we'll bring you more as we learn more. so is it a dog poop or dog attack, two totally different stories emerging following the stabbing death of a man in d.c.'s penn branch neighborhood. >> some witnesses say a neighbor was killed over dog waste in a yard, but late this afternoon colbert's lawyer told a judge that story is totally wrong. our bruce leshan just got out of d.c. superior court. what can you tell us? >> reporter: this is an awfully strange story. ellsworth colbert, 57-year-old navy vet shuffled into the courtroom here head down in leg irons and handcuffs. he pleaded not guilty to second degree murder. he is accusinged of killing his neighbor -- accused of killing his neighbor robert wright because the dog that wright was walking had either left feces or was about to leave feces in colbert's front yard.

macho the pitbull tied up on the back porch of his home in d.c.'s penn branch neighborhood. no sign that he could have been intimidating enough to push a man to murder, but ellsworth colbert's lawyer says that is the real story here. >> your client attacked this man over dog poop. >> anybody who is telling you that this case has anything to do with dog poop doesn't know what they're talking about. this is much more complicated than dog poop. >> reporter: neighbors have a different version, suggested colbert was furious after macho left dog waste in colbert's tidy front yard. a witness says colbert confronted macho's owner in his driveway up the street and then when robert wright walked up with the dog, the witness says colbert stabbed him. wright got a shovel, hit colbert in the head, more fighting and stabbing and wright finally ended up dead.

>> it's outrageous. it's really the world is coming to a bad thing. >> reporter: colbert is a volunteer for kevin chavis jr.'s city council campaign and chavi -- chavous said he's shocked this could happen. >> i want to express my condolences. it's shaken our community. >> reporter: someone has left flowers next to robert wright's front door, but ellsworth colbert has his defenders, too. >> mr. colbert is a very nice giving person. i've never known him to do anything wrong. i've known him since the 7th grade and he's a very nice guy and he loves this community. >> reporter: he may love his community, but the judge ordered him held as a throat that community. turns out colbert has -- threat to that community. turns out colbert has a long list of assaults and convictions in prince george's county and montgomery county. so is this a guy who could kill a neighbor over dog poop (the

courts will have to sort that one out -- dog poop? the courts will have to sort that one out. >> we have not had much of a winter, but what winter we have had may have just had its last gasp. >> parts of northern virginia got several inches of snow today. this is video from this morning in thornburg, virginia. it wasn't enough to stick on the roads, but it's certainly more than some people in our region have seen all season. we have team coverage tonight beginning with meteorologist topper shutt in the weather center and i looked out the window. i got a little giddy seeing some snow. >> it was kind of nice, didn't cause any problems around here, but i think this may be the last gasp as you mentioned. let's start with radar. there's still snow showers in parts of the area. in fact, 10 minutes ago we had a pretty good snow shower here in northwest, most of which are west of i-81 and near on their way. one more gasp as we go through the evening hours. so if you're driving down south

95 towards fredericksburg you'll probably see a couple more snow showers before we begin to clear out. live doppler 9000 is pinpointing some of the activity mainly down south 66 right now. they were up 70, but everything is pushing off to the southeast, even into southern maryland and southern prince george's county snow showers possible during the evening hours. temps, 41 downtown, 39 gaithersburg and upper 30s in manassas and also as you go west out toward winchester. factor in the winds, it feels like it's 30 outside. dress like it's winter. it feels like it's 30 downtown, 33 gaithersburg and 32 in manassas. we'll come back and tell you how fast we can snap back with spring temperatures. we in the immediate d.c. area saw just a few snow showers, but you didn't have to go too far south to see something you could actually measure. kristin fisher shows us what it looked like. >> reporter: we got between 2 to 3 inches here in spots vein why and this stuff is great -- spotsylvania and this stuff is

