we've got some winter weather advisories generally south and southwest of fredricksburg and orange up through the i-64 corridor and points south for an inch or two of snow mainly on the grassy surfaces. that goes till noon. the temperatures 25 from man fan sas and martinsburg. it's 35 in annapolis. it's 30 in cambridge and again some snow south, light, should mainly be a grassy accumulation if that the -- if that. it's not been a fun run. it started 45 minutes to an hour ago on the outer loop of the beltway. a five-car accident near university boulevard. take a look at this delay from our traffic land camera where it's solid from the 95 interchange as you head toward university boulevard. the good news is all the activity was moved to the shoulder. there were only minor injuries. they just had to wait on a couple of tow trucks to arrive to move those vehicles that were damaged in the accident. that's what you have to deal with on the beltway on the north side of town. i'm getting word of another

accident on the northbound side of 95 right here near route 1 in the hov lanes. i'll keep you posted on that one as soon as we get more information. at least you're getting a heads up on it right now. beyond that lanes should be open between lorton, newington and springfield. we'll take a live look if you're planning to head into fringefield -- springfield here, it looks okay. the n.f.l. is expected to come down hard on gregg williams for what's being dub add pay for pain scheme. while he was in new orleans, williams paid his players $1500 to knock out an opposing player. >> the n.f.l. will investigate whether williams did the same thing while with the redskins. delia goncalves is live outside of fed ex field with the story. good morning. >> reporter: good morning. gregg williams was with the redskins from 2004 to 2007. coach joe gibbs who was the coach at the time has been on the record he does not approved of this kind of activity around he says he didn't even know it

was happening here. however, several redskins players have confirmed it indeed was a practice here at the time. the n.f.l. says williams paid up to 27 players on the new orleans saints to attack the opposition from 2009 to 2011. the n.f.l. says the program reached $50,000 at its height. the money could come from fines that williams imposed on players for being late to practice or making a mistake on the practice field. >> whether you get paid or not, i definitely think there's been players throughout the course of history that have gone out with the intent of trying to hurt anybody -- hurt someone. i don't think that is right. i don't think there's any place in our game for that. >> in a sport like football, the chase, the pursuit of the illusive lombardi trophy sometimes causes guys to lose their heads a bit. but that's what makes this game exciting is the will to win and

the guys who are willing to do anything to go out there and succeed. >> reporter: this controversy has blown up in the n.f.l. lots of discussions and folks are wondering just how widespread the practice actually is. what williams had to say for him himself and what kind of penalty he could face coming up in a live report. >> delia goncalves live outside fed ex field this morning. nearly five years after the shooting rampage at virginia tech, a trial begins looking at how the university handled the immediate aftermath of the violence. the families of two victims are suing the state. damages have been cast at $100,000 each. 32 people died, 25 were hurt. the suit aims to find out what happened in the two hours between the shootings at the residence hall but before the shooting rampage in the classroom building. a state panel found the school did not send out an alert to students fast enough. today is the deadline to register for federal aid for

healthy 4%. the economy has been adding jobs for almost a year and a half now. more than 1.8 million net new jobs in 2011 alone. in you weekly unemployment claims are at lows not seen since 2008 and we've seen the dow return to the 13,000 left. here is the big concern. oil prices are up 40% over the same period of time. that has economists growing concerned that a recession could be becoming more likely if oil prices spike even higher. >> if we have another shock like a spike in oil, what that can do is take what right now my best case scenario is, say, a relatively mild recession. if we have a new shock on top of that scenario, it could take a mild recession and make it worse. we saw an example of that in the last recession. >> so far u.s. gasoline prices are up 14% or 46 cent as gallon

in 2012 alone. for every penny gas prices go up, it costs americans another $1.4 billion a year. >> if maryland's governor has his way, the state gas tax is going to go up 18 cent as gallon over the next three years. we report on some people who are fighting back. >> reporter: each stroke is fueled by anger over the governor's proposal to raise the gas tax. >> the guy has no unking of what's going on. >> reporter: saturday morning dozens of protesters lined route 40 in kaytonsville. and waved signs at drivers who shared their frustration. >> people just started pulling up in this parking lot asking if they could sign a petition, asking if we had more signs. people are showing up with homemade signs. >> reporter: hundreds sign add petition against the bill which would apply the 6% sales tax to gasoline at a 2% rate a year. gas station owners say they'll

