by 5:00 53 after getting to a high of about 55 degrees. while we'll have a little bit of a breeze this morning, it's this afternoon when the winds do get lighter. front slipping through now. you can't really see it. there's no weather associated with it other than the northerly breeze and that little push of colder air with the temperatures up north down to 32 now in hagerstown. we dipped to 43 on the hour here at reagan national. still 44 in la plata. to our south mid-40s in cambridge and also down at pax river at 46. when you factor in the winds, some windchills are now in the mid-20s. this is why if you're going to be outside you might need the ear must haves. later today we'll be looking at 55 for the high. monika santami stepping in calling me a wimp, are you? >> excuses, excuses. you're going to be out there for five seconds, howard. you'll be just fine. if you're planning to head outside right now, you should bundle up because you need to warm up the car. it is a little chilly out there but no big deals on the roadways i'm happy to say. looking great on i-70 and 270

out of frederick coming up from the north. no problems to report past clarksburg. if you're planning to head on the southbound side, still pretty light here at route 121 and heading to the point where the lanes divide. all lanes open. back over to the maps this time to the south side of town along 95 in virginia. still fine across the occoquan river. closer to here at the beltway interchange, no problems to report whether you're exiting on to the inner loop through annandale or heading further north on 395. we'll go there right now at duke street which is also nice and light up to the 14th street bridge and all lanes are open. coming up in my next report, we'll focus on maryland at 5:09. back to you. >> thank you, monika. today could be a turning point in campaign 2012 for republicans depending on the results of two primary contests. >> voters in arizona and niche began will head to the -- and michigan will head to the polls. 9news now reporter delia goncalves live in the newsroom with a look ahead at today's contests.

good morning, delia. >> reporter: good morning. the polls show romney with a very strong lead in arizona so both men, romney and santorum are really focusing on michigan which happens to be romney's home state and where his father served as governor. so there is a lot at stake there. despite the ties, however, romney has struggled in michigan. polls show the former massachusetts governor and senator rick santorum in a dead heat there. a loss in his home state could be a huge blow to his campaign yet romney remains hopeful spending money on attack ads to counteract santorum's robo calls in that state. both men are trying to convince voters they are the best candidate to take on president obama in november. >> i don't believe in government telling us what to do. we need someone like that running against barack obama, not someone who did obama care light. >> senator santorum is a nice guy but es avenue never -- but es a never had a job in the -- he's never had a job in the

private sector. the issue of the day is the economy and i think to create jobs it helps to have a guy as president who's had a job and i have. >> that certainly makes sense. romney is getting a lot of attention for that claim but technically he is a little off base. santorum did indeed have a job in the private sector. he served as a lawyer, consulting for major corporations. coming up in my next live report, i'll have more on the candidates' plans to boost our economy. i'm see you in a half-hour. back to you. >> sounds good. see you in a little bit. we'll also see if the virginia senate will vote today on a bill that would require women seeking abortions to get an all take sound first. the senate delayed a vote on the bill yesterday. the bill had been amended so it would not require women to undergo the more invasive procedure called a transvaginal ultrasound. women's groups and abortion rights activists have been protesting in richmond hoping the entire bill would be defeated. metro riders have their first chance to weigh in on the

proposed fare hikes last night. the transit agency is proposing what amounts to a 5% increase for rail service. people using paper fare cards instead of smartrip cards would face a higher flat fee but metro would dump the peak of the peak surcharge. about a hundred people in bethesda showed up to voice their opinions. >> i've ridden metro i think 18,000 times. and i was delighted when it initially opened. the level of service now is atrocious. >> metro bus riders would see fares go up 10 cents for smartrip card users. 30 cents for riders paying cash. metro parking garages would go up a quarter. there are five more public hearings, including one tomorrow night in falls church, virginia. we have a list of the dates and times on our website at wusa9.com. it is just about 5:05. time for the latest your money report this morning. >> jessica doyle is watching