great snowball making snow, but it's only sticking to the ground and the trees. it stayed warm enough that this stuff isn't sticking on the roadway. it's the perfect kind of snowfall, just enough to feel like it's still winter but without the inconvenience. >> no bad roads or anything, that's the good snow. >> reporter: most locals love it. >> it was real pretty. >> i like it when it don't stick and when it comes and goes. >> it was just nice and cute. >> reporter: this is one of the top two, if not the biggest snowfall, this season in spotsylvania county. >> this is about the worst we've had. >> this is the most we've seen so far this year and i hope it stays like this really. >> reporter: but most spotsylvania county students wanted more snow. they wanted enough for a snow day. >> my grandson was a little upset about that. >> reporter: many sounded off on twitter. one student wrote sarcastically congrats to spotsylvania and stafford county to getting everyone in school before the snow started. another wrote 4 to 6 inches,

why aren't we out? the roads were clear is why. spotsylvania county schools canceled all afternoon activities today, but things should be back to normal tomorrow. a contrast from what's going on around here, the snow is hampering efforts for the folks trying desperately to recover from those deadly tornadoes over the weekend. nearly 100 twisters struck the midwest in the south and killed 39 people in five states. susan mcbegin necessary is in henryville -- mcanyone mcguinness is in henryville, indiana. >> reporter: this is day three in the aftermath of these horrible tornado and people of henryville are in recovery mode. they did not let the snowstorm complicate their recovery efforts and made very good progress here today. utility crews are working to restore power. downed power lines and gas leaks are the biggest concerns.

at henryville high schoolworkers use heavy equipment to scoop up the wreckage. courtney cummings is a freshman. >> i want to be there and i want to be in my classes. i want to see my teachers and i want to see my friends. >> reporter: school has been canceled for at least the rest of the week. work cruise, residents and businesses are wasting -- work crews, residents and businesses are wasting no time cleaning up henryville and insurance adjusters are all around town getting the claims process started. >> it's going to take a long time to rebuild, but this is a great community. there's a lot of hope and we'll get through it. >> reporter: 15-month-old angel babcock is the storm's latest victim. she was found alone in a field but she died two days later. her mother, mother and two siblings also died. in north carolina a tornado sucked 7-year-old jamaal stevens out of his home and threw him hundreds of feet toward a nearby interstate. >> the top half of the house, what it came off, it took him with it and he was actually over the top of the back fence

investigation in what some have called bounty gate. gregg williams met with nfl investigators up in new york city. williams admitted and apologized for running a bounty program when he was with the new orleans saints. he rewarded players with $1,000 playoffs for knocking targeted opponents out of game and dave owens joins us to talk more about this. is it an exaggeration to say the integrity of the whole league is at stake here? >> no, it's not because i think there's a tendency to believe that everybody does it, so it's not a big deal, but make no mistake about it. this is serious business. it's illegal and the redskins are smack dab in the middle of it. the stains left by the accusations that gregg williams ran a bounty system in washington isn't going away. today tone dungy stoked the fire saying he -- tony dungy stoked the fire saying he

surveying ohio voters are split. two show romney is up. one has santorum hanging onto the lead. the hospital cafeteria worker in arlington under arrest tonight accused of tying up a manager and threatening her with knife. now police say albert murray tried to leave the scene in a waiting cab with the cafeteria safe stashed in the truck. this all went down saturday night at virginia hospital center. investigators say the cab driver got mad when murray tried to load the safe into its trunk. there was a confrontation and murray was arrested after a short chase. kind of wild. >> yeah. >> this is what you think as march, sunshine, snow shower, then sunshine and kind of blustery. that's what it. is another snow went south of us. two weeks we had a snow if south of us and not that far south. south of culpeper they had 5 inches of snow. let's take you out to buchanan, virginia, which is west, northwest of lynchburg, a little northeast of roanoke.