president's office for six more year. opponents say there was massive voter fraud and a demonstration is planned tonight in moscow. today attorney general eric holder will explain the administration's use of lethal force on americans overseas. it will come five months after american born al qaeda cleric anwar al lawki was taken out in a drone attack. fema is going to start assessing the damage from the tornado outbreak in the south and midwest. 42 tornadoes hit ten states on friday. >> at least 39 people died, including ath girl who initially survived the disaster. greg black has the story. >> reporter: angel backcok initially survived the tornado in indiana but was critically injured. her parents, brother and 2- month-old sister were all killed. >> the man and woman was laying

toured liberty, a city torn apart by a powerful tornado. >> folks want to rebuild this town. they will rebuild this town and we're going to help them. >> reporter: i'm greg black, 9news now. >> the basement is one of the safest places to be if a tornado is coming your way. here is an amazing example. a home in kentucky blown away. the only thing left? hardwood floors and the stairway to the basement. they were able to walk out of their basement even though the entire house was gone. >> i was crying. i was like, where are we going to live. we just stood up. it was storming and we just walked out and looked and it's lightning and everything is gone. >> amazingly they were not hurt. the family doesn't know where their belongings went. all that's left was an old family flag. but the people were left and that's the most important. >> sometimes being underground

is your only hope. these were storms we were expecting for days. good warnings on them. still we lost over three dozen people for various reasons. some people were hiding in the lower level of the house but don't have a basement and there's not much you can do. you have to know what to do well in advance, pay attention. we're coming up on the ten-year anniversary of the la plata tornadoes. we're going to have a big festival down there on that day if you want to go to southern maryland and college park, september 20, 2001. so we do get deadly tornadoes here in our area as well. march 20 virginia has their statewide tornado drill. i made efforts in the past to contact maryland and d.c. hoping they would join virginia. still that has -- maryland did it once. >> some local schools do it. >> a lot of schools do it but this needs to be a regional effort. virginia, maryland and d.c. it just needs to be double. let's get moving on this monday morning with your bus stop forecast because we are looking

at some chances for flurries over the next few hours, especially south and west of town. temperatures in areas are down in the mid 20s in spots and low to mid-30s in the warm areas along the bay, toward annapolis with a sunrise at 6:34. today expect plenty of clouds here as we go a little bit later this morning. through midday some flurries, maybe appeared of light snow, especially south of d.c. we might see some sunshine mixing in by 3:00, 4:00 with a couple of lingering flurries or sprinkles and clear skies by 8:00. we're back in the low 30s so highs only 40 to 45. here's the clipper coming through west virginia. it's snowing in roanoke and lynchburg. trying to get north of 64 but the air is still kind of dry. a lot of this that we're seeing at least trying to get north of 64 isn't yet reaching the ground here but in hot springs, virginia, that's up at elevation in the mountains. they're reporting moderate snow at this hour. we have a winter weather

advisory towards fredricksburg and points south. they could get maybe an inch or so on the grassy surfaces. if somebody got to two, that might be the max we see there. our temps in the upper 20s in places like laytonsville and gaithersburg. mid-20s in reston and sterling. in washington got a neat sky here. just a few minutes before the sunrise. about a half-hour or so. a temperature of 32 degrees. feeling like 26. that dew point is at 20 so we have the 12-degree spread between the dew point and the temperature. that's why i think some of this will evaporate before it reaches the ground. our future cast by 9:00 looks like light snow from charlottesville, maybe into southern maryland, the northern half of this not reaching the ground in my opinion. isolated snow showers this afternoon and even some of this is going to turn over to some rain showers as well with highs between 40 and 45. no big deal. 44 degrees, chilly today. tonight we're back down to the 20s but windchills will be in the teens. we start a warm-up tomorrow to

51. then wednesday and thursday spring-like. mild, even upper 60s by -- mid, even upper 60s by thursday. back in the 60s this weekend. this is the weekend we turn the clocks forward one hour. saturday night before you go to bed. also do the battery thing with the smoke detectors and carbon monoxide detectors and even the aeds. let's test them as well. >> thank you, howard. this has not been a fun start to the rush hour. i'm so sorry to start your monday morning this way. there was a five-car accident on the outer loop of the beltway before university boulevard. it was moved fairly quickly to the shoulder. five cars involved, that's a lot to deal with. here's what you've got for your delay. you're going about 10 miles an hour leaving new hampshire avenue. i would say as far back as the 95 interchange. it's solid heading to university boulevard. the good news is that your lanes are open. 270 on the southbound side, that's been incident free. you have your delays from route 85 down to 121 and then it seems to break through as you head into the rockville area on 270. no problems on 355.