the ups and downs on wall street for us. good morning. >> good morning. we're still flirting with the dow 13,000 possible close l. it happen today? that will depend on closely watched economic reports. we have durable goods, home prices and consumer confidences all out. a slow day for wall street yesterday even though we got some pretty good housing news. checks the numbers the dow slipped about a point and a half. the nasdaq was up by two and a half. the s&p 500 rose by almost two points. d.c. residents, some of you could be missing out on millions of dollars in unclaimed tax refunds. all together, not individually. 4,000 residents who did not file their 2008 tax returns could get back an average $642. here's what you have to do to collect. easy. file the 2008 return with the government by tax day this year which happens to be april 17. a lot of people switched banks last year and a lot of them did so because of new bank fees. a new study by j.d.

teenagers at a cafeteria table and just opened fire. one of the five students who was shot was killed. lane was taken into custody and is cooperating with investigators. just over a month after the costa concordia disaster, one of its sister ships is now adrift in the indian ocean. a french vessel is towing the costa allegra which had an engine fire. all 636 passengers are reported to be safe. an occupy evision across the pond is wrapping up now. police in london removed an encampment outside st. paul's cathedral overnight after the high court's decision to evict the protesters. although most went peacefully, there are reports of up to 20 arrests. most people think about the e.r. as a place to treat accident victims or people experiencing a sudden illness but coming up at 5:43, why more people are heading to the emergency room for dental work. a nice win for georgetown over another ranked team in the business east.

washington. tonight's series topic is company existence of trains, bikes, cars and humans. it's being held at 11th street northwest from 6:00 to 8:00. i'll be there along with other traffic experts talking about everything, the issues, the good, the bad, the ugly that's going on and it's going to be a fun conversation. >> the tini part makes it fun, too. >> humantini. we're going to go to traffic right now. if you're planning to head around town, i'm happy to say things have been great. no problems on the beltway. all that construction you had in virginia on 66 and the dulles toll road pretty much cleared up for the morning. we're going to take a look first of all on the north side of town looking great between 95 and i-270 between silver spring, bethesda and the american legion bridge. we'll go outside live right now. here's what it looks like on 270 coming in from frederick to 121. a bit of volume forming out of

urban that to this point but really -- urbana to this point but really no big deals. if you're planning to head inbound . /-66,ed there had been -- there had been construction. all of this should be cleared up right now. we'll take a live look outside once again and if you're planning to head here at 66 at the beltway as you can see volumes are very light and no issues on the beltway through annandale and up toward hightons corner. coming up in my next report, we'll focus on maryland at 5:24. we've got your weather first here at 5:15. we start with the bus stop forecast this morning. there's a definite chill in the air. not as warm as yesterday. we've got readings in the 30s and 40s but we've got winds gusting over 20 miles an hour. so windchills in spots down in the 20s at 6:43 the sunrise. today a cooler day. the winds getting lighter as we go through the day. by lunch time upper 40s to near 50 with a north wind at 7 miles

an hour. and then by 5:00 53 degrees. i think we'll get to about 55 or so today. that's a few degrees warmer than some of the other guys in town but i'm thinking 55 and light winds. it should be a very pleasant afternoon around here. the chill is moving down this morning. got some low 30s north, even 20s in the mountains. i'm sure the snow guns are flying in places like wisp and seven springs and timberline and all those areas. round top, liberty they're all trying to get as much snow built up as they can as we head into march. 43 in town but still mid-40s in fredricksburg and culpeper. easton 43 but with the winds thorpe, it feels like it's in the 20s in the shenandoah valley to about 36 here in d.c. as the colder air moves in. here's a look at our michael and son weather camera. no problems this morning. clear skies. partly cloudy conditions at the airport. look at the winds out of the north, northwest at 14 giving us a windchill of 36. i have seen gusts in the 20, 25 mile an hour range.

