of rick santorum. we'll see you at 7:00. a charlottesville, virginia jury says george huguely is guilty of second-degree murder in the death of yeardley love. delia goncalves has been following the verdict for us this morning. a lot of people know that the prosecution were going for first-degree murder charges, but the jury came back with second degree. what made the difference for them? >> a lesser charge. we talked with some legal experts who primary mayoral said it was the fact that -- primarily said it was the fact that both were drunk at the

time. huguely had admitted to the court that he had more than a dozen drinks that day. he was at an event, a golfing event, had more than a dozen drinks that day before he knocked in yeardley's door and attacked her. and yeardley, her legal blood alcohol level was twice the legal limit. >> we talked about the violence that their relationship had all along. it was really sad about the drinking and the abuse. >> it's a sad story. it really painted a terrible picture of these college students and the actual puttous -- and the tumultous relationship they had and obviously the outcome was terrible. >> 20 years for one charge, up to 40 for another. not up to 40 but one charge for the grand larceny, one charge for the second-degree murder. what happens next? >> he could have faced up to 60 years behind bars. those are the guidelines for both of those charges that you

outlined. we know the jury only recommended 26, so far less than the 60 he could have faced. now we know that he's still behind bars waiting for sentencing. the judge has already scheduled that sentencing for april 16. likely we're told that the judges usually go with the jury's recommendation. in this case the judge typically would go with the 26 years. however, it's his decision to make. so certainly he can change that sentence. however, this is interesting. he can't add any more time so we know the most time that charge huguely will spend behind bars is the 26 years. the judge of course could less than time so it could be less than 26 but no more than 26. >> interesting. again the sentencing hearing april 16 -- i mean, the actual sentence handed down. delia, thank you. where were you six months ago today when that 5.8 magnitude earthquake shook our whole region? at first a lot of people laughed about it but six months later, there is still a lot of

damage being cleaned up. national cathedral says it still needs $18 million more to get the work done. it's only raised about $7 million for the work so far. who can forget this surveillance video from inside the washington uponment. check this out. it -- monument. check this out. it shows people running down the stairs when the earthquake hit. the monument has been closed ever since. schools in louisa county, virginia suffered the most damage. repairs estimated at over $50 million. it wasn't till earlier this month that schools finally got back on the normal schedule. members of the u.s. senate are watching their mail for a potential threat. letters were sent out to several lawmakers' district offices including speaker of the house john boehner's. investigators say the letters contain harmless powdery substances but in one sent to comedy show host steven colbert and john stewart, the messages warned every senator would receive a letter that might contain poison.

the threats raised memories of the november 2001 incidents in which anthrax was mailed to senate office buildings. four people were killed. your loss at an airport security could be someone else's game. passengers surrendered things like corkscrews, machetes and other items considered threats to tsa agents before they can board their planes. it's 6:42. 48 degrees. welcome back. monika here with your time saver traffic. it's bun one of those days not only maryland but also virginia. there's an accident on the westbound side of the dulles toll road right at the beltway. that one just happened. but if you're planning to head over, first of all, on the southbound side of 270, the accident here at i-370 has been cleared to the shoulder, but take a look at the delay. at least here at father hurley boulevard trying to get down toward i-370 i suggest you go ahead and take great seneca highway and get back on to 270 just beyond the accident scene. again a tough one on 270 for a few miles trying to get down toward 370. back over to the maps and this time on to 395 on the northbound side. long-standing accident here sitting on the shoulder at duke street or just beyond that near seminary road. we'll take a live look. again, it's these flashing lights attracting all the

thanks to the wind out of the southwest at 9 miles an hour. we're seeing a push of colder air into the northern plains and rockies. you can see how the rain has changed to snow in south dakota and north dakota. the snow keeps piling up in the rockies. steamboat, colorado had 4 feet of snow the last few days alone. we're looking at the showers here, weak stuff. but the storm system out west will be arriving late tonight into friday morning with a very powerful cold front. this thing is going to come through early. we'll get rid of the showers early tomorrow but then the winds are going to be cranking through here for the day into the friday afternoon, friday nighttime frame. could have gusts over 40. 67 today. showers tonight. 40s and 50s. tomorrow 65 but turning colder in the afternoon with a chance of some early showers. saturday a passing rain or snow shower, 45. then as we head towards sunday, a little bit nicer, seasonal, upper 40s and back in the 50s by monday. michael, taking it away. >> thank you, howard.

6:46 now. how much did you pay for gas the last time you filled up? probably a bunch. the cost is only going up. this morning aaa says the gas prices in the d.c. metro area alone $3.67 a gallon for regular. which is up 4 cents in a week and 21 cents in a month. it's 6 cents more than the national average as well. our next guest says cutting our dependency on foreign oil is more important now than ever. the c.e.o. of an environmentally friendly company from california is here. they do technology. one of the things he does, he brought a boat motor. >> that's correct. >> why is this different and help with gas prices? >> this is the world's first propane motor. it runs on convenient, easy to use propane which is available just about anywhere and it has two fueling systems. one is a 16 ounce propane can that you might use on your barbecue for convenience or rent it on your barbecue tanks you have at home. it costs half of what gasoline costs. >> is there plenty of it?

>> we have an abundance of propane. the united states today is a net exporter of propane. the fuel costs half as much. it's more reliable and easier to use than gasoline. you have no choke, no priming, no issues with the carburetors no winter rising. -- winterizing. propane is more efficient than gasoline. >> is this in use in other devices aside from a small outboard motor you're going to use for fish something what about cars, buses, trucks? >> if you look around, it's not well known to the average consumer but propane is the third largest used fuel in the world for internal combustion engines. a lot of your commercial makes are running on it, like police station, bargain trucks and so on. >> it's impressive. i don't think a lot of people can understand that. why do you think -- is it an infrastructure cost that this isn't more widely available? >> what's happening now with the higher cost of fuels, propane has already become a forefront fuel. if you look at the research
