when it happened. >> reporter: 15-month-old angel babcock was found alive in a field near her home on friday but died from her injuries sunday night. >> families are collecting what's left of their belongings as more bad weather rolls in. snow is blanketing kentucky andeanian. 4:30 now. he was hoping to help but now a campaign volunteer elsworth colbert is facing second-degree murder charges. they say he stabbed robert lee roy wright in southeast washington this weekend. an argument between the two started on highwood drive after a dog relieved itself on colbert's lawn. when police got to robert wright he was still alive but died later at the hospital. >> it's very sad. that's the thing. people are shocked. we all are. talked to people all over

hillcrest and we're very shaken by the news. i heard it was about dog droppings and for a young man to go out and walk his dog and not come home for something like that is just terrible. this morning a baltimore family has taken the heartbreaking task of planning a funeral for their 13-year-old girl. >> their loved one was found dead, her body buried under mounds of trash. >> reporter: this grief stricken mother speechless, still in shock, not able to comprehend the murder of her 13- year-old daughter. >> she left home last night to go roller skating and never returned. >> reporter: paulette marshall is the victim's aunt. the family feared the worst and called police at 1:00 in the morning to report her missing. >> because she never came home. she never did anything like this before and we knew that.

for her not to come home was out of the ordinary. we called the police last night and we told them that we think she's missing. >> reporter: the family says they were told to wait 24 hours before filing a missing person's report but the victim's brother and some friends went out searching for her just before 6:00 sunday night. they found her in an alley, her body covered with trash. >> she does have some signs of trauma but we aren't quite sure what she was killed from. >> reporter: detectives going door to door questioning neighbors for clues and interviewing the young girl's friends. >> she didn't walk out there by herself. someone pulled her out there. if you saw anything suspicious, anything unusual, please give her a call. >> reporter: her family heart broken. >> we never had any problems. she was just a really good kid. >> reporter: and neighbors left wondering who could be so cruel. >> that's a monster. what kind of human being would do like this to a 13-year-old child? i can't even describe the feeling because i have a child piself. i have two -- myself. i have two kids.

it's a monster. >> investigators want to talk to the kids who supposedly went to the teen to the roller skate rink. john leopold has been indicted. the republican is charged with four counts of misconduct in office and one count of fraudulent misappropriation. among the allegations that he had his executive protection squad wait while he had sex with a county employee in parking lots. the 69-year-old leopold says he will vig royce will you -- vigorously fight the charges. more than 400 delegates are at stake. the presidential candidates are shaking hands and flooding the airwaves with commercials, especially in the ten states holding primaries tomorrow in super tuesday. mitt romney has 203 at the top. yesterday he picked up an endorsement of eric cantor. rick santorum a distant second.

gingrich has 33 delegates. ron paul in fourth place with 25. a total of 1,144 delegates are needed to secure the republican nomination for president. the election has not been decided and people already making big plans to be here in washington for the presidential inauguration event. local hotel rooms are filling up fast. >> reporter: this is how they roll at the hotel. this weekend it was a bridal exhibition. but the williard hotel just a block from the white house has been hosting inaugurals since 1850. >> henry williard was a savvy man. he felt if he invited people, this would become the residence of presidents and it has.

it is 4:39 on this monday morning. chilly out there. we've got 20s and 30s and a little bit of snow on the way. should just be the light snow or snow showers here in d.c. not expecting the accumulations except south there could be a little more than just conversational snow. we'll talk more about the clipper and what you can expect for the rest of the week in the next five minutes. monika is in with time saver traffic. it route 50 and 202 at times all lanes are blocked with construction until 5:00 this morning. coming up in my next report,

construction in virginia as well at 4:47. back to you. the time right now 4:39. i am watching your money. investors would love for the 2012 rally to continue this week, but we're going to have to see how the latest turns and twists affects investors. so far today, though, we saw red arrows in both asia and european trading. the dow stands this morning not too far from 13,000. 12,976, ditched a little bit on friday. nasdaq was off by almost 13 points and the s&p 500 was down by about four and a half. consumers fed up with rising bank fees are moving their money to credit unions. new figures show that more than 1.3 million americans opened new credit union accounts last year. that brings the number of credit union members to a record 91.8 million. many big banks of course are charging customers new fees for a variety of services.

general motors will halt production of its chevy volt for five weeks beginning march 9. 1300 workers at its detroit assembly plant will be temporarily laid off. g.m. is shutting down production of its electric vehicles for a short time to align production with demand for the vehicle. sales of the volt haven't quite lived up with g.m.'s expectations. >> it's a little bit steep for a car that size. >> very expensive. that's a big problem. moving on now, time is 4:41. coming up a local man who lost his son in last week's deadly shooting in ohio speaks to 9news now. let's find out why federal regulators are holding off making rear view mirrors mandatory on all cars. we'll be right back.