they had anywhere from 5 to 9 inches and look how fast and furious it came down. it was really a wet snow, pretty, didn't do that much on the roads. it snowed faster than it could melt, but most of it was on the grass and it was very picturesque. for us right now we're looking at breaks in the clouds and temperatures are still kind of on the chilly side, quite frankly, 39 downtown, winds out of the north at 10, pressure beginning to rise 30.23 inches of mercury. the dew point is 28. so fairly dry air mass. most of us will be in the 20s tonight for low temps. here's a look at our waning notice showers, most of them south of town in d.c. and down fredericksburg 95 south, a couple of them east of us into prince george's county and down into charles county. even st. mary's county had about an inch of snow today, kind of cool. live doppler 9000, a couple

>> it happened at the east river park safeway off benning road in northeast and scott broom has spoken to several eyewitnesses. they paint a picture straight out of a hollywood action movie. >> reporter: what happened out here this morning was crazy and it was dangerous and it started right that the door where the suspected shoplifter ran outside with a police officer who happened to be in the store in hot pursuit there was a dodge durango truck parked here. the suspect jumps in the car. the police officer is trying to smash the windows out. while all that's happening the driver of this ryder rental truck sees it and thinks the police officer is in trouble. he takes his ryder truck and smashes it into the durango right here, pushes the durango up onto the sidewalk. the ryder truck ends up smashing into this pole. the durango man squeezed into the spot, nearly hits a lady on the sidewalk.

the truck is so badly dammed he only makes it about another 100 -- damaged he only makes it about another 100 yards down into the far end of the parking lot and that's where the police catch up with him and he's locked up. the store security guard inside the safeway started the pursuit. >> the ryder truck coming this way, i guess he tried to pin the car up against the wall because he seen what the police was doing. >> reporter: it so happens the driver of the ryder truck was on business, for get this, an armored car company and by coincidence there was also an armored car from another company parked down there. the driver thought an armored car was just robbed. that's why he took such dramatic action even though in the end the suspect was just a shoplifter with a black bagful of meat. in northeast washington scott broom, 9 news now. >> did you catch all that? the man arrested is alfred jerome reeves jr. of washington who apparently has a record including convictions for robbery and carjacking. he's now charged with theft, unauthorized use of a vehicle

and leaving the scene of an accident. as the clean upcontinues in the midwest after that string of deadly tornadoes, the national weather service is reviewing its decision on tornado warnings. in fact, the ones that hit harveyville kansas formed so quickly meteorologists there didn't even have time to issue a tornado warning. our own meteorologist anny hong joins us now with more information why tornadoes are so hard to forecast and how local counties will alert you if there is a tornado warning out there. you got your radar, your satellites. it's still tough. >> they sure are, derek. in fact, in the case of what are reiville, kansas, where an ef2 hit -- harveyville kansas where an ef2 hit, radar did not show the rotation until the tornado was directly over the town. we do get our share of severe weather including tornadoes, so we went to find out how you'd be alerted if a twister is in your neighborhood. as we head into spring, sights like this, a tornado full of

violent rotation and oftentimes leaving a path of destruction, are more likely, even for the d.c. area. >> things can happen very quickly in the atmosphere in a matter of a few minutes and a tornado can spin up rapidly within a minute or two some rapidly growing updraft. >> reporter: with new upgrades to its radar in sterling, virginia, meteorologists will be able to better analyze the returns like rain, snow and severe thunderstorms that could form into tornadoes. >> this radar will allow the meteorologists to go in and see where there are areas of high winds or rotation. >> reporter: once the national weather service issues a tornado warning emergency managers with the affectedcounties are contacted and within minutes alerts go out. officers of emergency management officials of montgomery, loudoun, fairfax and arlington counties have systems set up to send out text alerts to cell phones and e- mails, but that's only if you sign up through their websites.