you'll feel the breeze this morning. we've got the cold air up north. springtime temperatures down south. that's setting the stage up for quite a storm system and we're seeing it developing here in the middle of the country. we've got a storm system in the southwest with rain and snow. had the rains in florida the last couple of days, delayed daytona till last night. this morning we're looking at the snows breaking out across minnesota and wisconsin. could be a foot of snow in spots here later today. off to the south the wintry mix and the rain. this is going to track up toward the northeast so they'll get plenty of snow in the adirondacks up through new england. for us it will bring us rain. today enjoy the sunshine. maybe partly cloudy skies late. tonight the clouds will roll in likely after midnight. then tomorrow here comes the rain by mid- to late morning. some of this is going to be on the hefty side at times. if we get a rumble of thunder tomorrow, would not be out of the question. again saturday we have a chance for some rain and isolated thunder but there's the snow by tomorrow morning up across

mid-40s in spots. just got off the phone with charlie in fauquier county. he says kind of breezy out there this morning. that's the front. winds gusting 20 to 25 hours. the winds will relax in the afternoon. upper 30s and low 40s with sunshine here at 9:00. by noon we're in the upper 40s to even near 50. this afternoon going to be nicer. winds will be lighter. look at these temperatures. by 3:00 54 in town. 55 manassas with highs in the mid-50s. the rain delayed the daytona 500 and it finally got started around 7:00 last night. >> then it got delayed again by crashes. it first happened on the second lap. it knocked down jimmy johnson's car and sidelined danica patrick but the big crash happened just 40 laps left. pablo montoya lost control of his car and hit a fuel truck. despite the huge fire, no one was seriously injured. i think it was 200 gallons of jet fuel. at 1:00 a.m. matt kenseth took the checkered flag for his second daytona 500

win. here's kristen berset with the rest of your morning sports. at the beginning of the season, georgetown was predicted to finish tenth in the always tough big east conference. now they're poised to be a top four seed in the conference tournament. it was senior night last night for georgetown. henry sims, jason clark honored before the game. a big night for the to guys. they -- two guys. they combine for 12 rebounds and some senior-to-senior action, the back door layup. hoyas up 22-16. young guys wanting to get in on the action. freshman greg whittington outside with a 3. georgetown rolls over notre dame 59-41, gets a double bye in the big east tournament. >> it was very big for us. i think we both, you know, we talked about it before we wanted to leave with a bang. we didn't want to go out with a loss, always wanted to do our best on the court for our team to win. >> the nhl trade deadline came and went at 3:00 yesterday.

calm. no big problems to report on the beltway or if you're planning to head inbound on i- 66 coming in from centreville toward oakton. this was the earlier construction slowing things down. i really don't think tates' that slow right now on the inbound side. just the normal slow spots in the centreville area and route 50 as well. we'll take a live look in the tysons corner area. no problems to report with the exception of all the construction on leesburg pike in tysons. otherwise good to go with the lanes open. this time to southern maryland. if you're coming frup route 5, route 4, 301, no problems to report to the beltway. looking good around andrews air force base. we'll take a live look near route 50. on the east side of town through prince george's county, this is a good indication of what the beltway looks like between 95 and the wilson bridge. in my next report, we'll focus on maryland at 5:39. back to you. there's yet another traffic trouble spot we want to alert you to this morning. this will pop up in northwest washington later this morning. >> at 10:00 a.m. the d.c. department of transportation plans to turn

off all the traffic lights at dupont circle. the shutdown will let crews upgrade their traffic control system. officers will be in the area to help direct traffic and crews plan to turn the signals back on before the evening rush hour. two lawsuits filed stemming from the 2007 massacre at virginia tech are now headed for trial. the move comes after talks between the state and the plaintiffs failed to produce a settlement a. jury trial is set to begin next monday, march 5. $10 million lawsuits were filed by two familieses who students were among the 32 people killed by cho seung-hui. super tuesday is one week away but today there's another g.o.p. showdown in campaign 2012. arizona and michigan hold their primaries today and some pundits say mitt romney is in real trouble if he can't hold on to his native michigan, a state he won four years ago. 9news now reporter delia goncalves is here with a preview. good morning, delia.