howard bernstein is here. we've got? crazy swings in the weather this week. >> talking about a little bit of snow with the clipper system. that should be nothing here in d.c. but south of town, some of the grassy surfaces may get a little buildup. by wednesday and thursday well up in the 60s again. >> it was 42 yesterday and snow flakes were coming down at my house. >> it's clearly cold enough to support the snow showers and flurries. they still picked up a little bit of snow on the western slopes. ski season not done. >> springtime in the washington area, crazy weather. >> we'll see this week some of the big ups and downs. you'll need to bundle up this morning for the bus stop forecast. temperatures in the 20s and lower 30s. 33 here in d.c. some flurries will be possible the next few hours, especially southwest of town. as you get toward the

shenandoah valley, culpeper. we'll have to watch for that sunrise this morning at 6:34. sets about 6:06, 6:08 this afternoon. the day planner, well, plenty of clouds. may see a couple of sunny breaks this afternoon but noon maybe some flurries, even a little bit of light snow with temperatures in the upper 30s to around 40 degrees. we'll see lower 40s at 4:00. i can't rule out a lingering flurry here but most of what we're going to see should be gone by 4:00. with the winds out of the northwest at 13, windchills tonight will be down into the lower 30s. here's our clipper system coming out of ohio and kentucky and southern west virginia. this is going to move off toward the east. you get the idea that the southern half of virginia is going to see the snow. however, there's some indications that some of this snow may actually get closer toward fauquier county, culpeper, maybe fredricksburg, maybe southern maryland. you might pick up a little bit here on the grassy surfaces with temps this morning in the upper 20s and low 30s.

road surfaces are warm. it would really have to snow to beat the band to overcome those mild temperatures and that high sun angle, some of that snow gets into the -- gets down through the clouds and heats the ground a little bit. here's a look at our michael & son camera. good visibility. the white house dark with a temperature of 33. notice how dry the air is. we have a 13-degree spread between the dew point and the temperature. any snow we get close even by us, i think a lot of the northern edge is going to be evaporated but you definitely see some of the darker blues. that's some moderate snow across southern parts of west virginia into southwestern virginia. if you're traveling down 81, you may run into some of that. on the future cast it actually shows some of that snow getting farther to the north. charlottesville, maybe fredricksburg into southern maryland, you might see a little bit of buildup on the grassy surfaces. by noon still a little bit of that light snow, snow showers extending even over toward

salisbury as we get into the midday hour. but in the afternoon there goes the system. it starts to pull away 3:00, 4:00, 5:00. by 5:45, nothing but a lingering sprinkle or snow shower or flurry left over. starts to break up behind the system. the winds will kick in as well. we'll get a little gusty this afternoon maybe gusting up to 20 as the colder air moves in tonight before we start a nice warm-up beginning tomorrow. so looking at the forecast, today temperatures only about 44. that may be a late afternoon high with the flurries, light snow especially south of town. tonight we're back in the 20s. tomorrow we'll get up to 51. winds turn toward the south. look at wednesday. we're talking some light snow or snow showers today. wednesday mid-60s. upper 60s on thursday. could be a couple of showers friday in the 50s. then the weekend looks nice. this is the weekend that we spring forward. the time change happens saturday night and sunday

morning at 2:00 a.m. time for time saver traffic. here's monika. i hate to be reminded i'll lose an hour of sleep. >> you'll get it back in the fall. >> that's right. good morning, everybody. things are looking great outside early this monday morning. there was just those few construction spots i've been telling you about. first of all in the tysons area right here between route 7 and route 123, that construction here between nutley street and the beltway as well. but inside the beltway near the dulles connector road, that's been picked up. also north and southbound on route 29 in centreville, there is construction with closures both directions there right at i-66 on route 29. let's take a look outside. first of all on the north and southbound side of the beltway, west side at the person legion bridge, no -- american legion bridge, no problems at 270. you have the construction on the inner loop. 270 is looking good in from frederick. let's go back over to the maps. lorton, newington, springfield all lanes are open. no worries as you leave the occoquan river heading

northbound on to 395, a live here in springfield. all lanes are open and a live look as well 395 toward edsall road and the 14th street bridge, very light this morning. in my next report, we'll focus on maryland at 4:55. back to you. a prince george's county man is talking to 9news about his 16-year-old son. he was one of the victims of last week's shooting inside a ohio high school. >> timothy hewlin describes his son as a young man taken far too soon. >> reporter: hyattsville resident tim e thy hewlin said he saw his son about a year ago. little did he know at the time that would be the last time he would ever see demetrius. >> he was an outgoing, well mannered kid. >> reporter: 16-year-old