>> we also rely on social media. all of our text messages are hooked into twitter and facebook. we have accounts on both those sites. we push out information to the broadest audience that we can. >> reporter: arlington county, la plata and university of maryland college park are the only places in the region that have tornado warning sirens. that's where emergency managers can transmit a prerecorded message or speak into a microphone to tell people exactly what's going on. experts that we spoke with say relying on alerts through your cell phone isn't always reliable because tornadoes can take down cell towers. that has happened before. now the best way to get alerted is even while you're sleeping is with one of these, a weather radio which you can program to turn on if a tornado warning is issued for where you live and these cost only about $25 up. so definitely can save many lives. >> even though you don't have many tornadoes, all it takes is one. >> for sure. >> thank you so much.

plans to impose a five cent fee on plastic and paper bags are bag on track tonight in prince george's county. just a few weeks ago the proposal seemed dead, but now a key house delegates committee approved the plan meaning the measure will soon go before the full house. the prince george's county council and executive rushern baker support the bill. a fire aboard a school bus sent 28 middle school students to the hospital today on maryland's eastern shore. it happened in chestertown. police say a student lit a marine-type flare this morning and of this the result. the student who committed the crime is in custody. seven students were treated for smoke inhalation. the bus driver acted quickly, got all the kids out of there as quickly as possible, but the bus as you can see was destroyed. still ahead in tonight's hero central report a state of the art medical van providing critical services to those who really need them. >> we have sunshine here, but a

drake rescue caught on tape in the pacific north -- a dramatic rescue caught on tape in the pacific northwest, a good samaritan strips down to his underwear into freezing water to rescue a drowning man along the williamette river in portland, oregon. the eyewitness who shot the video describes what he saw. >> a by-pass other a bike stopped, took off his clothes and dove in and tried to pull him out. when started pulling him it, looked like the guy drowning actually grabbed him and they both went under for a second and by the time he got back up, the guy looked like he was already out of it. so he just pulled him to the shore. >> the rescuer literally dragged the man by his jacket. bystanders performed cpr on the man until paramedics arrived and took him to the hospital. a group of girl scouts are

williams was here? >> it's fascinating to me. i guarantee you on that play andre carter and philip daniels were not thinking maybe i won 500 more dollars. they're trying to tackle. it's their job. what these guys do to get themselves hyped up and get ready or maybe after the fact to celebrate, that's where your bounty comes. i think people are hung up on the word bounty and understandably freaking out because of that, but we use more analogies with these guys all the time. they're gladiators, whatever you want to call it. they're involved without a doubt. this is part of their culture, but for us on the outside it's very easy for us to hear, oh, my god, a bounty, but in the locker room whatever it takes to get these guys to put their body on the line i think is okay. >> of course, line backers will focus in on the big playmakers on the opponent. that's their job. that's part of the game, but do you think a bounty system like this where the players actually

get paid, let's clarify that, where they get paid for big hit, do you think this is more widespread than we're aware of? >> i'm sure this is a huge part of it. now timing i think is the biggest deal with. this we were talking earlier. if this was the 1970s and somebody clotheslines a guy through the hole or deacon jones head slaps a guy, everybody high fives afterwards, but now the nfl has a very specific policy with what they're trying to do with concussions and player health. so i think the timing of this coming out is unfortunately, but i'm sure this is a huge part of the culture because guys aren't stupid. you see yourself on espn enough times, you become a household name and be make those highlight films enough, guys know. >> i agree with you on the timing aspect, but with gregg williams, if they prove this bounty system was real, what kind of repercussionings might we see? >> the statute of limitations, this was happening probably when he was an assistant coach under buddy ryan. it was happening in buffalo. it was definitely happening here in washington and we know

asthma real bad. i came to the mobile and they prescribed medicine for her and voila, she's doing wonderful now. >> reporter: the van visits 11 sites weekly. most are near public housing. the staff also provides care and referrals for children with special needs, but most importantly families without insurance are not turned away. >> we provide services to families where moehlerly there's been a barrier to access of -- where historically there's been a barrier to access of care where there weren't doctors or doctors in the neighborhoods. our vans would. go we provide not just a medical home, but a health home for our families. >> reporter: this state of the art medical unit is providing high quality services to approximately 1,600 youngsters each year and it's also giving them a brighter future. >> when you leave here today, you make your dental appointment, okay?