in spring training on sunday. stephen strasburg got the start. he struck out three houston batters but gave up two runs. nats lose 10-2. they'll visit the mets tonight. college basketball, this is your time. this week the men's college basketball tournament started as teams fight for a spot in the ncaa's big dance. the acc tourney begins thursday in atlanta. sunday afternoon maryland hosting virginia. terps rally from 12 points down to go into overtime. however, the cavs mike scored 7 of his 35 in the take period. maryland falls to uva75-72. virginia get as bye in the first round of the acc tournament. maryland will take on wake forest. acc women had their final yesterday with maryland taking on georgia tech. elisa thomas with 29 points for the lady terps. she won mvp honors for the turnment. maryland wins 68-65. they'll probably get a number two seed in the women's

the accident that caused this delay was in the hov lanes right before the river. it's all cleared. there were quite a few cars involved there. multivehicle accident. again cleared but this is what you've got. about a two-mile backup starting at the prince william parkway again toward woodbridge and the occoquan river. i'm show you where it is on a map so you can get some perspective and see all the red here. this is what we're talking about on the northbound side of 59 up from dale city -- 95 up from dale city. the good news is the lanes are open. let's take a look at the map on the north side of town. the utter loop at university vehicle, five vehicles involved. took a little while to clear it up. they had all lanes blocked for a while. everything has been cleared up but look at that delay. you are going maybe 10 miles an hour leaving college park. we're going to take a live look from our mdot cameras in college park at route 1. again this is the outer loop heading around to the 95 interchange into silver spring. the good news is the lanes are open. in my next report another look

and you will not back down. >> i don't think it was any different through the course of my career that when you have a high profile guy, that you're always going to try the defensive player to do what you can to get them out of their game or if you can, get them off the field. >> reporter: williams released a statement friday of apology saying, quote, it was a terrible mistake and we knew it was wrong while we were doing it. instead of getting caught up in it, shy have stopped it. i take full responsibility for my role. i am truly sorry. i have learned a hard lesson and i guarantee that i will never participate in or allow this kind of activity to happen again. it is likely that the red scints will also -- redskins will also face some pretty tough penalties. however, they may not be as severe as the saints because we're told joe gibbs, the coach at the time when this was allegedly happening here at fed ex field was unaware that any of this is happening though he's on the record he does not approve and would never approve

this kind of actity. however, shy tell you at least five redskins players have come out and have confirmed that this indeed was happening here. much more to come on this story. mike, back to you. >> indeed, thanks, delia live outside of fed ex field this morning. a man is behind bars this morning accused of leading police on a wild chase. this started with a police stop in prince george's county just off southern avenue and it ended when the suspect crashed into an suv and a metro bus at a stop on pennsylvania avenue around 4:30 yesterday afternoon. then a police cruiser responding to that crash was struck by the bad guy trying to get away again. police arrested him right there. eight people in all were hurt in this and they were taken to the hospital. right now every speed camera ticket you get in maryland must first be validated by a trained police officer. but soon that ticket could be approved by a contractor instead. the maryland state senate will vote on a plan to allow contractors to approve those tickets. they say it would free up police officers and save some

time and some money. 6:36 on this monday morning. i am watching your money. the proposed plastic bag tax in prince george's county is moving closer to reality. the idea won the approval of the county's delegation in the statehouse. the delegates. and it's expected to be approved by the senate as well. the county council approved the plastic bag tax unanimously but because of state laws it needs approval from lawmakers in annapolis. neighbors montgomery county began its bag tax in january and brought in $157,000 in just the first month. united airlines took a big public step forward towards completing its merger with continental. both are now on the same reservation system. frequent flyer accounts were switched over. the websites have changed and the last official continental flight landed early saturday morning. there were a few glitches at some airports but nothing too big. united operates a hub at dallas airport. pepper jack is the big

welcome back. 6:53. we've got mostly cloudy skies and 32. some light snow places like roanoke and charlottesville headed toward richmond and fredricksburg later this morning. highs in the low 40s. today is monday, march 5. here's a check of the news before you go this morning. police have made an arrest in the murder of robert leroy wright stabbed to death early sunday morning. he was a volunteer for kevin chavous, jr. traffic on the outer loop is recovering from an early morning accident. look at that. five cars were involved in this mess near university boulevard about an hour ago. fortunately no one was seriously hurt. just one goal between the caps and flyers last night.