demetrius hewlin was one of three students in chardon, ohio who was shot to death allegedly by 17-year-old t.j. lane, a student at a school for at risk kids who prosecutors say randomly chose his victims. >> when i got that phone call last monday, it was devastating. >> reporter: according to timothy, demetrius had lived in ohio with his mother since he was a little boy. despite that timothy said he and demetrius had a great relationship, traveled all over the country together and he can't imagine life without him. >> i'm a religious person. i believe one day we're all going to meet up. >> reporter: demetrius hewlin will be buried in ohio on tuesday, two days before what would have been his 17th birthday. the suspect meanwhile has been charged with a juvenile with three counts of murder though prosecutors are hoping he'll eventually be charged and tried as an adult. the search for a 4-year-old boy in carlsbad, new mexico is

now a recovery mission. police believe they found the child's body at the bottom of a deep hole in a neighbor's backyard. samuel jones was reported missing saturday night and yesterday detectives found a 14- inch wide hole in the neighbor's yard. they think this may have been an old well. >> we initially began with rescue procedures. unfortunately it was discovered that the conditions insides the hole were not survivable with the amount of oxygen, temperature, that type of thing. >> police say the recovery operation is going to abdel cat one as well. there are at least -- be a zell cat one as well. there are at least two natural gas lines and a utility line in that area. a hawaiian mom says she feels humiliated, embarrassed and angry after her last trip through the airport. amy strand says the tsa asked her to prove her breast pump was real. she claims agents said she couldn't take the pump on board because the bottles in her

carry-on were empty. >> i asked him if there was a private place i could pump. he said no, you can go in the woman's bathroom. i had to stand in front of the mirrors in the sink and pump my breasts in front of every tourist that walked in that bathroom. >> the tsa is apologizing saying it was a mistake. the agency recently changed its screenings procedures to allow women to carry breast milk on to planes without testing it. well, grab a helmet and get ready to pedal on the national mall. five capital bikes have been approved for the mall. the first stations will be located near popular attractions includings smithsonian, lincoln memorial, jefferson memorial and washington monument. grass is out and gravel could soon be in, at least on parts of the mall. the national capital planning commission wants to cover two square gas panels near the smithsonian metro station with gravel and widen the existing gravel in the area. the washington examiner reports

the plans are also in the works to cover a grassy area in front of the national gallery sculpture garden. the planning commission says the soil on the mall is highly compacted making it very difficult to grow grass in those areas. some local park service workers are be credited with helping to save the life of a fellow worker. prince george's county fire investigators say they got a call about an unconscious person at watkins regional park in kettering on thursday. turns out a park service worker had gone into cardiac arrest. jim worthington and fellow workers sprung into action as they waited for others to arrive. >> i watched his breathing. he stopped breathing. we pulled him out on to the floor and i got down and started doing chest compressions and rescue breaths. >> an automatic external defibrillator was quickly applied. then paramedics took the patient to the hospital. firefighters say the incident demonstrates the need for community involvement in cpr

training and the need for aeds. a new federal regulation requires those rear view cameras in all new cars is on hold for now. >> d.o.t. says more research is needed to get the specifics right. it will pull out the rule by the end of this year. >> reporter: 2-year-old cameron was killed in his own driveway in 2002 when an suv backing up ran him over. the driver was his own father, pediatrician greg. >> the pain doesn't get better. it just changes. i had no idea. i was a pee trition going over home safety for children when they're born. watch out for extension cords and keep your cabinets locked. i never told them to get a camera. >> reporter: drivers in larger vehicles kill 448 children between 2006 and 2010, more than double the previous five years. cbs news transportation safety

analyst mark explains how the accidents generally happen. >> it's called the bye-bye syndrome when in fact children will run out to save goodbye to their uncles, to their parents, to their grandparents and the drivers did not see them. >> reporter: rear view cameras are standard on 45% of 2012 passenger vehicles. from luxury sedans to this honda crv which sells for $22,000. even a small suv like this honda has a big blind spot. in the side-view mirrors it's all clear. nothing in the rear view mirror either. but if i backed up right now, look at the risk behind the suv, that stroller right in the blind spot which is easy to see with this rear view camera. for a 5 8:00 driver, the average -- 5'8" driver, the average blind side is 19 feet long for a large suv, 24 feet long for a pickup truck. the expected federal mandate for cameras in all new vehicles