>> reporter: good morning. both top candidates are in a virtual dead heat in michigan but santorum could still pick up more delegates even if he loses the whole state. well, why? that's because michigan's 30 delegates are not dolled out in one lump sum statewide. rather divided by county. a win by santorum could and would probably be devastating to mitt romney who grew up in michigan and whose father served as governor there. candidates are wooing voters by focusing on ways to boost the economy and laying out their plans to the public. >> one thing that is in the way of developing all of the oil fields in north dakota and that is a pipeline that will take that oil to where the refineries are and need crude oil. the keystone pipeline is being held up by the president because of an ideological agenda. and at a time when we desperately need more oil and the prospects of more oil in the future coming online. that is hurting americans now.

>> we think there are over a million new jobs to be found. if you look at parts of tennessee where coal is a big deal, that's a part of it. i think you're also going to find you have shale gas and that's going to be a part of it. there will be a lot of different ways in which energy is going to bring jobs. >> reporter: newt gingrich is spending his time campaigning in tennessee which holds its primaries super tuesday march 6. gingrich has been telling voters there the u.s. should pull out of afghanistan saying that we should tell afghans to, quote, figure out how to live your own miserable life. meanwhile ron paul has stayed out of the fray of controversy and statements that could create some controversy and held a well attended youth rally in michigan. coming up in a half-hour, more on the personal jabs and the interesting tactics taking by each of the front runners in that critical state of michigan. i'll see you in my next live report. >> thanks, delia. it is 5:33. maryland residents who want to

vote in the presidential primary have two weeks. the deadline to register to vote or change party affiliation is march 13 at 9:00 p.m. that's also the deadline to request a polling place change if you're registered in maryland but have moved. for virginia voters today is the deadline to apply for a mail-in absentee ballot. state board of elections says applications for mail-in absentee ballots need to be submitted by 5:00 p.m. applications can be submitted to the voters local general registrar's office in person, by mail, fax or scanned e-mail attachment. only two candidates mitt romney and ron paul are qualified to appear on the virginia ballot which is next tuesday. 5:34. time for another your money report. >> back with a sign of the times when it comes to medical care. >> that's right. nowadays a lot of folks get a toothache, they head to the emergency room. this is happening more and more. that's right. new research shows more americans are turning to the effort r. for routine -- to the

e.r. for routine dental problems up 16% from 2006 to 2009. the study just released this morning. it found that going to the e.r. often costs ten times more than preventative care and offers far few treatment options than a dentist office. shortage of dentists are part of this problem. really good signs from the housing market. the number of americans who signed contracts to buy homes rose in january to the highest level in nearly two years. get this. home sales haven't been this strong since april 2010 and that was the last month the buyers could qualify for a federal home buying tax credit. the new report paint as bleak picture of america's infrastructure when it comes to water and sewer lines. the american water works association says it will cost $1 trillion over the next 25 years to replace aging and failing pipes across the country. today officials from the washington suburban sanitary commission will testify about the problem before a senate

committee. and not only are these pipes aging. they're also handling a much bigger population than when they were first installed. >> we need to get more mileage out of them. we need to replace the ones that need to be replaced. and it's the ratepayers of today and tomorrow that are going to be dealing with this expenditure. >> locally the wssc says just over one-quarter of its lines in montgomery and prince george's counties are more than 50 years old. the most important part of the story for us, many consumers could see their water bill double or even triple as this overhaul takes place over the next 25 years. that's not even accounting for inflation. >> we know how it's important for them to be replaced given the problems we've had with them bursting. >> what you're likely to see is the smaller communities, the more suburban communities, e, they're going to bear an even

bigger brunt of this cost than urban areas. >> every part of our infrastructure needs to be replaced. >> it's very true. today the smithsonian is revealing more plans for its latest large artifact from nasa. that story is coming up. plus, this may look like an ordinary stone but we'll tell you why it's part of the oldest landmark in washington. the word is swapportunity.

course meal. this is at living social's new live event space. 918f street. if you're a local merchant with a deal for our viewers, i would love to hear from you on facebook. >> thanks, jessica. today we are about to learn about the arrival of the space shuttle discovery in northern virginia. now that the shuttle fleet has been retired, discovery's permanent home is going to be at smith smithsonian's facility near dulles airport. it will be flown april 17 and transferred to the museum two days later. today we're hoping to learn when discovery will go on display so everyone can see it. an update on a story we told you about monday. work has started to protect part of the very first monument here in washington, d.c. crews are renovating what's called northeast three. it's one of the boundary stones laid down in 1791 and 1792 after george washington ordered a survey to mark the borders of

look at the wind speeds down to 3 miles an hour out of the north. so some areas are going to go near accumulator this afternoon or this evening. temps down in the low to mid- 30s north and west. still mid-40s to the south. i spoke with charlie earlier. he was 39 degrees. that's some low 40s from bowie and down in prince frederick. 37 in gaithersburg. definitely can see the chill up to the north. to the south we have low 40s in alexandria 42. baden is 42. columbia 38 degrees. fairfax county, fairfax 40 degrees on the nose. our michael & son weather camera this morning, it looks good. a clear shot of the capitol. i noticed the flags. they're waving around a little bit with the breeze we've got. the wind out of the north, not west at 15. we've had gusts 20, 25 miles an hour giving us the windchills which are down in the 30s in town. some 20s north and west. look at all the activity. there's one storm here coming in toward british columbia and pacific northwest. another one in the southwest producing rain and snow.

we've got this bigger storm which is just developing now. this thing is going to affect a lot of people. this could produce big snows in the midwest. anywhere from 5 to 10 inches minnesota, wisconsin, the up. then the moisture is going to head toward new york and new england. they have watches out to the east. on the south side of this, you'll notice the rain across parts of missouri coming out of nebraska and kansas. this is going to bring us rain tomorrow here in the mid- atlantic so we have a wednesday wednesday ahead. today take advantage of it. you'll like it this afternoon. get outside and play tennis outside. it's definitely golfable also. maybe a couple of clouds showing up late this afternoon. but the bulk of the clouds shows up after midnight tonight. they'll move in toward tomorrow morning. rain early from cleveland to columbus, back toward detroit with snow moving into northeast pennsylvania and new york state. by midday. for us our rain will develop mid-morning here and by noon look at the rain. yellow and orange on the map? some of this rain will be hefty in the afternoon. here we are mid afternoon and maybe a few breaks here late but more showers possible in the evening.

on the runway and passengers had to exit down emergency chutes. no one was injured. a wild weather day not too far from los angeles, north of it. police had to shut down parts of interstate 5 near frazier park as snow fell in the higher elevations. some spots got a mix of snow and rain and will be dealing with refreezing this morning. there's a search under way for some new foster parents. >> but it's not what you think. the fairfax county animal shelter is looking for people willing to foster cats, dogs and other pets. shelter director karen says it's often better for younger animals to be cared for away from the county shelter. >> oftentimes puppies coming into a shelter this size end up getting sick. so we put them in a foster home where there's a smaller population and the opportunity to have their vaccines kick in, give them some protection and we bring them back here for adoption. >> the fairfax county shelter places between 300 and 400 animals in foster care each

students think about those concepts in other ways. >> reporter: schools that participate in the art program have been designated as at risk schools. most students speak english as a second language and come from low-income families. anthony block, a local artist gets inspiration from young people. >> these kids are very wide eyed. their minds and their imaginations are wide open and because they're wide open, they are able to create things that are always a surprise for me. so i really like teaching this age group and interacting with these kids. for myself personally i always get a lot of good ideas. >> reporter: art reach provides after school workshops, classroom projects and visits to local art clubs. fairfax county teachers say the program is ten nominal and -- phenomenal and makes their job a lot easier. >> the other thing that's wonderful that teachers appreciate is that this gallery becomes a workshop because of the intimacy of the space we're able to create a workshop within the gallery itself which
